Laboratory-scale tests were undertaken to examine several electrolytes for possible use in separating nickel and cobalt from products being prepared at Nicaro, Cuba. The most extensive work was done with nickel sulfate-ammonium fluoride, ammonium fluoride, ammonium sulfate, and nickel sulfate-boric acid electrolytes. All four electrolytes exhibited some selectivity for dissolving nickel carbonate from Nicaro basic carbonate used for regeneration. The nickel sulfate-ammonium fluoride electrolyte exhibited less selectivity for dissolving nickel carbonate from Nicaro basic carbonate than it did from synthetic mixtures. Ammonium fluoride leaching experiments showed that a low concentration and high temperature gave a good nickel extraction with C. P. reagents; however, this was not confirmed in tests using Nicaro basic carbonate. Electrolytic tests employing ammonium fluoride leach liquors gave no further separation, since approximately 90 percent of the cobalt was deposited at the cathode with the nickel.

This paper is one of a series being prepared by the United States Bureau of Mines on tunnel-driving methods. The practices described are those used at No. 11 mine of the Colony Coal Co., Denver, Colo. No. 11 Mine is situated at Dines, some 14 miles north of Rook Springs, in Sweetwater County, Wyo. It is served by a spur off the Winton branch of the Union Pacific Railroad. The Colony Coal Co.'s mines were opened in 1918, and since that time have been among the largest producers of coal for the railroad and domestic markets in the Rock Springs coal district.

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

Develop tools that mine personnel can use to comply with 30 CFR,Part 47. Background The new MSHA rule, 30 CFR, Part 47 (also known as the HazCom rule), requires all mines to develop a written program to track hazardous chemicals at their sites. More specifically, the rule requires that mines list all chemicals and determine which are hazardous; develop a written Hazard Communication Program; label all containers used to store hazardous chemicals; obtain or develop Material Safety Data Sheets (MSDS) for all chemicals stored or produced; provide miners with training in working around hazardous chemicals; and make information about hazardous chemicals available to all workers. All mines with six or more employees must have complied with the new rule by September 23, 2002, and mines with five or fewer employees will have to be in compliance by March 21, 2003.

A review of all upper extremity cumulative trauma disorder (UECTD) injuries was conducted by the U.S. Bureau of Mines for 1985 through 1989. This review was performed by analyzing each injury, as reported by law and maintained on the U.S. Mine Safety and Health Administration's accident data base. This analysis found that incidence rates in mining were lower than in private sector industry, although the number of reported UECTD injuries increased sevenfold and their percentage of all mining injuries increased fivefold from 1985 through 1989. Metal-nonmetal mines accounted for 80 pct of UECTD injuries, while coal mines accounted for 20 pct. Nearly 63 pct of UECTD injuries were accounted for by only four occupations-mechanics, laborers, boney (crusher) operators, and miners not elsewhere classified (NEC)-with an incidence rate well above the private sector industry rate.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines Studied 25,340 acres of the 28,960-acre Twelve Mile Creek Wilderness Study Area (OR-003-162) in order to evaluate its identified mineral resources. The study area is located in Malheur County, OR, about 30 miles northwest of McDermitt, NV. The area is underlain by thick sequences of rhyolite to with lesser amounts of andesite and basalt flows. Bureau of Mines personnel reviewed pertinent literature, mining records, and examined the study area for possible mineral resources in geologically favorable sites. There are no organized mining districts and no record of past or current mining activity. Based on sample results, published literature and field observations, there are no identified mineral resources.

The field tests involved ten coal mines in which transients were initiated on the dc system from which the parameters of the dc mine electrical power system could be determined. The data processing involved the use of a Fourier Analyzer to filter noise and fit an exponential curve to the field waveforms. From this data analysis it was possible to find the dc system resistance, inductance and time constant. The survey of nationally recognized laboratories was conducted to establish that the recommended test criteria were practical. The development of test criteria for dc fuses used in mines was based on the measurement of parameters in the field, the survey of testing laboratories, literature searches, laboratory test, etc. A computer program was written to analytically predict the parameters measured in the field. This approach has limitations but reasonable agreement with field results was obtained. A brief laboratory testing program was carried out to verify the practicality of the recommended criteria and establish the accuracy of the conclusions concerning dc fuse performance.

Eleven are gelatinous, 56 are the granular type, and four are water-gel explosives, an entirely new type of ammonium nitrate-based explosive for use in coal mines. [The citrate process for flue gas desulfurization (FGD) is a product of continuing research by the U.S. Bureau of Mines to meet the goal of minimizing the objectionable effects of minerals industry operations upon the environment. The reduction of SO2, in solution by H2S to produce elemental sulfur by the citrate process is extremely complex and results in solutions that contain at least nine different sulfur species. Process solution analysis is essential to a clear understanding of process chemistry and its safe, efficient operation. The various, chemical species, the approximate ranges of their concentrations in citrate process solutions, and the analytical methods evolved to determine them are hydrogen sulfide (~0M to 0.06M) by specific ion electrode, polysulfides (unknown) by ultraviolet (UV) spectrophotometry, elemental sulfur (~0M to -0.001M dissolved, ~0M to ~0.1M suspended) by W spectrophotometry, thiosulfatc (~0M to ~0.25M) by iodometry or high performance liquid chromatography (HPLC), polythionates (~0M to ~0.01M) by thin layer chrornatogrphy (TLC), dithionite (searched for but~ not detected in process solutions) by polarography or TLC, bisulfite (~0M to 0.2M) by iodometry, sulfate (~0M to 1M) by a Bureau-developed gravimetric procedure, citric acid (-GM to 0.5M) by titration or visible colorimetry, glycolic acid (~0M to 1N) by HPLC, sodium (~1.5M) by flame photo¬metry, and chloride by argentometric titration.]

"The erection of barricades by men who are shut off from escape in mines at time of fire or after an explosion has been consistently advocated by the United States Bureau of Mines. Largely through the publicity given by the bureau to this excellent type of emergency safety endeavor, several hundred lives have been saved during the past 20 years. One of the earliest instances of barricading in the United States of which there is fairly complete record was in connection with the Cherry mine fire in Illinois in 1909; in this fire 259 lives were lost, but 20 men were saved by two barricades and were brought safely to the surface after seven days. In another coal-mine fire, followed later. on by an explosion, at Delagua, Colo., in 1910, 79 lives were lost, but 18 men saved themselves by erecting canvas brattices or barricades; the miners in one barricade were removed safely after five hours and those in another after 21 hours. In 1911, after an explosion in a coal mine at Briceville, Tenn., in which 84 lives were lost, five persons were brought out alive after 58 hours behind a barricade. Twenty hours after an explosion in which 73 were killed at McCurtain, Okla., in 1912, 13 men were taken out alive and one dead from behind a barricade or partition constructed of canvas. In 1914, after an explosion at Eccles, W. Va., in which 181 were killed, 35 men barricaded themselves in one place and after four hours were brought to the surface alive; this barricade was also of canvas. In 1915, 112 men were killed in an explosion at Layland, W. Va., but two groups of men, 47 in all, were able to barricade themselves; after four days 46 men were rescued alive, but one man was dead. In 1915, an explosion at Boomer, W. Va., killed 23, but 27 others barricaded themselves in one place and after seven hours came out alive. All of the foregoing instances of barricading were in coal mines. In 1917 there were three cases of barricading in a Montana metal-mine fire (the North Butte) during which 163 lives were lost. One of the barricades, sheltering 19 men, failed because the region barricaded was in porous broken ground through which the poisonous gases seeped and killed the entire group. From another of the barricades, engineered by an assistant foreman, 8 men were taken out, 6 uncon¬scious and 2 dead, 50 hours after the fire started. The 6 unconscious men lived, out the assistant foreman who directed the men was one of the 2 who had died. In the third case of barricading in this metal-mine fire,,men, also led by an assistant foreman, kept themselves closed in for about b6 hours and then broke barricade or bulkhead, 25 oing in one direction to safety, and 4, including the assistant foreman, going in another direction to death from poisonous gases. There have been a number of other cases of barricading, some successful and others a failure. Probably the worst failure was that in the argonaut (gold) mine fire in California in 1922; all of a group of 46 miners behind a barricade were found dead when reached after 21 days."

Researchers at the National Institute for Occupational Safety and Health, Spokane Research Laboratory, studied technology and methods that could reduce accidents involving surface mining equipment that collides with other vehicles or workers, or drives over an unseen road edge. These accidents are partially attributed to the lack of full visibility around these large pieces of equipment. Blind areas can be extensive and this report presents plots of blind areas for five pieces of surface mining equipment. Several technologies designed for detecting obstacles in blind areas and providing a warning to the operator were evaluated on off-highway dump trucks. These proximity warning systems included radar, sonar, GPS, radio transceiver tags, and combinations of radar and cameras. A summary of test results is presented in this report, along with guidance on effective proximity warning technology, installation and maintenance considerations, and recommendations for effective implementation. This study found several commercially available systems that could effectively warn an equipment operator of an impending collision. Several new technologies also show promise for reducing these accidents. In most applications, it is recommended that sensor-based systems be combined with video cameras to provide important alarming functions along with an actual view of the blind area.

The field testing of the Seismic Mine Monitor System is described. This system consists of nine geophones buried about 40 feet deep over a ten-square-mile area, the amplifiers and electronics needed to get the signals to the mine office, and a central processor unit to detect and locate explosions and large roof falls. Since the problems associated with the original installation were solved, this system has worked for 2 1/2 months. The system has detected roof falls in the pillar areas and has located blasts as small as 114 pound of dynamite. The location accuracy has, in general, been within 250 feet. The system is now being used to gather long-term data on the seismic activity of the mine.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. "IntroductionInhalation of crystalline silica is often associated with the development of pulmonary disease (Ziskind et al., 1976). Recently, it has been proposed that freshly sheared silica .may have surface properties that make it more reactive with lung tissue than aged silica, and that this unique reactivity ·of freshly crushed silica enhances its pathogenicity. A recent study in our laboratory strongly supports this theory (Vallyathan, et al., 1988a; 1988b). We found that grinding of silica cleaves bonds in a silica tetrahedral lattice generating reactive free radicals sites on the surface of the silica particles. The presence of surface radicals on freshly ground silica was monitored by electron spin resonance (ESR) spectroscopy. The ESR signal generated from fresh silica in air is characteristic of Si-0 and Si radicals. Evidence, i.e., the ESR signal after the addition of a spin trap (DMPO) and its sensitivity to ethanol, indicates that these silicon-based surface radicals can react with water to form hydroxyl radicals (OH). Results also indicate that these surface radicals make fresh silica more cytotoxic than aged silica; i.e., fresh silica causes more membrane damage as evidenced by hemolysis and lipid peroxidation. Therefore, the presence of reactive sites on the surface of freshly cleaved silica may play a significant role in its pathogenicity.If surface· free radicals are related to cytotoxicity, then screening dusts for the existence of such radicals may predict their relative pathogenicity. Since an ESR spectrometer is not available to many laboratories, the objective of this study was to develop a quick and simple technique to monitor the existence of reactive surface sites on dust. The technique chosen was the measurement of chemiluminescence using a liquid scintillation counter; i.e., an instrument which·would be accessible to most investigators."

The smelting of brass and bronze generates a dust composed primarily of zinc oxide, with lesser amounts of other metal oxides, such as copper, lead, and tin. The small quantity of this waste generated by individual smelters and the relatively low unit value of the contained metals, suggests the desirability of reclaiming the metals onsite or at some nearby point. The Bureau of Mines has developed a process that fits these requirements. The technique consists of (1) dissolving zinc and copper from the dust with sulfuric acid, (2) recovery of copper by cementation, (3) recovery of zinc as zinc sulfate crystals, and (4) recovery of lead and tin as a salable residue. Alternatively, zinc may be recovered by electrodeposition. Free acid is recycled and no major pollution problems are generated by the process.

This report presents the results of a program to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies' are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.
