A two-phase program evaluated commercial proximity warning devices and then served to design and develop an automatic electrostatic field strength measurement device with improved performance. The Phase I program consisted of test and evaluation of three commercial proximity warning devices, all of which operate on the principle of electrostatic field intensity measurement for determining proximity to high voltage power lines. Performance testing of these devices utilized full-scale cranes and power line systems and a scale model facility. The evaluation results were reported in the Phase I report entitled "Evaluation of Proximity Warning Devices" dated 22 February 1980. Under the Phase II program, a microproressor-based data acquisition system was designed and developed to collect and measure field strength at distributed points around the crane boom. This unit (referred to as the Distributed Sensor AC Electrometer) measures the field strength about a crane boom using 17 distributed sensors. Keyboard control is provided for the equipment operator. Measured field strength values are displayed on a line printer and recorded on magnetic tape. Laboratory testing of this unit demonstrated performance characteristics and field strength measurement accuracy within the design goals. A Phase III measurements program is proposed using the AC Electrometer to map the field strength contours about power line configurations.

Three samples of waste lubricating oil were re-refined by processes developed by the Bureau of Mines and reformulated with additives to meet designated requirements for viscosity and service. Quality-defining bench-scale tests were used to compare and evaluate the quality of these three motor oils, eight commercially re-refined lubricating oils, and three new lubricating oils. Most of the re-refined oils studied could not be distinguished from new oils by the bench tests used to define quality. There was some evidence, however, that one and perhaps more of the re-refined products investigated might not meet all of the quality standards of new lubricating oil, suggesting the need for better quality controls by re-refiners.

This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.

Nine organic derivatives of fluorine, silicon, boron, and aluminum were purified for thermodynamic studies using distillation, zone melting, and gas liquid chromatography, The unusual properties of these compounds required the development of special techniques for handling and purification. To determine purities of purified samples, new techniques for analyzing spectral data were developed.

The normal spectral emissivities of liquid Ti, V, Zr, Mo, and Pt were determined at the fusion temperatures in an electron-beam furnace using a water-cooled copper hearth. The normal spectral emissivities were estimated above the melting points by using adjusted two-color temperatures as approximations of the true temperatures for substitution in Wien's equation. Simultaneous brightness temperatures were determined with a micro-optical pyrometer. The true temperature ranges covered were 1,668° to 1,885° C for Ti; 1,919° to 2,013° C for V; 1,855° to 2,367° C for Zr; 2,610° to 2,751° C for Mo, and 1,772° to 1,990° C for Pt. The spectral emissivities for titanium and zirconium decreased with increasing temperature. At an effective wavelength (?) of 658 mµ the emissivity of titanium ranged from 0.51 to 0.45 and zirconium, from 0.47 to 0.41. The emissivities of vanadium (? = 658 mµ) and molybdenum (? = 657 mµ) were constant at 0.41±0.02 and 0.33±0.01, respectively. The spectral emissivity of platinum (? = 658 mµ) was constant at 0.39±0.02 up to 1,900° C; above that temperature anomalous data were obtained. A mass spectrometric study indicated that platinum was reacting with back-streaming silicon vapors from the diffusion pump when the ambient pressure was greater than 2 X 10-5 torr.

From thermodynamic calculations Maier predicted that zinc oxide and methane would react at specified temperatures substantially according to equation (1). (1.) ZnO + CH4 = Zn (gas) + CO + 2H2. Other reactions that may take place are (2.) CH4 = C + 2H2. (3.) ZnO + CO = Zn (gas) + CO2. (4.) ZnO + H2 = Zn (gas) + H2O. Maier predicted that 870°C would be the critical temperature above which reaction (1) would take precedence over reaction (2) and that reaction (1), at equilibrium, would be substantially complete at or above 927°C. Theoretical considerations indicate that reaction (1) is reversible: this is supported, but not proved, by experimental data. The other reactions are known to be reversible. At low temperatures reaction (2) requires a catalyst and it is slow below 1000°C. Reactions (3) and (4) are rapid, but the equilibrium constants are such that only small concentrations of CO2 or H2O can be produced below 1000°C. Maier calculated that CO2 should not exceed 0.5 per cent at 870°C., and the calculation for water vapor gives a still smaller order of magnitude.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

THE BUREAU OF MINES is investigating methods for upgrading tar produced by the low-temperature carbonization of bituminous coal. This survey was undertaken to compile information needed for identifying the ether constituents of low-temperature tar. Physical properties are listed for 1,024 aromatic ethers. The compounds include cyclic and noncyclic, polyfunctional and monofunctional ethers with oxygen joined directly to either one or two aromatic rings. Alkyl groups up through butyl are included. The compounds are divided into 37 groups ranging in complexity from alkoxybenzenes to dibenzopyrans. Compounds containing aromatic ether groups are important constituents of the neutral oxygen components of low-temperature tar. For example, at Morgantown, W. Va., the Bureau of Mines has identified and determined the amounts of benzofuran, 2-, 3-, 5-, 6-, and 7 -methylbenzofuran, diphenyl ether, dibenzofuran, 2,3-dimethyldibenzofuran, and two other dimethyl-dibenzofurans in the neutral oil from a low-temperature bituminous coal tar (103, 104).3

Near-surface temperature measurements in two granite quarries show that diurnal temperature variations are significant to a depth of 1 or 2 feet, and annual temperature variations are significant to a depth of at least 25 feet. As a result, ground stress anomalies due to temperature exist near the surface, and their magnitude depends upon the time of day and the time of year. Rock stress and corresponding temperature measurements were made in one granite quarry over a rock temperature range of 33° to 81° F. Measured rock temperatures show good agreement with values predicted from one-dimensional heat flow theory. Calculated and measured stress-temperature coefficients for the two granites in this study are given. Thermally induced stress variations in near-surface rocks tested were as large as 1,690 psi from combined daily and seasonal temperature changes.

One phase of Bureau of Mines health and safety work is promotion of the use of safe and effective dust-collecting devices in connection with rock drilling in coal mines. To insure that adequate equipment of this type is available to the coal-mining industry, the Bureau of Mines conducts investigations and issues approvals for dust-collecting equipment that meets the requirements of a schedule established for testing dust collectors intended for use in connection with roof drilling for roof bolting and for other rock drilling. 6/ Performance tests are conducted under the provisions of this schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for approval and lists drill-dust collectors that have been granted approval as of January 31, 1956. The addresses of manufacturers of approved devices are listed alphabetically at the end of this circular.

The following tables summarize data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in these tables is what is termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For copper, gold, lead, silver, tin, and zinc, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal. The values shown are in current dollars, with no adjustments made to compensate for changes in the purchasing power of the dollar.

Fay's glossary3/ of terms contains the following definition of "black sand": Heavy grains of various minerals which have a dark color and. are usually found accompanying gold in alluvial deposits, for example, magnetite, chromite, ilmenite, cassiterite, tourmaline, and others. The Bureau of Mines is issuing this report in answer to the many inquiries from individuals and firms as to how they may treat or sell the heavy black sands that accumulate in the sluice boxes of beach and river placering and to warn such individuals and firms against becoming too enthusiastic over the chances of striking it rich. For a half century or longer much money, energy, and time have been wasted in devising, building, and trying numerous machines to recover gold and platinum, also gem stones, from sand that generally has not been worth the effort. Volumes have been written on the subject, and thousands of letters of inquiry have been received by agencies of the State and Federal Governments. The demand for information has been so great that all of the Bureau's publications dealing wholly or partly with black sands are out of print. They are listed at the end of this report.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

The Bureau of Mines has investigated vibration levels produced by blasting at four underground sites to establish how such factors as type of explosive, delay blasting, charge weight, and geology affect amplitudes of ground motion. A summary of the work is presented and the results of further analysis of the data are discussed. Square root scaling was found applicable to two of the underground sites and could be applied with minor error to all the sites. Comparison of empirical propagation equations in the different rock types indicates that although the site effect is apparent, the combined data may be used as a basis for engineering estimates of vibration amplitudes from subsurface blasting in many different rock types. Recommendations for predicting and minimizing vibration amplitudes from underground blasts are given.

This report describes the program that studied the theoretical and practical aspects of the belt cleaning systems, investigated-the possibilities of a self-replacing and/or sell-adjusting belt cleaning device, and designed a horizonal pentagonal turret setup for the underground mine belt conveyors. This design resulted from comprehensive literature survey (both academic and commercial), actual mine visits, study of the mechanics of belt cleaning and bench-type experiments. It has complete working drawings and rough cost estimates.

The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines5-8 and Federal Geological Survey,9-11/ as well as articles in engineer and geological journals12-14/ placed special emphasis on the importance, interpretation, and application of water analyses. One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for Analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, "In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .," and, "The waters of each oil field are chemically different from those of another field." The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the a geological formation in different localities or oil pools.
