"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."

[During the past two and a half sears the U. S. Bureau of Mines and the University of Alabama, with the cooperation of the different coal operators, have been making an extensive studs of coal preparation in the State of Alabama. Considerable time has been devoted to the studs of the washing characteristics of the Mars Lee bed and the various methods used In preparing from it a low-ash coal suitable for the manufacture of metallurgical coke. One of the phases of this problem is the utilization of middlings products from the washing plants. This paper gives the results of treating jig middlings on a coal-washing table at the Bureau of Mines laboratory at Tuscaloosa, Ala. The sample used was secured from the Sayreton washery of the Republic Steel Corporation, Sayreton, Ala. WASHERY PRACTICE The Mary Lee bed is very bony, and operators find it difficult to produce from this bed a washed coal much under 10 per cent ash. Experience has shown that in the preparation of a coking coal from the Mary Lee bed it is best to use a process which permits the recovery of a middlings product. Middlings are desirable because separation according to specific gravity is never perfect, and a middlings product makes possible a low ash in the primary warned coal without excessive losses of combustible in the refuse. The general washery practice on the Mary Lee bed is to crush the run-of-mine coal through some maximum screen size and wash it upon some one type of jig without re-treatment of any of the products made. The maximum size treated varies from 3 inch to J inch. The middlings product from multiple-cell jigs is usually termed "boiler fuel" and when possible is utilized as such. At present the production of boiler fuel is often in excess of power requirements, and the surplus, due to its high ash content, becomes waste.]

"The major thrust of this research is directed towards a better undstanding of the behavior of airborne dust particles in underground mine airways. Figure 61 shows a schematic of dust flow in mine airway. The work included development of a mathematical model of dust behavior in mine airways, experimental study of the behavior of dust clouds and comparison of computer model output and experimental results. Re-entraiment is a secondary source of dust in mine airways and factors affecting re-entrainment are being identified.Investigations have encompassed both experimental and theoretical research into the behavior of dust in mine airways. Experiments were performed in mine airways under both controlled and normal operating conditions (Figure 62). The controlled experiments included the documentation of the concentration and desposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aerosol monitors (RAM-1) (Figure 63).On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. Comparative analyses of results of the controlled experiments with the predictions of the mathematical model were carried out. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion were examined in light of the experimental observations."

Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the quality and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition. and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines,July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.' Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.2 Descriptions and analyses of samples collected during the fiscal years 1913 to 1916 were published in Bureau of Mines Bulletin 123.3 The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1916 to 1919. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22, 85, and ,123, the same plan of geographical classi- fication has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

This report covers the final phase of a project demonstrating the economic efficiency of cross-ridge mountaintop coal mining. A demonstration mine was established at Big Wheel Gap in northeastern Tennessee. Not only was cross-ridge mining feasible for the selected site, but parallel cut methods could not be used due to a deficit in available spoil storage. Cross-ridge mining permitted coal extraction at a cost almost identical with costs simulated by computer projections using mathematical optimization techniques. No unexpected environmental problems were encountered. Volume I is accompanied by Volume II which describes the MATHMINE Mine Simulation System, software used to support the mining demonstration.

In initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining. The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost. This report, is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges. Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage. In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested. Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes. Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows paral-lel to one of the series of joint planes. Methods of detonation made little difference in breakage; but the milli-delay caps produced the best conditions for moving the broken rocks.

The Bureau of Mines investigated the aerodynamic factors that control the functioning of the blowcase devices used in pneumatic processes for dispersing solids. Alumina powder of 8-micron mass-mean diameter was placed in 0.75- inch-diameter by 10-inch-long cylinders} and a blowcase technique was employed. It was determined that dimensions and gas rates for discharging the powder from the cylinder by a stream of gas may be calculated by assuming a fluidization mechanism and extrapolating residues to a desired finite quantity or to zero at the terminal velocity. The state of agglomeration of a powder at discharge may be determined from measurements of the velocity required for zero residue.

The supply of manganese is a subject of much interest. The idea of obtaining it from rhodochrosite-MnC03 is attractive because the carbonate is supposed not to be so contaminated with impurities as the commonly utilized oxides. Large bodies of rhodochrosite-bearing rock have been known for a long while to exist at Butte, Mont. Hence samples were obtained from that place. In the two samples examined quartz was the chief diluting substance. The leaner sample was about one half quartz; some copper, lead, zinc, and iron sulphides were also present. The rhodochrosite amounted to about 40 per cent, so that the sample had a tenor of about 20 per cent manganese. This sample was the subject of the examination reported herein.

"INTRODUCTION Preliminary reports by Bureau of Mines engineers 3/ and by the Federal Geological Survey 4/ suggested that exploration would discover substantial reserves of minable ore in the Contact mine, Grant County, New Mexico. During February and March 1943, a sampling program was conducted on this property under the direction of the author. This was art of a general survey of the manganese districts of southwestern New Mexico.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as practicable soon as after its conclusion. The Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocer, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. S. Dean, assistant director. With respect to this report, special acknowledgment is due to C. H. Johnson, district engineer for New Mexico, and E. D. Gardner, regional engineer, and his staff, of the Central Region of the Bureau of Mines at the time of this work in 1943; also to Kenworthy, metallurgist at the Rolla. The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

The record of fatalities from mine explosions in the United States during the past 44 years has been the best in the history of the mining industry, despite the fact that the number of fatalities from this cause during the past fiscal year now is nearly double that of the previous year. During there 4 fiscal years, mine explosions have resulted in an average of 45.5 deaths per year, compared with an average of 153 deaths per year for the preceding 5 years; an average of 542 deaths per year for the 3 years 1907-1909, inclusive, and a yearly average of 265 deaths per year for the 20 years prior to 1929. Other types of mine accidents also have been reduced during this period, but not to the same degree or by as large a percentage as mine explosions. The fact that in this fiscal year ended June 30, 1937, electricity was responsible for 60 percent of the explosions and 85.5 percent of the fatalities resulting therefrom (see tables 3 and 4) is evidence that either mine operators are lax in providing proper electrical equipment or there is laxity in the upkeep and use of electricity in our mines and more particularly in our coal mines. Several large coal-producing States that in the Fast have had numerous disastrous explosions have been free from such disasters for continuous periods of as long as 8 years. The bituminous mines of Pennsylvania, one of the largest coal-producing States, give a good example of what can be done to prevent explosions. 'his State, with its large number of operating mines, many with very definite hazards from gas or dust or both, has had only two major explosions (resulting in 16 fatalities) during the past 7 years; this is a decidedly good record compared with any similar period in the past and when it is considered that during this period about 750,000,000 tons of coal have been produced. Other good records are: Tennessee, without a single fatality from explosions during the past 9 years; Alabama, with 6 fatalities during the past 7 years; Illinois, with no explosions during the past 4 years; and

Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. In its search for strategic minerals, the Bureau of Mines investigated the Rutherford Mine property in Amelia County, Va. The property was visited by F. W. Horton, mining engineer, and Margaret Fuller Boos, mineral technologist, of the Bureau of Mines, in company with Eugene Dawson, of the War Production Board, on July 16-11, 1943. An exploration program by the Bureau was recommended, and work was started on July 28, 1943, and continued until September 16, 1943. A total of 1,250 feet was diamond drilled in 5 holes on the property.

A gas volumetric method was developed for determining metallic aluminum at the 0.01-to 0.3-percent level in 100-gram samples of recycled glass. The method is based on the measurement of the change in gas volume produced by the reaction 2 Al + 2 NaOH + 2 H2O ? 2 NaAl02 + 3 H2 using a simple apparatus assembled from readily available glassware. Apart from sampling errors, the precision of the method is within ±5 percent. A minor modification of the apparatus would extend the method to larger samples or samples of higher metallic aluminum content. Metallic iron and metallic zinc do not interfere at the concentrations found in recycled glass recovered from incinerator residues.

Four samples of Pittsburgh-bed coal, of various size consist and ash content were dewatered in a pilot-size vacuum-disk filter partially enclosed with a steam jacket. Steam fed at 2.5 to 12.5 pounds per minute reduced the moisture content of the filter cakes from 2.8 to 13.8 percentage points more than normal vacuum dewatering. Approximately 1.5 pounds of steam was required to remove 1 pound of water.

Pulverized high-volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure-gasification pilot plant equipped for slurry feeding. The minimum ratio of water to pulverized coal that could be pumped satisfactorily as a slurry was about 1 to 1. Heating this slurry produced a suspension of coal in superheated steam having a steam-to-coal ratio greater than the 0.3 to 1 proportion that is considered optimum for pressure gasification of pulverized coal. A steam separator removed enough steam to provide ratios down to about 0.5 to 1, but a 0.3 to 1 ratio was not achieved. Gasification of Sewickley coal produced a synthesis gas containing about 36 percent H2, 46 percent CO, and 13 percent CO2, Gas output, gas composition, and coal and oxygen requirements were Virtually the same as for a pilot plant equipped for fluidized-coal feeding. Typical results from the slurry-fed plant at 300 psig were carbon gasified, 95 percent; coal requirement, 34 lb/M (thousand) std cu ft CO + H2 produced; oxygen requirement, 365 std cu ft/M std cu ft CO + H2 produced. The results showed that the two feeding methods are equally satisfactory from the standpoint of gasification. A choice between a fluidized-coal gasification process or a slurry gasification process depends on considerations relating to the coal-feeding phase itself, including capital and operating costs, manpower requirements, safety, and flexibility of operation.
