This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

To protective devices, the Bureau of Mines has established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules include 13D for self-contained breathing apparatus, 14F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pitts- burgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the device meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an exten- sion of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines be used where respiratory protection is needed. The Bureau of Mines, how- ever, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators. At frequent intervals, the Bureau of Mines purchases approved respirators and replacement parts on the open market. These are examined for conformity to the approved status, and are checked to insure that the manufacturer's pro- duction facilities are maintaining a satisfactory quality control.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . THE WILLISTON basin is the largest known sedimentary basin on the North. American continent. Two-thirds of this large basin lies within the United States in Montana, North Dakota, and South Dakota. Less than 10 years after the first commercial oil discovery in North Dakota in 1951, the petroleum became one of the largest industries in the three-state area. Crude petroleum is now the most valuable mineral resource in the area. In 1960, the basin produced 39 million barrels of worth $100 million at the wellhead. Most of the 137 oil pools covered to date are in Paleozoic carbonates at depths ranging from 3,000 to 13,000 feet. The major producing fields, centered on the Cedar Creek anticline in Montana and the Nesson anticline in North Dakota, produce from depths below 6,000 feet. This report presents descriptions of all phases of the Williston basin petroleum industry, including leasing, exploration, geology, drilling, production, transportation, and refining. Engineering, physical, and production data, maps, and crude petroleum analyses for 137 separate oil pools are included.

A shortage of anthracite for home heating indicates the necessity of using other fuels for this purpose; low-volatile bituminous, or "soft" coal is the most feasible supplementary fuel, either burned alone or when mixed with anthracite. Comparison of Bituminous Coal and Anthracite Whereas anthracite is clean, burns without smoke, and requires little attention, bituminous coal is dusty, tends to burn with a smoky flame, and forms coke in the fire pot that must be broken up to maintain a continuous high output of heat. When properly fired, however, bituminous coal responds more quickly than anthracite to changes in damper settings and consequently can supply more heat in a short time. It is generally less expensive and usually contains less ash than anthracite.

The growth of the aluminum-smelting industry in the Pacific Northwest, resulting from national defense requirements, emphasized a need for local sources of alumina to supplement the alumina production shipped from the East. Because supplies of foreign bauxite were being interrupted and our domestic bauxite reserves were inadequate, it was necessary to expedite the investigation of other possible sources of alumina during World War II. A program of investigation of high-alumina clay deposits in the Northwest was carried out jointly by the Federal Geological Survey and the Federal Bureau of Mines. As part of this program the Cowlitz clay deposits near Castle Rock, Wash., were explored by the Bureau of Mines in 1942-43. These deposits are near railroads, tide-water, and Bonneville Power Administration lines and within 22 to 100 miles of 4 aluminum-reduction plants.

This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department&apos;s Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

An expert system advisor consultant to assist a coal mine section foreman is described in this report. The system is designed for an underground continuous miner section that is being specifically used for longwall development. The system provides three methods of operation that include normal operational mode for use underground, a training mode for use in training section foremen under controlled classroom conditions, and a demonstration mode that is free running. The Face Decision Support System or FDSS, is designed to interface with section environmental monitoring equipment and section production monitoring equipment that may appear in the future. This provides automated reprioritzation of the section foreman&apos;s job list from the system. The system 1S written in LASER which is written in C and is operated under the UNIX operating system. The objective of the entire FOSS system is to ensure that no job or piece of information important to safety or to production is forgotten because of the immediate problems confronting the section foreman.

"INTRODUCTION The New Mexico potash exploration described herein was begun in February 1944 with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the Reserve and in the immediate vicinity.The Potash Reserve is in secs. 26; 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of Carlsbad, as shown on figures 1 and 1A, Drilling was done in secs. 26 and 35 of the Reserve, in section 14 to the north, end sections 2 and 56 to the east. All work was done on Governnent-owned, unleased land.The Reserve may be reached from Carlsbad by traveling to the north-east by automobile for about 14 miles on the paved U. S. highway 62. This highway passes through the southern part of the Reserve. Other parts may be reached by a State highway that passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Santa Fe Railroad also passes across the southern part of the Reserve enroute from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the project and 22 miles from Carlsbad."

U.S. Bureau of Mines research to develop diagnostic methods to locate and evaluate fires in abandoned mines and waste banks and techniques to extinguish such fires was applied to an abandoned 60-acre underground bituminous coal mine (Renton, Allegheny County, PA) to locate and extinguish three separated fire zones. Mine fire diagnostics interpret changes from baseline values in subsurface pressures, temperatures, and mine gas composition under imposed pressure gradients induced by a borehole exhaust fan. The effective gas sampling area surrounding each borehole is greatly enlarged. Sampling iterations, using a "communicating" boreholes set, provide "fire signature" information for locating both heated and cold areas. Time-dependent monitoring differentiates heating and cooling periods resulting from combustion front movement and/or fire extinguishment activities. A water injection with fume exhaustion extinguishment effort involved injecting water through boreholes to quench the heated zones while exhaust fans actively removed heated gases from the mine. The technique was ineffective as implemented, primarily because of inadequate spreading of water from the injection points. The Bureau&apos;s diagnostic method determined the fire locations and the effectiveness of the water injection with fume exhaustion extinguishment technique.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. This report documents a preliminary hydrologic investigation of an area where longwall mining methods are to be used. The scope of work includes: determination of physical and chemical characteristics of major soil types in the area; determination of physical and chemical properties of surface water bodies; collection of geologic characteristics, including stratigraphy, structure, and detailed aquifer descriptions; collection of 10 years&apos; meteorological data and installation of a weather station; and a detailed ground-water investigation that includes completion of observation wells, aquifer testing, water quality sampling, and analysis using a 3-D computer model. The Trescott model developed by USGS was used to simulate steady-state aquifer conditions. Input data from 8 multiple-completion monitor wells were used to model an area of approximately 10 square miles. Two layers, coal and overburden, were simulated, both confined. Model results showed good agreement with know piezometric data, desaturated areas, and flow from springs. The study area was found to have very low-yield bedrock aquifers with transmissivities ranging from 5 to 320 ft2/day for the coal (depths from 500 to 1,200 ft) and from 499 to 576 ft2/day and fractured sandstone units (depths less than 100 ft). Annual precipitation and recharge are very low, 10 to 11 inches and 0.25 inch respectively. The area has very high relief and large areas of rock outcrop. No perennial streams are present on the site.

Primary, low-temperature tars are generally known to alter with time. The effect is believed to occur, in some instances, without the external influence of air, light, or heat. Since one of the processes occurring during extended storage is oxidation, the action of mild oxidation induced by air and heat, in addition to the effect of storage, was studied. The principal effect in aging and oxidation is formation of pitch at the expense of the distillate fraction. The fraction boiling above 270° C. is mainly involved in pitch formation due to storage, whereas all fractions are affected to some degree when tar is heated at 125° C. in the presence of air. If the effects of air are considered, the aromatic and tar-acid fractions seem to be important in pitch formation.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

The use of fluid jets for industrial purposes has received considerable attention in recent years. The convening of The First International Symposium on Jet Cutting Technology1 in April 1972 devoted solely to this subject probably heralds the coming of age of this new science. It is interesting to note the emphasis in the conference towards the cutting of rocks, minerals, and soils, indicating the attention being devoted to excavation and mining. The use of water streams for mining of minerals is not new. It is well over a century since its first application.2 But its use in coal mining has been somewhat restricted over the years. In the past 30 years the U.S.S.R. has successfully used water for coal extraction, and these techniques have been examined in 15 countries in recent years. In the United States research on various aspects of the method has been conducted for over 15 years,3 but success stories from the Soviet Union,4 JapanS and Canada6 in the last 5 years has spurred greater enthusiasm. IIT Research Institute has done pioneering work in the 7-12 13-15 area of water jetting for rock and coal breakage. It has just completed an experimental study involving mining of coal with a 50,000-psi and 100,000-psi jet in a stripping operation14 under the sponsorhip of the U. S. Bureau of Mines (Contract No. HOll1789). As a complementary program the Bureau initiated a project to design a water-jet coal-mining machine (Contract No. H0133119). IITRI was a successful bidder on this competitive procurement.

The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.
