This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

A seismic monitoring network has recently been installed in the North Fork Valley coal mining region of western Colorado as part of a NIOSH mine safety technology transfer project with two longwall coal mine operators. Data recorded with this network will be used to characterize mining related and natural seismic activity in the vicinity of the mines and examine potential hazards due to ground shaking near critical structures such as impoundment dams, reservoirs, and steep slopes. Ten triaxial strong-motion accelerometers have been installed on the surface to form the core of a network that covers approximately 250 square kilometers (100 sq. miles) of rugged canyon-mesa terrain. Spread-spectrum radio networks are used to telemeter continuous streams of seismic waveform data to a central location where they are converted to IP data streams and ported to the Internet for processing, archiving, and analysis.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. Each block has two hollow cores. The hollow block cores were completely filled with concrete with horizontal and vertical steel reinforcing bars 16 inches on center. This was done to supply a

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

The data reported in this bulletin are largely the result of experiments conducted by the Salt Lake City station of the Bureau of Mines in cooperation with the department of metallurgical research of the University of Utah. The work on lead is only one of the phases of the investigations carried on at that station during the years 1914 to 1916. The results of similar work with zinc ores and with copper and other ores will be published in future reports of the bureau.

This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

Flame safety lamps have been used in gaseous mines since the Davy lamp was introduced, more than 100 years ago. During the last decade the flame safety lamp has been rapidly replaced by the electric lamp as a device for illuminating the miner's working place; in the United States the electric cap lamp has been widely adopted. For example, in 1911 approximately 45,000 flame lamps and no electric lamps were being used in the Pennsylvania bituminous mines, which were then producing 35 per cent of all the soft coal mined in this country; by 1918 the flame lamps had decreased to 17,000, whereas electric lamps-mostly of one maketotaled nearly 48,000. In Great Britain during the same years the total of 723,934 flame lamps decreased to 590,185 and the electric lamps gained rapidly from 4,298 to 156,521. No later reliable figures are at hand. However, before the flame lamp becomes obsolete, it is fitting that the Bureau of Mines compile a permanent record of a device which has served the mining industry for more than three generations, and not only made possible the development of entire districts that otherwise could not have been worked but undoubtedly saved the lives of thousands of underground workers. Flame safety lamps are capable of doing more than the name indicates. First, under normal conditions, they can be used in a mine atmosphere that contains an explosive mixture of gas and air without great danger of exploding such a mixture, though such use of a flame lamp should not be permitted. Second, to an experienced man they indicate percentages of gas much lower than the explosive limit, and thus can be used to indicate to workers the approach of an unsafe condition in the mine atmosphere. Third, flame lamps will not burn in an atmosphere greatly deficient in oxygen, and they therefore warn the users of such deficiency in time to withdraw to a place of safety. Flame safety lamps are still used rather widely in the United States for general illumination and to a still greater extent for detecting gas. Many coal-producing States require fire bosses to use these lamps in gaseous mines, and the regulations of several States specify that a gIven number of such lamps be kept available for emergency service.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The material in this paper is intended simply, to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions on various phases of the subject have been published, a few of which (4, 20, 25, 88, 90)4/ have more or less extensive bibliographies of tie earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon. dioxide with perhaps sore methane) is quite apparent.

This: report gives data on the installation and operation of a packaged-unit heat-pump installation in a residence in McLean, Va., a suburb of Washington, D. C. The original equipment, installed in January 1947, was one of the first of 50 experimental Marvair units manufactured by the Muncie Gear Works, Inc., Muncie, Ind. The compressor unit of this installation was replaced by the company in September 1947, with a modified commercial model. The commercial unit and the original pump and fan accessories have been used as the sole means of heating (and cooling in summer! the. residence for the subsequent five winters and summers. The conclusions and data given herein, therefore, cover 6 winters sad 6 summers of heat pump operation, including 1 winter when temperatures averaged below normal for 2 months and the following summer when temperatures were above normal.

First in a projected series on the use of flexible liners for support of underground mine openings, this report presents information obtained from an extensive review of the literature on this subject. It also includes results of some preliminary test work by the Bureau of Mines. Investigations thus far indicate that flexible liners offer numerous advantages over rigid-type sup-ports, By deforming in the direction of the applied stress, the stresses are redistributed from the liner to the surrounding material. The corresponding buildup of passive resistance in the direction of diametric extension causes an equalization of stresses around the liner, thereby enabling the liner to carry loads in a more efficient manner. However, additional experimental data are needed to establish design criteria that will permit maximum utilization of the flexible liner concept in mining. Testing of small-scale models, accompanied by measurement of free-field stresses in material surrounding the model, is recommended as the most suit-able approach to the problem. The experimental procedures necessary to such an approach are outlined in detail and a statistical design for the experiments is proposed. The report also describes a device developed by the Bureau for measuring free-field soil pressures to 1,000 psi and a technique for evaluating the response of the device.

This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the United States Bureau of Mines and made possible through the cooperation f many mining companies in the United States and foreign countries. The preparation of this paper follows a field study of top-slice mining during which the author visited and discussed with operating officials a large number of iron mines in the Lake Superior region. During this study special note was made of changes in top-slicing practice during the past decade, prior to which the author had acquired several years experience with the method through active connection with a number of mines employing top slicing.

The U.S. Bureau of Mines is evaluating water spray additives for the purpose of improving respirable dust control during coal mining operations, with particular emphasis on the longwall shearer. Recent field tests of surfactant-polymer reagents at two production longwall operations have shown favorable respirable dust reductions compared with water sprays containing no additive. Gravimetric dust samples obtained by a technician downwind of the shearer while following or preceding the machine showed dust reductions in the range of about 40% to 60% for some of the reagent formulations compared with using water alone. Three polymers were tested: two polyethylene oxide compounds of different molecular weight and hydroxypropyl methylcellulose (HPMC). All were effective for dust reduction, and two were cost effective when used in combination with sodium di(2-ethylhexyl) sulfosuccinate surfactant. How-ever, the use of these reagents requires the longwall operator to be more aware of headgate dust control. Experimental evidence indicates that dust captured by reagent-treated sprays at the shearer can be reemitted in the headgate area if stagcloader-crusher sprays and other dust controls are inadequate.

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

A process for simultaneously reducing and indurating iron are pellets was developed by Bureau of Mines laboratory research and confirmed on a continuous pilot plant basis. Moist iron are concentrate was balled, mixed with solid reductant, and heated at about 1,100° to 1,150° C. On a small scale, a variety of concentrates and fuels were utilized successfully. The pilot rotary kiln tests were limited to natural magnetite, synthetic magnetite, lignite, and anthracite. In both cases, partially reduced pellets with excellent physical properties were regularly produced with average analyses of at least 80 percent total iron and 60 percent or more metallic iron. These and other prereduced pellets were smelted in the Bureau's experimental blast furnace facility, Bruceton, Pa. With prereduced spheres comprising 85 percent of the burden, the coke rate was approximately half that with standard oxide pellets and production of hot metal was increased by 75 percent. Economic appraisal of the cost of making hot metal indicates that reduced pellets could be more profitable than any other iron raw material in both investment capital and daily cost of operation.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. This project describes the design and testing of large face ventilation systems for oil shale mining. A design data base was generated by reviewing general industry practice, oil shale industry planning, and technical literature. Conceptual designs for seven different systems were developed and evaluated for suitability. A large, free-standing, jet fan and reversible fan with rigid duct were selected for fabrication and testing. The two systems were field tested in a dead-end heading 55 ft wide by 30 ft high and 320 ft long. System performance was optimized using measurements of air flow direction and air velocity. Total system performance was then measured using SF6 tracer gas released to simulate blast fumes, hot diesel exhaust, methane layering and methane from a blasted muckpile. Field testing indicated that both systems delivered similar performance. The jet fan offered some clear advantages because of its mobility, ease of oper-ation and lower power requirement. It also offered some functional advantages in ventilating for methane because of it high average velocity.
