Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. A fifth successive record in fuel efficiency was established by the petroleum-refining industry in 1937, when the average heat requirement per barrel of crude oil run to stills was 554,000 3. t. u. compared with 597,000 3. t. u. in 1936. These amounts represent roughly the heat ob¬tainable from a tenth of a barrel of fuel oil (see fig. 1). Innumerable factors can influence heat consumption at rep aeries, but only a few are important enough to be subject to statistical measurement. Foremost of these is the ratio of runs to capacity, it being generally recognized that because the fuel demands for other than stills are comparatively inelastic, total heat requirements do not increase in direct proportion to crude runs. Thus, in 1937, crude runs of 1,183,440,000 barrels wore 11 percent higher than in 1930; the average operating ratio was 93 percent compared with 79 percent in 1936; but the total heat requirement increased only 4 percent, or from 639,149 billion 3. t. u. in 1936 to 663,966 billion 3. t. u. in 1937.

Anticipating the need for convenient, economical, and safe means for disposing of combustible wastes contaminated with low-level activity, in connection with private and institutional uses of radioisotopes, the Atomic Energy Commission (AEC) has provided the Bureau of Mines with funds to develop an incinerator for this purpose. A prototype incinerator, designated hereafter as BOMAEC-30, was designed, constructed, and tested, based on fundamental and applied research investigations of the combustion characteristics of rubbish and sawdust, which will comprise the bulk of contaminated wastes. No radioisotopes were used in the tests; the objective was to remove as much particulate matter from the products of combustion as possible. The prototype unit was designed to burn 30 pounds per hour, using 100 percent over fire air admitted tangentially in an all-metal, cylindrical combustion chamber. The gas-cleaning system consisted of special fabric bags and absolute filters.

Continuous flotation studies were made at a 50 - lb - per - hr feed rate to confirm the effectiveness of a batch - scale procedure for concentrating phenacite and bertrandite minerals from Mount Wheeler ores that contained , in percent , 0.47 , 0.78 , and 4.7 BeO . The procedure for selective froth flotation of the beryllium minerals from a gangue composed chiefly of calcite , fluorite , and mica comprised closely controlled preconditioning with sodium fluoride and sodium hexametaphosphate in a series of small mechanically agitated tanks and use of a mixture of oleic acid with kerosine , fuel oil , or turpentine as a collector . It was difficult to adapt the laboratory flotation procedure to continuous operation . The principal problem of achieving adequate conditioning to depress calcite and fluorite ultimately was resolved by conditioning in series . Thereafter , three ore samples of different grades treated on a continuous basis yielded concentrates containing from 12 to 25 percent Beo from these relatively complex and difficult ores . Recoveries , on a BeO basis , ranged from 75 to 88 percent . Losses , which primarily were due to incomplete liberation , probably could be lowered in a commercial operation .

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

In 1947 the Bureau of Mines, as an accident-prevention measure, decided to advocate the adoption of roof bolting (suspension roof supports) in coal mines where it appeared to be applicable. Subsequent experience has disclosed that the applicability of this support is more general than was first suspected; moreover, comparison of the accident records of mines before and after adoption of the roof-bolting method shows results that more than justify the effort and funds expended. The industry has responded enthusiastically, because roof bolting proved to be not only an accident-prevention measure but also one to increase productive efficiency. In some instances this increase in the productivity of men and machines has been almost incredible and has led many mining men to conclude that through some hocus-pocus they can now cast aside many or all of the time-proven rule of good mining practice. If this tendency is not counteracted, it could easily result in an increase of roof-fall accidents, which may outweigh the benefits of roof bolting and discredit an innovation in roof control that shows great promise of materially reducing our mining accidents. From an economic standpoint it may represent the margin between profit and loss in many mining operations. The purpose of this manuscript is not to propose an inflexible code or set of rules but to summarize the experience to date as a guide for those who have the responsibility for the installation and inspection of roof bolts. This experience consists of approximately 250 investigations of roof failure in which roof bolting was involved either directly or indirectly. It should be pointed out that many of these failures were controlled, occurring during experimental periods, and comparatively few of the accidental failures actually resulted in personal injury, yet a significant number represented potential hazards.

[The Anniversary-Bucky pegmatite is one of the largest, dikes in the Quartz Creek district, 21 miles east of Gunnison, Colo. The major dike consists of quartz-albite pear pagmatite and graphic granite with many quartz masses as individual cores occurring within the dike. A mining operation on one of the largest core areas has exposed several mineralogic cones directly associate with the core. These zones, including the large- units of the dike, are quartz pegmatitc, quartz-perthite pegmatite, perthite pegmatite, muscovite-feldspar -quartz pegmatite, quartz-albite pegmatite, and perthite-quartz (graphic granite) pegmatite. Muscovite and beryl are found in the muscovite-feldspar-quartz zone and are the only two products that have been marketed. Other potential products are perthite, graphic granite, and possibly small quantities of columbite-tantalite, monazite, and related radioactive minerals. The Bureau of Mines drilled two diamond-drill holes during April 1950 to investigate the largest and cost promising core area. This, report describes the results of this drilling.]

Large quantities of combustible materials are often found in underground metal and nonmetal mines, with support timber predominating. Wood lagging and timber, wires and cables, brattice cloth, hose, paper products, cardboard cartons, and wooden containers are additional combustible materials commonly found in underground storage areas. Shorted or overloaded electrical cables, worn sockets and plugs, spontaneous combustion, careless smoking, and welding and cutting are common fire ignition sources. Inexpensive, reliable fire detection and suppression systems are available to provide early warning and to extinguish fires that originate in underground storage areas.

The Bureau of Mines determined the mechanism(s) involved in observed anomalous changes in mechanical properties of vanadium-base alloys. Tensile properties of electrorefined and commercial-purity vanadium-base alloys containing up to 5 atomic percent molybdenum or titanium were measured between 77° and 673° K. Snoek oxygen and nitrogen peak heights were measured to determine the changes in dissolved interstitial content caused by increasing quantities of solute. In addition, changes in lattice parameter were followed wit: precision X-ray techniques. Softening, observed in alloys containing titanium, is explained by the formation of a second-phase titanium compound with oxygen or nitrogen. However, because of partitioning of titanium between compound formation and solid solution formation, about five times the stoichiometric amount was required for complete reaction. Addition of 1 percent titanium drastically lowered the strengthening due to strain aging, at 673° K, and 2 percent titanium essentially eliminated it. All alloys were ductile at 77° K. Variations in the tensile properties of the molybdenum-containing alloys are explained by variations in the amounts of interstitial impurities present. The molybdenum did not react with these impurities and had no effect on strengthening due to strain aging. Commercial-purity vanadium alloys containing more than 2 percent molybdenum were brittle at 77° K.

The Bureau of Mines conducted laboratory tests to determine the slur- ry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton sample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol- ids). The resultant friction-pressure gradients ranged from 0.06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposi- tion tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, ad- ditional water was released; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitabil- ity for use as backfill material in active mines.

"The adsorption and wetting behavior of freshly ground and aged coals has been determined in the presence of a nonionic surfactant. The amount of surfactant adsorption changes with the concentration and ""age"" of the coal. The freshly ground coal has smaller amounts of adsorption at lower surfactant concentrations than the ""aged"" coal whereas at large surfactant concentrations, the order is reversed . In the latter case, more surfactant is adsorbed on fresh coal than on the ""aged"" coal . . It is proposed that at low concentrations, the surfactant adsorbs through both hydrophobic and hydrophilic interactions with the molecule lying parallel to the· surface, whereas at higher concentrations surface micelles form at the hydrophobic sites. The wetting behavior correlates well with the adsorption behavior.INTRODUCTIONNonionic surfactants have many applications in the coal and mineral processing industry. They can be used as dispersing agents to modulate flotation, flocculation and filtration of particulates (1). They can also be used to increase the wettability of hydrophobic solids such as coal and can hence be used as dust suppressants (2,3). Although the adsorption of representative nonionic surfactants such as Triton N-101 (an ethoxylated nonylphenol with 9.5 moles of ~thylene oxide and HLB equal to 13.4) have been studied extensively on substrates such as calcium carbonate (4), silica (5) carbon black (6) and graphite (7), very few studies are available for coals. Coals differ from other substrates with respect to two important characteristics: 1) coal are porous and 2) coals consist of a patchwork of hydrophobic and hydrophilic sites (8). Since the adsorption characteristics of a surfactant are influenced significantly by the nature of the substrate the characteristics of the coals must be taken into consideration."

This report presents results of the research and development work and operations performed during stage II of the gas combustion retorting research program conducted by the Colorado School of Mines Research Foundation and six major oil companies at the Bureau of Mines Anvil Points Research Facilities. The experimental program, including retort modification and air-gas distributor development, effects of shale quality and particle-size distribution, and other variables on the process, is discussed. Although operating problems are not fully resolved, it appears that the gas combustion retorting process can be successfully applied to achieve oil yields in excess of 85 percent of Fischer assay at mass shale feed rates of 500 pounds per hour per square foot of cross-sectional bed area, approximately twice the rate previously demonstrated to be reasonably practicable.

Over 80 pct of domestic phosphate rock, which is the starting material for phosphorus-containing fertilizers, comes from central Florida deposits. As K-her grade deposits are depleted, lower grade phosphate ores containing 'Mg0 in the form of dolomite are encountered. Treating high MgO ores with present beneficiation technology will not yield a concentrate meeting specifications for acidulation. The Bureau of Mines conducted research on three high-MgO phosphate samples from south Florida. The sales contained, in percent, 5.4 to 10.2 P205, 1.9 to 7.6 MgO, and 35.3 to 60.1 acid insolubles. A technique of sizing, grinding, desliming, scrubbing, and redesliming was used to produce a feed suitable for continuous flotation studies, A conventional fatty acid-fuel oil rougher flotation followed by two to three cleaner stages resulted in concentrates containing, in percent, 30.7 to 31.3 P205, 0.6 to 1.3 MgO, and 2.5 to 4.8 acid insolubles. The P205 recovery from the flotation feed ranged from 55.1 to 89.7 pct.

Although motor gasoline marketed in the United States in January of this year was, on the average, slightly more volatile than that sold in January 1925, the improvement in quality is too small to be of importance. In other words, there is no evidence that any radical change in the quality of gasoline is being made at the present time. During the past six years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the thirteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

Adequate and cost effective erosion control is an important component in most plans for reclamation of surface mined land. Despite the fact that much is known about erosion of agricultural lands, insufficient conclusive knowledge is available about erosion of reclaimed surface mined land. Our study was conducted to characterize the erodibility of reclaimed surface mine land relative to unmined cropped land, and to evaluate the accuracy of the universal soil loss equation (USLE) in estimating erosion from reclaimed soils. A rainfall simulator was used to measure runoff and erosion rates from plots at three Indiana surface mines. The relation of erosion of the reclaimed soils was not completely constant with that from the cropped soils. Significant differences in erodibility were observed between reclaimed and nonreclaimed top soils, as well as reclaimed topsoils and reclaimed subsoils.

MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. This report describes the first phase of an investigation aimed at obtaining a wider knowledge of the problems involved in smelting titaniferous magnetites. Liquidus temperature measurements were made on selected slag compositions in the titania-alumina-silica-calcia-magnesia system. Both the melting-holding-quenching method and the hot-stage microscope method were used in the tests. Liquidus temperatures of slags studied ranged from 1,217° to 1,667° C. The lowest liquidus temperature of the slags occurred when the difference between CaO plus MgO and Si02 was less than 12 weight-percent. Liquidus temperatures were also lowered when Si02 was substituted for Ti02 plus Al2O3 when CaO and MgO levels were held constant. Improved methods for the measurement of liquidus temperatures on very small samples are described.

To rapidly limit and interrupt high dc fault currents with minimal arcing in the mine atmosphere. Approach Design a dc switching sys-tem which uses a pressurized, liquid metal-filled, change-of-state device combined with a conventional interrupter and commutating switch. Direct Current Interruption Switching and interruption of large direct currents imposes severe loads on fuses, contactors, and circuit breakers in mine power systems. This problem is much more pronounced with de than with ac because of the lack of a natural current zero in dc. Dc interruption is characterized by persistent arcing that can foul contact tips and con-tribute to interrupter failures. To reduce maintenance and prolong the service life of these units, a commercially viable dc switching system has been developed by the Bureau of Mines through a research contract with the University of Pittsburgh. This system rapidly limits and interrupts high fault currents when used in combination with conventional interrupters.

"The work on the physical chemistry of steelmaking, as carried out at the Pittsburgh Experiment Station of the United States Bureau of Mines in cooperation with Carnegie Institute of Technology and, the Metallurgical Advisory Board, has covered a series of fundamental studies on the action of oxygen in liquid steel and the application of the findings to open-hearth operation. The staff has varied from 14 to 23 men per year, some of whom have been Bureau of Mines physical chemists and metallurgists, others research engineers of the Metallurgical Advisory Board, and the remainder graduate students employed as research fellows at the Carnegie Institute of Technology. The work on the laboratory studies, and particularly on slag systems, has been in charge of G. R. Fitterer, associate metallurgist, Bureau of Mines, while the plant work has been under the direction of C. F. Christopher, research engineer of the Metallurgical Advisory Board. In all, some 16 physical chemists and metallurgists and 24 research fellows have taken part in the experimental work. Advantage has been taken of the opportunity for cooperation with the University of Pittsburg to have certain phases of this program made the subject of graduate work, particularly the laboratory studies on the deoxidation of steel with manganese-silicon alloys.The general method of studying oxygen has been, first, to determine the solubility of the various oxides in liquid steel. To date the solubility of Fe0 in steel has been determined, over a wide temperature range.3 The straight-line relationship in the plot of solubility versus temperature indicated that under a slag of 100 per cent Fe0 the oxygen was present in the steel as dissolved FeO. A further conclusion drawn from this work was that the solubility of FeO in the metal was proportional at a given temperature to the mol fraction of Fe0 in the slag if the slag contained a large excess of basic constituents. This result was determined from a study of the solubility of Fe0 under slags containing lime and iron oxide in various proportions. These data have been used extensively in determining the saturation of a bath of open-hearth steel under any conditions of slag composition, and results to be given later showed that the solubility curves are consistent with the results obtained in practice."
