To devise an economical, environmentally acceptable method for recycling scrap lead-acid batteries. Approach A combination electrorefining-electrowinning method for recycling lead metal and sludge from scrap batteries was devised which produces a 99.99 + percent pure lead product and eliminates the lead and sulfur oxide emissions that are the normal by-products of high-temperature smelting processes. How the Method Works Lead metal grids and lugs are separated from the battery sludge by washing and screening, and are melted and cast into anodes for electrorefining by the Betts process. The electrolyte used is fluosilicic acid, a large volume waste product generated during the production of phosphate fertilizer. During the electrorefining process, impurities in the anode are trapped and held in an adherent slime blanket on the surface as the anode dissolves while pure metallic lead is deposited on a lead cathode. The major problem in the past has been to recover the lead from the battery sludge which consists of approximately 60 percent lead sulfate, 21 percent lead, and 19 per-cent lead dioxide. 1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

Assure fail-safe stopping of a mining vehicle immediately following a loss of electric power. Approach A separate emergency brake system which actuates when electrical power is interrupted, was installed on several mining vehicles and tested in a long-term underground mining demonstration. How It Works Separate, spring-actuated brakes, which press against brake discs, are used to stop the vehicle following power failure. To allow norm al movement of the vehicle, hydraulic oil under pres? sure from the vehicle's hydraulic system is directed to a spring? loaded piston in each emergency brake housing. That pressure causes the piston to compress the spring and relieves the spring pressure against the puck, thereby allowing the brake disc to turn freely. See Figure 1 A. If the electrical power fails or if the machine is turned off, a valve in the hydraulic line to the emergency brakes opens. That valve, shown as ?Solenoid Valve (automatic)" in Figure 1, which is normally held closed by its electrical solenoid while the vehicle is electrically powered, is opened by the spring in the valve assembly. At the present time many coal preparation plants handle coal-clay wastes in one of two methods. In one method, the waste is processed in a thickener, followed by further dewatering through filtration, and subsequent blending with coarse waste refuse from the preparation plant. The resulting mixture is then disposed by stacking it in available storage locations. The coal-clay waste is often reslurried by rain or water from other sources, causing a potentially unsafe situation such as mud flows. The other method often used requires thickening and impoundment of the thickened slurry behind earthen dams which poses safety risks if structural failure of the dams occurs. To overcome these two problems, a flocculation method was developed which produces a stable agglomerated material resistant to reslurrying. How It Works The new method involves treating coal-clay waste with lime to raise the pH and flocculating the slurry with a nontoxic polymer of polyethylene oxide. The resulting floes are dewatered on a static screen and agglomerated. For extremely fine waste, further dewatering of the material is accomplished on a rotary trammel screen. The dewatered material may be ponded or mixed with coarse waste from the preparation plant to produce a stable mixture that can be stacked.

The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

Notable among the drains on these resources are the demands made by the nonferrous- metal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry.

The object of this program was to design and build a self-contained system for remote monitoring of the atmosphere in mines. The system developed uses the mine pager phone line as the primary communication channel and also has the capability of using 208 Hz in the ELF band for wireless transmission through the earth. The depth for through-the-earth trans- mission is expected to be about 80 to 90 meters in high conductivity soil and is limited by the noise level in the ELF band-pass filters. The underground components of the TEM System are energized by mine power through a battery charger - storage battery power supply. In the event of mine power failure the battery capacity is more than sufficient for one week's operation with interrogations every four hours.

A method to assist in the evaluation and selection of roof bolts using in situ measurements of roof bolt loading has been developed by researchers of the Spokane Research Center, National Institute of Occupational Safety and Health. Both axial and bending forces are measured by strain gauges at many locations along the length of fully grouted bolts during various stages of mining. This information is then used to (1) predict bolt loading for variations in bolt spacing, grade, and diameter, (2) calculate the design changes necessary in zones where bending loads are high, and (3) determine if bolt length is adequate. Results from several case studies of full-column bolt loading in coal mine gate roads are used to illustrate the design method. This knowledge will give design engineers a tool for the selection of roof support systems that will improve underground safety by reducing roof bolt failures.

The amplitude of the first peak of an ultrasonic pulse which has traversed the diameter of a sphere is obtained for many directions in the sphere. This amplitude is relative to an input which is held constant for all measurements on a given sphere. Since the boundary conditions, distance of travel, and the controllable experimental factors are constant for all measurements, variations in this amplitude reflect variations in the attenuation or absorption with direction. The data are plotted and contoured as an equal area projection. The attenuation symmetry is the symmetry expressed by the contour pattern. Analysis of the data from several rock types indicates that the amplitude expresses a higher percentage of anisotropy than the velocity. In most cases the attenuation symmetry appears to be of the same system as the elastic symmetry expressed by the velocity. Results are shown for three rock spheres.

The Andover-Sulphur Hill mines are 12 miles northeast of Andover and 5 miles southeast of Newton, in Sussex County, N.J. The property is situated on the Lehigh Valley and Hudson River Railroad and half a mile east of U.S. Highway 206. It is connected with the main highway by a hard-surfaced county road. (See fig. 1.) Howard J. Hewitt of Lafayette, N.J., has under lease the Sulphur Hill tract, consisting of 28 acres, and has an option on the Tar Hill tract of 106 acres. The Tar Hill property adjoins the Sulphur Hill on the northeast. (See fig. 2.) The Andover-Sulphur Hill property is owned by the Lenape Corp. of Andover, N.J., while the Tar Hill tract is owned by the Crane Iron Co. of Phillipsburg, N.J. These mines produced iron ore during a period of about 100 years but have not been operated since 1880. Zinc and lead sulfides occur mixed with iron ores in the lower workings of the old mines. A diamond-drilling program was recommended to determine the extent of the sulfide mineralization in depth and also to explore further the iron-ore deposits on the property. The project was started October 6, 1942, and finished November 25, 1942.

"Sand is one of the commonest materials for industrial use, not only as a building material, but in many industrial processes. The general name applies to all grades, from the comparatively impure, unsorted product used in concrete, to especially sized products of extreme chemical purity. Various definitions have been proposed, all more or less open to objection, as they fail to cover special applications. One is: ""Sand - The fine granular material naturally or artificially produced by the disintegration or crushing of rock or slag"". This does not fit the definition of sand as understood by geologists, who consider sand only as a naturally formed product. Another is: ""Sand - The fine granular material naturally produced by the disintegration of rock"". This does not take the chemical com-position into account, and for practically all uses, except in concrete and plaster products, a material composed predominantly of silica or rather quarts is implied.Sand for special purposes usually requires different methods of preparation from those where the ordinary mixture of sizes as naturally occurring are suitable. One of the classes requiring the most uniformly sized grains is sand blast sand.Sand Blast SandThe use of the sand blast has increased rapidly during the past few years. It was formerly used almost entirely in the foundry to clean and remove inequalities from rough castings. This is still the most important application, but in addition, it is now employed for the removal of paint from old surfaces, carving and engraving on stone and marble, glass cutting, cleaning or renovating the rails of stone and brick buildings that have become discolored, preparing the surface of metals for the electrolytic bath, putting the final finish to metal surfaces, and has even been proposed as a means of channeling or cutting out blocks of stone in the quarry."

During the summer of 1973 we were asked to perform a theoretical investigation of the propagation of low frequency (LF) radio waves down deep (10,000 feet) hoistshafts* for the case where the hoist cable ("rope") is the only metal conductor present. Propagation is by means of the TEM coaxial mode of transmission in which the hoist cable serves as the inner conductor and the surrounding rock acts as the outer conductor. Since the rock is a relatively poor electrical conductor the current in the outer conductor of the coaxial line is not confined to a very thin surface layer as in a metal coaxial cable, but spreads radially to a distance that is generally many times the shaft diameter. This feature of the wave propagation requires a more sophisticated theoretical treatment than the approximate skin-depth theory that is adequate for metal coaxial lines. In this Part we treat the hoist shaft wave propagation loss, characteristic impedance, and the field current distributions in the surrounding rock medium. We also show that the large penetration of the wave into the rock outer conductor does not present a difficult problem with regard to coupling the transmitter or receiver to the transmission line with a minimum of insertion loss, but that the large impedance mismatch caused by the capacitance termination between the cage and shaft wall may well be the most significant contribution to overall system loss. Inductive coupling and impedance matching to the hoist rope/shaft transmission line are also treated briefly. Preliminary results indicate that a broad minimum in overall system loss should occur between 100 kHz and 1 MHz, possibly centered around 300 kHz. Further work is needed to better quantify this signal loss behavior, compare it with hoist shaft electromagnetic noise spectral data recently acquired by NBS, and identify the most favorable operating frequencies.

The term "titaniferous magnetite" is used to designate those mag- netic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non- titaniferous ores. The former method involves a physical process, the latter a chemical process. The measure of success attainable by the first method depends entirely on the relations between the iron and the titanium in the ore. Views in regard to these relations have been divergent. Some investi- gators have believed the titanium to occur as a part of the magnetite molecule, in which case, of course, any process of mechanical separa- tion would be impossible. Others have believed that the titanium occurs as the mineral ilmenite, and that the ores are aggregates of magnetite and ilmenite. In this case a separation of the two minerals is theoretically possible. Magnetite is highly magnetic; ilmenite is nonmagnetic or only feebly magnetic. Crushing and magnetic con- centration should separate them. Numerous experiments in mag- netic separation have been made with various degrees of success, but rarely has more than a very imperfect separation been obtainable. Network analysis of mine ventilation systems is not new, having been traced back to 1854. A Committee Report (1970) has also reported the extensive work done in this respect in the United Kingdom, Japan, U.S.S.R., South Africa, United States, and other countries. Wang, et al (1970) developed a computer program which is an improvement over the earlier one developed by Wang et al (1967). The program has been recently modified and extended to include methane emission features by Owili-Eger (1973). This computer program incorporates all the novel features of the earlier programs. These include the capabilities of mesh selection, free splitting, internal or external fans, natural ventilation pressure and fixed quantity branches. The program is written in Fortran IV and, in effect, is an experimental mine in which many ideas can be tried out. The computer produces, besides the input data and certain computational data, the quantities and head losses in the branches, the head losses to be adjusted in the fixed quantity branches and the fan operating point. The last named program, hereafter to be referred to as the PSU/MVS, is presented in Appendix I. The application of this program is demonstrated in this manual through a series of selected examples. Application of the methane generator program is not included here as a detailed report on the subject is available elsewhere (Ramani et al, 1975).

A. 4 Illustrative Simulations The capabilities of the program are demonstrated by simulating various evacuation cases in different situations for a particular mine. The mine selected for the illustrative simulations is the mine I C' , as described in Section 2, chosen particularly because of availability of mine characteristic data and mine evacuation results for test drills. These evacuation results can be used to verify validity of the predictions made by the program A.4 1 Mine Characteristics A schematic diagram of the mine is shown in Figure 19. The figure shows all the major shafts, drifts, raises and stopes of the mine in the form of a network. There are four hoists, Hoist No. 1 and Hoist No. 2 are assumed to be single drum hoists and Hoists Nos. 3 and 4 form part of a double drum hoist, with Hoist No. 4 being the main hoist (master hoist) The positions of the 133 miners, typically working in a day shift of the mine, are also shown in the figure. The miners are identified by a miner number, and their total number on each level is chosen from the data on the fire drill simulated as Case No. 1 in the illustrative simulations.

In the course of the work currently conducted by the Bureau of Mines in cooperation with the American Petroleum Institute Research Project 48 on identifying sulfur compounds in petroleum, a micromethod was developed (12)5 for catalytically removing the sulfur atom from sulfur compounds. The product is the residual portion of the molecule; the structure otherwise was unaltered except for hydrogenation of any unsaturated bonds that were present in the original compound. Positive identification of sulfur compounds isolated from crude oils is a difficult problem. Direct comparison of properties of the unknown with those of reference compounds is often impossible because of the limited number of reference sulfur compounds available. However, a relatively large number of pure hydrocarbons is available, and the conversion of the sulfur compound to a hydrocarbon enhances the possibility of identification. The technique also can be used to prepare microquantities of scarce hydrocarbons by hydrogenating compounds that are readily available.

A nuclear method for continuously monitoring the coalbed and ash levels and void formation in commercial-scale, fixed-bed, pressurized gas producers is proposed. Measurement of gamma ray transmission through the coalbed is the basis of the method. The coalbed level is monitored by detecting the trans-mission of gamma rays from a 1 to 2 Ci Co-60 source positioned on the outside wall of the vessel. Coal bridging or, alternatively, ash level is monitored by a 10 Ci Co-60 source at the center of the coalbed. Source activities and geometries are calculated for a 12-foot-ID producer designed to operate at 350 psi. Source capsule and detector specifications and operational safety are also discussed.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors."
