A leaching column technique that produces effluent similar in quality to coal mine drainage in the Eastern Interior Basin has been developed. The columns are charged with 1000 grams of crushed overburden and cycled through the leaching process once a week for twelve weeks. Inter-relationships among the important chemical constituents are very similar to those present in actual mine drainage waters, but the overall concentrations of ion are more dilute in the leachates. Multiplying the leachate concentrations by a factor of 4.5 gives values similar to mine waters. Available data suggests that each of the leaching cycles represents about three years of natural weathering, so that the leaching technique can predict the evolution of the mire drainage water over a time span of nearly 40 years. Use of the leaching technique with drill core samples should provide a method of approximating mine drainage quality in advance of mining and should be quite useful in identifying potentially toxic units in the overburden. However, the results should he considered to be a 'worst case' situation because the technique' does not consider the effects of reclamation.

A solvent-extraction system employing selective stripping of a pre loaded organic phase was investigated for recovering Sm203 from a light-group rare-earth mixture. The samarium concentrated in the organic phase, and a >99-pct-pure samarium oxide product was obtained at 76-pct recovery in a 20-stage operation using di(2-ethylhexyl) phosphoric acid (EHPA) as the organic phase. The stripping agent was a 1.5-pct hydrochloric acid solution containing 200 g NH4C1/1.

Tests were conducted in the Pocahontas No. 4 coalbed in southern West Virginia to determine if successful degasification techniques, developed during an earlier study in the Pittsburgh coalbed, would be effective in removing methane from those usually more gaseous coals. Specially designed long-hole drilling equipment and Bureau of Mines continuous recording devices were used to measure the quantity and methane content of the ventilating air during the investigation. Infusions were made with water at normal waterline pressures ranging from 200 to 220 psi or at pump pressures ranging from 400 to 650 psi. Results of the tests showed that methane emissions from free-flow bleeder holes were as much as 131 cfm. Infusions of some of the holes increased the methane emission from other holes and from the exposed coal surfaces near the working areas as much as 1,540 cfm. The methane content in the main return-air currents after infusion was reduced more than 86 percent of the amount recorded before tests were made.

The low-grade deposits of manganese ores along the Missouri River near Chamberlain, S. Dak., are known to contain one of the largest reserves of manganese in the United States. Manganese occurs as concretionary nodules ranging in size from 13 inches in their longest dimension to particles finer than 65-mesh. The nodules are embedded in soft, wet shale, which contains little manganese. The removal of nodules from the low-grade shale is a simple mechanical problem; the question is primarily to determine the lowest-cost method of separation. This report purposes to present data acquired by experimenting with samples of the ore, which form a basis for suggesting methods of concentrating manganese nodules.

In laboratory tests using reconstructed soil columns, rubber latex showed good sealing efficiency when applied at a rate equivalent to 4000-5000 pounds per acre. Results of field testing, however, were inconclusive. The ideal situation in which latex would coagulate in a narrow zone two to three feet below the surface by reacting with acidic or metallic constituents of the soil was not attained. Rather, the latex was deposited progressively as it passed through the soil (most of it remained in the top foot), the rate of deposition being dependent on soil structure and composition as well as on properties of the latex such as particle size and emulsion stability. Latex stability appears to be a more critical property than latex particle size in controlling penetration. Addition of excess anionic or nonionic surfactants to latex improved its penetration into the soil. A styrene-butadiene (SBR) rubber latex of 2400 Å average particle size with high mechanical stability gave the best balance of penetrating ability and sealing capacity in laboratory tests and this was confirmed in tests on a 5 x 5 foot test plot at Lanse, Pennsylvania. This latex was subsequently applied to three one-quarter-acre plots at Lanse by sprinkler irrigation, and compared to adjacent areas that were sprinkled with water only. Soil moisture measurements did not enable us to judge the effectiveness of the seal because differences between sampling positions were greater than differences between treated and untreated sections, but permeability tests showed that water flow was much slower (90-99% reduction) within the top ten inches of soil in the latex- treated sections. This sealing effectiveness was reduced after wintering. There was no deleterious effect on the vegetation as a result of sprinkling the areas with latex. A laboratory study conducted in a 5 x 5 x 5 foot box containing uniform reconstructed soil from a New Jersey source suggests that latex penetration into the soil in the field occurs mainly through natural macro openings and not through the capillaries of the soil structure. Dilute solutions of ammonium hydroxide or sodium carbonate (with no latex present) were found to seal effectively in laboratory soil columns as well as in field applications. However, since these chemicals are water soluble, the seal is temporary. Raw material costs of latex at the application rates used in the field testing are in the order of $1000 per acre. Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.

The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

This publication contains statistical data on injuries and employment pertinent to the stone quarries and related operations, such as the manufacture of cement and lime, rock dressing etc., but excludes statistics for clay and sand and gravel operations. Data for these commodities may be found in other Bureau publications. Reports received from the operators are voluntary responses to the Bureau's request for information; therefore, the figures may not be complete for the industry. However, since these data contribute greatly to the promotion of safety, every effort has been made to make them representative of the industry.

This study by the Federal Bureau of Mines concerns different methods of face haulage used with various types of continuous-mining machines, mobile-loading machines, and track-mounted equipment under varying roof and bottom conditions and in coalbeds of varying thicknesses. This report is the ninth in a series on mechanical mining in bituminous coal mines. Reference to the reports previously published is made in appendix III, p. 106. Use of modern mining equipment in bituminous coal mines has resulted in increased productivity at the face. This especially is true where continuous-mining machines are used, and the supervision is good. Previous methods and equipment for moving coal from the face became inadequate and had to be improved to restore balance to the mining systems. Sometimes new equipment was needed to improve the face haulage, and in some instances, a new combination of existing equipment was used. Detailed studies of face haulage methods were made at 13 mines in Pennsylvania, West Virginia, Ohio, and Illinois to compare their effectiveness and to describe fully the conditions under which each method was used.

A compound stability diagram was constructed by the Bureau of Mines for the Zn-Fe-S-O system to show the phases that should be thermodynamically stable at various temperatures, oxygen pressures, and SO2 pressures. The diagram was demonstrated to have good qualitative value for predicting stable phases that may, in turn, be related to the recovery of zinc in the leaching phase of the electrolytic zinc process. The study showed that roasting temperature is the most Significant variable in preventing roaster formation of zinc ferrite, which is directly related to subsequent extraction of zinc in the leaching step.

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

Electric shocks are a serious problem in the mining environment. Because of extremely wide ranging use of electrically powered equipment in the mining industry, the hazard to personnel due to electrical shock and related injuries are not restricted to any single area but cover the entire spectrum of mining activity. Electrical accidents, resulting in personal injury, due to im- proper or complete lack of grounding of electrically operated mining machines, form a significant percentage of the overall electrical accident picture. The object of this paper is to describe methods of detection of unsafe electrical conditions with respect to the grounding of electrically operated mining equipment. It also includes a discussion of prototype instruments which effectively monitor the condition of the grounding safety devices currently in use on mining equipment and warn of dangerous conditions as soon as they appear. The paper is based on work accomplished under USBM Contract Number 50357115. The contract was initiated under the Pittsburgh Mining and Safety Research Center Program. It was administered under the technical direction of PM and SRC with Mr. Roger L. King as the Technical Project Officer. Mr. Daniel B. Dawkins was the Contract Administrator for the Bureau of Mines.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coal bed at Jim Walter Resources, Inc.'s No. 4 Mine, Brookwood, Ala., where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (308-m) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x 106 ft3 (1.1 x 106 m3). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft3 (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pet. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.
