This paper, describing the mining practice at the Champion mine of the Copper Range Copper Mining Co., is one of a series of papers on mining methods and costs being prepared by the United States Bureau of Mines. Mining practice at the Champion mine has undergone considerable change during the last four years. Previous to that time the mine was worked by the horizontal out-and-fill method, the stopes starting near the shafts and advancing away from them (fig. 2). The floor pillars were mined by the inclined cut-and-fill method, working en the retreat or toward the shafts (fig. 1). At present the mine is being developed to .tope entirely on the retreat by a sublevel inclined cut-and-fill method.

The principle of determining volumes of liquid by alternately drawing in and discharging given quantities of the fluid from a confined space or compartment of known volume and mechanically counting the number of displacements is well established. This is true particularly in water measurement. For several years, oil meters employing the same basic principle have beer used for gaging oil production from individual wells, groups of wells, and in some areas for metering the entire production from a property. Especially in areas where there is town-lot drilling and space for tankage is at a premium, oil meters have been used successfully to gale the oil. This facility has obviated the necessity of installing gage tanks. Oil meters also have been used in pipe-line and refinery operations and in loading tankers. Present knowledge e of the subject shows that positive-displacement oil meters can be used for measuring crude oil in the field and elsewhere, provided the meter-counter mechanism is in proper adjustment and the oil has been studied sufficiently to determine the pro-per factor to be applied to the volume as registered by tae meter, possible the adjustment for the shrinkage of the oil caused by liberation of gas from solution.

System objectives and design criteria for an in-mine visual personnel paging system are discussed. Display technologies are evaluated and tradeoffs leading to display selection are described. The prototype dispatcher's console, battery/receiver box and visual display assemblies are functionally described. The report includes circuit descriptions, schematics, parts lists and equipment cabinet drawings for the three assemblies. The report concludes with an estimate of the manufacturing cost for each assembly.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. Of the three chemical elements most vitally essential for plant growth the United States, before World War I, had developed ample domestic supplies of but one-phosphorus. During and shortly after the war period, the fixation of nitrogen was greatly expanded in this country, as in many others, insuring a supply adequate for agriculture as well as for munitions. However, in spite of a search for sources of the third element, potassium, which began years before the war, attained almost frantic intensity between 1914 and 1919, and continued for 10 years thereafter, it was not until 1921 that the American Trona Corporation put its Searles Lake operations into continuous production. This company in 1926 became The American Potash & Chemical Co. but has never supplied much more than 15 percent of the potash consumed in the American market. Likewise, though discovered in 1921 in drill cuttings from oil wells, it was not until 1926 that domestic deposits of potassium salts adequate to render the United States independent of foreign sources of supply were proved to occur in the Permian Basin of Texas and New Mexico.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Fluorescence is of growing interest to the mineral industry because certain minerals may be detected thereby and because, as shown in figure 1,4/ many minerals (natural or synthetic) are needed in tubes and lamps. The use of fluorescent lighting is expanding, and large numbers of lamps of many sizes and shapes are being made and used in works, factories, stores, offices, homes, and in photography. Fluorescent tubes, as distinguished from clear tubes filled with neon, argon, or other rare gases through which a current of electricity passes, fluoresce owing to specially, selected and prepared minerals placed in the tubes. Luminous chemicals and paints also contain special minerals and are used in similar applications; therefore, these also will be considered in this report. Although the quantity of minerals (in tons) that are used for fluorescent purposes is small, and probably will continue to be so, this use is significant because it exemplifies a requirement for "pure" minerals in which a trace of contaminant as" minute" as one part in ten million may distinguish between the acceptance or rejection of a particular material. This extreme purity makes synthetic minerals almost essential, and natural mineral's are now little used.

Task training is increasingly important in mining operations because of the ever-accelerating pace of technological innovations and the concomitant increasing complexity of mining equipment. This Bureau of Mines report describes two successful task training program In use in two open-pit taconite operations in northeastern Minnesota. The programs are different in approach, but both have improved safety and in- creased productivity while lowering costs. Methods of training both before and after passage of the 1977 Mine Safety and Health Act are described, and the impact of this act on task training at each operation is discussed. The report identifies four common principles that have contributed to the success of the two training programs and presents plans each operation has for improving future training through new technology.

The average visitor to a large electric-shovel operation may wonder how electric power can be treated as carelessly as apparently it is in open-pit mining, and how the mining company can string it carelessly along the ground in great, black, hoselike cables, whereas the power company, which has learned to respect his deadly agency, keeps power lines far out of reach. This is explained by the fact that this particular kind of application of power to moving machinery requires the use of trailing cable instead of the more permanent type of construction that permits a moving contact, such as a trolley. The cables are designed to insulate fully the enclosed power lines against damage and loss of current; and employees are taught to handle them carefully, although engineers are not satisfied that the trailing cable is foolproof and are seeking constantly to improve methods and equipment to insure greater safety. In some sections they rely mainly on the construction of the cable and perfection of equipment, while in others additional precautions are taken, such as handling the cable with rubber gloves, slings, tongs, or loops. In some sections no temporary repairs are made to cables, while in others such repairs are made and later are vulcanized in the shop. At some operations the cycle of shovel duties is arranged so that cables are very seldom exposed to flying rock fragments while at others this exposure appears to be unavoidable. Methods of fastening the cable to the shovel frame and transporting the loose cable vary. Inspection and care of the cable are important in insuring its safety and durability. A limited amount of information was obtained by field engineers of the United States Bureau of lines from operators in various parts of the United States, as methods of handling electric-shovel operations differ with the districts; practices followed and equipment used in these districts are described in this circular.

Cardox blasting is used widely in coal mines in the United States . A model of a Cardox blasting device was approved by the Bureau of Mines subject to certain conditions and limitations , and the approval was extended to other models from time to time . Certain special hazards are entailed in the use of Cardox as with explosives . One of these is flying shells . In some blasts , the Cardox shell is violently ejected from the borehole and flies like a projectile , frequently ricocheting off solid objects and striking points considerably off the line of its initial flight . Flying shells have been known to pierce the webs of structural - steel beams , to pass through both sides of allsteel mine cars , to be driven through stout hardwood timbers , to knock out timber sets , to damage loading equipment , and to break or short - circuit power lines . A considerable number of shot - firers and other workers have been struck by flying shells and killed or injured . Accidents from this cause , although not as frequent as other types of mine accidents , are usually serious , closely approximating accidents caused by blasting with ordinary explosives . The increasing number of such accidents prompted a Bureau of Mines field investigation of possible methods of preventing dangerously violent ejections of Cardox devices . This report contains pertinent data collected during the investigation and describes methods tested and discarded as well as the development and proof of an apparently satisfactory method .

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . "IntroductionMassive sulphides occurring in metal mines are inflammable and furnish the fuel for many mine fires. Actual sampling has shown that dangerous amounts of sulphur dioxide and hydrogen sulphide may occur in mine atmospheres after blasting in massive sulphides. Probably some .of the finer sulphide in the material being blasted burns while it is in contact with the flame from the explosion. It’s also possible that oxygen of the explosive enters into the reaction.That sulphide dusts are explosive under some conditions has long been suspected, but the theory has not been generally accepted as having been proved. Evidence now at hand appears to be conclusive that such explosions do occasionally occur in mine workings in massive sulphides. Information from several mines working in heavy sulphides shows that occasionally, sulphur dioxide in larger amounts than could be expected from the blasting alone are occasionally thrown out into the mine atmosphere during blasting. Accidents have occurred and lives have been lost by men being caught in such gases. Also it appears in a few cases that damage done to timber in stopes by concussions has been greater than could 112.ve been expected from the regular blasts. In most of these cases the unusually large amounts of Sulphur dioxide could only be accounted for by an explosion or by an ignition of sulphide dusts. When this occurs it is probable that the settled dust is stirred up by the first shot of a round, then the dust cloud is ignited by this or a succeeding shot.In one instance, the senior author, while wearing breathing apparatus, returned to a station to take a gas sample immediately after a raise round had been blasted, and encountered a heavy white fume or smoke that was corrosive to the skin and which forced a retreat. The sample, which was taken farther back in a greatly diluted atmosphere, showed a high percentage (0.18) of sulphur dioxide. The station and the raise which was just being started were very dry and the walls and floor of the station contained settled sulphide dust which apparently was ignited by the blast."

Phase III Prediction of the Psychological and Organizational Impacts of Automated Mining, The investigation determines that the automation of a continuous mining section will improve the health and safety of the miner, increase productivity and decrease mining costs, result in a more attractive and desirable working environment, and result in a greater rate of return on capital investment.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

Seventy-three of the 90 naturally occurring elements that are found in the earth's crust are metals or metalloids. The quantities of metals used annually in the United States range from about 100 million metric tons (steel) to a few kilograms (osmium). The recovery of metals from discarded products or industrial process wastes, especially those metals that are used in large quantity, are very expensive, or are unusually toxic, is important to the national economy and to the natural environment. From its inception in 1910, the U.S. Bureau of Mines (USBM) has been the Government's prime source of information on metals recycling, as well as a major innovator in recycling technology. Statistical data on scrap generation and processing have been summarized annually for many years in the USBM's Minerals Yearbook. Most of the data for individual metals discussed in this report were extracted from that publication.

[Investigation of mine land characteristics, evaluation of irrigation systems, and evaluations by the mining industry, determined that irrigation is a feasible method for aiding revegetation of coal mined lands in western arid and semi-arid regions. The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid set irrigation. Irrigation should be supplemental by complimenting natural precipitation and be should implemented on a temporary basis.]

Volume II of this collection of research reports, entitled "Model Training Program," provides the framework and details for developing a tailored training program for a specific mine based upon documented human-performance deficiencies. To do this, several steps must be followed prior to program implementation: 1) background information must be gathered (database analysis), 2) direct observation of indicated problem areas should be conducted (safety sampling), and 3) separation of those deficiencies to be addressed through training from those which would be better addressed by workplace or equipment redesign (trainability assessment). Once training is determined to be the appropriate strategy for addressing the noted deficiencies, several approaches can be taken, depending upon whether the problem is related to repetitive work procedures in a predictable, a variable, or a dynamic workplace with a substantial amount of interaction between workers, equipment, and the environment. Although this volume and the subsequent seven volumes provide examples of how the training information was field tested using various strategies (for example, loss control, task training, etc.) and techniques (for example, microcomputer-based exercises, lectures, etc.), the ultimate selection of the delivery method is based on cost/benefit analysis. Therefore, the Model Training Program has incorporated a Training Cost Model as a desirable component.

The objectives of this study are to: (1) Assess current signing regulations and practices; (2) Develop effective signing guidelines; and (3) Evaluate the applicability and appropriateness of the proposed signing guidelines through field demonstration at representative mines. A literature search was conducted to determine the state of the art for signing applicable to surface mine haulage roads as well as survey of existing MHSA regulations and review of MSHA accident records. Nine representative mines were visited to gather information on current signing practices. Preliminary signing guidelines were then developed based on the abovementioned data. Field demonstration of the preliminary signing guidelines was conducted in which signing programs were implemented in two selected mines. Signing requirements were first assessed at each of the two participating mines. Subsequently, the necessary signs were designed, purchased, and installed at the two mines. Evaluation of the signing program as to its adequacy, appropriateness, and effectiveness was solicited from both mine management and operations personnel. Experiences gained from field evaluation were then incorporated into the final signing guidelines as presented in this final report.
