Miners, like many skilled blue-collar workers, are not traditional learners. They have not always been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. law requires that miners have a minimum of 8 hours of safety training annually, plus 40 hours for underground miners and 24 hours for surface miners when they enter the industry. However, miners rarely view this training time positively. In fact, it has been called “safety jail” by many, who regard it as a time to get a little extra sleep While mining has become far safer in the past 100 years, it is still a dangerous occupation. The Office for Mine Safety and Health Research, a part of the National Institute for Occupational Safety and Health (NIOSH), has funded a project for the past 4 years to address this challenge. The purpose of the research was to find a way to develop effective safety training for these people. Miners are born story tellers. They share “near miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environment, they also instruct listeners in the culture of mining and the values that it embraces. Stories, it seems, are a way to get safety messages across to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how a series of training videos was developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. In This Chapter [Instruments for measuring dust How to calculate the amount of dust from a source How to get a valid concentration measurement Sampling to assess control technology effectiveness] When there is more than one source of dust, sampling may be required to find which dust sources are most significant. Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

Nevertheless, in very gassy coal seams, this methane released at the face can pose a problem because the shearer is a ready ignition source. Preventing methane ignitions at longwall faces requires four actions. The first is to provide better ventilation around the shearer to eliminate the ventilation eddy zones at the drums where methane builds up. These eddy zones are eliminated by mounting additional water sprays on the shearer to direct air into them. The second action to prevent methane ignitions is to install a water spray behind each cutter bit and regularly replace worn bits. Water sprays behind each cutter bit act to quench the hot metal streak that follows a worn bit when it strikes rock. The third is to ensure that no ventilation eddy zones are inadvertently created by poor placement of water sprays. The fourth is to ensure that the methane monitor on the shearer is in the best location to detect methane accumulations. ADDRESSING METHANE ACCUMULATIONS AT LONGWALL FACES3 Cecala et al. [1985a, 1989] and Denk and Wirth [1991] studied methane emission and ventilation patterns at longwall faces to find where methane accumulations are most likely. Although not always the case, the major source of methane at longwall faces is usually the breakage of coal by the shearer. Stress-related fracturing of the coal seam at the face, called bumps or bounces, can cause the release of additional gas (Figure 4–1).

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

THIS INFORMATION CIRCULAR covers the calendar year 1055 and contains statistical data on employment and injuries pertinent to metal and nonmetal mining and to their mills and processing plants that are voluntarily reported annually to the Federal Bureau of Mmes. This report, unlike previous publications, lists not only production and development workers but also office employees associated with mining and milling or processing. The last publication m the series, Information Circular 7798, Injury Experience in the Metal and Nonmetal Industries, 1954, also contains unpublished injury and employment statistics for 1943 through 1953. The Bureau is authorized to request data on injuries and employment from operators in the metal- and nonmetal-mining industries. The information voluntarily submitted by these operators contributes immeasurably to the promotion of safety in the mineral mining industries as it discloses the hazards to which metal and nonmetal workers are continually exposed during mineral extractive operations.

This Country Documentation Report presents the development of economic indices for Zambia for the period from 1970 through 1981. The work done through the Bureau of' Mines, Minerals Availability Program, under Contract number J0225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) timber and lumber, 6) fuel, 7) powder and blasting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

During reconnaissance investigations of more than 300 stream areas in Idaho to determine the potential value of ilmenite in black - sand placer deposits 46 deposits were explored by churn drilling , trenching , test pitting , or shafting . The component mineral content and total black - sand content were determined for more than 8,690 reconnaissance and exploration samples . Data compiled during the investigation indicate a good potential for large , low- grade deposits containing ilmenite , monazite , columbite , euxenite , uranothorite , and other radioactive black minerals and accessory black - sand minerals . The data also indicate most deposits will be economic only if several component minerals can be recovered as coproducts .

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. 1. Reserves were estimated for three coal beds: Lantana, Sewanee, and Richland. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 34 million short tons as of Januray 1, 1954. Of this total, 15 million short tons represents coal 28 inches and more thick. Areas in the beds were omitted from the estimate because available data relative to the bed characteristics were insufficient to permit making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.

To develop the potential of precast concrete sets as a support medium in underground mines, a three-piece precast concrete drift set was designed for a small opening and tested to destruction in an underground straining frame. Thirty-six tests were made with three sizes of members using three different loading conditions. In addition, 14 members were tested individually in the laboratory. Test results are compared with theoretical calculations. A cost comparison shows the use of concrete sets would be advantageous where conventional wooden timber requires excessive replacement.

The Bureau of Mines conducted radiation-ventilation studies in six large underground uranium mines to investigate the extent of radon-daughter exposure experienced by the miners and to analyze the ventilation systems to set what changes were required to achieve recommended radiation standards. The studies entailed tracing and measuring the mines' ventilating air, quantitatively and qualitaitively, from its entrance into the mines, through production areas, and lack to the surface. Pressures consumed in creating airflow through mine circuits were determined by altimeter surveys. Air quantities were measured with anemometers or by chemical smoke cloud methods. Air quantities delivered through tubing were determined using U-tube water gages to magnahelic gages to measure velocity pressures. Radon-daughters were filtered from mine air to measure alpha activity; activity levels were converted to "working levels," the established unit for reporting miner exposure. Attention was given to locating unnecessary contamination influx sources and recirculating air. The radiation-ventilation surveys showed that where basic principles of food ventilation were not followed, high alpha radiation levels invariably resulted. Some mines required more primary air for controlling radiation levels throughout active areas, but more efficient use of available air was generally possible. Premature contamination of intake air was prevalent where development Openings intersected ore or passed by worked-out stopes. Several auxiliary systems were inefficient in secondary distribution, recirculating air already too highly contaminated for ventilation. Many got these common problems can be traced try the lack of dine planning with radiation control in mind.

This U.S. Bureau of Mines report discusses elastic wave velocity and attenuation behavior as an indicator for changes in load and structural integrity of coal samples. Measuring changes in compressional (P)-wave and shear (S)-wave attenuation and velocity under uniaxial and triaxial compression tests revealed their effectiveness for distinguishing changes in applied load and structural failure of samples. The velocity and attenuation values were used in further calculations such as ratios of P-wave to S-wave values, dynamic elastic constants, normalized velocities, and attenuation coefficients to reveal trends for loading and failure. The behavior of both P-wave and S-wave attenuation and velocity together define distinct and consistent phases of load change and failure for uniaxial and triaxial tests. The S-wave velocity and attenuation illustrate changing axial load and initial development of microfractures within the sample preceding structural failure more clearly than those of the P-wave. The attenuation and velocity ratios and dynamic elastic constants (except the bulk modulus) respond to closure of small preexisting fractures within the coal sample with initial loading to failure of coal samples. The attenuation coefficients and normalized velocities reveal trends similar to those shown by velocity and attenuation.

The Bureau of Mines, in its alumina miniplant project to investigate alumina recovery from domestic, non bauxitic ores, has conducted research on the use of a hydrochloric acid leaching, gas sparging crystallization technology. An important element of this research is the efficient separation of undissolved, siliceous residue from AICI3 -bearing leach liquors by continuous, horizontal, countercurrent vacuum belt filtration. In an effort to calculate material balances quickly and to predict material balances based on different belt filtration configurations, the perfect-mixing-cells-in-series model (PMCS) for calculating material balances around belt filters was used. Because of the porous nature of the solids, the model produced erroneous material balances. Therefore a reliable model, the shrinking voids model, was developed postulating the presence of an unwashable voids liquor volume that decreases with decreasing liquor AICI3 concentration. This volume decrease postulation is equivalent to assuming that dilute liquors flow more freely, causing more voids liquor volume to become washable. Least-squares based computer programs are provided, which are useful not only in producing material balances from plant data but also in predicting balances for untested configurations using the same feed materials.
