Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. "The transportation of explosives, and especially their distribution from the supply magazines of the manufacturers or dealers to the mines, quarries, or other points where they are to be used, by means of horse-drawn vehicles is an old-time practice, and the records of accidents of the past show this to have been a hazardous undertaking requiring for safety the taking of many precautions not required in the transportation of other merchandise.Displacement of the horse-drawn vehicle by the motor vehicle for the transportation of explosives is increasing rapidly. A consideration of the facts that the vehicle is operated by an explosion engine, using easily vaporized liquid fuel; that the charges in the engine are fired and the vehicle lighted by electricity; and that the vehicle, being operated insulated from the ground, may accumulate static charges led to the conclusion that new hazards are being introduced into the transportation of explosives through the use of motor-operate& vehicles, and that therefore additional special precautions must be taken against these additional hazards.That accidents have already occurred in this use of motor-vehicle transportation is evidenced from the following examples:Recently in California a driver loaded a box of granular powder in the rear of an automobile truck and a box of electric detonators in the front. Suddenly, while traveling along a highway, the explosives detonated, demolished the truck, and blew the body of the driver into small pieces. No evidence was left to show the cause of the explosion, but it is assumed that a jar or other means caused the detonators to fire, and that they in turn detonated the explosive. It should be recognized that it is unsafe to transport detonators and explosives in the same compartment, and this rule should be strictly enforced. At present this rule appears to be either unknown or, at least, frequently ignored.There are usually so many possible causes of ignition or detonation of a truck load of explosives that it is often impossible to state definitely the exact cause in a given case. This is well illustrated in the following account of an accident: A trucking company was hired to haul a truck load of explosives about 200 miles. The driver had had experience in driving trucks of explosives, and it was stated that he inspected the truck carefully before leaving the garage. Eighty 50-pound boxes of explosive were placed in tiers on each side of the truck and 265 25-pound kegs of black blasting powder were placed in the center of the truck. The boxes were placed flat and the kegs were placed on end, arranged in tiers. While the truck was being driven along the highway there was a muffled explosion. When some men, who were about a quarter of a mile away, arrived at the scene the truck was in flames and they could get no nearer than 100 feet. The driver was sitting in his seat and had apparently been killed instantly either by shock or fumes. When the flames were finally quenched, the driver's body was recovered, badly charred. It was, found that several boxes of explosives had been thrown about 40 feet by the initial explosion but were uninjured. A total of half a ton of dynamite was recovered. The cover to the gasoline tank could not be found."

This Bureau of Mines report presents a brief summary of the explosion trends in United States coal mines for the past 160 years. These trends show that in spite of the overall improvements in mine safety, the number of fatalities from ignitions of methane has actually increased in recent years. Suggestions are made of procedures that can be utilized to reverse this trend.

For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

REPORTS received from operating companies by the Bureau of Mines, United States Department of the Interior, indicated marked progress in the reduction of injuries to employees in the coking industry in 1951 as compared with 1950. The fatality rate (0.14) per million man-hours of exposure declined 33 percent and was the second best performance since statistics on the industry were first collected in 1916. The nonfatal-injury rate (10.94), the best since 1940, declined 8 percent and was bettered only in 8 of the past 36 years. The nonfatal rate is based on all injuries resulting in loss of time for more than the remainder of the day on which the injury occurred. The exposure to hazard, as represented by the number of man-hours of work time during the year, was 7 percent higher than in 1950 and, except for the year 1943, was the highest since 1920. The fatality rate for men employed at beehive-coke ovens decreased 16 percent and the nonfatal-injury rate 23 percent, while the man-hours of work time or exposure increased slightly over 16 percent. The fatality and nonfatal-injury rates at byproduct ovens declined 33 and 2 ½ percent, respectively, while the number of man-hours worked increased 6 percent.

Wellbore enlargement was tested using hydrazine hydrate in a gas-storage well in Ohio to increase the well productivity. The wellbore was to be enlarged by chemical disaggregation of the sandstone adjacent to the wellbore. Productivity immediately declined 49.1 percent and gradually declined to zero in 7 months. A down-hole camera survey showed a white-to-gray precipitate covering the entire wellbore surface. The precipitate was chemically analyzed and identified as mostly carbazic acid, a hydrazine derivative of carbonic acid. Formation of this precipitate was not anticipated; this viscous sub-stance caused the gradual loss in productivity of the well. The wellbore was not enlarged. Laboratory tests were run to determine what clay stabilization measures could be taken in sandstone cores to prevent clay swelling and particle migration caused by hydrazine hydrate. Normal clay stabilization methods did not prevent the virtually complete loss in permeability to hydrazine hydrate. Other laboratory tests using natural gas diluted with small amounts of carbon dioxide confirmed the ease with which carbazic acid could be formed in a hydrazine hydrate-saturated environment within and adjacent to the wellbore.

THE TOTAL production of energy in the United States in 1954 decreased 4.6 percent below 1953. The production of coal continued to decline, and the production of crude oil decreased for the first time since 1949. These decreases were partly offset by an increase in the production of natural gas. The total energy production of 35,365 trillion B. t. u. in 1954 was the lowest since 1950. [ ] This drop in energy production was consistent with the 1.1-percent decline in gross national product during the year-from 364.5 billion dollars in 1953 to 360.5 billion in 1954.

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

Minimize failures or inefficiency in the operation of in situ mining wells. Approach The proper design, construction and development of wells are important to any in situ leaching operation. To permit cost-effective production from an underground ore body by leaching it in place, many wells are normally installed. Construction and maintenance costs increase with the number of wells, and poor construction and maintenance procedures result in production losses and negative environmental impacts, To minimize these losses and impacts, the Bureau of Mines conducted an investigation to determine the optimum in situ well construction and operating procedures for the minerals industry. Factors considered during the investigation included drilling equipment and procedures; types of well casing and grouting; completion methods, e.g, screening or perforation; and system maintenance. The data collected were used to prepare a manual that offers guidelines

This handbook is for the engineer or person responsible for the storage and removal of material from bins and silos in the minerals industry. The objective of the handbook is to prevent bin-related accidents by eliminating problems which require workers to enter bins. It provides basic information on handling materials so that knowledgeable decisions can be made on bin design and accessories to minimize flow stoppages. Materials are classified in terms of their flowability, and bin design and accessories suggested for each classification. A method for classifying a material is also given, and the various types of material flow aids reviewed. Safety around bins is the basic theme of the handbook. Federal regulations are reviewed and additional suggestions presented to prevent bin accidents. New equipment for releasing material hang-ups is reviewed.

1. INTRODUCTION Underground mining in the USA has undergone significant change in the past 20 years. Two key elements have been increased mechanization and a more educated work force in spite of these changes, many jobs continue to be labor-intensive and repetitive in nature. They entail tasks that, performed over time, can take a toll on the soft tissues and joints. The problem may be compounded by an aging mining workforce. In 1996 the mean age of the coal mining work force was 45 years and the median total years of experience was 20 (NMA 1998). As a person ages, the body resilience to chronic wear and. tear is reduced, which may cause a worker to pay an increasingly higher health price for performing the same task. Mining companies, like many others, are becoming more aware of cumulative effects to the worker as reports of these types of injuries rise. . Conducting a job analysis is an important step when considering a job redesign or modification to reduce worker cumulative trauma exposure. A basic approach to job analysis is to examine the types of aches and pains reported, the tasks performed, and work site conditions. The US Bureau of Mines (USBM) conducted an evaluation of roof-bolting tasks performed at an underground coal mine concerned about early warning signs of cumulative trauma. This evaluation will comprise the primary focus of this chapter. The approach used for the roof-bolting race study may be applicable to other work environments. 2. FUNDAMENTALS OF CUMULATIVE TRAUMA EXPOSURE Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders that affect the nerves, tendons and muscles. Common examples include lower back pain, tendinitis and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may not appear immediately, but can take weeks, months or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute there to a single event. In fact, it is more common to identify factors that may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTD) have been commonly used to refer to disorders that have occurred due to work-related activities. Three main risk factors contribute to CTD: force, repetition and awkward postures. Any one or combination of these may contribute to the development of CTD. Therefore, the design of equipment in conjunction with the required tasks should be evaluated when attempting to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. The following list (Putz-Anderson 1988), describes ergonomics concerns that, overall, should be minimized at the work area: • Crowding or cramping the worker: a work area layout may unnecessarily constrain movements of the worker. • Twisting or turning: placement of tools and materials may require the worker to twist the spine to fulfill the requirements of the job. • Repeated reaching motions: the layout of the work area may require the worker to lean to reach and grasp the necessary tools and controls. • Misalignment of body parts: the arrangement of the work area may require the worker to frequently have one shoulder higher than the other or have the neck or spine bent to one side. While many of these concerns are a function of equipment design and environmental conditions, making workers aware of these issues may help them to adapt their work habits to reduce risk of injury. Additionally, this information is useful when conducting an ergonomic evaluation of a work area and associated tasks. 3. UNDERGROUND MINING ENVIRONMENT The underground mining environment is a unique challenge. It is more difficult to develop controls for an underground mine site as compared with a factory setting where equipment and facilities can be more easily designed to reduce worker force, posture and repetitive exposures. In an underground mine, workers are required to perform labor-intensive tasks that often cannot be avoided due to environment constraints. The dynamic nature of the environment does not allow easy implementation of mechanical assists to reduce force exposure. Many of the tasks performed by workers are repetitive. Restrictive work areas due to low ceiling height, low lighting levels and large pieces of equipment cause workers to perform these tasks in postures that are not desirable. Designers of underground mining equipment can control how a machine will function, but not the environment in which it will be used, Hazards in an underground mine cannot be completely removed by redesigning the system. There are many hazards and information sources that must be continually monitored by workers including their position in relation to large pieces of mobile equipment and unpredictable geological anomalies. Thus, immediate dangers may take priority over awareness of ergonomic considerations while performing a job. 4. CASE STUDY OF UNDERGROUND ROOF BOLTING 4.1. Roof Bolting and Cumulative Trauma Exposure In an underground coalmine, after an area is mined it is necessary to support the roof to keep it from collapsing. Since 1950, the primary method for supporting the mine roof has been installation of roof bolts. Long bolts installed into the roof compress the layers of strata achieving a uniformly distributed support anchorage. Roof bolts, typically 6-8 feet long, are installed by workers using large roof-bolting machines. There are different types of machines

This Bureau of Mines report discusses how pull-test data can help establish polyester resin column length criteria for roof bolts in evaporite minerals. The study evaluates the effectiveness of partial to full columns of resin in anchoring 4-ft, No.6, grade 40 rebar roof bolts in potash, salt, trona, gypsum, and borate mine roofs. Pull tests were performed on over 600 roof bolts in 11 evaporite mines. Column lengths ranging from 6 to 48 in (fully grouted) were evaluated for each test site. In general, comparative results among all test sites indicate that pull-out loads in excess of 10 tons (force) were attained with resin-grouted bolts having 13 to 75 pet less than a full column of polyester resin. Ten tons (force) of load-carrying capability compared favorably, in terms of strength, with the calculated yield strength of the rebar used in the tests, which was 8.8 tons (force). The site-specific nature of each test site, due to the unique combinations of geology, mine-induced stresses, and other unknown parameters, prevented the establishment of valid generic column-length criteria. For these reasons, data to evaluate resin-column-length effectiveness are best obtained on a mine-specific basis.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con- tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

Preparedness is an important element of any underground mine's strategic plan in dealing with an unexpected event, such as a fire. A fully implemented fire preparedness and response plan is essential in reducing the probability and seriousness of a mine fire. This report describes the development of an underground coal mine fire preparedness and response checklist (MFPRC). The checklist is a data collection instrument for profiling both the fire prevention and response capabilities of a mine site and usually requires 3 to 4 days to complete. The checklist encompasses conditions, procedures, and equipment that have frequently been identified as the primary or contributing causes of underground coal mine fires. At least 1 day is needed underground to evaluate the water system. This entails measurements of water flows and pressures at fire hydrants, and water throw distances of fire hose and nozzles at several locations (mains and branch lines). A few of the other topics that are discussed with mine personnel include detection and suppression systems, combustible materials, mine rescue and fire brigades, and firefighting equipment. The MFPRC was developed by the National Institute for Occupational Safety and Health (NIOSH),Pittsburgh Research Laboratory. Under a Cooperative Research and Development Agreement (CRADA) with Cyprus Amax, Twenty mile Coal Co. (Oak Creek, CO), the checklist was field tested and further refined. Additional field tests were conducted at several other operating coal mines.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

THE MILDEST recession of the postwar period ended in the first months of 1961, and the economy climbed steadily during the remainder of the year. The Federal Reserve Board (FRB) Index of Industrial Production climbed from a low point of 102 (1957=100) in February to 115 in December, a rise of 12.5 percent. But economic activity for the year as a whole was only 1.5 percent higher than the 1960 level, as measured by real gross national product (GNP). Although activity increased throughout 1961, much of it was merely regaining ground lost in the decline during the second half of 1960 and the first months of 1961. The FRB index did not re ain the July 1960 high of 110 until June of 1961. Mineral fuels did not fully share in the economic recovery. The (FRB) crude oil and natural gas index rose only 5 percent between February and December. Although the index of monthly coal production increased 11.5 percent during the year, the February level was so low that total production for the year was the lowest since 1954. Total production of energy measured in Btu's was up slightly (1 percent) during the ear. Coal production was down; production of crude oil and natural gas was up. Calculated consumption paralleled production-total up slightly, coal lower, and crude oil and natural gas higher. The most interesting product developments were in coke and residual fuel oil.
