Ore and concentrate are transported on, the surface at western mining districts by (1) railroads, (2) surface trams, (3) aerial trams, (4) trucks, and (5) wagons, and (6) on the backs of animals. The daily and ultimate tonnage to be moved is the principal factor governing the selection of the method of transportation. Railroads are preferred when large tonnages are to be hauled over relatively long distances. The mine-haulage system may be extended or surface trams built to the mill or shipping point if a practical track grade is possible and if the distance is relatively short. Aerial trams have a special field of usefulness for transportation over steep or excessively rough terrain.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. The Bureau of Mines investigated the availability of lead and zinc from 104 domestic mines and deposits. Fourteen primary lead and fifty-three primary zinc operations with in situ demonstrated resources containing 27.3 million metric tons (t) of lead and 53 million t of zinc were subsequently evaluated. Potentially 17.5 million t of lead and 2.4 million t of byproduct zinc could be recovered from 14 primary lead operations. Economic evaluations performed in constant January 1982 dollars determined a long-run total cost per pound of recoverable commodity. Including a 15-pct discounted-cash-flow rate of return (DCFROR), 59 pct of primary lead was potentially available at or below $0.32 per pound of lead. Potentially 40 million t of zinc and 5.6 million t of byproduct lead could be recovered from 53 primary zinc operations. Ninety percent of the recoverable zinc is potentially available from currently nonproducing mines and deposits, and a weighted average of their long-run total costs was determined at $0.98 per pound of zinc. At a breakeven (0-pct) DCFROR, these non producing operations had a weighted average long-run total cost of $0.58 per pound of zinc. Sensitivity analyses illustrated that operations that recover byproducts were most sensitive to fluctuating metal prices, producing operations were more sensitive to increased smelter treatment charges, and nonproducing operations were impacted most by the DCFROR.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

The faculty, graduate students, and post-doctoral researchers are an integral part of the Generic Mineral Technology Center for Respirable Dust. More than fifty (50) scientists, engineers, and medical personnel are engaged in respirable dust research at five universities, The Pennsylvania State University, West Virginia University, Massachusetts Institute of Technology, University of Minnesota, and Michigan Technological University. The expertise, effort and contribution of these individuals has proven to be invaluable in the attack on respirable disease. Nationally and internationally recognized researchers in the areas of particle characterization, interaction of dust and lungs, dilution and dispersion, rock mechanics and continuing education lend their laboratory facilities, equipment and human resources to benefit the mining industry. The expertise and resources of the National Institute for Occupational Safety and Health--Division of Respirable Disease Studies is available through their relationship with West Virginia University.

The Bureau of Mines investigated the availability of flake and high-crystalline natural graphite from 4 domestic and 25 foreign mines and deposits in 11 market economy countries (MEC's). Demonstrated resources were estimated to be 95 million metric tons (Mmt) containing 5.61 Mmt of recoverable flake and high-crystalline graphite products. Fifty-five percent (3.17 Mmt) of the total recovered product is estimated to comprise plus 100-mesh (150-µm) flake pro-ducts and "lump" and "chip" high-crystalline products, designated as "graphite A" in this study; 45 pct (2.44 Mmt) of the total is minus 100-mesh (150-µm) flake products and "dust" high-crystalline products, designated as "graphite B." Total production costs, including all costs needed over the life of each operation, were determined at a 0-and 15-pct discounted-cash-flow rate of return (DCFROR) for both graphite A and graphite B products. For a 15-pct DCFROR, 1.74 Mmt (54.9 pct) of the graphite A products is available at $600/mt or less and 2.13 Mmt (67.2 pct) is available for $800/mt or less. For the same DCFROR, 1.08 Mmt (44.3 pct) of the graphite B is available at $200/mt or less, and 1.71 Mmt (70 pct) is available at $325/mt or less. No domestic resources were determined to be economic at present prices. A sensitivity analysis of the relative economics of the Alabama graphite deposits under various operational parameters is presented in an appendix. All evaluations are in January 1984 dollars.

The purpose of this investigation was to evaluate the corrosion properties of certain alloys of titanium and to compare them with those of unalloyed titanium. Such information should make it possible to determine the desirability of substituting these alloys for commercially pure titanium in certain applications. Titanium-manganese, titanium-chromium-iron, and titanium-vanadium-iron alloys, with 2 types of unalloyed titanium, I consolidated by arc melting and the other by powder-metallurgy techniques, were included in the study. Tests were carried out in sulfuric, hydrochloric, phosphoric, nitric, and mixed acids and in chloride solutions. All solutions were saturated with air.

Nickel having a purity of more than 99.99 percent with reference to metallic impurities was electrodeposited at the Rolla Metallurgy Research Center of the Federal Bureau of Mines. The production of high-purity nickel is in keeping with the current trend in technologies for producing metals with lower and lower percentages of impurities. To understand more fully the role to be played by nickel by itself and as a component in many alloys, the element must be in a state of high purity. Procedures are outlined for purifying nickel solutions by precipitating and filtering off impurities. Details are given for using the purified solutions as electrolytes in depositing high-purity nickel. The elecneleposited nickel contained 0.0005 to 0.002 percent each of cobalt, copper, aid iron together with spectrographically detectable traces of aluminum, magnesium, and silicon. The deposits were smooth and dense; the crystalline structure was typical of an electrodeposited metal. Some preliminary experiments for purifying nickel solutions by liquid-liquid extraction are also described in this report. Tests of this type were limited since more encouraging results were obtained by other methods of purification.

This report summarizes the results of laboratory investigations conducted by the Federal Bureau of Mines to obtain hydrometallurgical information on the dissolution of mercury sulfides from ores, flotation concentrates, and pure mercuric sulfides. Statistical methods were used to design the experiments and evaluate the resulting data. Studies demonstrated that cinnabar is readily soluble in sodium sulfide, partly soluble in potassium sulfide, and essentially insoluble in ammonium sulfide. Additions of sodium hydroxide or potassium hydroxide to sodium sulfide solutions increased mercury extraction slightly; when either was added to potassium sulfide or ammonium sulfide solutions, mercury extraction was equal to that of sodium sulfide. Tests at the Albany Metallurgy Research Center showed that sodium sulfide would completely dissolve chemically pure mercuric sulfide, more than 95 percent of the cinnabar in 5-percent mercury flotation concentrates, and 60 to 90 percent of the cinnabar in low-grade ores. The double-leach tests showed that potassium sulfide would dissolve over 90 percent of the arsenic in mercury-arsenic products and 1 to 10 percent of the mercury; then sodium sulfide-hydroxide solutions would dissolve 80 to 90 percent of the remaining mercury and 5 to 10 percent of the arsenic.

Electrooxidation of cinnabar mercury ores (HgS) was investigated as a means of providing an effective and economical hydrometallurgical technique for extraction of mercury from its ores, particularly those too low in grade to allow economical metal recovery by retorting or furnacing techniques. Oxidation was accomplished by electrolysis of ere slurried with brine. Cinnabar was dissolved by oxidation of the insoluble sulfide to soluble mercuric salts. The mercury ion in a brine solution forms a stable tetrachloro complex. Typical laboratory experiments required I to 7 hours of electrolysis at 35-percent pulp density in a brine solution that contained 4 to 20 weight-percent sodium chloride (NaCl). Power consumption ranged from 10 to 50 kwhr/ton of dry ore. Mercury extraction values between 90 and 99 percent were obtained with all of the ores investigated. Subsequent mercury recovery from leach solutions was readily accomplished by precipitation on zinc. Pilot mill experiments in a 100- to 200-lb/hr extraction plant are in progress to quantify power and reagent requirements, and extraction and recovery data obtained to date closely parallel those obtained in the laboratory.

The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

The Bohemia mining district is a small but intensely mineralized area in western Oregon . For its size , it has made a substantial although somewhat sporadic production of gold throughout a long period of years . The veins also contain lead, zinc , and copper, but in the past these metals have not been recovered in important amounts . In reviewing the progress of mining activity in the district , an effort has been made to gather under one cover all available information on former operations , including methods of mining , production, and geology pertinent to the ore deposits , problems encountered, and other factual data that may affect future mining in the district . A special effort has been made to assemble as many maps of former workings as possible in order that these may be preserved and readily available to assist in future exploration. The data presented herein are based on brief reconnaissance examinations made during several weeks spent in the field in September 1946. These are supplemented by information obtained from various individuals actively or formerly connected with operations in the district . Only the principal properties and several of the more outstanding prospects were actually examined. Many of the older workings were inaccessible.

The U.S. Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market-economy countries. More than 95 pct of primary cobalt production from market-economy countries, mainly byproduct output from copper and nickel operations, was analyzed. Approximately 1,200,000 mt of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. The producing operations evaluated in this study are expected to produce about 19,000 mt of cobalt in 1989, significantly less than the available capacity of about 31,000 mt. More than 14,000 mt per year of cobalt is produced from copper-cobalt deposits in Zaire and Zambia, of which 11,000 mt can be produced at a copper price of $O.60jlb or less with a O-pct discounted cash-flow rate of return (DCFROR). Approximately 4,400 mt of cobalt is produced annually from nickel-cobalt deposits in six countries, of which about 1,800 mt (in Canada and Brazil) could be produced at a nickel price of $1.50jlb or less at a D-pct DCFROR. Approximately 200 mt per year of cobalt is produced from a cobalt mine in Morocco. Most of the evaluated nonproducing operations and prospects that could potentially produce cobalt as a principal product or byproduct would require a total cost (including a 15 pct-DCFROR) significantly exceeding January, 1989 market prices of the principal commodities. Principal-commodity dependence, transportation routes, cobalt toxicity, and other issues that could affect the availability of cobalt are addressed herein.

The Bureau of Mines conducted solvent extraction batch tests to evaluate the usefulness of neodecanoic acid ( NDA) for extracting Co 3+ from ammoniacal leach liquors high in ammonium sulfate . This work is an outgrowth of previous Bureau research in which technology was devised for the recovery of cobalt , nickel , and byproduct copper from domestic laterites . The previously devised technology uses an oxidative ammoniacal sulfate leach to treat the laterite , and nickel and copper are then recovered from the leach solution by solvent extraction and electrowinning . This report deals with the subsequent solvent extraction of cobalt from the nickel - copper raffinate solution . The results showed that about 70 pct of the contained Co 3+ can be extracted batchwise at pH 8 using NDA ( a 10 - carbon - chain highly branched carboxylic acid ) . However , NDA had a solubility of approximately 0.6 to 0.8 g / L in aqueous raffinate following extraction , and this high solubility makes it impractical for use with alkaline solutions that are low in cobalt . In addition , the extracted cobalt species ( predominately cobaltic hexammine ) is not amenable to the electrolytic recovery of cobalt metal because of its extreme stability . This fundamental prob-

Relationships that may exist between assays and sample interval lengths when using unequal sample intervals in mine sampling have been investigated as part of the larger research problem of adapting statistical methods to the analysis of weighted average grades. The theoretical relationship between the amount of difference in the weighted and unweighted average grade of ore and the size of the correlation coefficient between assay value and sample interval length was found to be linear. Numerous examples of actual field sample and assay data, which have been obtained by using unequal sample intervals, are documented, and the differences between weighted and unweighted average grades of ore and the correlation coefficients between assays and sample interval lengths have been computed and plotted on graphs. Differences between these actual field data and the expected theoretical linear relationship are examined. It is hypothesized that the use of unequal sample intervals in mine sampling is, in fact, stratified sampling in a statistical context. The sampler establishes stratification by selecting unequal sample intervals on the basis of differences in lithology, changes in rock type, characteristics of mineralization, or differences in metal content. Statistically} methods currently used in mine sampling, involving unequal sample intervals, fail to consider differences in the inherent variances in grade of ore within the various strata established by using unequal sample intervals. Consequently the strata are sampled with different precision. This difference in precision of sampling between strata may account for much of the deviation between the plotted points representing actual field sampling data and the theoretical linear relationship between the amount of the difference between weighted and unweighted average grade of ore and the size of correlation coefficient between assays and sample interval lengths.

To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.
