In the Bureau of Mines investigations of respiratory apparatus, a laboratory study of dust respirators has been conducted, and the results will be published in detail as a technical paper. Many industrial dust respirators, and many fabrics and filtering materials were tested. The principal results of these tests, and the conclusions drawn from them, are presented below. Reference to the patent literature discloses numerous types of dust respirators, mostly based on the filter principle. The present study included only representative filter-type respirators, purchased on the market.

The Bureau of Mines performed drill calibration tests on two industrial percussive drills of 2-5/8- and 3-1/2-inch piston diameters to determine operating characteristics for their use in conjunction with penetration rate data in developing drillability equations and furthering the knowledge of percussive drills. The use of a linear velocity transducer for measuring piston velocities and application of its instrumentation are described. Data presented include relationships between maximum piston velocity and feed air pressure other results confirm the theory or data of previous investigators, and some comparisons are made with the performance prediction formulas of other investigators.

The purpose of this investigation was to evaluate the corrosion properties of certain alloys of titanium and to compare them with those of unalloyed titanium. Such information should make it possible to determine the desirability of substituting these alloys for commercially pure titanium in certain applications. Titanium-manganese, titanium-chromium-iron, and titanium-vanadium-iron alloys, with 2 types of unalloyed titanium, I consolidated by arc melting and the other by powder-metallurgy techniques, were included in the study. Tests were carried out in sulfuric, hydrochloric, phosphoric, nitric, and mixed acids and in chloride solutions. All solutions were saturated with air.

Roof support technology for longwall tailgates has changed dramatically during the past decade. Filling tailgates with conventional wood cribs is becoming the exception rather than the rule. Modern engineered timber support systems and a host of other alternative support products provide far greater capacity as well as stiffer response, thereby allowing the supports to resist roof movement with much less displacement than the soft wood cribbing used in the past. For these reasons, these products can provide superior roof control. In addition, the material handling requirements for support installation have now become a major consideration in the support design and selection process. Products such as conventional wood cribbing that require piece-meal construction of bulky, heavy components have diminished, while prop-type supports and products that can be installed with machinery and pumpable support technologies have grown in use resulting in fewer injuries to mine workers. Now, the opportunity exists to provide the safest, most cost effective support system, through engineering design rather than by trial and error and to optimize the use of the support system chosen. Yet this is rarely done. The key to accomplishing this task is to understand the interaction of the support system with the ground conditions at the installation site. A major focus of the paper is to conceptualize the support and interaction through the use of a ground reaction curve which relates the support resistance to the convergence of the longwall tailgate. The goal of any roof support design is to control the ground deformations and maintain the structural integrity of damaged or broken ground to the extent possible to provide a stable mine opening. In general, deformations will be a function of the stress environment and inherent strength of the surrounding rock mass. However, if the deformations are intimately linked to the stress changes such that the deformation can be controlled by the load resistance or reinforcement provided by a roof support system, then the loading behavior can be described as load-controlled. Conversely, if the deformation occurs irrespective of the installed support (assuming practical limitations), then the loading behavior is described as displacement-controlled. In this case, the deformation can be considered irresistible from a practical standpoint. In this context, the nature of the loading has significant consequences on the support design requirements. Finally, examples using the NIOSH Support Technology Optimization Program (STOP) to develop design criteria using ground reaction data from underground studies and ways to include uncontrolled convergence as part of the design criteria for standing roof supports will also be discussed.

The U.S. Bureau of Mines performed Cu exchange capacity (CuEe) tests on Ca and Na mont-morillonites and attapulgite clays. Mathematical models were developed from the data that the CuEe's are derived from for each clay as a function of pH, Cu concentration, and the concentrations of metal ions, which compete with Cu for exchange sites. An analysis was made of the impact of competing ions on Cu losses due to ion exchange. The results show that the CuEC's of clays, and hence Cu losses, are decreased by the presence of competing ions, and that AI and Mg have the largest impact of those cat-ions normally present in Cu leaching solutions.

In the past, Westmoreland County together with Fayette County produced about one-third of the bituminous coal mined in Pennsylvania. The Pittsburgh bed in Westmoreland County has furnished enormous quantities of coal to the by-product and beehive ovens, gas-manufacturing plants, and general industrial manufacturers over a wide area until about 20 years ago. Little attention was paid to the thinner beds because of the superior quality of the Pittsburgh. The approaching exhaustion of Pittsburgh coal will require accelerated-exploitation of these coals if Westmoreland County is to continue as an important source of bituminous coal, Much of the Pittsburgh coal in Westmoreland County is low-sulfur and requires no mechanical cleaning for the preparation of a metallurgical fuel. Even those areas where the sulfur percentage increased to a maximum of about 2 percent, a relatively easy washing operation usually produced a cleaned coal, which found ready acceptance by the coke industry. Davis reported the remaining recoverable reserves of the .Pittsburgh bed in Westmoreland County to be 255,439,000 tons as of January 1, 1937. Since that date, more than 100,000,000 tons of Pittsburgh coal has been extracted so that the time is not too distant when this important coal bed will be depleted. A study of the Pittsburgh bed in Westmoreland -County has not been made a part of this report as the remaining reserves of the coal can be used in coke making with a, minimum of preparation. The production from the Upper 'Freeport bed will increase as the supply of coal from the Pittsburgh bed diminishes, and as of the present time it supplies a substantial proportion of the county's coal output.

Deposits of talc are known in many districts in Canada but at the present time active mining operations are reported only in Ontario . Here three companies are now operating, two of which, George H. Gillespie & Co. , Ltd. , and the Anglo- American Talc Co. , are at Madoc . The operations of the former company are probably the largest and best known in Canada . The writer , in his capacity as an engineer of the U. S. Bureau of Mines , was permitted by this company to make an inspection of its mine and mill in June, 1920 , and study the methods employed . This information was desired for comparison with methods employed in the United States . The following description is based on observation made during this visit , supplemented by data supplied by the company .

Redesigns of the operator compartments on a continuous miner and on a face haulage vehicle are described. The objective was to optimize the compartments within limitations of existing equipment and functional configurations. Both safety and production should be improved through more comfort for the operator and more natural placement of controls. Design guidelines supplied by the Bureau from a previous contract were used along with human factors analyses to determine requirements. Mock-ups were fabricated from layouts and used to refine design details. The new compartments were implemented and the machines evaluated underground. Comments and reactions to both machines were favorable.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.

We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

A computer program has been devised to calculate the reservoir performance of water floods of complicated well - spacing patterns . The method and program have been tested by calculating the waterflood performance of fivespot patterns using oils of different viscosities and the performance calculations agreed closely with laboratory results . The program on a high - speed digital computer will process the performance prediction in about 1 minute , which is very rapid for a prediction using so much fluid mechanics and nonlinear geometry . The program has been presented in such a way that one may use it as given and save the time required to write and " debug " one of his own . gram processes a complex reservoir analysis , many of the complicated steps are explained in detail , both for the fluid mechanics and the directions for the computer . Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

The presence of sulphur compounds in petroleum and its products is, generally speaking, undesirable, and the problems involved in removing such compounds are of great importance to the petroleum refiner and to the manufacturer of gasoline. There are several types of these compounds which are dissimilar in physical and chemical characteristics, as evidenced by different objectionable features which they exhibit, and special treatments have been developed to meet conditions existing in various products. This paper deals with the treatment of natural-gas gasoline for the removal of certain sulphur compounds which, if not removed, impart on objectionable odor and in addition badly discolor the product. The presence of this particular type of sulphur compounds is detected by the "doctor" test.* In some instances natural-gas gasoline is purchased on "doctor" test specifications, and the ordinary purchaser, while not buying on "doctor" specifications, is insistent in his demand for a water white product. Gasoline which fails to meet the "doctor" test, if not received by the buyer within a few weeks after time Of manufacture, may be "off color" enough to warrant a deduction from the market price.

"When, in 1973, a limit was placed on the amount of dust in the coal mine atmosphere, restricting the average exposure of a coal miner to 2 milligrams of dust per cubic meter of air (mg/m'), skeptics in the United States and abroad Said the standard could never be achieved. They cited much more lenient standards already established in other countries and refused to believe that the United States could meet the world's most stringent requirements in mines where dust had never before been regulated. Yet 10 years later the goal had largely been achieved and miners were working underground in a cleaner atmosphere than ever before. It was a major achievement and a big stride in what had become a war on coal workers' pneumoconiosis (CWP), the black lung disease prevalent among miners in underground coal mines.Although the health hazards caused by working in a dust-filled mine atmosphere have long been recognized, the problem became particularly acute in this century with the mechanization and increased productivity of underground coal mining. The United States was much slower than some other countries to address the problem of respirable diseases among miners. While dust levels in South African gold mines were first regulated in 1912, in the United States it was only when 476 workers died of silicosis while blasting a tunnel through a mountain near Gauley Bridge, West Virginia in the 1930s that widespread public attention became focused on the plight of workers in dust-filled environments. Another 30 years passed before regulation of dust finally became law in the Coal Mine Health and Safety Act of 1969.With a stringent new standard imposed in all underground coal mines, the industry was faced With the daunting problem of reducing levels of airborne dust from perhaps 6.5 mg/m' to 2 mg/m', in an inherently dusty operation carried out in the close confines of underground passageways. Most of the coal dust is made by the cutting operation in which the continuous miner or longwall machine can produce several thousand milligrams of respirable dust for each ton of coal mined. Other dusty operations such as drilling holes for roofbolts, loading and unloading coal on shuttle cars, and the operation of conveyor belts contribute to the overall problem.Since the institution of the new dust control standards, a number of strategies have been adopted for reducing the coal dust in the mine atmosphere. These strategies involve engineering and design improvements that help lo prevent the generation of particles, keep particles of dust from becoming airborne, carry dust away from the working area, and isolate the dust from the workers in the mining operation. These procedures have been pursued vigorously by the Bureau of Mines, and many successful methods have been developed to reduce the mass concentration to which the workers are subjected. The mining companies were reluctant at first to confront the problems but after a period of trials and gradual improvement, they joined with others in the fight to reduce the dust concentrations in the working place."

The Bureau of Mines has conducted research on the ignition of methane-air mixtures by sparks caused by frictional impact of aluminum alloys on rusted steel at typical coal mine fan speeds. The objectives were to establish the incendivity of aluminum alloys under these conditions, to investigate differences between aluminum alloys, and to evaluate substitute materials for the aluminum-steel combination. With a specially designed apparatus, three commercial aluminum casting alloys and a number of experimental aluminum alloys were tested for incendivity of the frictional impact against rusted steel in flammable methane-air mixtures. All aluminum alloys tested produced some ignitions. Of the experimental alloys, the harder alloys and those containing silicon tended to be more incendive than the others. With the normal experimental conditions, constructional steel, stainless steel, brass, and plastic did not cause ignition of methane-air mixtures in frictional impact against rusted steel. Some ignitions occurred with constructional steel at high speed in more flammable gas mixtures enriched with oxygen. From these findings, it is suggested that constructional material combinations other than the aluminum-steel combustion would minimize this inc endive hazard. A detailed description is given of previous research, and comparison is made with present results where appropriate.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

In May l942, the Bureau of Mines started exploring for manganese on the Black Poch manganese property, Esmeralda County, Nev., to determine possible reserves of manganese in the deposits. The work was done by the Bureau in cooperation with the Federal Geological Survey and comprised a study of the geology, mapping the area, and exploring by trenching, test pitting, and sampling. All ore bodies were examined and sampled, and the three most important areas were explored by trenching and test pitting. This report notes the location, ownership, and history of the deposits; explains the physical features of the district; mentions briefly mine workings and metallurgy; and describes the geology and ore bodies. The Bureau erected a temporary camp, repaired 5 miles of temporary road, constructed 1,000 feet of new road, dug 3,173 foot of trenches with a vertical crone section of 4 x 10 feet and 91 test pits with a cross section 3 x 6 feet, averaging about 6 feet deep, and cut 134 samples.

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.
