The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. Volume one discusses the background research, the design of a methodology for field evaluation, preliminary field tests in Utah mines, and work done to prepare for a formal, complete evaluation by federal government mine safety officials. This, volume 2, discusses the field evaluation done by the contractor and cooperating mines after the program was re-directed by the Bureau of Mines. It relates to research done during a period of approximately eighteen months, ending in April, 1983.

The increased consumption and importation of fluorspar and cryolite (1)3/ in recent years, and especially the addition of fluorine compounds to drinking water in the United States, have aroused renewed interest in the properties of such compounds and possible health hazards incident to their use. It has been suggested that the issuance of a revision and elaboration of Information Circular 7311, The Hazards of Hydrogen Fluoride Poisoning in the Mineral and Allied Industries, which hay been out of print for some time, would be opportune. Fluorine minerals have been known since the Middle Ages. Fluorine was isolated in 1886 by Moisson (2).

This Bureau of Mines report describes the fieldwork and subsequent analysis to determine physical properties, stress distribution, and several aspects of rock behavior as a necessary evaluation for a typical mine opening. All work was done at a test site on the 3300 level, Crescent mine, Coeur d'Alene mining district, Idaho. Free field stress beyond the influence of the opening was also determined. Conventional overcore technique with the three-component borehole deformation gage developed by the Bureau of Mines was used in three drill holes. Three field verification tests were performed using a gage newly developed by the Spokane Mining Research Center in an approach herein termed "initial deformation method." Use of this method validated that aspect of overcore theory which predicts that similar deformation effect occurs in the wall rock around the perimeter of an opening in rock under stress. Also described are all drilling procedures and performances. Physical property determinations were made on rock samples obtained from the three overcore drill holes. Twelve physical properties with a total of [532] values were obtained at various drill hole orientations and depths. Exhaustive statistical tests were utilized in the analysis of these physical properties. Further elaborated are statistical inferences based on these analyses. Extensive analysis and interpretation of Crescent mine geology are also described.

The 25th annual survey of the peat industry by the Bureau of Mines, United States Department of the Interior, disclosed that 79 companies produced and sold peat from 81 operations in 21 States in 1958. Peat is a carbonaceous deposit, formed under water or in a water-saturated environment from plant material. It is the first stage in the development of coal and, when properly dried, can be used as fuel. Although 98 percent (estimated) of the total world production is used for energy purposes, the status of peat in the United States is somewhat unique in that none is used for fuel, and practically all is consumed as an agricultural product, chiefly for soil improvement purposes. The domestic peat industry has expanded rapidly since World War II, and production in 1958 was 327,813 net tons valued at $3,445,767. More than one-half million ton of peat was consumed in the United State in 1958, however, as 269,096 tons was imported.

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

All State mining laws require that flame safety lamps be used in gassy mines; the laws of some States require that safety lamps be kept for emergencies at every coal mine, whether gassy or nongassy. The use of the flame safety lamp has been widespread because it is the only defice readily available for detecting both the presence of methane and deficiency of oxygen. This paper reports the results of an investigation by the Electrical Section, in cooperation with the Gas Section, of the Pittsburgh Experiment Sta¬tion relative to the behavior of permissible flame safety lamps in mine atmospheres deficient in oxygen and the effects of methane5 on the detection of Oxygen deficiency.

In this paper, closed expressions have been obtained for the frequency spectrum of a Born-Karman square lattice in terms of elliptic and hyperelliptic integrals. This work is part of continuing research by the Bureau of Mines with the thermodynamic properties of metals and minerals. Although other workers have obtained various types of approximations for the general case of the frequency spectrum of a square lattice, no one previously has obtained closed analytic expressions for this spectrum. To understand the optical and thermodynamic properties of crystals, several investigators have studied the distribution of frequencies of normal modes of vibration of the crystal lattice. Born and Karman3 laid the foundation for the theory of lattice dynamics and obtained detailed results for the case of a one-dimensional lattice. Blackman4 used numerical techniques to estimate the frequency distribution of a two-dimensional square lattice. Mbntroll5 analytically determined the frequency distribution of a square lattice for a particular value of the force constants. He also studied the more general problem and obtained some analytic approximations, using the method of moments. However, the calculations by this method were so difficult that it was not always practicable to carry them out. The Bureau of nines, in cooperation with the mining companies of the Southwest, is conducting an investigating to ascertain the safest and most economical explosives to use in metal mines, and to ascertain the best methods of blasting under various conditions. A part of this investigation has been a study of drilling and blasting drift rounds in metal mines. This paper covers one phase of work on drift rounds and discusses the methods of loading the individual holes of the rounds. The blasting tests, on which this paper is based, were made at the Copper queen Branch of the Phelps Dodge Corporation at Bisbee, Arizona.

The Bureau of Mines annually canvasses the peat producers in the United States and publishes economic data on the industry, based upon reports from producers. This publication lists all producers that reported commercial production to the Bureau for 1959. The companies named herein represent virtually all commercial producers of peat. A few companies, however, may not have been canvassed or failed to respond, as tine survey is voluntary For producers, arid the industry has many small operations that operate intermittently. No consideration was given to the quantities of peat produced and output of the various companies listed ranged from less than 100 tons to more than 50,000 tons, Peat is included in the Bureau's annual surveys of the mineral industries because, technically, peat is a fuel. Although none is used for fuel in the United States, peat is a potential source of energy and one of our large mineral resources. The domestic peat industry produces peat chiefly for use as a soil amendment. The industry has expanded rapidly during the past decade with active operations increasing from 45 in 1947-49 4/ to 105 in 1959. Output during this period has increased 218 percent, rising from 131,782 net tons to 419,460 net tons.

The report desribes the prospecting, exploration, and test methods used to locate raw material sources and covers processing methods, cost factors, and trends. Also, the geologic and ceramic factors are considered in a general discussion of the economics, potentials, and requirements of clays as raw materials for ceramic tile manufacturing.

Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

Coal seams approximately 7 feet, 9 feet and 20 feet thick at depths of 250, 600 and 1,000 feet respectively were detected using high resolution seismic reflection techniques. Investigation of seismic profiles indicates that good data are required to delineate faulting with only 20 feet of throw but that faulting with 50 feet of vertical displacement can be detected with poor data. Data acquired from dynamite charges fired in water saturated media were clearly superior to that acquired using charges dry tamped in 10 and 20 foot holes.

The objectives of the research were to determine whether a model health and safety program could be defined in terms which would enable its application to mines of all types, and, if such a model program could be defined, to determine through evaluations in two mining companies whether it would achieve measurable improvements. Volume 1 describes the model, how it was applied in the field and how it was evaluated. This, Volume 2, describes the literature and field research that preceded the model definition.

This Bureau of Mines report summarizes the analysis and eveluation of the field measurement results of a comprehensive ground control study conducted in a mechanized longwall coal mine in West Virginia. Emphasis is placed on the three basic ground control parameters: ground pressure, ground movement, and geomechanical properties. Specific topics include premining ground pressures, front-abutment pressure in the longwall panel, histories of pillar loading, differential roof-strata movement and bed separation, differential floor strata movement, entry roof-to-floor convergence, in situ moduli of rigidity of coal seam and roof and floor strata, and mechanical properties of coal and coal measures rocks.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were under- taken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.
