The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. The Bureau of Mines presents an economic evaluation of its leach- electrolysis process for recovering lead from galena concentrate. In this process, galena concentrate is leached at 200° F with a ferric chloride-brine solution to extract lead while leaving sulfur in the residue, which is discarded. The solution after leaching is concentrated and cooled to 100° F by vacuum evaporation to crystallize lead chloride from which metallic lead and chlorine are produced by fused-salt electrolysis. Chlorine is used to regenerate the spent leach solution before it is recycled. A cost estimate was prepared for a plant capable of producing 300 tons per day of lead, 330 days per year. The fixed capital cost on a third-quarter 1977 basis Fs $27,500,000, and the estimated operating cost without a charge for the concentrate is 4.9 cents per pound of lead product. Assuming a selling price for corroding-grade lead of 31 cents per pound and a charge for the concentrate of $332 per ton, the interest rate of return on investment after taxes is 16 percent. The leach-electrolysis process, therefore, appears to be economically attractive under the assumed market conditions.

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA). San Bernardino County. California During field work. BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1.188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) fun access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion. $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The rate of the heterogeneous reaction between titanium-oxygen solid solutions and titanium trichloride in molten sodium chloride was determined at high temperatures. In the alpha phase, the reaction rate decreases uniformly with the increasing concentration of oxygen. The gamma crystalline form of titanium (above 33 atomic percent oxygen) was much less reactive than the alpha phase, and the reaction rate approached zero at 50 atomic percent oxygen. The activation energy for the reaction of titanium-oxygen solution containing 22.8 percent oxygen was 11.7 kcal/mole of TiCl3 as compared with 8.3 kcal/mole of TiCl3 for pure titanium.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

Prolonged laboratory and limited pilot plant tests have shown that the Bureau of Mines buffered S02 -H2S process is capable of removing 95 to 99 percent of the S02 from industrial waste gases. Most of the S02 is converted to elemental sulfur; only about I percent converted to sulfate The process comprises (1) washing the flue gas to remove particulates and S03, (2) absorption of the S02 in citric acid or other carboxylate solution, (3) reaction of the loaded solution with H2S in a closed vessel to precipitate the absorbed S02 as elemental sulfur, and (4) separation of the sulfur from the regenerated solution by oil flotation and melting. Two-thirds of the molten sulfur is converted to H2S for use in the sulfur precipitation step by reacting sulfur vapor with natural gas and steam in the presence of an alumina catalyst. The chemistry and mechanism of the process are described, initial laboratory and pilot plant data are summarized, and second-generation laboratory operation and pilot plant design are reviewed. Preliminary cost estimates are presented for recovering sulfur from copper smelter gas, powerplant flue gas, and Claus plant tail gas.

For the purpose of procuring data that could be used in estimating the value of the briquetting process as applied to American fuels, the United States Geological Survey, in cooperation with other interests, began in 1904, at the Louisiana Purchase Exposition, certain experiments involving the production and use of bituminous-coal briquets. It installed at St. Louis, and later at Norfolk, machines for the manufacture of such briquets, and the output of these machines has been tested in locomotive service on several different railroads in comparison with natural fuels. An elaborate and carefully executed series of tests involving the use of natural coals and of briquets made from the same coal, previously crushed, was carried out on a locomotive mounted at the testing plant of the Pennsylvania Railroad Company at Altoona, Pa.; and some preliminary experiments involving the use of briquets in marine service were made in connection with one of the Government's torpedo boats. A description of these tests is presented herewith. The results sustain the following general conelusions: 1. The briquets made on the Government's machines have well withstood exposure to the weather. and have suffered but little deterioration from handling. 2. In all classes of service involved by the experiments, the use of briquets in the place of natural coal appears to have increased the evaporative efficiency of the boilers tested. 3. The smoke produced has in no test been more dense with the briquets than with coal; on the contrary, in most tests the smoke density is said to have been less when briquets were used. 4. The use of briquets increases the facility with which an even fire over the whole area of the grate may be maintained.

Results of chemical analyses and electrical resistivity measurements of 422 samples of oilfield brines from 120 east Texas fields in Railroad Commission of Texas Districts 5 and 6 are presented in tabular form . These samples represent water from all of the major petroleum- productive formations in the area . Water analyses and electrical resistivity data , when fully utilized by proper study techniques , are useful tools in the solution of many engineering problems such as detection of well leaks , identification of water sources , and interpretation of electrical well logs . In the area included in this study , these representative data should facilitate the solution of problems in which water analysis and water resistivity are factors .

No noticeable international economic recovery occurred during the first half of 1982. Industrial production continued to fall in the United States, Canada and Italy and to hold steady in France. Modest increases in production occurred in Japan, England and Germany, although some decline took place from March to April. The U.S. mining industry has been more severely affected by the world recession than the U.S. economy. This is not immediately obvious when comparing the U.S. mining industrial production index from 1981 to 1982, which decreased 8.5 percent, as compared to a 7.1 percent decline for total domestic industries. However, "mining" industry statistics in the U.S. national economic accounting system include petroleum and natural gas as well as minerals. When metal mining is isolated, the decrease in production from 1981 to 1982 is 19.3 percent. If metal mining production continues to perform at the same rate during the third and fourth quarters of 1982 as during the first half of the year, declines from 1981 levels will be quite severe. Aluminum will have declined 22 percent, copper 18 percent, iron ore 24 percent, lead 3 percent, steel 29 percent, titanium 2 percent and zinc 25 percent.

Atlantic seaboard refining and marketing companies , dependent largely upon other producing and refining areas for the crude and refined petroleum needed to meet the demand for petroleum products within the Atlantic Coast States , reported an increase in 1929 receipts of 2,542,000 barrels of crude petroleum and 13,479,000 barrels of gasoline over the quantities received during the preceding year . The relatively large expansion in gasoline receipts undoubtedly resulted from the unexpected increase in gasoline consumption which characterized the petroleum industry during 1929. Gasoline receipts from California increased 6,354,000 barrels and shipments from foreign countries were 5,381,000 barrels in excess of the 1928 figures , while receipts from Gulf Coast ports , the major source of outside supply, declined 811,000 barrels . Shipments of domestic crude oil by tanker from Gulf Coast ports during 1929 continued the average annual increase of approximately 7,000,000 barrels which has been recorded during the five years of this annual survey . These shipments have increased from 72,556,000 barrels during 1925 to 99,828,000 barrels during 1929. Shioments of Mid- Continent crude by pipe- line to Atlantic Coast refineries have , on the other hand , dropped from 11,903,000 barrels in 1925 to 1,409,000 barrels during 1929. Receipts of foreign crude oil declined 1,461,000 barrels from the preceding year . : Gasoline demand within the Atlantic Coast area reached a total of 123,345,000 barrels , an increase of 15.7 per cent over 1928. Gasoline production increased 4,157,000 barrels , while tanker receipts were nearly 11,000,000 barrels larger than in 1928. Indicated shioments from Appalachian refineries were somewhat larger than in the preceding year . Gasoline production showed an average of 33.5 per cent of the crude throughout , as compared with 31.5 per cent in 1928 and 32.7 per cent in 1927. Cracking operations accounted for 44.6 per cent of the gasoline produced , as compared with 40.6 per cent in 1928 and 35.3 per cent in 1927. Gas oil and fuel oil production averaged 52.8 per cent of the crude throughput , as compared with 55.1 per cent in 1928 and 49.5 per cent in 1927 , the decline reflecting the smaller quantities of foreign crude refined during the year .

Two important facts stand out as features of the metal- and nonmetal-mining4 industry of the United States in 1941 as compared with 1940: First, the number of employees and man-days of employment increased; second, accident-frequency rates, both fatal and nonfatal, decreased. Reports from mining companies to the Bureau of Mines covering underground, open-pit, and surface operations for 1941 re¬vealed the largest number of men employed since 1926 and the largest number of man-days worked since 1929. The combined fatal and non¬fatal accident-frequency rate for 1941, calculated on a basis of one mil¬lion man-hours of exposure to hazard, was (except for 1931 and 1932) the lowest since 1911, the earliest year for which figures are available. During this 31-year period, only 1938 and 1939 showed lower fatality rates, and only 1931 and 1932 had lower nonfatal-injury rates. Operating companies reported that 9,620 mines were active during all or some part of the year. These employed 125,290 men, an increase of more than 4 percent over 1940. The total volume of work performed at all mines, measured in terms of man-shifts, increased to nearly 32 million, a gain of 10 percent; man-hours of employment rose to almost 254 million, an increase of 10 percent over the 231 million man-hours worked in the previous year. The year's operations resulted in an average work-year of 255 days per man, an increase of 13 days per employee over the average working time in 1940. Although the 8-hour day prevails generally at most mines, the industry as a whole averaged 7.94 hours per shift, as in 1940.

OIL AND GAS AS MINERALS. Oil and gas within the ground are minerals and the fact that they have attributes not common to other minerals because of their fugitive nature or vagrant habit, and the disposition to percolate, and the possibility of their escape from beneath one part of the surface to another, does not remove them from the class of minerals. A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from the large volume of empirical studies on the effectiveness of eight types of interventions intended to increase organizational effectiveness via in the management of human resources. The interventions concern the following: recruitment, selection, training, objective feedback, goal setting, reward systems, participative management practices and organization development. Although many of these interventions appear to have the potential for improving the safety and efficiency of mining operations, it does not appear that they are being widely used. Examples are given of the successful use of a few of these interventions at mining operations. An analysis of the relationship between coal mine productivity and safety is also presented. This analysis generally supports the view that good safety performance and high productivity are NOT incompatible goals. In fact, safe mines also tend to be more productive and vice versa.

In making any canvass of secondary metals great care must be exercised to avoid duplication or exaggeration of net consumption. One of the major difficulties is to trace the metal accurately as it passes through the many cycles of manufacture. Greater or less duplication probably occurs in any canvass. The manufacturer of tin plate, for instance, purchases primary pig tin exclusively as a raw material. Most of it goes into the coating on the steel sheet, but a substantial part emerges in the form of byproducts such as scruffs and drosses. These are sold to other plants, where they are used in the manufacture of alloys and chemicals. Alloys and chemicals, however, are not necessarily articles for final consumption. The alloy may be sold in ingot form to a bearing manufacturer, who, in turn may produce some scrap, which he may sell to still' another plant that may make still other products. There is a considerable return of tin in the form of waste products from chemicals sold to the silk industry. Even tin plate does not represent an ultimate use of tin because the tin-can maker produces large amounts of clippings, which are sold to detinning plants, where the tin is recovered and used again for some other purpose. Thus the degree of duplication in consumption statistics depends on the point in the industrial cycle where consumption is measured.

Yields of ammonium sulfate obtained in the carbonization of coal frequently vary from plant to plant, because ammonia is an unstable compound at high temperatures and therefore sensitive, to changes in carbonizing conditions. Differences in byproduct yields of ammonium sulfate obtained at different plants generally are accounted for by variations in plant procedure, either in preparing the coal or in its carbonization. However, technicians of one large corporation,- which frequently obtained higher yields of ammonium sulfate in its Alabama plants than ever were attained in its Ohio plants, "could not reconcile the differences in yields with their plant operations. These investigators suspected that the Alabama, coal used in their southern plant yielded more ammonia because its composition differed inherently from that of the Pennsylvania and West Virginia coals fused in their Ohio plants, although this concept could not be proved readily in their large-scale operations. Their view is supported by experimental data obtained A Beau of Mines-American Gas Association (BM-AGA) carbonization tests) -21 of a large number of coals including those carbonized commercially in Alabama and Ohio.

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants.
