Research performed by the U.S. insurance industry has determined that mine subsidence is uninsurable. Consequently, the insurance industry has decided not to voluntarily offer mine subsidence insurance. The U.S. Department of the Interior has long been investigating the effects of mine subsidence. These investigations have resulted in Federal regulations and controls of mine subsidence. This U.S. Bureau of Mines report generally describes mine subsidence, the development of mine subsidence insurance programs, and the eight current mine subsidence insurance programs in the United States. The States that have these subsidence programs include Colorado, Illinois, Indiana, Kentucky, Ohio, Pennsylvania, West Virginia, and Wyoming. Major aspects of the programs include history, administrative and operational procedures, insurable structures, recognition of mine subsidence, major exclusions, claims, insurance premiums, and the economic health of each program. Addresses of agencies involved with mine subsidence insurance are also given. Information within this report can be useful for residential and commercial property owners and mine operators. States that are considering starting or have an existing mine subsidence insurance program can also use this report as a model for initiating or modifying their programs.

"During the mining process, the insitu material is broken into different size ranges, from very, large pieces to very fine particles. Some of the fine particles become airborne. In underground coal mining, airborne respirable. dust is associated with health and safety of the miners: The amount and size distributions of airborne dust are important parameters to effective dust control measures. The design of underground mine experiments, including sampling procedures and sample analyses methods to determine these parameters are presented in this paper.. A total of fifteen continuous miner cuts were sampled. The amount of dust generated during the cutting process and the relationship between total and respirable airborne dust concentrations and amounts are examined.The amount of respirable dust airborne is on the average only. 0.016% of the respirable dust generated. On the average, 61% of the total .airborne dust measured is in the respirable size range. The amount of respirable airborne' is on the average 36% of the respirable size fraction in the total airborne dust. For equal proportion of rock and coal material cut, rock contributes about twice as much fines (<0.22 mm) as coal. Additional fundamental research is necessary to further the understanding of 'the airborne propensity of respirable dusts in mine atmospheres.INTRODUCTIONMining is a sequential process of breaking, gathering, loading, and transporting the in-situ .materials.' In underground coal mines, duet in both the non-respirable and respirable size ranges is generated and entrained in every phase of the process. Even though large amounts of dust particles' adhere to run-of-mine coals, part of the dust generated becomes airborne (Cheng and Zukovich, 1973). Studies have shown that bit type affects the amount of dust generated'(Evans and Pomeroy, 1966; Kurth et al., 1975; Roepke et al., 1976; Stecklein et al., 1982; and Khair and 'Reddy, 1986). Deep cutting can reduce airborne dust generation (Black and Schmidt, 1977 arid, Black et 1978). Mechanical properties of. coal seams are also important factors in dust generation. Laboratory studies have shown that Hardgrove Grindability Index (HGI) of the coal has a relationship with the amount of respirable. dust generated (Beafi and Ramani, 1979; Moore and Bise, 1984; and Moore, 1986). However, these relationships have not yet been validated with' data from the mines. The amount of dust airborne depends on a number of factors. Suppression of the airborne propensity of dust by water sprays is'widely practiced and is very effective. Water flow rate; pressure and configuration of water sprays have been identified as major factors affecting dust capture by sprays (Courtney and Cheng, 1977; Courtney et al., 1978; and Kissell et al., 1979). Ventilation is a very important means of controlling the dust level at the coal face (Jayaraman, 1977). According to a National Academy of Sciences study (1980), the mechanism of dust generation and the process by which the generated dust becomes airborne are complex and not yet completely understood coal seams are also important factors in dust generation. Stresses induced by block-caving mining were estimated from in-place measurements of strain or deformation in rock and concrete around mine openings. The four types of gages used for measurements in the Climax Molybdenum mine during 1959-61 were Whittemore gage, Carlson strain meter,2 Valore strain cell, and Climax extensometer. Gage performance in the laboratory was evaluated by stressing instrumented rock and concrete specimens in a universal testing machine and by comparing measurements taken by the gages and a standard gage. Gage performance in the mine was evaluated by comparing measurements taken during an 18-month test. The Whittemore gage, Carlson strain meter, and the Climax extensometer proved suitable for the investigation; the Valore strain cell, effective in the laboratory tests, gave erratic measurements in the mine.

Flotation tests were conducted on two samples of copper-nickel-bearing ore from the Harriman area near Rockport, Maine. The samples were taken by Roland F. Beers, Inc., for tests in cooperation with the Federal Bureau of Mines. One sample, analyzing 0.38 percent copper and 0.71 percent nickel, was essentially a disseminated pyrrhotite in hypersthene. Pentlandite, chalcopyrite, pyrite, and millerite were intimately associated with the pyrrhotite. Locked series flotation tests on this sample showed that 87.4 and 73.4 percent of the copper and nickel, respectively, could be recovered in a bulk concentrate that analyzed 3.47 percent copper and 5.34 percent nickel. The copper-and nickel-bearing minerals were collected with sulfhydric collectors in an alkaline circuit. Cleaning the concentrate three times with the addition of pH regulators was sufficient to attain the previously stated grades. The second sample had analyses of 0.31 percent copper and 0.85 percent nickel; talc and hypersthene were the main gangue minerals. Bulk sulfide flotation, made while depressing the talc, resulted in a concentrate that analyzed 2.33 percent copper and 4.70 percent nickel at recoveries of 70.0 and 54.4 percent, respectively. Flotation of the talc followed by bulk sulfide flotation resulted in a nickel content greater than 5 percent. A locked-series test showed that 60.7 percent of the copper and 73.7 percent of the nickel could be recovered at grades of 1.29 and 4.85 percent, respectively.

This paper is one of a series of articles dealing with milling methods and costs at metal mines in the United States, written in accordance with an outline prepared by engineers of the United States Bureau of Mines and published by the bureau. The Netta mine and concentrator is the largest of the plants of the Eagle-Picher Lead Co, It is located in Ottawa County, in the extreme northeast corner of Oklahoma, and in what is known as the Tri-State zinc and lead mining district, embracing the northeast corner of Oklahoma, the southwest corner of Missouri, and the southeast corner of Kansas. A majority of the production comes from the Oklahoma section, with Kansas second, and Missouri third.

A study of the chlorination kinetics of germanium, silicon, iron, tungsten, molybdenum, columbium, and tantalum has been made to determine the effects of temperature, chlorine concentration, geometric surface area and gamma radiation. The reaction products were volatile at the temperatures used this making it possible to follow the reaction rates by weight loss of the solid. Chlorination rates of germanium, silicon, and iron were found to be directly proportional to chlorine concentration while the rates for tungsten, molybdenum, columbium, and tantalum were proportional to the 0.5 to 0.6 power of chlorine concentration. A good correlation of reaction rate and geometric surface areas was not obtained because the true surface area of the samples could not be measured. Intense gamma radiation had no effect on reaction rates. The Arrhenius activation energies determined over the temperatures used are as follows: Germanium, 27 kcal/mole (233°-241° C); silicon 33 kcaL/mole (375°-517° C); iron, cold rolled, 20 kcal/mGle (259°-325° C) annealed, 21 kcal/mole (293°-337° C); tungsten, 43 kcal/mole (617-776° C); molybdenum, 37 kcal/mole (445°-4910 C); columbium) 34 kcal/mole (229°?255° C); and tantalum, 29 kcal/mole (370°-449° C).

Hydrogen sulphide associated with natural gas was noted as early as 1892, at Point Albino, Canada.4 The presence of this impurity was recognized also in other of the earlier oil and gas fields, although the occurrence urea by no means common. However, in recent years, with the development of the producing zones of west Texas and the Texas Panhandle, the production of "sour" crude has increased greatly and hydrogen sulphide has proved a generally troublesome factor--frequently a major problem--in the drilling and operation of many wells in those areas. The problems arising from the drilling and producing of oil or gas wells in hydrogen-sulphide areas, fall under two general divisions: safety problems and corrosion problems. Mention is mane of a third division which is closely related to the other two, that of treating--or the development of processes for the removal of hydrogen sulphide. This report presents observations made by Bureau engineers regarding hydraulic-powered roof supports that are currently being used or have been used on nearly all operating longwalls in the United States, A comparative summary of specifications for various types of powered supports with a brief description of the mine conditions has been compiled to enable mining engineers and mine operators to readily evaluate the differences in design data. Some of the support data furnished in the field may vary from those listed in manufacturers&apos; brochures because of the trend to customize various support components to meet specific mine conditions. A method of estimating support requirements for different assumed operating conditions is presented. Similar computations for specific mine conditions may be used to make preliminary estimates of support requirements.

The Bureau of Mines investigated a hydrometallurgical procedure to recover gold, silver, and byproduct lead from a complex lead-zinc sulfide ore. A ferric chloride (FeCI3) preleach, at 40° C in 6 h, extracted about 50 pct of the zinc and formed insoluble silver and lead chlorides. Subsequent acid thiourea leaching, for 1 to 3 h at 40° C, extracted about 85 pct of the gold and silver. Lead chloride was solubilized from the remaining residue with NaCI brine solution at 55° C in 1 h. Lead metal was recovered from the brine solution in an electrolytic cell with an anion perms elective membrane at a current efficiency of 95 pct and current density of 100 A/m2. Spent FeCl3 leach solution was reoxidized in the anode compartment at a current efficiency between 75 and 95 pct.

Since 1945, a commercial-scale pilot plant for the gasification of lignite has been operated by the Bureau of Mines at Grand Forks, N. Dak. The description, operation, and objectives of this pilot plant have already been described in previous reports (6, 7, 8). Although the experimental data obtained from the operation of the externally heated retort have been tabulated and summarized (1, 7), few studies have been made in the correlation of these data. The purpose of the present investigation was to review the data taken in tests of the lignite-gasification pilot plant and to correlate the gas-composition data in terms of their basic factors.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRL Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test-was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere. The Bureau of Mines investigated the concentration and distribution of precious metals in the various fractions produced from mechanical processing of obsolete military electronic scrap. Whole avionic units, printed circuit cards, and electrical connectors were processed and analyzed. Materials recovered included baghouse lights, wire bundles, mag-netics, and metal concentrates from eddy-current and high-tension sepa-ration. Higher value fractions were processed by a commercial toll refiner for recovery of gold and silver. Lower value fractions were analyzed by the Bureau. Three fractions, the lights, wire bundles, and metallics from high-tension separation, contained most of the precious metals. Depending on the type of scrap feed, these fractions represented 34 to 60 pct of the original sample weight. Collectively, they represented 68 to 97 pct and 75 to 98 pct of the contained gold and silver, respectively.

The Bureau of Mines has devised technology to recover cobalt, nickel, and byproduct copper from domestic lateritic material using an oxidative, ammoniacal ammonium sulfate leach. Nickel, cobalt, and copper were recovered by solvent extraction and electrowinning. To reduce the cost and complexity of cobalt recovery, an alternate method using lig-nite to extract Co3+ was investigated as reported herein. In the first 25 BV (bed volumes) of solution contacted with lignite, 97 wt pct of the Co3+ was extracted in & downflow column at pH 9.3. After 85 BV, the lignite was loaded to 1.5 wt pct Co3+ and further ex-traction was minimal. The lignite extracted cobaltic ammine complexes rather than cobalt ions and was nonselective as to other -metal cations and ammonium ions. Deleterious cations and 80 wt pct of the nonammine ammonium ions were removed prior to acid elution of the lignite. The removal of the ammines prior to elution to produce an ammonium-ion-freeCo3+ eluate was only partially successful. Thus Co3+ removal from ammoniacal solutions by lignite is technically difficult and economically unfeasible. It was also determined that reduction of Co3+ to Co2+ occurred during the extraction-elution process.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 3134, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and January and March, 1932, as published in Reports of Investigations 3140, 3147, 3150, 3155, 3158, 3161, and 3163, respectively. Results are reported for stress - relief borehole - deformation measurements made in three underground openings near open - pit mines in the Ruth mining district , Nevada . A total of 134 deformation measurements were made in 8 boreholes . These measurements determined the regional stresses in the horizons above , below, and at the elevation of nearby open - pit mine floors ; knowledge of these stress conditions is considered essential information relative to certain aspects in the designing of stable pit slopes . The determinations indicate that the stresses in the district are due to the gravitational load of the overburden in a confined stress field .

Garnets are usually found well crystallized in the cubic system , the principal forms being rhombic dodecahedrons , tetragonal trisoctahedrons or combinations of the two , and hexoctahedrons . They also occur as rounded disseminated glassy grains and in compact massive , laminated or gramlar aggregates . They vary greatly in color , but the most common garnets , almandite and andradite , are most often found of a dark red or reddish brown color .

The first authorization, in November 1940, was for a plant of only several hundred pounds capacity at Boulder City, Nev. Improvements in the process and subsequent additions to some sections have enabled the plant to produce more than 2,000 pounds of manganese per day for substantial periods. By the time pilot-plant operations were suspended in June 1945, over 1,500,000 pounds of metal had been produced. The future of electrolytic manganese production obviously depends not only on satisfactory development of methods but on availability of raw material and demonstration of valuable uses. Investigations of manganese-ore deposits in this country, made since 1938 by the Bureau of Mines, have revealed large amounts of ore suitable for making electrolytic manganese. At first the pilot plant was operated on ore from the Three Kids mine near Las Vegas, Nev. After practical features of the process had been worked out, other ores from throughout the United States were tested in the pilot plant. The purpose of this paper is to compare the results obtained on the following ores: Three Kids; Ladd mine, Tracy, Calif.; Chamberlain, S. Dak., nodules; and ore from Metals Reserve stockpiles at Deming, N. Mex.; Cushman, Ark.; and Philipsburg, Mont.

"The United States hat large reserves of titaniferous iron ores that are a potential future source of both iron and titanium. Although it is not now economically feasible to recover iron and titanium metals from these ores, they may become important in times of stress and, in some instances, already have served as a source of pigment-quality titania.The iron- and titanium-bearing constituents of the ores considered in this report are not completely separable from each other by ore-dressing methods, and chemical (or smelting) procedures must be employed. It is im¬portant, therefore, that information be available concerting their reactivities. The most important titanium-bearing constituent is ilmenite (FeTiO3), the thermodynamic properties of which were discussed in a previous publication.3/ The results of thermodynamic studies showed that both hydrogen and carbon monoxide are relatively ineffective reducing agents for the iron in limonite. On the other hand, carbon theoretically is effective at tempera¬tures above 8510C., at which. point the combined equilibrium pressures of CO and CO2 from the reactionsFeTiO3 + C = Fe+ TiO + COand200 = C+ CO2reach 1 atmosphere.This report gives results of small-scale tests of selective reduction by carbon of the iron in titaniferous iron ores, both with and without addition of sodium carbonate. It is shown that the bulk of the iron may be reduced and separated without serious reduction or loss of titanium. Three Wyoming ores, Iron Mountain, Shanton, and Taylor, wore studied. The principal factors investigated were temperature, time, carbon:ore ratio, particle size, and sodium carbon ore ratio.Two methods of investigation were employed. In the first, intimate mixtures of ore and carbon were roasted and the reduced iron and titanium evaluated by leaching with dilute sulfuric acid and analyzing the leach solution (and, in some instances, the dried residues).Twenty grams of ore were mixed thoroughly with carbon and tamped into an alundum thimble having a loosely fitting cover. The thimble and contents were placed in a test-tube end porcelain tube and heated to the desired temperature in a Globar tube furnace. The open end of the porcelain tube was connected to a bubbler containing sulfuric acid, in a manner that permitted complete shut-off of the tube when desired. This allowed removal of the tube from the furnace at the end of the roast period without exposure of the contents to the atmosphere."
