Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

As part of its mine safety and health research program, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, has been investigating the geologic and mining factors influencing methane gas emissions associated with longwall mining. A primary focus of this research has been the consequences of increasing longwall panel dimensions, particularly face width, in gassy coalbeds. Continuous longwall face emission monitoring studies were conducted at two adjacent mines operating in the Pocahontas No. 3 Coalbed, where longwall faces were to be extended from 229 to 305 m (750 to 1,000 ft). Average longwall pass methane emission rates for 229-m (750-ft) wide faces were 61 % (0.072 m31sec (153 cfm)) higher at the VP-3 Mine than at the VP-1 Mine. It was predicted by regression analysis of methane emissions data from 229-m (750-ft) wide faces that extending faces to 305 m (1,000 ft) would increase methane emission rates by only 7%, or 0.009 m3/sec (20 cfm), to 0.144 mysec (304 cfm) at the VP-1 Mine. In contrast, it was predicted that extending faces to 305 m (1,000 ft) at the VP-3 Mine would increase methane emissions by as much as 13%, or 0.029 mysec (65 cfm), to 0.268 dlsec (567 cfm).

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions. The Bureau of Mines has sampled microstructure of low-pressure flat flames by mass spectrometer for normal methane-oxygen-argon and for methane-oxygen-argon-bromotrifluoromethane flames. The physical and chemical phenomena, and the method of analysis of mole fraction data to evaluate net reaction rates are here considered in detail. Included is a computer program listing with output on one flame. Chemical species considered are CH4 , CO, CO2, H, H20, OH, Ar, H2, O2 , O, H2CO, CH3 , CF3Br, HF, HBr, Br, CH3Br, HCO, F2CO, CH2 CF2 , H02.

"The Bureau of Mines for some time advocated the firing of all blasts in coal mines as single shots, and this method of firing is the general practice in American bituminous-coal mines. All single shots can be fired with permissible single-shot units so designed that they will not ignite mixtures of methane and air.If several shots in a face are fired singly it is necessary to return the face after each shot. In some mines having steeply pitching coal seams, this may be dangerous or even impossible, under these conditions shots are usually fired simultaneously.Several shots cannot be fixed simultaneously with permissible single-shot blasting units, and safe types of multiple shots blasters are not readily available. This means that the firing of multiple shots in gassy mines is usually accompanied by the possibility of gas ignition as the blast occurs.Tests have been made at the Pittsburgh Experiment Station to determine the possibility of developing safe types of multiple-shot units suitable for such use, or of applying other type safely in gassy sections of mines where firing shots singly is impracticable.The tests may be divided into the following four groups:1. Tests to demonstrate hazard in the use of existing types of multiple-shot units of the portable generator type.2. Tests to show the electrical characteristics of multiple-shot generator units relative to the possibility of preventing igniting sparks and of modifying the design and application of such units in furthering safety."

Determine whether the total delay time in blasting may be safely increased beyond the currently permitted 0.5 s, without igniting a methane or methane-coal dust atmosphere and determine the minimum borehole spacing to avoid misfires. Approach At present, regulations limit the delay time used in short-delay blasting to a total of 0.5 s. Many in industry and government would like to see this total delay time increased to 1 5 to permit an increase in the number of different delays available for short delay blasting and an increase in the time between delay periods. The Bureau of Mines conducted research to determine whether the total elapsed delay time for blasting coal in underground mines could be safely expanded, with resulting improvements in productivity. The research was conducted at a surface mine in St. Clairsville, Ohio. Experimental shots were conducted in several pits, each of which had a 5-foot-high coal seam (Pitts-burg No.8) in a 50-foot highwall. The coal seam and a mobile gallery provided a good simulation of an underground coal face. The Bureau also examined the relationship between borehole spacing and misfires, to check on reports over the past few years that permissible explosives frequently misfire. These reports were not well documented, but were numerous enough to warrant investigation. Misfires of permissible explosives in an underground coal mine can be very hazardous; a burning cartridge of explosive may be ejected from a borehole and ignite the gas or dust in the mine, or a misfired cartridge in the muck pile may detonate during drilling and mucking operations, causing serious injuries.

The area encompassed by the political entities included in this study com-prises 11 million square miles or about 15 percent of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest is-land or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The region is noted for its great rivers. The Chang, Huang, Amur, and Mekong are respectively the fifth, sixth, eighth, and eleventh longest rivers in the world. The Ganges-Brahmaputra has created the world's largest delta, which covers 30,000 square miles. Abutting East Asia are the Sea of Japan, Dong Hai, Nan Hai, Bay of Ben-gal, and Arabian Sea. In the Southern Hemisphere, there is the Indian Ocean and the South Pacific Ocean. The Continental Shelf adjacent to the region constitutes a large proportion of the world's readily accessible shelf area. On the other hand, the Philippine and Java trenches and, further out, the Mariana Trench reach to formidable, abyssal depths, downward to 6,000 fathoms. Contrasting to this is Mount Everest, which reaches a lofty height of 29,028 feet. And then there is Xizang, whose high plateaus have been called the roof of the world.

"INTRODUCTION The Mayfield manganese property is about 25 miles south of Van Horn, in Jeff Davis County, Tex. The ore deposit is developed by a large open-cut and a small stope.An 8-ton sample was received for testing; it was taker at random from material on the mine dumps and consisted of a mixture of manganese oxides, barite, and siliceous gangue minerals. The manganese occurred largely as hard, massive, crystalline psilomelane, with a small amount of pyrolusite. The gangue minerals consisted of intermixed iron-stained sand stone, quartzite, chalcedony, calcite, quartz, and barite. Chemical analysis showed 8.9 percent manganese, 3.3 percent iron, 38.4 percent silica, 6.6 percent calcium carbonate, 7.1 percent barium, 3.1 percent alumina, 0.09 percent phosphorus 0.01 tungstic oxide, and less than 0.05 percentAnalysis of selected clean pieces of manganese minerals, free of gangue, showed 48.1 percent manganese end 13.4 percent barium, of which only 0.2 percent was present as barium sulfate. This indicated a limit in concentration. Barium was also present in the gangue as a separate mineral, barite (BaSO4), which has approximately the same specific gravity as the manganese oxide."

This publication describes further research by the Federal Bureau of Mines in beneficiating domestic manganese ores. The ores selected for treatment were typical of many manganese deposits in California and Nevada in that they have not been economical to mine because they are low grade or contaminated with siliceous minerals and are not amenable to physical concentration.3 4/ It would be desirable to develop a simple treatment method resulting in nearly complete extraction of manganese from these ores and applicable to small-scale operations. Sulfation reduction appeared to be such a method. The studies reported in this publication were directed toward sawdust or lignin-sulfonates as reducing agents. Sawdust, as waste from lumbering, and lignin-sulfonates, byproducts of woodpulp papermaking, are comparatively cheap and may be available in areas where manganese ores are found. Sugar, oils, and coal were also tried as reducing agents.

"INTRODCICTIONSilicosis is the chronic fibrosing disease of the lungs caused by the inhalation of crystalline silica. However, inhalation of crystalline silica, may induce three distinctly different disease patterns; i.e., chrome silicosis, accelerated silicosis, and acute silicosis. These three disease patterns differ in their pathologic characteristics, clinical symptoms, onset of disease, and mortality. Many studies in the past have focused on the elucidation of mechanisms involved in the development of chrome silicosis. We recently reported that freshly fractured silica has surface properties that could make it more reactive with lung tissue than aged silica, and that this unique reactivity of freshly fractured silica may be involved in the pathogenesis of acute silicosis (Dalal et al., 1986; Vallyathan et al., 1988; Shi et II., 1988). Because freshly fractured silica could contain some moieties in an ""excited state,"" due to the breakage of silicon oxygen bonds, we postulated that the de-excitation of these moieties could produce light which could be monitored by a luminescence measurement technique. In addition, if this ""excited state'' of silica could trigger a greater biologic response by phagocytic cells, this activation could be monitored by a chemiluminescence technique in the presence of appropriate enhancers.This investigation describes for the first time the use of luminescence in the study of freshly fractured silica and its properties. Enhanced biologic reactivity of the freshly fractured silica with alveolar macrophages was monitored by the chemiluminescence technique.MATERIALS AND METHODSNative silica was obtained from the dust bank of the GenericRespirable Dust Technology Center, Pennsylvania State University, State College, PA, and ground for 3~ min in an agate ball mill. It was then sieved through a 20 micron mesh filter and used within 1 O min as fresh silica or stored in glass bottles for aging. X-ray energy spectrometry and X-ray powder diffraction studies on representative samples were made to confirm the mineralogic purity. All the silica samples were found to be 99 % pure with minimal detectable conlamination by metal ions."

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

Reduce the exposure of diesel vehicle operators to diesel exhaust generated during mucking in deadend drifts. Approach Direct the diesel engine exhaust upward and rearward thereby using the thermal buoyancy of the hot exhaust to form a layer at the roof, above the breathing zone of the vehicle operator. Modifying the Exhaust Outlets Diesel front-end loaders used in nocoal mines to remove blasted ore usually operate in entries open only at one end to cross cut ventilation. These deadend drifts are not usually ventilated with the use of auxiliary fans and vent tubing because of frequent blasting. The existing ventilation, therefore, is usually poor, and a diesel engine operating in such a drift emits exhaust which is not immediately swept away from the operator. On most load machines, the diesel engine's exhaust outlet is located near the floor and directed downward or to the side, so that when the hot exhaust is emitted, it mixes with the mine air as it rises into the vehicle operator's breathing zone. In this way, a uniform concentration of diesel exhaust forms around the operator.

ALABAMA'S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

"INTRODUCTION In September 1943, the Bureau of Mines conducted a limited program of churn drilling on the Winskell property in the Shullsburg area of Lafayette County, Wis. The work was undertaken as part of a general investigation by the Bureau of the zinc-producing area of southwestern Wisconsin at a time when special effort war being made to increase the production of metals necessary for the war program.Drilling described supplemented a previous drilling program conducted by the Vinegar Hill Zinc Co. The results of both programs encouraged subsequent investigation by the Cuba Mining Co. and eventual development of the Andrews mine.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This study summarizes and amalgamates much information collected, compiled, and utilized by the Bureau of Mines numerous country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook. Because of the plethora of sources used in preparing these regional studies, it is impossible to cite all sources of information used in preparing this summary, but some recognition seems due. Generally speaking, the preparation of this study, and its related detailed studies on countries and areas, would be impossible without the efforts of the personnel of our counterpart agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or in publications of central statistical agencies in their countries, are the foundations upon which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Downstream processing of these mineral fuels to petrochemicals and fertilizers is a major investment opportunity. In 1991, the 15 countries that constituted the region accounted for 26 % of world crude petroleum output, 15.3 % of world natural gas plant liquid production, and 4.5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Production of these mineral fuels all declined from that of 1990 owing to the Persian Gulf War, during which output from Kuwait and Iraq either ceased owing to war damage, or was embargoed. Prior to the war, Iraq and Kuwait were the fourth and fifth largest world producers of crude petroleum, respectively. In the war, virtually all of Kuwait's production and transport facilities were destroyed or damaged. Iraq's output was embargoed from export, with only domestic sales taking place. The embargo also affected Jordan, both in terms of transshipment of materials through it to Iraq and in exports of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion, increasing crude petroleum output by 27 % to almost 3 billion barrels.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.
