A procedure, which can be performed in the field by nonanalytical personnel, is given for sensitive spot tests for detecting tellurium or selenium. The expressed need of a field test for detecting small amounts of tellurium, which may be accompanied by relatively large amounts of selenium, has led to the development of this method. Tellurium search has been impeded by the lack of a satisfactory test from the standpoint of sensitivity and specificity. A quantitative laboratory method exists, but it is expensive and relatively laborious. Several other qualitative tests are known, but they require unstable solutions, which must be freshly prepared for use, and a greater variety of laboratory equipment. The particular advantages of the test described are its simplicity and the stability of the reagents required, there-fore is is well adapted for field use. Also, this test was found to be of practical use in the analytical laboratory when screening samples, thereby reducing analytical costs. The roughly quantitative interpretation of the results can save time by indicating the approximate size of the sample taken for a quantitative determination.

Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

The Bureau of Mines conducted laboratory-scale weathering research on a leach residue containing elemental sulfur and mixed metal sulfides. Experiments were performed to determine pH and impurity element concentrations in the effluents as functions of time and to determine the effects on effluent concentrations of mixing the residue with dolomite tailing material. Four 800-day tests were conducted simultaneously. Soluble metal concentrations, especially zinc and copper, were excessive in the effluents from washed and unwashed samples of the residue. Concentrations of up to 20 g/l of Zn and 12 g/l of Cu were obtained. The pH values of the unwashed and washed residue effluents at the completion of the experiments were 2.8 and 1.9, respectively. Sulfuric acid from oxidation of pyrite caused the pH decrease. Mixing unwashed residue with dolomite tailing to maintain a near-neutral pH minimized the heavy metals content in the effluents. The pH in the dolomite tests increased slowly after the first 360 days and attained values of 7.8 and 8.2, respectively, for tailing containing 1 pct leach residue and for tailing devoid of leach residue. Dissolved zinc and copper did not exceed 0.10 g/l of Zn and 0.001 g/l of Cu.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the pre- dicted fields more nearly model the measured data than does the homogeneous half-space model.

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

Laboratory-scale studies on defluorination of natural and synthetic fluorspars by pyrohydrolysis at 1,500° C. were made to determine the feasibility of developing a process for producing hydrogen fluoride from siliceous fluorspars. It was found that the reaction (at 1,500° C.) is not promising for process development, even though a silica-free offgas can be generated. The primary difficulty is the low hydrogen fluoride content of the offgases; an HF content of 6 percent was the best achieved. Previous research by the Bureau of Mines has demonstrated that offgases averaging 27 percent hydrogen fluoride can be produced under carefully controlled conditions at 1,280° C. The lower temperature process is a better method for production of HF. However, charges in which the CaF to Si02 mole ratio varied from 0.4 to 2 could be processed with similar results. Also, combined alumina and ferric oxide contents up to 25 mole-percent did not noticeably alter the rate of defluorination. Therefore, virtually any natural siliceous fluorspar would respond in essentially the same manner when exposed to water vapor at 1,500° C.

The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

This report details the continuation of mine power systems transient research under USBM Grant G0155003. The purpose of the work, which commenced under Grant G0133077, is the elimination of safety hazards created by transients" and the objective is to provide knowledge about transients existing in a-c and d-c coal mine power systems. The report chapters cover theoretical background, instrumentation, and experimental investigations. The instrumentation discussion scans measurement problems and considerations plus the development of a low-cast peak-detector. Transient data from in-mine measurements are presented and include high-voltage distribution and d-c trolley systems. Extremely unique field exercises are described involving actual power equipment connected on the surface to duplicate typical underground coal mine system arrangements. Here, transients on high-voltage distribution resulting from vacuum circuit breaker operations could be observed under controlled conditions, and work centered around how surge capacitors effect transients. Using the in-mine and staged transient data, specific conclusions and recommendations are made with emphasis on high-voltage distribution.

5.1 Incorporation with the Master Design Simulator Figure 1 diagrammatically illustrates the interaction between the various sub-systems that go to make up the total Master Design Simulator. As a total system, all sub-systems will be scheduled as needed by the controlling program. The data require¬ments for each will be made available either by providing common storage in core or by outputting data to external storage devices such as magnetic tape, disk, drum, etc. The incorporation of the Geology and Reserves sub-system into the total system involves the establishment of an interface through which data may be readily dissemminated in either direction. This interface will be provided by a geological data library in which all information available from the sub-system is stored and can be readily accessed by the main program and/or other sub-systems. In Figure 7, the information flow between the Geology and Reserves sub¬system and other sub-systems is shown. 5.2 Independent Function Geology and Reserves sub-system is capable of functioning as an independent unit or in direct communication with another sub¬system. This is possible by either continued use of the data library or by redirecting output to other peripheral devices separate from the total system libraries. (Figure 8).

Goals of the Bureau of Mines include utilizing readily available minerals as substitutes for scarce mineral commodities and minimizing occupational hazards associated with mineral processing occupations. Therefore, the Tuscaloosa Research Center investigated using rapid-set cement as a suitable molding sand binder for small ferrous castings; currently petroleum-based binders are used. Substitution of a rapid-set cement would eliminate organic vapors associated with the petroleum-based binders; these vapors constitute occupational hazards and environmental pollutants. A binder containing 60 percent white portland cement (WPC) and 40 percent calcium aluminate (CA) would be an acceptable and economic substitute for petroleum-based binders where the foundry requirements are compatible with its limitations. It produced a set time and a pattern strip time of less than 1 hour. Cement, sand, and water mixtures developed compressive strengths from about 40 to 75 psi after 2 hours and from 120 to 130 psi after 24 hours. Tensile strengths of 18 to 22 psi were obtained after 2 hours, increasing to 30 to 35 psi after 24 hours. The addition of about 1 percent polyphosphate to the sand-cement-water mixture doubled the compressive strength and increased the tensile strength about 50 percent after 4 hours, but also increased the set time from 30 minutes to 1 to 1-1/2 hours. Po1yvinylacetate (PVA) resin latex additions resulted in rapid strength development. When castings were poured into the cement-bonded molds, the surface finish was fair to good on gray iron castings, but some areas of burn-on were present on steel castings. Using a graphite wash on the cement-bonded molds produced good surfaces on gray iron castings.

At the request of the War Production Board a preliminary examination of the Big Ben molybdenum prospect near Neihart, Cascade County, Mont., was made by the Bureau of Mines under G. N. Bennett, mining engineer, Bureau of Mines Montana district office, in September 1942. Formal investigation, consisting of sampling, core drilling, and metallurgical testing, was later undertaken and completed in 1943. Field work was directed by Robert D. O'Brien, mining engineer, Montana district office, under the supervision of E. W. Newman, supervising engineer, Montana district office. This report describes the deposit, presents the factual data obtained from the sampling and core-drilling operations, and summarizes the results of the metallurgical studies. The deposit was first located and prospected in 1922 by the present owner, Frank Mansikka of Neihart, Mont. Periodic examinations made by responsible mining interests were culminated in 1938 when the Federal Mining & Smelting Co. optioned and investigated the property. No ores have been produced from the deposit to date.

Batch and continuous - circuit flotation , leaching , precipitation , and electrodeposition studies were made by the Bureau of Mines to determine optimum conditions for treatment of complex mercury - antimony sulfide and mercury- arsenic sulfide ores and concentrates . On the Red Devil ore sample over 95 percent of both the mercury and antimony sulfides were recovered in a flotation concentrate containing 35.6 percent mercury and 21.0 percent antimony . By selective flotation a mercury concentrate containing 71.0 percent mercury and 2.9 percent antimony was obtained with a mercury recovery of 90.4 percent . Leaching results show that , with 150 grams per liter of sodium sulfide and 50 grams per liter of sodium hydroxide , 95 to 99 percent of the mercury , antimony , and arsenic sulfides could be extracted from the concentrates treated . Sodium hydroxide reagent consumption was based on the sulfides generated in the dissolution of the sulfide minerals and on the method of metal recovery used . Selective leaching of the antimony and arsenic sulfides with potassium sulfide dissolved more than 95 percent of either of these two sulfides and 0.5 to 5 percent of the mercury sulfide present . Methods for recovering mercury and antimony from solution were electrodeposition of mercury followed by electrodeposition of antimony , aluminum precipitation of both mercury and antimony , or antimony precipitation of mercury followed by antimony electrodeposition . The mineral industry of Benin contributed less than 1% of the 1977 gross domestic product (GDP), which was estimated at $500 million.' Other than limestone and salt, no exploitable mineral deposits have yet been discovered in Benin, which has been rated by the United Nations as one of the world's least developed nations. In 1977, the economy was further weakened by petroleum price increases and severe drought. The country continued to depend on foreign assistance, which averaged $20 million per year, to finance development projects. The country's first 3-year plan, which was put into operation in October 1977 after many delays, allocated more than $1 billion to projects in infrastructure, agriculture, and light industry. The most important infrastructure project was the expansion and modernization of the port of Cotonou, valued as an entrepôt port for the transit of goods to the neighboring countries of Niger and Nigeria. Plans called for an increase in handling capacity to 1 million tons of cargo annually, the improvement of port and cargo handling operations, and the upgrading of the efficiency of the Port Autonome de Cotonou (PAC) management system. The $46 million project was to be financed by a consortium led by the International Bank for Reconstruction and Development (IBRD) and including Canada, France, Nigeria, and Abu Dhabi. Construction was scheduled to begin in 1978 and be completed in 1980.

As part of its mine safety and health research program, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, has been investigating the geologic and mining factors influencing methane gas emissions associated with longwall mining. A primary focus of this research has been the consequences of increasing longwall panel dimensions, particularly face width, in gassy coalbeds. Continuous longwall face emission monitoring studies were conducted at two adjacent mines operating in the Pocahontas No. 3 Coalbed, where longwall faces were to be extended from 229 to 305 m (750 to 1,000 ft). Average longwall pass methane emission rates for 229-m (750-ft) wide faces were 61 % (0.072 m31sec (153 cfm)) higher at the VP-3 Mine than at the VP-1 Mine. It was predicted by regression analysis of methane emissions data from 229-m (750-ft) wide faces that extending faces to 305 m (1,000 ft) would increase methane emission rates by only 7%, or 0.009 m3/sec (20 cfm), to 0.144 mysec (304 cfm) at the VP-1 Mine. In contrast, it was predicted that extending faces to 305 m (1,000 ft) at the VP-3 Mine would increase methane emissions by as much as 13%, or 0.029 mysec (65 cfm), to 0.268 dlsec (567 cfm).

This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. Mineral resources in the Silver Creek study area of the Nez Perce National Forest. Idaho, were investigated during the summer Of 1989. The study area includes the 36,100-acre Silver Creek-Pilot Knob RARE II area (No. 1-849) on the north side of the South Fork Clearwater River, about 11 miles west of Elk City, 10. Mines in and near the study area in the Tenmile and Newsome mining districts produced about 100.000 02 of gold, mostly from placers. Gold production had an historic value estimated at 52 million, equivalent to nearly $40 million at today's prices. Lode mines produced about 19,000 oz of gold, along with smaller amounts of silver, copper, lead, and zinc. Of 34 mines and prospects examined, ten lode properties are considered to be significant by virtue of their past development or production and the presence of possibly ore-grade mineralization. There are no identified mineral resources in the study area; however, samples that contained gold and anomalous arsenic delineate a three-mile-long area from the Sentinel mine, north to the Blue Quartz prospect where exploration might disclose resources. One mining company is conducting geophysical studies and drilling within the delineated area. In addition, six placer sites may contain enough gold to be of possible interest for future exploration and development.

Fire has been one of man's most useful tools through the ages and certainly is a "must" for industrial progress but when uncontrolled is one of the most destructive agencies. This fact is even more important in a coal mine, where many persons and much expensive equipment are confined in a relatively small area. Means of escape from a burning area, as well as from the products of combustion, are often limited; and in many instances the entire surroundings are combustible. Numerous mine fires, which resulted in a high death toll and great financial loss through the years, have caused mine owners to search for the best fire-fighting equipment; much of this has been installed, the quantity depending largely upon the experience of the individual companies or neighboring mines in certain coalfields. A mine owner or operator has meager published information on the actual fire protection afforded and systems of fire-fighting inaugurated in the coalfields, by which he could compare his efforts and get some idea of the adequacy of his own protection. To further general knowledge of the subject, it was decided to survey a representative number of mines in the field and show what has been accomplished. Representative mines were selected in various coal beds; some had similar tonnage, so comparison could be made if desired.
