A new approach for evaluating pit slope stability by the limiting equilibrium method has been developed by the Bureau of Mines. The finite element method of plane strain analysis is used to find the stress field of the pit slope structure. This stress field is then used to find the normal and shear stresses along a potential failure surface. The normal stresses are used with the Coulomb equation to calculate the shear resistance. The shear stresses are integrated to determine the total driving force. The factor of safety is evaluated from the ratio of the resisting force to the driving force along a failure surface, and is found to be affected by the elastic material properties, modulus of elasticity, and Poisson's ratio.

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former US Bureau of Mines (USBM) to engineer techniques that will reduce the hazards in the mining workplace associated with coal bumps. Recent research focused on a longwall coal mine in Utah with overburden greater than 750 m (2,500 ft) containing several massive sandstone units. The primary field instrumentation at the site was three-dimensional, full waveform, autonomous microseismic arrays placed underground and on the surface in order to surround the active multi-panel longwall district. The purpose of these arrays was to help investigate the strata mechanics associated with the redistribution of stress and the associated gob formation of the longwall. Specifically, the seismic arrays were used to determine the timing and location of the failure in the strata surrounding the active mining. Overall 13,000 seismic events were detected and located with on-site processing during the five months the panel was being mined, including a magnitude (ML) 4.2 event. Of these, a smaller subset of 5,000 well-located events was selected during post-processing to form a consistent data set for analysis in this paper. From this data set, it was observed that the seismic events generally occurred in advance of the longwall face, both above and below the panel, consistent with failure of the strata in the forward stress abutment zone. Also, the occurrence of the ML 4.2 seismic event within 150-180 m (500-600 ft) of a deep cover longwall face with no associated bump caused a re-evaluation of the nature of the connection between seismic activity and coal bumps.

The Bureau of Mines repeatedly surveyed a grid of monuments over an active longwall mine panel in southwestern Pennsylvania during a 1-year period. Both conventional ground surveying techniques and photogrammetry were used. The objective of this investigation was to compare elevation measurements of subsidence obtained from aerial and ground survey methods under dynamic ground conditions. The results of a statistical analysis of the survey data show that the mean of the differences between 372 matched pairs of elevation measurements was 0.20 ft (61 mm) with a 95-pct-confidence interval of 0.05 ft (15 mm). The mean of the absolute values of the differences was 0.38 ft (116 mm) with a 95-pct-con-fidence interval of 0.04 ft (12 mm). Ninety-five percent of the absolute values of the differences were less than 1.11 ft (338 mm).

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. In July 1956, the Bureau of Mines and the J. R. Simplot Co. participated in evaluating and beneficiating drill-hole samples from the Bovill, Idaho, clay-silica deposit and in tests of the beneficiated products. The geology, mineralogy, beneficiation, and potential uses of the clay and quartz fractions of the Bovill deposit are described. Test work showed that a filler-grade clay having an apparent spectral reflectance of 78 percent can be made by bleaching, and by removing some of the submicron-size particles. A quartz product suitable for the manufacture of glass containers can also be made.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. 7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems' motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

This investigation is part of the Bureau of Mines research effort directed at advancing mineral technology and minimizing energy requirements for extractive metallurgy. The emplacement of the primary minerals petalite (LiAlSi4010) and spodumene (LiAlSi206) in the lithium pegmatites is examined on the basis of their Gibbs energies of formation determined from lithium metastltcate and oxides, using a series of proposed reactions. The reaction between spodumene, quartz, and petalite (LiAlSi206 + 25i02 [=] LiAlSi4010) apparently does not take place in nature but may be proved experimentally.

This regional report covers 1993 mining and related activity in approximately 40 countries and territories of Canada, Latin America, and the Caribbean Basin. These countries of the Western Hemisphere, as with the United States, are endowed with a great variety of minerals, including metals, industrial minerals, and energy minerals. For most of these countries, such mineral production helps form foundations for their economies and earns export credits including hard currencies. Table 1 depicts an overall view of Latin America and Canada's production of its major mineral commodities in 1993; subsequent tables show the role of Latin America and Canada in world mineral production, trade, and import dependency on minerals from Latin America and Canada by the United States. Overall, the picture emerges of a rich mineral diversity throughout the hemisphere, attracting increasing interest and investment, and complementing the mineral resources of the United States.

Demand for arsenic exceeded supply, and major domestic and foreign producers allocated available supplies to customers for the fourth consecutive year. Major demand for arsenic was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-Effective April 1, 1981, taxes were collected from companies producing and importing 42 chemicals and petroleum products designated as hazardous, The revenue was used to begin funding of the 5-year, $1.6 billion "superfund" being established under Public Law 96-510, the Comprehensive Environmental Response, Compensation, and Liability Act, designed to help clean up spills of hazardous substances throughout the United States. As hazardous chemicals, arsenic metal and arsenic trioxide were taxed at the rate of $4.45 and $3.41 per short ton, respectively.

Summary Cost models have, long been confined to the accumulation and analysis of static-data.. While historical and time study data are valuable for control of existing operations, for new systems and equipment, and for projections, they need to be adjusted or modified. The availability of computer-oriented systems simulators provide yet another method for costing these systems and equipment. This investigation has introduced a concept whereby continuous, variable data can be assimilated and analyzed through the combination of an economic analysis model, which includes a direct costing capability, with a systems simulator. This tandem operation permits increased flexibility and greater atten¬tion to detail in the evaluation of mining systems. The direct costing process is carried throughout the majority of the model operations. Labor and capital costs may be computed directly, even in the absence of the systems simulator, while operating costs re¬quire input parameters, at present, from the subsystems of the Master Design Simulator. Since the costs computed are based on the perfor¬mance of each individual machine unit, the model may be used to evaluate equipment compatibility, system interaction at the mining face, and the effect of system elements on total mining costs. Additional applications of the cost model include the following: 1. Complete mining systems may be evaluated, over their economic life, to determine the feasibility of a profitable operation. 2. Costs associated with mining various segments of the coal deposit may be computed as a guide to planning the mine layout and scheduling the sequence of operations or acquisition of new

The term "titaniferous magnetite" is used to designate those mag- netic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non- titaniferous ores. The former method involves a physical process, the latter a chemical process. The measure of success attainable by the first method depends entirely on the relations between the iron and the titanium in the ore. Views in regard to these relations have been divergent. Some investi- gators have believed the titanium to occur as a part of the magnetite molecule, in which case, of course, any process of mechanical separa- tion would be impossible. Others have believed that the titanium occurs as the mineral ilmenite, and that the ores are aggregates of magnetite and ilmenite. In this case a separation of the two minerals is theoretically possible. Magnetite is highly magnetic; ilmenite is nonmagnetic or only feebly magnetic. Crushing and magnetic con- centration should separate them. Numerous experiments in mag- netic separation have been made with various degrees of success, but rarely has more than a very imperfect separation been obtainable. In other words, some of the titanium exists in a separable form and some in an inseparable form, and the ratio between the two forms is

"INTRODUCTION The Cline mine has been worked intermittently for copper and gold since 1895. Scheelite has recently been detected with the aid of a ""Mineralite"" on the old waste dumps of the mine. Four diamond-drill holes were drilled by the Bureau of Mines from August 13 to September 25, 1946. Results of this drilling showed the vein to pinch at depth and to carry no mineralization of economic importance.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Liquid-liquid extraction techniques were investigated by the Federal Bureau of Mines for the fractionation of rare-earth solutions. Separatory funnel work using tri-n-butyl phosphate (TBP) for extracting ceric nitrate from solutions containing sulfate ion resulted in almost complete extraction. Similar tests using primary amines for splitting trivalent rare-earth pairs and fractions gave promising results. The ceric nitrate extraction procedure was scaled-up by use of pressure-bubbler equipment, a series of spray towers for extraction, washing, and stripping. In this case only 84 percent ceric nitrate extraction efficiency was achieved. This work was done using dilute sulfuric acid for stripping.

Methane is the chief constituent of natural gas, and large quantities of it are also obtained in coke-oven gas and in the off-gases from cracking higher hydrocarbons. Perhaps the most important potential chemical use of methane is in the production of higher hydro- carbons, both aliphatic and aromatic. The results of a relatively large number of researches have been published in the technical and patent literature on the thermal decomposition of methane, the objective being an industrial process for the production of "antiknock" motor fuel. No industrially feasible process has, however, been developed. An inspection of the literature on this subject indicates that the chief difficulty in the way of accomplishing this object lies in controlling the decomposition so that undesirable products are eliminated. A considerable number of quantitative experiments have been reported, the results of which provide only a vague and confusing picture of the various steps in the thermal decomposition of methane. The reaction mechanism has not been subjected to rigorous fundamental study, and the necessity for such a study is obvious if further progress is to be made. The thermal decomposition is only one of the reactions of methane which are of potential industrial importance and which require further fundamental investigation. The oxidation, hydrolysis, and halogenation of methane are other reactions which must be studied further. In view of the importance of methane as a raw material for various industrially desirable products, it is appropriate that a survey be made of the important facts concerning the physical and chemical properties of methane which will serve as an aid in subsequent experi- mental work. No attempt will be made to present a complete chronological review, but rather a condensed critical description of the important literature will be presented.

To prevent injury to miners caused by violent whipping of mining machine trailing cables. Approach: The hydraulic cable controls are adjusted to reduce whip by visual reference of the cable sag to the height of the cable guide. How It Works: The cable sag is adjusted by visually estimating its height above the ground, at a specific reference distance behind the machine. This reference distance is measured horizontally back from the point where the cable leaves the cable guide. The Reference distance is 2H where H equals the height of the cable guide above the floor. See Figure 1. Cable sag should be less during rewinding than during unwinding. During cable unwinding, the cable height (at the refer¬ence distance) should equal 1/31-1. During rewinding, the cable height should equal ½ H. Field tests were made on several manufacturers' equipment after adjusting cable sag as above. Cable whip was greatly reduced for all, and whip was almost eliminated on a shuttle car equipped with a Joy Manufacturing Company 500108-104 cable reef and the newer (nonporous) shuttle valve. The following directions are for adjusting cable sag on a shuttle car equipped with a Joy Manufacturing Company 500108-104 Cable Reel equipped with the newer shuttle valve. Cable sag can be adjusted on machines equipped with other cable reels and valves by referring to the manufacturer's manual and making the appropriate cable valve adjustments.
