The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. Air compressor explosions that are caused by the ignition of combustible vapor mixtures cannot be explained by a single reaction mechanism or sequence of events. Explosions have been caused by the sudden release of large quantities of lubricating oil, by the rapid vaporization of oil that had accumulated slowly in high-pressure piping, and by the production of decomposition products from carbonaceous deposits. Ignitions can be caused by the heat produced in a catalytic reaction, in a compression process, or when a shock wave is propagated through a combustible vapor-air mixture. The frequency of these ignitions can be minimized by establishing proper maintenance and cleaning schedules. Further study is needed to satisfactorily correlate the various factors involved in compressor explosions.

Carbon monoxide (CO) sensors are used in mine fire early-warning systems. Experiments were conducted by the U.S. Bureau of Mines with six diffusion-type CO sensors to determine their response to a reference CO concentration under both static and dynamic flow conditions. Static experiments were conducted with 0.5 L/min flow of 16 ppm CO in N2 through 8-and 12-L chambers. Dynamic flow experiments were conducted in two environmental chambers: One had directional flow capability of 1 m/s, and the second provided moderately nondirectional flow as high as 1.8 m/s. Reference CO concentrations of 13.5 to 19 ppm in air were used for the dynamic experiments. The results of the static experiments demonstrated that the sensors consistently underestimated the reference gas concentration. The dynamic experiment results showed the sensors provided reasonable agreement with the reference gas concentration when directional flow effects were not considered. Directional flow effects were evaluated for two sensors. One of the sensors showed a strong dependence upon the relative orientation of the diffusion tube with respect to flow direction. The second sensor did not show a dependence upon flow direction. The sensors' directional flow effect is significant for their proper in-mine utilization.

The growing interest in beryllium as a structural material, and its in-creased use in recent years for atomic energy application, have led both government and industry to express concern over the inadequacy of the beryllium resources in the United States and the free world. Contemplated and proposed uses for this unique material will surpass the capacity of the domestic beryllium mining industry to supply raw material, which is presently extracted from relatively small deposits by hand sorting. The need for a simple beneficiation process for beryl ores has long been recognized by the Bureau of Mines, but to date no single process has proved satisfactory for treating deposits containing a sufficient tonnage of beryl ore to warrant commercial exploitation. As a part of the Bureau's continuing effort to develop an economical recovery process, this report describes flotation research on samples of beryl-bearing pegmatites from the George Roebling mine in Connecticut, and the Colony mine in New Hampshire. The study resulted in two methods of treatment to which the ores responded reasonably well.

It is not the purpose of this report to try to describe all the work done during the past year for the improvement of health or the prevention of illness among miners , but to call attention to a few of the more outstanding investigations in which progress has been made . Among these , the investigations on the physiological effects of carbon monoxide , dust and ventilation , and temperature and humidity will be discussed . Carbon Monoxide . During the years 1920 and 1921 , much more work has been done on the various A survey phases of carbon monoxide than has been carried on for a number of years . of carbon monoxide poisoning in the American steel works , metal mines , and coal He conmines was made by Dr. Henry S. Forbes , of the Harvard Medical School . ** cludes from his survey that late after- symptoms following acute severe gassing rarely occur , and that almost always there is evidence of pre - existing pathological conditions when such effects do appear . He further states that he found no evidence of cumulative harmful effects resulting from frequent exposure . Dr. Forbes , Dr. Forbes , assisted by Louise Hompe , made a laboratory investigation in which anesthetized animals were exposed to carbon monoxide , illuminating gas , and benzol *** . The investigators conclude that , under the conditions of their experiments , there is no change in the coagulation time of the blood . It has been stated by many investigators that the blood of those affected by carbon monoxide does not clot as quickly as normal blood . While the investigation referred to above may not cover all the conditions , it is a valuable contribution to the subject as it indicates that the small hemorrhages found in the membranes covering the central nervous system , abdominal organs , etc. , at autopsy of those dying of carbon monoxide poisoning is probably not due to direct toxic action of the gas upon the blood .

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

Quartz maintains a rather conspicuous position among gem stones , despite its being the commonest and, in its natural form, the most easily recognized of mineral substances . This prominence is due primarily to the extensive use of amethyst , which provides stones of the finest violet color , and also to the wide employment of yellow quartz ( citrine ) which is called topaz by jewellers and vies with the true topaz in color and brilliance . Unlike many less costly gem materials quartz is hard and durable .

The Bureau of Mines conducted laboratory tests on samples of pozzolaniccement concrete to develop a low- strength backfill . Results show that support costs can be lowered by replacing a portion of the portland cement in mine backfill with pozzolan ( fly ash ) and lime . Unconfined compression tests on various ratios of fly ash to cement in 84 samples produced compressivestrength curves that can be used to estimate the best backfill mix for any mine .

The Bureau of Mines is conducting research to develop methanation catalysts for converting synthesis gas derived from coal to synthetic natural gas. This report describes a method to prepare supported Raney nickel coatings by dipping screen-covered nickel sheet in molten aluminum-nickel alloy. Coatings were formed at 1,050° C that were comparable in thickness, composition, microstructure, and catalytic properties to flame-sprayed commercially pre-pared Raney nickel. A molten salt comprising cryolite-8 wt-pct LiF was employed over the molten metal bath to clean and preheat the substrates, to protect the metal bath from oxidation, and to heattreat the coated specimens. Immediately following heat treatment, specimens were quenched to 700° C in a molten salt bath containing CaC12-34.5 wt-pct NaCl, which also functioned to remove the insoluble occluded fluoride salt.

This report details a study which was designed to assess the effect of retroreflective material on detection and form recognition of workers in the mining environment. Further, the study attempted to determine an optimal configuration of retroreflective material with respect to amount and placement on the body to facilitate detection and form recognition. The study involved a one-fifth scale simulation of the perceptual task found in the underground low seam coal mine. Four different configurations of reflective material were presented in various body positions, common to low coal miners, at three different locations in the visual field, i.e., 10, 25, and 45 degrees from focal line-of-sight. All reflective configurations significantly improve detection and form recognition over configuration (cap only) worn by miners. As the amount of reflective material increased, accuracy also tended to increase. Based on the configurations investigated by this study, the Armband configuration (i.e., refectorized armbands, belt, self-rescuer and battery pack) was determined to be optimum. It is recommended that an actual field evaluation be made using the Armband configuration to establish if simulator results are generalizable to the underground mining environment.

The objective of this research was to develop methods and determine conditions under which metallic sulfides with lower boiling points than sphalerite may be removed from zinc sulfide concentrates by volatilization. A higher percentage of extraction of lead, cadmium, and germanium than is common in current practice was sought. The investigation, conducted by the Metallurgical Branch of the Minerals Technology Division, Region VI, showed that, under proper conditions, it is possible to remove over 90 percent of the lead, cadmium and germanium as an enriched sublimate. The uses of lead, and cadmium to a lesser extent, are well-known. Although germanium was discovered in 1886 by C. Winkler, commercial use has been achieved only in recent years. The amount consumed per manufacturer unit is so small that the price of germanium may still be quoted by the gram. The electronic industries have been the chief consumer of this semiconductor. Germanium is sold largely to the fabricator as a dioxide for reduction to metal and subsequent processing into wafers for use in diode and triode electronic tubes. Extensive research at Purdue University during World War II led to the first practical use of germanium.

Although the principal market for diatomite in the United States is in the East,4 production of the material is presently restricted to the West, because the deposits are larger, mining costs are cheaper, and the quality of product is better than that obtained from other domestic deposits. However, Tallahatta diatomite, occurring in Choctaw and Clarke Counties, Ala., has a freight rate advantage, which should encourage competition for those market that are now being supplied with the purer diatomites from the western deposits. For this reason, diatomite occurrences in the Tallahatta formation were examined by the Bureau of Mines and physical properties of samples from the deposit were determined to obtain additional data for use by any potential producer who wished to evaluate the material for its commercial possibilities. In 1894 K. M. Cunningham5 found that the buhrstone formation (now known as the Tallahatta formation) contained "siliceous shells of marine diatoms, radiolaria and foraminifera, thus being rather of the nature of tripoli or diatomaceous earth than of a true clay." Cooke6 and Semmes7 also reported the Tallahatta formation to be composed principally of diatomaceous earth with accompanying beds of sand, clay, and sandstone.

The Bureau of Mines is conducting research to determine the high temperature oxidation resistance of substitute stainless steels (SS) containing two less strategic elements, Al and Si, instead of Cr. Chromium is considered to be a critical and strategic metal. Although the Cr content was reduced to 8 wt pct, the alloys showed better oxidation resistance than did 304 SS containing 18 wt pct Cr. Specifically, the alloys that contained Fe-8Cr-16Ni with combinations of Al and Si showed excellent oxidation resistance even at temperatures up to 1,000° C. In this study, the effects of the alloying elements on oxidation kinetics and morphology of oxides were investigated using a Cahn Rg electrobalance, scanning electron microscopy, an energy-dispersive X-ray analyzer, X-ray diffraction, and an electron microprobe. Aluminum and silicon additions in combinatin were more effective in providing oxidation resistance than either element was alone.

This report covers the final phase of a project demonstrating the economic efficiency of cross-ridge mountaintop coal mining. A demonstration mine was established at Big Wheel Gap in northeastern Tennessee. Not only was cross-ridge mining feasible for the selected site, but parallel cut methods could not be used due to a deficit in available spoil storage. Cross-ridge mining permitted coal extraction at a cost almost identical with costs simulated by computer projections using mathematical optimization techniques. No unexpected environmental problems were encountered. Volume I is accompanied by Volume II which describes the MATHMINE Mine Simulation System, software used to support the mining demonstration.

[During the past two and a half sears the U. S. Bureau of Mines and the University of Alabama, with the cooperation of the different coal operators, have been making an extensive studs of coal preparation in the State of Alabama. Considerable time has been devoted to the studs of the washing characteristics of the Mars Lee bed and the various methods used In preparing from it a low-ash coal suitable for the manufacture of metallurgical coke. One of the phases of this problem is the utilization of middlings products from the washing plants. This paper gives the results of treating jig middlings on a coal-washing table at the Bureau of Mines laboratory at Tuscaloosa, Ala. The sample used was secured from the Sayreton washery of the Republic Steel Corporation, Sayreton, Ala. WASHERY PRACTICE The Mary Lee bed is very bony, and operators find it difficult to produce from this bed a washed coal much under 10 per cent ash. Experience has shown that in the preparation of a coking coal from the Mary Lee bed it is best to use a process which permits the recovery of a middlings product. Middlings are desirable because separation according to specific gravity is never perfect, and a middlings product makes possible a low ash in the primary warned coal without excessive losses of combustible in the refuse. The general washery practice on the Mary Lee bed is to crush the run-of-mine coal through some maximum screen size and wash it upon some one type of jig without re-treatment of any of the products made. The maximum size treated varies from 3 inch to J inch. The middlings product from multiple-cell jigs is usually termed "boiler fuel" and when possible is utilized as such. At present the production of boiler fuel is often in excess of power requirements, and the surplus, due to its high ash content, becomes waste.]

The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.

While conducting an investigation on electrolytic reduction of magnesium oxide in 1943, it became necessary to obtain accurate data on the conductivity and density of various mixtures of fused chlorides. AZ the required information was not available in the technical literature, or there were inconsistencies in the data from several investigators, an independent study was made at the Bureau of. Mines laboratory at Salt Lake City on the conductivity and density of the molten chlorides MgCl2, CaCl2, BaCl2, KCl, and NaCl and the binary mixtures of MgCl2 with the other four chlorides. Studies were also made on the binary system KCl-CaCl2 and on certain portions of several ternary systems. Measurements covered a temperature range from the melting point to 1,000° C. The results of this study were reported in an intra-Bureau report prepared early in 1944. Since then the Bureau of Mines has received several requests for data on fused chlorides; the results of the previous study, therefore, are being published to make the data available.

The Pittsburgh Mine Map Repository of the Bureau of Mines serves as a basic reference file for the archival preservation of mine map data of mines east of the Mississippi River. About 22,000 of an estimated 500,000 available mine maps have been microfilmed A computerized index serves as the mechanism for retrieval of any microfilmed mine map. The operation, equipment, and index are described in the report.
