Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

Oils from coal hydrogenation have been examined at the Bureau of Mines to learn whether any centers of the optical activity reported in coal would survive catalytic hydrogenation at 450-525 ° C and about 8,000 psig pressure , and , if so , to obtain information about the nature of the active products . Oils from carbonization tars also were examined . Optical activity was found in the majority of the distillate fractions of the hydrogenation oils and in almost all distillates from the carbonization tars . No activity was observed in the tar - acid and tar - base fractions examined . Methods for isolating optically active concentrates included distillation through a packed column , liquid chromatography on silica gel , and adduction with urea . For the materials so processed , the optical activity segregated mainly in the paraffin - naphthenic and the hydroaromatic fractions . Although the specific compounds responsible for the optical activity were not isolated , experimental and spectrometric findings indicate that alkylsubstituted cycloalkane , cycloalkene , and hydroaromatic structures are most likely responsible for the optical activity of the concentrates . The optically active centers probably derived mainly from the steroids and terpenes in the biological materials that participated in the formation of coal .

"The main objective of this research is to identify the mechanisms of control of respirable dust generation in coal mines. Full understanding of the mechanics of crack propagation in coal is of fundamental importance in studies of the generation and control of respirable dust.The main objectives of this fracture investigation are: 1) to determine reliable data on the fracture toughness of coal as a parameter controlling unstable crack propagation; 2) to determine fracture propagation velocity in coal providing data on the terminal velocity at which crack bifurcation occurs and fine fragments of coal material are generated; and 3) to apply the critical strain energy density criterion to model mixed mode crack propagation in coal.The development of the protocol, laboratory procedure and equipment necessary to conduct an extensive mixed mode fracture toughness testing program has been completed. About 80 mixed mode fracture toughness tests, 10 good fracture velocity records and over 50 fracture surface examination with the SME are available. The details of the mixed mode fracture toughness testing are available in a paper titled, ""Development of Mixed Mode Testing System for Geologic Materials"" which is available from the center. The average fracture toughness and critical strain energy density values for the three seams investigated to date are included in the attached Figures 71, 72, 73."

The Bureau of Mines investigated the role of imported natural flake graphite in dolomite-carbon refractories used in steelmaking processes. Fundamental engineering data were obtained to enable the evaluation of substitute materials. Changes in oxidation resistance (2,000° F), hot strength (2,750° F), and deformation under load (2,7500 F) caused by 10-wt-pct additions of five different kinds of natural flake graphite and increasing quantities (0 to 30 pct) of a 90-pct-carbon natural flake graphite were studied. Results indicated that carbon purity of 10-wt-pct-graphite additions did not influence hot strength or deformation under load. When the quantity of 90-pct-carbon graphite addition varied between 0 and 30 wt pct in a dolomite-carbon brick, hot strength was highest and de-formation under load lowest with 10-wt-pct additions. As hot strength test temperature was increased from 5000 to 2,750° F, the strength difference observed between 0-and 30-wt-pct additions of a 90-pct-carbon graphite became smaller. Additions of a boron-treated graphite caused significantly higher strength and lower deformation under load at high temperatures, while an addition of ball clay significantly reduced strength and increased deformation.

The motor gasoline which is being marketed in the United States this summer is apparently more volatile than the gasoline sold a year ago. In fact the average volatility of this summer's gasoline is almost the same as the average volatility of the gasoline marketed last winter. During the past seven years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the fourteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

This paper describes and evaluates a method that the Federal Bureau of Mines used to determine the ultimate composition of the organic material in 10 samples of oil shale from the Mahogany zone of the Green River formation in Colorado and Utah. Since interest has centered on the Mahogany zone, the richest section of the deposit, these 10 samples were chosen to provide a broad representation of this zone with the objective of obtaining generally valid ultimate composition values. The most probable organic composition for the Mahogany zone and the 95-percent confidence limits for each component average (in weight-percent of organic material) are: Carbon 80.5 ± .4 Hydrogen 10.3 ± .1 Nitrogen 2.4 ± .1 Sulfur 1.0 ± .1 Oxygen 5.8 ± .5 As only minor variations in composition were observed, the organic material of this particular bed is quite similar over a wide geographic area.

A new analytical model for the shear stiffness at a joint of the fully-grouted resin roofbolt is developed using the Theory of Elasticity and an analogy to a beam on an elastic foundation, Gerdeen [2]. The model developed in this study treats the elastic foundation modulus of the resin as being composed of both an elastic rock and an elastic resin. All previous attempts have neglected the elasticity of the rock and treated only the resin. A three dimensional finite element model of the bolt-resin-rock system is developed also and comparisons are made between the predictions made by it and the analytical solution. It is found that the agreement between the two representations ranges between 1.2% and 10.5%, with the greater differences being observed for systems of very large or very small bolt diameters and resin annulus thicknesses. Since such configurations are not the rule in practice parameter studies are performed using the analytical solution with the finite element solution being used as a check. For a 0.75 in. bolt, a resin annulus thickness of 0.1375 in., a resin with E = 7 x 105 psi and -1) = 0.210, and a rock of modulus E = 6.8 x 106 psi and V = 0.159 the shear stiffness is found to be 1.220 x 106 lb,/in, from the analytical solution and 1.245 x 106 lb,/in, from the finite element model. Applying the finite element model to the problem of the axial stiffness of the fully-grouted resin roofbolt a value of 6.002 x 106 lb./in. is obtained which proves to be at least 50% higher than any of the now existing analytical predictions.

The Tri-State zinc-lead catalog, compilation of which was initiated by the Bureau of Mines in August 1949, is designed to provide a continuing record of avail-able drill-hole logs and maps of mine developments in the zinc-lead district in southwestern Missouri, southeastern Kansas, and northeastern Oklahoma. The maps and data thus preserved constitute a reservoir of factual information readily available to individuals and firms interested in planning mineral explorations, to Government agencies for formulating estimates or ore reserves, and to the mining industry in the district for general uses. The areas to be included in the catalog embrace the explored and mined tracts within 760,000 acres of the more active western part of the district. The consensus among local mine operators, geologists, and mining engineers is that over 100,000 boles, costing more than $30,000,000, have been drilled in the district. Records of some of the early drilling and mine developments are destroyed or lost, but the Bureau of Mines has copies of about 47,500 drill-hole logs and is accumulating and recording on microfilm those that are currently available. As of May 1, 1954, the logs of approximately 28,000 drill holes had been microfilmed and are available for inspection at the Bureau of Mines office, Joplin, Mo.

The Bureau of Mines is studying possible modifications in conventional uranium ore-processing steps to confine and permit controlled disposal of radioactive wastes. A potential method of minimizing pollution from radio-active nuclides, principally radium 226, in uranium mill waste streams is to reuse the waste solutions within the mill. Such reuse of waste solution in the Kerr-McGee Shiprock-type process was investigated in the laboratory. The Shiprock mill employs a two-stage acid-leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and organophosphorus solvent extraction for recovery of the uranium and vanadium from solution. The simulated use of barren raffinate instead of fresh water in the mill circuit was carried through a laboratory campaign of 28 interlocked leaching, washing, and solvent extraction cycles. About 99 percent of the uranium and 91 percent of the vanadium were dissolved from the are, Washing efficiency in the thickener circuit averaged about 99.5 percent when the pulp was washed with enough barren raffinate and makeup water to recover 2.5 tons of pregnant solution per ton of ore. The only solution discarded was that contained in the washed and thickened leach residue. A buildup of salts due to recycling of solutions did not adversely affect operation of the washing circuit.

A systematic study of the mechanism of interaction of 218Po(RaA) armed by the decay of 222Rn with airborne particulate matter has been made. The rate of attachment of RaA to particles in the diameter range of 0.1 µm to 10.0 µm has been measured as a function of particle size, concentration, and composition, radon concentration, time of interaction, relative humidity and temperature. It was found that under the conditions in these experiments the attachment rate was proportional to the square of the particle diameter and varied with temperature and relative humidity. The composition of the particles apparently has no effect on the attachment. The variation in attachment rate was related to a sticking probability coefficient of approximately 0.02 that varies systematically with temperature and humidity. In addition, the rate of deposition of RaA on the wall of the attachment kinetics system was measured and also found to change with temperature and relative humidity.

The annual survey of the fuel-briquet industry by the Bureau of Mines, United States Department of the Interior, revealed that 21 fuel-briquet plants in 11 States were in operation and reported production in 1956. The demand for fuel briquets in the United States has gradually declined since 1948, and the number of operating plants has decreased from 36 to 21. Also, the annual productive capacity of the industry has decreased, although not a proportionate amount because most of the plants that were abandoned were small and in most instances had a designed capacity of less than 25,000 tons per year. In 1956 the 21 active plants had an annual capacity of 3.7 million tons (table 2), which was only 20 percent less than the total capacity of the 36 plants in 1948. This indicates that most of the larger plants have remained active, even though operating at reduced rates, and the average capacity of the industry has increased from 130,000 tons per plant in 1948 to 177,000 tons in 1956. Since 1948 operating rates have decreased from 67 percent to 41 percent of annual capacity.

A naphtha obtained by destructive, recycle hydrogenation of crude shale oil, produced by gas-combustion retorting of Colorado oil shale, was found by the Bureau of Mines to contain 49.1 percent paraffins, 20.3 percent cycloparaffins, 7.8 percent olefins, and 22.8 percent aromatics. The naphtha contained only minor amounts of sulfur, nitrogen, and oxygen compounds. Compounds containing less than 5 carbon-atoms per molecule were removed by distillation before analysis. The paraffins where predominantly straight-chain compounds; n-Hexane was present in the largest quantity, and the other straight-chain paraffins decreased in amount as the molecular weight increased. The cycloparaffins, which contained both cyclopentanes and cyclohexanes, were evenly distributed throughout the boiling range. Although the naphtha had been produced by hydrogenation, it contained a small quantity of olefins. Straight-chain olefins with a terminal double bond comprised about two-thirds of these compounds. Among olefins with an internal double bond, those having trans configuration were present in three times the quantity of those in the cis form. In the aromatics all but one of the alkylbenzenes having nine or less carbon-atoms per molecule were identified; toluene was present in the greatest quantity. Only a few of the higher molecular-weight homologs were identified. The composition of the naphtha was computed from analyses of 105 narrow¬boiling distillation fractions. Volume, density, refractive indices, bromine number, and an ultraviolet spectrum were determined on each fraction. From these data the hydrocarbon-group composition of each fraction was estimated. A silica gel adsorption analysis was used to check the values of nearly one-third of the fraction calculated from physical-property data. Mass and infrared spectra were obtained on some fractions for identifying individual compounds or types of compounds, such as terminal olefins.

The objective of this research is to develop a method for measuring the tensile strength at the interface between minerals in rock. These measurements reflect the strength of the attractive forces operating at crystalline interfaces in rock. Since these forces act in opposition to the forces set up in various rock fragmentation processes, measuring their strength may help in designing more efficient methods of rock fragmentation. The method developed for measuring the strength of intergranular adhesion in rock involves separating a bicrystal from the rock and determining the tensile strength at its solid-solid interface. This technique has been successfully applied to the study of quartz-feldspar interfaces separated from massive pegmatites, graphic granite, and the Rockville granite, yielding average tensile strengths of 5.86, 8.62, and 10.65 meganewtons per meter squared (MN/m2) (850, 1,250, and 1,524 psi, respectively). The data this technique provides indicate that the members of these bicrystals are strongly adherent. Examirtation of bicrystals broken at the crystalline interfaces indicates that the bonds responsible for this adhesion operate over only a portion of the interfacial area. This work conclusively demonstrates that tensile strength tests can be conducted on small selected areas; for example, grain boundaries in rock. The small-scale zones of strength or weakness determined in this way can be related to the overall strength of the rock.

This Bureau of Mines investigation measured the low-temperature heat capacities of FeOC1(c) and FeC13(c) in the temperature ranges of 6 to 305 K and 4.6 to 300 K, respectively. The standard entropies (S°, 298.15 K) of FeOCl(c) and FeC13(c) were derived as 19.73±0.03 cal/deg-mole and 35.33±0.07 cal/deg-mole. A large lambda transition was observed in the heat capacity of FeC13(c) at 8.4 K. The standard enthalpy of formation (?H°f, 298.15 K) of FeOC1(c) was determined to be -98.23±0.22 kcal/mole by HC1 solution calorimetry. High-temperature enthalpy measurements (H-H298.15) of FeOC1(c) were determined to 700 K by precision drop calorimetry. Standard thermodynamic formation data and related functions were tabulated at various temperatures for FeOC1(c) and FeC13(c).

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to
