This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

The work of the United States Bureau of Mines on stream pollution3 by coal-mine drainage has included a study of seasonal variations in acidity and volume of several streams in Pennsylvania. The acidity of these streams has been determined during the two or three years prior to 1930 and the results may be considered to represent "normal" low water conditions. The summer of 1930, however, was unusually dry and represents what may be termed "extreme" low water conditions on these streams. This report is a comparison of the results obtained for extreme low water of 1930 and for other years. The streams investigated were Buffalo Creek in Somerset County, Indian Creek (lower 5 miles) in Westmoreland County, Little Toby Creek in Elk and Jefferson Counties, Daguscahonda Run in Elk County and West Creek in Elk and Cameron Counties. These will be treated separately in the order given. Most of the descriptive matter and physical data pertinent to the streams and drainage basins are taken from published reports of the Pennsylvania State Water Supply Commission, 1917.4

As potash is more necessary to the agricultural economy of the United States now than ever before it is gratifying to find that the virtual stoppage of imports from Germany in late 1939 caused none of the anxious foreboding that gripped American farmers in 1914. For long decades this country, in common with tie rest of the world, depended upon German potash, but today our expanded needs can be mot from domestic sources. The present armed conflict in Europe, like that of 1914, disrupted a world monopoly, but the cartel that in recent years controlled 90 percent of the world output (see fig, 1) was an international syndicate comprising French, Polish, and Spanish as well as German producers and having reported sales agreements covering production in the U. S. S. R. and Palestine. The break-up of these commercial agreements has necessitated readjustments but generates no such alarm as the closing of a single source of supply. In striking contrast to the critical shortage that developed a quarter century ago, no increase in prices has occurred or is anticipated in the domestic market.

Bureau of Mines Information Circular 7516, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 to aid in estimating investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included references to and abstracts of publications appearing from. 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Bureau of Mines Information Circular 7705, Supplemental Bibliography on Investment and Operating Costs for Chemical and Petroleum Plants, was prepared to cover the area from September 1948 through June 1952.

The Bureau of Mines investigated (1) the effect of torsion on yield and ultimate strengths of bolts when the torsion is applied first and tensile load is applied independently of torsion and (2) various methods of increasing the tension-torque ratio and/or narrowing the data spread of the tension-torque relationship. A special torsional attachment was fabricated to attach to a universal testing machine to independently subject rock bolts to combined tensile and torsional loads. It was found that initially installed torsion is nullified during tensile loading and the tensile yield and ultimate strengths are not significantly reduced. Lubricating various components of a bolt assembly or using hardened washers will improve the tension-torque relationship during conventional installation; however, the torsional load is not nullified during this type of loading. Hence, a bolt is subjected to a combined stress throughout the loading cycle; the yield point will thus be lowered compared with the pure tensile yield if care is not taken during installation to stay below the torsional yield.

Samples of low-grade oxide manganese ores were procured from two southern Utah properties by examining engineers of the Bureau of Mines during an investigation of manganese mineral deposits of continental United States. A 2-ton lot of ore was obtained from the Blackbird group of mining claims in Paiute County, 11 miles southeast of Marysvale, Utah. The deposit was described as an intrusive sheet or sill of altered brecciated rhyolite cemented together by manganese oxide minerals. A 2-ton sample from the Black John property, situated 32 miles northeast of Kanab, Kane County, Utah, was taken from open cuts on the vein. The blanket-type vein deposit consisted of nodules and streaks of manganese imbedded in compact gray clay.

This summary appears in Minerals Year- book volumes I-II, and III, which cover mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, as well as the principal minerals imported into and exported from the United States. The sections of this chapter and the area chapters in volume III contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operations at or near mines.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

In 1988, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,310-acre Diablo Mountain (Additional) study area (OR-001-058), in order to evaluate its identified mineral resources and occurrences. The study area lies along the east shore of saline Summer Lake in Lake County, OR, about 145 miles southeast of Bend and 45 miles northwest of Lakeview. The climate is semiarid and temperate, and the study area is almost treeless. Geologically, the (Additional) study area is in a region of fault block-formed mountains and basins, characterized by interior drainage. The area is mainly underlain by unconsolidated Quaternary and Pleistocene lake and playa sediments, which may include subsurface evaporite mineral deposits and resources. Near the center of the eastern margin of the study area are an occurrence of dolomitic limestone of unknown extent, and an area of basalt outcrop totaling 1.5 square miles. A veneer of windblown sand covers about one-half the study area.

Coalbed gas content measurements are commonly used in mine safety as well as coalbed methane resource assessment and recovery applications. Gas content determination techniques generally fall into two categories: (1) direct methods which actually measure the volume of gas released from a coal sample sealed into a desorption canister and (2) indirect methods based on empirical correlations, or laboratory derived sorption isotherm gas storage capacity data. Direct gas content determination techniques may be further. subdivided into quick-crushing and extended desorption methods. The quick-crushing methods are primarily used in mine safety applications outside the United States, but have also been used for resource recovery applications. Quick-crushing methods rely on crushing the coal sample soon after collection to release all the desorbable gas, thus significantly shortening the amount of time required for desorption measurements. However, some data useful for resource recovery applications are lost. Extended desorption techniques are most commonly used for resource assessment and recovery applications where information on desorption rates is useful for reservoir modeling, and for fundamental coalbed methane research. Extended desorption methods allow the gases in the coal sample to desorb under controlled laboratory conditions until a defined low desorption rate cutoff point is reached. The sample may then be crushed to measure the amount of gas remaining within the sample. Direct method techniques for gas content measurement are the focus of this paper.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." Seven coal-related waste samples (mining, cleaning, and gasification) were characterized chemically and mineralogically. Laboratory extracts of each sample, using a variety of different extraction methods, were used in both acute and chronic bioassays. A coal slurry sample (coarse fraction) and two coal cleaning refuse samples were chemically and mineralogically similar, and generated acidic water-waste systems, both in the laboratory and in the field. Acidic laboratory extracts and field samples of acid mine drainage in the area where the solid samples were collected, tended to be in equilibrium with some type of CaSO4 phase and with maghemite. The chemical composition of the extracts was sensitive to the method used to generate the extracts, but generally had the same prevalent chemical character as the field samples. The acidic wastes contain appreciable quantities of soluble Al, Mn, Ni, SO4, and Zn as indicated by both laboratory extraction and field data. Long-term extractions suggest that some constituents (Al, Fe, SO4) continued to be released by the acidic wastes after 22 weeks with no apparent associated change in pH. Two mine spoil samples, essentially shale, tended to generate water-waste systems that were neutral in pH and consequently released lower quantities tit potential pollutants than the acid wastes. The gasification residue was compositionally similar to coal-fired power plant slag and fly ash and generated moderately alkaline extracts with low concentration of soluble potentially toxic constituents. All of the solid wastes contained a variety of organic compounds, many of which are on the EPA Priority Pollutant List. However, these compounds were essentially insoluble in aqueous media. Each extract was tested for acute toxicity with tour species of freshwater aquatic organisms; green sunfish (Lepomis cyanellus), fathead minnow (Pimephales promelas), a crustacean (Daphnia magna), and a snail (Physa anatina). The extracts of the two mine spoil samples and of the gasification residue were not toxic to any of the organisms while the extracts from the acidic refuse and slurry samples were acutely toxic to all of the organisms. For all cases, pH was significantly correlated to mortality while Al, Fe, Mn, Ni, and Zn were significantly correlated to mortality in specific instances. Data from 96-hour LC-50 determinations showed that dilutions up to 1:1000 were necessary to eliminate mortality. The most toxic extracts were those with the lowest pH which necessitated the largest amounts of dilution to eliminate mortality. Chronic bioassays with the same test organisms were investigated with leachate samples from a relatively unweathered refuse sample and an older, more weathered refuse sample. The unweathered refuse sample generated a leachate that was acutely toxic while the leachate from the weathered refuse sample was not acutely toxic. No detrimental chronic effects were noted in organisms exposed to dilutions of the non-toxic leachate while low concentrations of the acutely toxic leachate produced lower hatchability for the Lepomis cyanellus and Pimephales promelas eggs, increased mortality with chronic exposure for Lepomis cyanellus, Daphnia, Physa, and reduced weight gain for Physa. Dilutions of a toxic, high-Fe leachate resulted in the precipitation of ferric hydroxide that was implicated as the major causative factor accounting for the physical and physiological toxic effects exhibited by all of the test organisms in these acutely sublethal concentrations. The toxicity of this leachate demonstrates the potential effects that these types of wastes can have on the aquatic ecosystem if they enter a receiving water in a natural setting.

The helium resources base of the United States was estimated by the Bureau of Mines to be 961 Bcf as of January 1, 1983. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas re- serves, 271 Bcf, (2) helium in probable natural gas resources, estimated at 202 Bcf, (3) helium in possible natural gas resources, estimated to be 351 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 137 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications. The depleting resources are those associated with natural gas fields that are, or will be, produced for the natural gas they contain. All of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 789 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 134 Bcf. There is 38 Bcf of helium in storage in the Federal Government- owned Cliffside Gas Field near Amarillo, TX.

Coal-bearing beds underlie 23,000 square miles, about one third of Missouri's total area. Twelve out of more than twenty named coal seams have been or are being commercially mined. The remainder are too thin for commercial production. The coal is high volatile bituminous, with reserves estimated to be six billion tons, 1.24percent of U.S. coal reserves. Coal-bearing strata are generally thin seams which can be up to five feet thick. Typically, mined seams are about 28 inches thick. Coal deposits were first mined in Missouri in the 1840s, with the coal used primarily for domestic heating and blacksmithing. Production increased with the introduction of steamboats on the Mississippi. Coal production in 19 17 was six million tons. Production has steadily declined from a high of nearly seven million tons in 1984 to 2.3 million tons in 1991. Declining production is the result of several factors, including competition from other energy sources and the high sulfur content of Missouri coal. Today, coal-fired electric generating plants are the biggest consumers of Missouri coal. The Missouri regulatory program was conditionally approved November 21,1980, and fully approved January 17,1983. Its Abandoned Mine Land program was approved January 29, 1982.

Field freezing was used by the Bureau of Mines to effect the redistribution of the components in a cerium-12.5-atomic-percent-iron alloy. The application of the electric field caused the iron to migrate toward the anode. A field intensity of 0.04 v/cm and a current density of 240 amp/cm2 were used. The conditions that yielded the greatest redistribution of alloy components were a small thermal gradient along the specimen (from 5° C/cm to 10° C/cm) and a very slow freezing rate (0.15 cm/hr). Under these conditions it was possible to process specimens of ½ -inch diameter as compared with the capillary-size specimens used by most previous investigators.

In 1985 the U.S. Bureau of Mines conducted a mineral survey of 68,458 acres of the Clan Alpine Mountains Wilderness Study Area (NV-030-102) which covers 196,128 acres in Churchill County, NV. Most of the area studied is underlain by Tertiary volcanic rocks. In the northeast corner of the study area, an upthrown block of Triassic sedimentary rocks partially extends into the area. The study area is probably part of a large eroded caldera. No major mines or active claims are within the study area. Field investigations included examination of workings in Starr Canyon, historical and recent mining activity near the mouth of Florence Canyon, other mining claims, and anomalous zones delineated by data from Great Basin GEM Joint Venture studies. No mineral resources were identified, but sample results indicate one significant mineralized zone situated along a northwest trend between the head of Starr Canyon and the head of Cherry Creek may contain precious metal resources. Further investigation of this zone is warranted.
