The boy rescued the baby and perf'oxmed artificial re­suscitation upon it, thu.s saving the child's life. Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

A joint effort by the U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), survived the underground environment with regard to both impact damage and aging. This report presents findings regarding laboratory-tested SCSR's from 1982 through 1990. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS). These results indicate that most of the apparatus, if they pass their inspection criteria, perform as expected except for units with manufacturing defects or design deficiencies. However, when the apparatus are carried in and out of the mine daily and stored at the working section, they may suffer abuse. Physical signs of abuse, unless extremely obvious, are frequently not detected by the miners or mine operators. This poses a potential danger to a user in an emergency. Recommendations include improved training in inspection procedures.

The Federal Bureau of Mines, in cooperation with Ford Motor Co., investigated the recovery of polyurethane foam and other assorted plastics from the nonmagnetic reject of automobile shredders. Preliminary studies were con-ducted on a 1957 hulk augmented with additional foam and assorted plastics. The proposed flowsheet developed by the Bureau from the preliminary studies consists of a combination of screening, water classification, and gravity separation. The process was then tested on reject from two shredded 1972 cars. All of the foam and between 52 and 70 pct of the assorted plastics were recovered. The composition of the reclaimed foam concentrates ranged from 46 to 66 pct foam; the concentrates were hydrolyzed in laboratory tests by Ford Motor Co. to produce a reusable liquid mixture of polyether glycol monomers and toluene diamine.

Silver ores from the Candelaria District, Nevada, and Round Mountain District, Colorado, were investigated mineralogically and metallurgically. Silver minerals of four distinct groups were identified: (1) silver sulfide; (2) argentojarosite; (3) silver contained in the iron oxide; and (4) manganese carbonate-oxide minerals, Electrooxidation and acid-chloride leaching techniques were investigated as means of altering silver minerals, and their effects on subsequent silver extraction were determined. Application of the knowledge obtained from mineral leaching studies resulted in development of a sulfur dioxide-sodium chloride leaching sequence for extracting silver from these types of ores. Silver extractions of 80 to 85 percent were obtained by leaching the ores with a sulfurous acid-sodium chloride system. This was an increase of 9 to 61 percent silver extraction over that obtained by conventional cyanidation techniques.

A lead smelting process that appears to present minimal pollution problems has been developed at the Bureau of Mines, Rolla Metallurgy Research Center. Ten and 100 g samples of PbS mill concentrates were vaporized at 1,000° to 1,100° C in a furnace with an inert gas atmosphere during a 2-hour period. The PbS vapor was transported by the inert carrier gas to the reduction zone of the furnace where it was reduced at the same temperature with excess hydrogen to metallic lead. Lead of 99.9 pct purity was produced. The H2S formed can be decomposed into elemental sulfur and water vapor by a modified Claus process. Approximately 90 pet of the Cu and 70 pct of the Ag and Zn remain in the residue and are potentially recoverable. More than 98 pct of the lead in the concentrates was extracted.

Principal mineral products in the Dominion of Fiji were gold, silver, pit and quarry construction materials, and cement. In the years 1978-79, the combined total value of these commodities accounted for some $15 million,2 or 85% of the total mineral output. Production of cement, sand and gravel, and quarry products increased substantially, but gold and silver output from Fiji's only operating metal mine continued the down-ward trend of recent years. Mineral exploration by several international mining companies as well as by local prospectors was being carried out over much of Fiji, and a number of interesting prospects were discovered. One of these, a medium-size porphyry-copper prospect in the Namosi area of Viti Levu, W88 at a mining feasibility study stage. At Mount Kasi on Vanua Levu, an extensive program of geological sampling and mapping W88 being conducted, and surface sampling and drilling W88 taking place at some base metal prospects in the south-central parts of Viti Levu. Also, high gold values in surface samples were reported at Vuda in western Viti Levu.

In 1972, the Bureau of Mines developed a direct-method test for measuring the gas content of virgin coal core samples for coal mine health and safety considerations. Since that time, approximately 1,500 coal samples from more than 250 coalbeds in 17 States have been collected for gas content determination. The gas content data, when combined with geologic and engineering studies, can be used as a basis for a preliminary estimate of mine ventilation requirements, and to determine if methane drainage in advance of mining should be considered. The data are also critical in delineating coalbed methane resources and in utilization feasibility studies. This report makes the Bureau's extensive data base of gas content data more readily available to the coal and gas industries. The data are presented in tabular form, alphabetically by coalbed name and by State. The components of the total gas content (lost, desorbed, and residual gas) are given, Location (State and county), sample depth, coalbed or formation name, and coal rank are included for geographic and geologic identification.

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. Over 2 million tons of steel furnace dust containing approximately 100,000 tons of zinc and 10,000 tons of lead are produced each year. Recycling of the dusts would conserve mineral resources, lessen land area requirements for disposal, decrease pollution problems, and aid in solving our balance of payment problem. Steelmaking dusts can be pelletized and thermally treated to remove lead and zinc and to reduce the iron oxide to form metallized pellets. In laboratory tests more than 99 pct of the zinc and 85 pct of the lead was volatilized from the dust by roasting at 1,000° C in carbon monoxide. The volatilized material can be collected and treated further for lead and zinc recovery. Reduction and volatilization of over 95 pct of the zinc and most of the lead was achieved by roasting self-reducing mixtures of steel furnace dusts and high carbon steelmaking wastes in an inert atmosphere at 1,100° C. Over 80 pct of the iron in the resulting pellets was metallized.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has studied the removal of iron from simulated aluminum nitrate leach liquors by solvent extraction. Iron must be removed from aluminum nitrate liquor produced by leaching calcined kaolinitic clay with HN03 to reduce the iron level in alumina to less than 0.02 wt-pct Fe203 for use in reduction cells. The parameters reported are for (1) extracting iron from a feed containing 1.5 g/l Fe with di(2-ethylhexyl) phosphoric acid (EHPA), (2) stripping loaded organic phase with 20-pct HCI, and (3) water washing of loaded and stripped organic phase. Recommended operating conditions are two extraction stages using 15 vol-pct EHPA in kerosene and three stripping stages using 20-pct HCI. Results are also given for tests using other extractants and stripping agents.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

In 1984 the Bureau of Mines cunducted mineral investigations of specific sites within the Yentna Mining District. One hundred eight placer and rock samples were taken. Reconnaissance placer samples were collected from drainages in the Talkeetna, Susitna, and Yentna River basins. The highest placer gold values were found in the historic placer gold producing creeks of the Cache-Peters Creek area. Samples taken from an outcrop in the Middle Fork of Iron Creek in the Talkeetna Mountains contained previously unreported high lead, zinc, and silver values.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling at the Tapley deposit in an endeavor to find an additional source of copper. There are accounts that many years ago the property had some production; there are several old, inaccessible shafts apparently sunk on a vein in rhyolite or diabase. The waste dumps of these shafts contain considerable sulfides, chiefly pyrite and chalcopyrite. To cut the vein below the old mine workings, the Bureau of Mines? diamond-drilled five holes aggregating 1,204 feet. No significant copper mineralization was found.

During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi's onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world's reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

As a result of the new mining law implemented in August 1985 and the programs conducted by the Institute Ecustoriano de Mineria (INEMIN), which was created by this legislation, there was considerably greater activity in the nonfuels mineral sector during 1986. Over the next 2 years, INEMIN will be developing a national mining plan that will guide Ecuadorean mineral development for the balance of this century. As stage one of INEMIN's mineral study, historical records were reviewed and 300 abandoned mines and 1,200 unexplored mineral deposits were available for further investigation. In 1986, INEMIN established 5 branch offices and negotiated 250 new mining contracts with foreign companies valued at $16 million. Despite all this activity, INEMIN officials estimate that 100,000 square kilometers remain available for claim staking. Technical assistance contracts were signed with Belgium, the Federal Republic of Germany, Italy, Spain, and the United Kingdom, to assist in a variety of assignments ranging from helping prepare the national minion plan to the development of industrial mineral deposits.

In broadest overview, UN global industrial production indicators released and shown in table 2 suggest that the extractive sector of the world's mineral industry in aggregate registered a very slight upturn in 1991 relative to its 1990 performance. It also shows a continued rebound in the industry from the recessionary period of the mid-to late-1980's. These same indicators as calculated in late 1991, however, reflected a very minor downturn in extractive mineral industry operations between 1989 and 1990. This latter downturn represented a notable revision from the data reported in the immediate previous edition of this chapter, which suggested a tiny upturn. The apparent slight 1991 upturn in extractive sector industrial output generally was not mirrored in the performance of the processing sectors of the global mineral industry. Although the aggregate index for the chemicals, petroleum, coal, and rubber products manufacturers (see table 3) showed a notable gain in 1991, similar indices for nonmetallic mineral products and for base metals registered declines between 1990 and 1991. Examination of regional performance indices shows that the difficulties experienced in 1990 in maintaining output levels within the countries that formerly constituted the CMEA were reinforced by trends toward reduced gains in output levels, if not actual reductions in output, in several other areas. Generally speaking, the traditional developed market economy countries recorded downswings in overall industrial activity in 1991, particularly after midyear, whereas developing market economy countries logged gains. The developed market economy country downturns, however, were not nearly as significant as were the downturns recorded for the former centrally planned economy states - those that before 1992 were either constituent Republics within the U.S.S.R. or the latter's CMEA partners.

As part of the Bureau of Mines program to broaden utilization of abundant low-quality mineral materials, the Tuscaloosa Metallurgy Research Laboratory conducted beneficiation studies on two Alabama clays. The main purpose of these studies was to develop improved plasticity and green strength in both clays and compare these improved properties with those of a typical ball clay. Whiteness of the clays was also considered. The results indicated that by adjusting the pH of the kaolin to approximately 9, a substitute for ball clay could be obtained. The investigation also showed that by a combination of attrition grinding and sodium dithionite leaching to remove iron, the underclay could be upgraded to a ball clay material.

In some instances, extensive room-and-pillar working scan collapse with little warning and pose a serious risk to underground miners. Traditional strength-based pillar design methods applicable to coal or hard-rock mines use a factor of safety defined as pillar strength divided by pillar stress. Factor of stability, defined as local mine stiffness divided by post-failure pillar stiffness, may offer a way to design room-and-pillar mines and eliminate collapses. Three alternative design approaches to decreasing the risk of large-scale catastrophic collapses are described: the containment approach, the prevention approach, and the full-extraction approach. Until good data on the post-failure behavior of pillars become available, the containment and full-extraction options are the safest. The limitations in our ability to evaluate both the stability of old workings and the long-term performance of room-and-pillar mines are described.

The value of Alabama's nonfuel mineral production in 1978 and 1979 was 8831.8 million and $336.4 million, respectively. In 1978, nearly all commodities registered an increase in production and value; unit value increased for all commodities, with the exception of native asphalt and sand and gravel. Alabama led the Nation in the production of crushed marble and was second in bauxite, third in masonry cement, kaolin, native asphalt, and oyster shell, and fourth in bentonite, dimension marble, fire clay, and scrap mica. Trend; and Developments.-The Alabama State Docks at the Port of Mobile handled more than 10 million tons of bulk material in fiscal year 1978; volume dropped slightly to 9.8 million tons in fiscal 1979. Bulk materials comprise the major activity at the facility, with iron ore and bauxite being two of the major materials handled. The movement of these ores is vital to the operation of many heavy industries in the State.
