This report documents efforts to design, develop and test a training approach which would assist front-end loader operators in the acquisition of skills and awareness to reduce the probability of their involvement in accidents in the mining environment. The goal of this project was to prepare and use (on a trial basis) a training method and materials which would be generally applicable to any loader and surface mining operation while at the same time, be adjustable by mine personnel to meet the specific needs of each mining operation. This effort resulted in the Front-End Loader Training System, a structured, performance-based training approach with diverse instructional aids and classroom and on-machine training experiences. Validation of the System at a large western mine demonstrated the utility and flexibility of the training approach and materials.

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

This report presents low-temperature tar data from studies by the Bureau of Mines of tars produced in an externally heated (entrained state) pilot-plant-scale retort. Analytical data covering 20 low-temperature tars, derived from the. carbonization of various ranks of foreign and domestic coals, are tabulated. The character of the tar is discussed in relationship to carbonizing conditions and the rank of coal. It is seen that in carbonization techniques that employ entrainment or fluidization of the coal particle, carbonization conditions are secondary to coal rank with respect to tar-oil yields and composition. The influence of distillation conditions on recoverable yields of tar products is presented. The probable yield of commercially important chemical products, based on a ton of pure (moisture- and ash-free) coal, are predicted. INTRODUCTION Low-temperature tars produced by entrainment or fluidized carbonization techniques that employ internally heated reactors represent the most nearly primary tart produced by industrial processes. In brief, such a process involves the application of a heat gradient to the coal particle "boiling" or suspended in a turbulent state in the reactor chamber. Conditions are observed so that the coal particle remains suspended within the reaction zone by a gas stream for a time interval commensurate with maximum tar-oil yield. The heat necessary for the carbonization reaction may be obtained entirely from the hot (preheated) gas stream, or it may be derived partly from the combustion of the volatile products and char by the transport gases, usually air. The volatile material moves out of the carbonizing zone at a rate that approaches the velocity of the transport gas. Carbonizing conditions are ideal when a minimum particle residence time is obtained within the reactor at a given temperature and a maximum yield of condensable volatile matter is released. In industrial practice this objective is a compromise.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

In the experimental concentration of Vermont talc-magnesite ores, talc concentrates and tailings rich in magnesite were obtained. On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. After some comments about the talc industry, the magnesite that accrued as tailings will be considered. Then the flotation results will follow.

Part I briefly describes the programs that were active during the report period and presents a summary of some of the information not published elsewhere. In many instances the results are only preliminary and are subject to revision on the basis of continuing investigations. Detailed reports of all programs not security classified will be made later. Part II lists and describes briefly the publications of the Division during fiscal year 1959. If the published material has some bearing on activities still current during the report period, this is indicated by references in Part I.

The first study of this subject hits been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal-mining industry to standardize the forms of leases, and so avoid some of the abstruse and ambiguous clauses which slay be found in many of them and the consequent liability of costly litigation. In some of the publications of the Illinois Mining; Investigations prepared under a cooperative agreement with the U. S. Bureau of Mines, the Illinois State Geological Survey and the Engineering Experiment Station of the University of Illinois, the coal areas of the 'State have been divided into eight geological districts, each district being treated separately. This report covers District No. VI of that classification, and it is hopped that studies of the other districts will be completed in the near future and similar results published.

The U.S. Bureau of Mines studied the interaction of longwall shield supports and adjacent strata at the Meigs No. 31 Mine in southeastern Ohio. Twenty-three legs of twenty shields at midface were instrumented with pressure transducers and monitored for 11 weeks. During the project, leg setting pressures were reduced twice to determine the effect of setting pressure on shield-strata interaction. No correlation was observed between setting pressure and leg loading rates. The shield loading profiles were consistent with a model in which the roof consists of two zones, a thin immediate roof loading the shields well below the typical setting force and a main roof zone essentially supported by the coal and gob and loading shields through its convergence. This model was used to develop an equation for estimating average loading rates at the site. The only variable of the equation is time, and the equation consists of an exponential term to account for the immediate roof loading and a linear term to account for main roof loading. The equation gave good correlation with average loading rates, but the variation in loading from cycle to cycle was too great for the equation to give good predictions of individual cycle loading rates.

Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

THE OUTPUT ff the mineral industry in 1964 in both non-Communist and Communist Europe showed an upward trend for most countries in keeping with the higher index of overall industrial production. Comparable indexes of mineral industry production for non-Communist and Communist Europe (including the U.S.S.R. in Asia) are not available, primarily because the U.S.S.R. does not report details of its industrial production by industrial sectors. However, available data both in the form of index numbers on production published by the United Nations and based on data as reported to the United Nations by the various countries, and actual production data for selected major commodities published by the various European countries reflect generally expanded output by both the extractive sector and the processing sector of the mineral industry in most of the 26 nations of Europe.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The inplace cyanidation leaching of gold from placer deposits is a potential method for treating gravels too deeply buried and too low in gold content to be processed economically by conventional dredging methods. Laboratory experiments were made to evaluate those placer cyanidation factors adaptable to small-scale studies. The variables investigated included gold particle size and location in sand beds, cyanide solution flow rate, and cyanide solution strength as factors affecting gold solubility rates. The solution flow rate, in turn, was influenced by variables such as bed slope, solution head pressure, and sand size, and the effects of these factors were studied. Free gold, minus 150-mesh and finer in size, is rapidly dissolved by dilute cyanide solutions from mixtures of gold and silica sand prepared to simulate placer deposits. About 94 percent of minus 325-mesh free gold was extracted in 5 hours from silica sand mixtures, and 94 percent extraction of minus 150-mesh gold was obtained in 21 hours with 0.1 percent NaCN solutions. Moving solutions were almost twice as effective in leaching free gold from silica sand mixtures than stagnant solutions.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

A computer analysis of bench stability has been developed to account for multiple occurrences of potential slope-failure modes in discontinuous rock masses. Bench-scale plane shears and tetrahedral wedges are simulated and stochastically analyzed to estimate the probability of retaining specified catch-bench widths. This geotechnical information is useful in designing bench configurations to improve pit-slope stability and help alleviate rockfall hazards.

This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

The principal objectives of this study are to: (1) survey electrical practices in metal and non-metal mines, (2) survey electrical practices in metal and non-metal mills, (3) clarify the federal regulations governing electrical practices in metal and non-metal mines/mills, (4) analyze electrical accidents, and (5) make recommendations aimed at improvement of the safety of electrical practices in metal and non-metal mines. Information was obtained from literature searches, accident reports, visits to 27 mines and 12 mills, and discussions with knowledgeable industry and government people. The various electrical power systems and practices at the mines and mills visited are described. Similarities and differences based on the type of mining and the minerals being mined or milled are presented. The federal regulations governing metal/non-metal mine/mill electrical practices (Code of Federal Regulations, Title 30, Sections 55.12, 56.12, and 57.12) are presented and discussed. Explanations of each regulation are provided in an appendix. The attitudes of mine/mill operators towards the federal regulations are described. An analysis of the electrical accidents in metal/non-metal mines and mills during the period 1972-1978 is presented. Recommendations, including specific research and development activities, aimed at improvement of electrical safety in metal/non-metal mines are submitted.

As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.
