If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

To develop a simple device for rapidly determining the shearing strength and angle of Internal friction of coal and rock in situ. Approach Use a portable, permissible, hydraulically operated device in boreholes as deep as 100 feet into the rib, floor, or roof of the mine. How it Works The device, called a Borehole Shear Strength Tester (BST), is inserted Into a 3-inch-diameter borehole to the desired depth, locked Into position, and activated to shear the rock or coal in the borehole walls. The normal and shear pressures exerted by the BST, which are recorded during the test, are used to calculate the shearing strength and the angle of internal friction. The BST consists of 3 main components and several minor components. Main components are: ? A shear head with 2 shear plates that bite into the rock when normal pressure is applied. ? A hollow hydraulic jack with RW drill rods that pull the shear head when shear pressure is applied. ? A console with a hand pump and two hydraulic gages to activate the device and to indicate the pressures that apply the normal and shear faces to the shearing plates.

This paper is one of a series published by the Bureau of Mines on the mineral resources of the Nation. It describes briefly the occurrence of sodium sulfate in Salt Lake and Tooele Counties, Utah, presents data on sampling, and describes ex-traction and refining raw material and a mining research project that has been conducted on the deposits. "INTRODUCTION The Gibellini manganese—zinc-nickel deposits, are in southeastern Eureka County, Nev, T. 15 N., R. 53 E. M.D.B.M. 27.5 miles south of Eureka, the county seat.The partly explored deposits, locally known as the Black Iron or Gibellini property, were examined in May 1944 by an engineer 3/ of the Bureau of Mines, who recommended that the deposits be explored further by means of core drilling. The proposed program called for drilling six diamond—drill holes, or eight if necessary, and for trenching at two places — 200 feet northeast and 280 feet west of the shaft on the main deposit.In 1946 the project was set up, and In July, of that year diamond drilling as started. Six holes were drilled for a total length of 1,198.5 feet. No trenching or other exploratory work as done. Work on the project was stooped. October 30, 1946.OWNERSHIPAccording to county records, the property comprises a group of 13 unpatented lode claims, and ownership is divided among Louis P. Gibellini,Louis P. Gibellini and wife (both of Eureka, Nev.), and the International Smelting & Refining Co., of Salt Lake City, Utah. Five claims of the group - the Black Iron No. 1, Black Hill No. 2, Manganese No. 3, Flat No. 1, and Flat No. 2 - are owned by Gibellini. Three claims - the Black Hill No. 1, Black Iron No. 3, and Manganese No. 4 are owned jointly by Mr. and Mrs. Gibellini, and the International Smelting & Refining Co. owns the remaining five - the Black Iron No. 4 and No. 5, and Black Hill Nos. 4, 7, and. 9."

U.S. Bureau of Mines researchers reviewed an in situ stress estimate developed from measurements of overcore strain taken at test sites on the 7300 and 7500 levels of the Star Mine near Mullan, ID. Although the field measurements of overcoring strain were found to be useful, significant deficiencies were found in the stress estimation procedure. A new stress estimate was developed incorporating statistical methods and an improved understanding of stress concentration factors for interpreting overcore strains recorded by doorstopper cells. Spatial variability of overcore strains and the implications for stress field variability were explored.

Reduced-scale models have long been used in hydrodynamics, aerodynamics, and heat transfer for studying fundamental flow relations or the performance of prototype designs under prescribed conditions. The pilot plant is a common tool of chemical engineering for investigating process variables and as an integral step in developing a new process. The metallurgical industry was rather slow to recognize the applicability of these techniques to some of its established and rather complex processes, but there has been a rapidly increasing number of applications of the principles of modeling in process metallurgy since World War II. Not only have pilot-scale operations been employed for developing methods of extracting metals that have recently achieved commercial importance, as well as new processes for some of the commoner metals, but models have also been used for engineering studies aimed at better understanding of the controlling, variables of time-honored conventional processes, It appears that the principles of similitude have become accepted as a useful tool, when properly applied, in metallurgy as in other fields of engineering. Much of the work of the Pyrometallurgical Laboratory, Region V, involves study of high-temperature smelting and refining processes for ferrous and related metals in pilot-scale equipment, such as the experimental blast furnace, converter, open-hearth, arc furnace, and rotary kiln. It was appropriate for the work of this laboratory that guiding principles for designing apparatus and interpreting results should be set down and that a bibliography of related work should be available for reference. A summary of the principles of model study and a brief review of some of the more noteworthy general papers have been published elsewhere.3/ Also, the Bureau of mines plans to publish a report of investigations describing its experimental work in this field. The bibliography is presented here as a service to others who may have use for it.

The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the speci- fication method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly repre- sentative of the commercial product delivered in wagons, railroad

The widespread use of toluene in industry and the importance of air analysis in industrial-hygiene surveys have created a need for a simple and accurate method for determining toluene vapor in air. Most of the methods used to determine small quantities of toluene in liquid or vapor form are based on the measurement of its physical properties. Methods based on fractional distillation, determination of specific gravity, use of the interferometer, use of the spectrograph, and sorption on solid sorbents with subsequent determination of gain in weight have been employed. Distillation and specific-gravity methods are not applicable to the small quantities of toluene found in the air, and use of the interferometer, spectrograph, and sorption methods either are not specific for toluene in the presence of other volatile substances or require expensive equipment.

The U.S. Bureau of Mines investigated the availability of platinum, palladium, and rhodium from 16 deposits in four market economy countries (MEC's). Major recoverable products include 164 Moz of platinum, 80 Moz of palladium, 13 Moz of rhodium, 24 Moz of ruthenium, 4 Moz of Iridium, 2 Moz of Osmium, and 10 Moz of gold. The 12 deposits in the Republic of South Africa are estimated to account for 96.7 pct of total recoverable platinum. The base-case scenario estimates the long-term cost of production including recovery of capital, but provides no return on the investment or O-pct discounted cash-flow rate of return (DCFROR). The total production costs in January 1990 U.S. dollars ranged from $325/oz to $1,288/oz of platinum compared to an average January 1990 price of $492/oz. Approximately 83 pct of total recoverable platinum was economic at a cost level of $4S0/oz or less. At the IS-pct DCFROR, only 26 pct of total recoverable platinum was economic. For platinum-group metals (PGM), attention has been focused on the ratios of the three primary metals: platinum, palladium, and rhodium. Sensitivity analyses were performed to determine the impact long-term rhodium price increases could have on the total cost of production for platinum and palladium.

This report describes an in situ combustion project and three waterflood projects in Allen, Anderson, and Wilson Counties, Kansas, that will be visited during the 1964 annual tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the movement of heavy crude oil through the reservoir and into the wellbore with energy furnished by burning a portion of the crude oil therein. Another feature is the simultaneous injection of C02 and water, through separate tubing into input wells during early development, to increase injectivity at moderate pressures, Discussion of individual projects includes information on their early history, source and treatment of injection fluids, oil production-decline curves, and the results of water injection on oil production.

The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia collaborated in an intensive study of ground behavior, reinforcement performance, and stress redistribution at the Emerald Mine in Southwestern Pennsylvania. The study site was a longwall tailgate subjected to a severe horizontal stress concentration. Field measurements indicated that the stresses applied to the study site nearly doubled during longwall mining, resulting in roof deformations extending to a height of 4.8m (16 ft) above the entry. A computer simulation of the field site was conducted using FLAC-2D, incorporating a broad range of rock behaviors and failure mechanisms. Comparison between the measurements and the simulation showed that the model was able to capture the most significant aspects of the roof and support system behavior, particularly, the extensive slip along bedding that created a partially destressed "softened" zone in the immediate roof. The model also showed that supplementing the normal roof bolt support pattern with cable bolts would allow the entry to survive a further 20-25% increase in the applied horizontal stress. Such information could have very practical application to the design of roof support systems for coal mines.

The Bureau of Mines is investigating pyrometallurgica1 and" chemical methods to recover valuable constituents from metallurgical dusts and slags. Under this program a technique was developed to recover iron from molten copper smelting furnace slags by carbon injection. Slags from gas-fired reverberatory and electric copper smelting furnaces were treated in an 800-kva electric-arc furnace by injecting coke breeze into the bottom of the molten bath. Over 95 pct of the iron and over 90 pct of the copper contained in the smelting furnace slags were recovered, while up to 85 pct of the carbon injected into the system was utilized. It is anticipated that the metal product containing approximately 95 wt-pct iron and 2 wt-pct copper will be a satisfactory medium for recovering copper by cementation.

Minimize airborne respirable quartz dust produced by continous mining machines. Approach Install a shovel-mounted underboom water spray system on the off-curtain side of the mining machine. Dusty air containing quartz is momentarily trapped under the boom, where it is captured by fine spray mist. The remaining dust cloud is directed immediately behind the curtain before it can migrate back to the machine operator's location. How It Works Previous studies have shown that most of the dust generated by continous mining machines occurs under the boon as the cutter head shears down. A fluidized, countercurrent ion-exchange system was developed, operated, and evaluated by the Bureau of Mines in support of its objective to help assure an adequate uranium supply for future national needs. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows are continuous, except for short periods when resin increments are withdrawn. The exchange of uranyl sulfate between a simulated acid-leach-uranium solution and a strong-base, ion-exchange resin was studied, together with subsequent elution using an acidified sodium chloride solution. The effects of the number of compartments, compartment height, amount of resin withdrawal, solution flow rate, and column diameter were investigated. Also examined were the kinetic and equilibrium relationships for the absorption and elution steps. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable in the absorption process, while resin residence time is the determining factor in the elution process. The columns system was efficient over a range of conditions, but close control was needed for optimum operation.

In October 1949 the College Park Branch of the Mining Division instituted a survey of the New England pegmatites. Many of the New England pegmatite deposits were superficially examined, and the Bumpus quarry in Albany, Oxford County, Maine (see fig. 1), was selected for a diamond-drill exploratory-development project to supply information for developing more economical mining methods and no increasing production of beryl and other scarce minerals associated with pegmatitic intrusives. The Bumpus quarry has been mined intermittently by three operators since it was opened in 1927. At the time of drilling, the vein or dike (see figs. 2 and 3) had been mined to a depth of 60 feet for a strike length of 280 feet. The dike averages 40 feet in thickness and dips 50 degrees southeast. The Bureau of Mines drilled seven diamond-drill holes between September 27 and November 27, 1950. These holes showed that the dike persists for at least 350 feet to the east and probably 200 foot to the west of the present excavation. The drilling also indicated that the dip, as exposed at the surface, continued unchanged at 500 to a depth of at least 50 foot below the pit. The dike was not delineated, although it fingered out as pegmatite interbanded with Granite, diorite, and gneiss in diamond-drill hole B-4, approximately 250 feet west of the pit. Further drilling will be necessary to find the extent of this pegmatite dike and to determine the safest and most economic mining system.

High-purity lanthanum metal was prepared by electrolysis of La003 in a LaF3-LiF-BaF2 bath at 950° C. The requisite bath temperature for the deposition of molten metal was maintained by supplying the heat as current directly to the electrodes. A current efficiency of about 60 percent was obtained. The lanthanum nodules contained carbon and oxygen as major impurities. The total impurity content was from about 0.1 to 0.2 percent.
