"The high injury rand fatality rate in coal mining, as compared with other industries, has caused the mining industry to become more and more interested in accident prevention methods.The prevention of accidents in the mining industry is probably not as simple a problem as it is in other industries, but if the experience of coal mining companies who have taken up the work of accident prevention seriously during recent years means anything, there is little doubt that most mining companies car improve their accident records very materially.Such results can be obtained in practically all instances without adding to production costs. In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

"Petroleum engineering is a comparatively new branch of engineering, with which few people, even petroleum operators and mining engineers, are thoroughly familiar. Petroleum engineers are responsible for the accurate keeping of well logs and all pertinent data upon formations encountered, for the careful analysis of such information, and recommendations as to most suitable places for drilling, for detailed study of methods of drilling, casing, and so on in order to obtain maximum production for a minimum cost.The Bureau of Hines has from time to time carried on work in all branches of petroleum engineering in the various fields of the United States. Such work is also being carried on extensively by the California State Mining Bureau, which has in its employ a number of men who have had, besides their technical training, actual experience in oil field work. This is about the only state at the present time which is carrying on this work in a definite way. It has therefore been the practice of the employees of the Bureau of Mines to go to other states and give such advice and assistance as might prove of value in development work and in prolonging the production of the fields."

Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

This report presents information on 77 waterflood projects in 31 Montana oilfields. The study shows the locations of the projects, the sources and amounts of injection water, and the results in oil produced. Waterflooding, a secondary recovery technique, began in Montana about 40 years after the initial oil discovery in 1920. Often, the difference between water disposal by injection and pressure maintenance operations is not clear. Water injected at the projects in 1973 was 157.7 million barrels. In 1973, the 31 fields having waterflood projects produced 28.3 million barrels of oil valued at $88.4 million. Both in volume and value, this represents over 80 percent of the State's 1973 oil output. The projects are making possible the recovery of additional oil, thus contributing to the conservation of oil and lessening the impact of the current oil shortage.

"The most authoritative compilations on the coal resources of the British Isles are given in ""The Coal Resources of the World"" issued by the 12th International Geological Congress, 1913. The reserve, calculated to a depth of 6,000 feet, in seams containing not less than two feet of merchantable coal are as follows: Mining at present is conducted at depths from about 800 to 3500 feet. The shallower coals have largely been exhausted. The present average hoisting depth probably is about 1500 feet.The thickness of individual beds at present mined varies from about 2-1/2 feet up to 40 feet in thickness, the latter thickness being found in North Staffordshire. The coal is rarely found level, but is approximately level in some parts of Yorkshire. Anthracite is mined in limited quantities in Wales, and Wales also produces a very high grade semi-anthracite or smokeless coal, which is fa famous the world round, and is equaled only by the Pocahontas and New River coals in the United States:As concerns the methods of mining, these vary widely according to the pitch of the bed, the thickness of coal, and natural conditions, but the prevailing method is some form of longwall or semi-longwall, by which all the coal is extracted. The other principal method is a so-called pillar and, stall method, by which the coal is mined out, leaving square or rectangular pillars which are extracted on the retreat, making it virtually, a retreating longwall system. This method is applied where the roof is strong, and particularly in the thicker beds, as the longwall method is not so well adapted for mining where the thickness exceeds five or six feet, unless it is what is called a multiple seam, one in which there are partings of rock that provide material for building walls, which the roof in subsiding gradually squeezes down."

One of the most important considerations in any manufacturing industry is the production of stable material, that is, material which will not change in quality before it reaches the consumer. The manufacturer of gasoline, the refiner of crude petroleum, is handicapped in this respect by the varying nature of his raw material, but as far as it is commercially practicable, he has endeavored to improve his product, and in most cases he has been eminently successful. It sometimes happens, however, that a gasoline that is apparently normal when first made, will In time deposit small quantities of a gummy substance. The present Investigation was undertaken in the hope that it would throw some light on these gums and indicate how their formation might be prevented.

"An investigation has been made of the applicability to a variety of coals, other than those from Illinois, of the Powell and Parr method of analysis for the forms of sulphur in coal.A complete study was made of the sulphur in the following coals:- Upper Freeport, Pa.; Pittsburgh seam, Pa.; Pocahontas No. 3, W, Va..; Letcher Co., Ky.; Morgan Co., Tenn.; and Cherokee Co., Kan.The method of analysis gave excellent results when applied to these coals. In the determination of pyrite, the iron-sulphur ratio checked in every case with the theoretical. After the extraction of the pyrite and sulphates, the remaining sulphur was proved to be organic in nature.This work indicated that sulphur exists in coal in three typical forms: - pyrite or marcasite, sulphates, and organic sulphur. A study of the changes which these forms undergo during coking has been made on a variety of coals, and the following five classes of reactions established.First. Complete decomposition of the pyrite and marcasite to ferrous sulphide, pyrrhotite, and hydrogen sulphide. This reaction begins at 300°C., is complete at 600 °C., and generally reaches its maximum between 400 and 500°C."

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

"Employee representation in the management of large mining enterprises was first introduced in organized form, by the Colorado Fuel and Iron Co. in 1915. Within the past few years a number of the larger mining enterprises have introduced similar systems and there is growing interest in the subject. This will be stimulated by the final report of the President's Second Industrial Conference, in which the following statement occurs:""The conference finds that joint organization of management and employees where undertaken with sincerity and good will has a record of success. The general principles governing such organizations are stated at length under the title 'Employee Representation. It is not a field for legislation, because the form which employee representation should take may vary in every plant. The conference, therefore, does not direct this recommendation to legislators but to managers and employees.""If the joint organization of management and employees in the plant or industry fails to reach a collective agreement, or if without such joint organization, disputes arise which are not settled by existing agencies, then the conference proposes a system of settlement close at hand and under Government encouragement, and a minimum of regulation. The entrance of the Government into these problems should be to stimulate further cooperation."""

Back injuries from handling materials in underground mines continue to be a major safety problem. In spite of the ingenuity of many people and the development of numerous mechanized aids, the number of materials-handling injuries remains second only to the number of roof fall injuries in underground coalmines. Relocation and repositioning of electrical cable, conveyor belt parts, and roof bolt sup-plies in particular are the sources of significant numbers of back injuries. To help reduce such injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are examining Mine Safety and Health Administration accident data to determine correlations between materials-handling tasks and the number of back injuries. Also being investigated are new technologies used in underground mines in the United States. Equipment is being developed or modified that would replace the necessity of doing lifting tasks manually. A Coleman manipulator was tested, and modifications were made to make it more suitable for underground mine use. To reduce or eliminate the need to manually clean off materials that commonly plug grizzly openings, a track-guided pincher arm device was developed. Oversized rock can be broken with the pincher arms in the up position, and the arms can be lowered to grab and remove debris. The arm can also be used in a sweeping action to remove cohesive fines that may bridge grizzly openings.

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

"Education is the one thing which is unanimously regarded as valuable. The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

Data from experiments and literature on gas and dust explosions in closed vessels are presented to show the effects of the vessel size and shape; the initial pressure, temperature, and turbulence; and the fuel-air ratio and the strength of ignition source on pressure and rate of pressure rise. An attempt is made to correlate some of these parameters with an elementary mathematical model. Analyses of data on 17 vessels--spherical, cubical, cylindrical, and rectilinear in shape--ranging from 0,018 to 905 cubic feet in volume were made. Although the study was initiated to provide information primarily on dust-explosion phenomena, some data were obtained for gas explosions so that the factor of initial turbulence caused by the pneumatic blast used to disperse dust could be evaluated. The mathematical interpretation of the explosion phenomena was in general accord with the experimental data, and correlation was obtained for several factors affecting explosion development. Neither vessel size nor shape affected maximum pressure (when heat loss was neglected). The rate of pres-sure rise decreased as vessel size increased, and the rate was proportional to the ratio of the surface area of the vessel to its volume. Induced initial turbulence markedly increased the rate of pressure rise and slightly increased the maximum pressure. Changes in initial pressure produced proportional changes in maximum pressure and rate of pressure rise. Initial temperature and maximum pressure were inversely related, but initial temperature had little effect on the maximum rate of pressure rise. Comparative experiments showed no appreciable difference in explosion development of gas and dust fuels. The vessels and experimental work are described, and all data are given in tables. The mathematical model will facilitate extrapolation from laboratory to industrial conditions and will allow comparison of results obtained in different laboratories.

This Bureau of Mines report contains information on 63 water flood projects in Colorado. Water was injected in 10 formations located in 58 oilfields. Specific field data presented include location, discovery, development, water supply, fluid injection, oil and water production, oil reserves, and oil recoveries by primary and secondary methods. An estimated 3.5 billion barrels of water has been injected to recover approximately 533 million barrels of oil, a ratio of 6.57 to 1. Most of the injection water is from alluvial deposits, although produced water is used in many fields. Injection water treatment is not a major problem. Appraisal of project success or failure in this report is based on technical, rather than economic, information.

THIS CHAPTER of the Minerals Yearbook (volume III) contains overall injury experience and employment data at bituminous-coal, lignite, and anthracite mines, coking plants, metal and nonmetal mines, metallurgical plants, and stone quarries in the United States for the calendar year 1956. Volume I of the Yearbook includes injury experiences and related employment data in the metal, nonmetal, and quarrying industries, and in the milling operations connected with the mining of those commodities. Volume II contains the injury and related employment experience of the coal mining, coking, and oil and gas industries. Reporting is voluntary on the surveys conducted by the Bureau of Mines to collect injury and employment data in the mineral industries, except in the coal-mining industry, where operators are required by Federal law to furnish the information requested.

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

"On January 15, 1920, a man was killed by falling rock in a limestone quarry in Utah. The quarry was visited by a representative of the Industrial Commission of Utah, and the cause of the accident was carefully determined. The facts concerning this accident, and the Bureau's recommendations are given in some detail in the hope that quarrymen may take steps to avoid dangerous conditions, and thus reduce the liability to accident.The quarry rock face is about 180 feet high, and the ledge is covered with an overburden of 10 to 20 feet of a mixture of soil and boulder. The rock face is not vertical, but slants at an angle of about 45° to 50°, while the stripping face stands at an angle of 70° to 80°, and is flush with the rock face. The conditions are shown in the accompanying figure.The man who was killed was employed in breaking rock at the foot of the quarry wall. The sun had been shining on the stripping face, and probably thawed the ground, thus permitting a boulder weighing about 20 pounds to roll down the slanting face, striking, and almost instantly killing the workman who was working with his back toward the quarry wall."

"The increasing realization of the fire hazards involved in the use of wooden shingles caused the National Lumber Manufacturers' Association to beginsome five years ago a search for a suitable fire-resistant paint. The problem was submitted to the Educational Bureau of the Paint Manufacturers' Association of the United States and work was started by Mr. Henry L. Gardner at the Institute of Industrial Research, Washington D.C. in collaboration with Dr. Herman von Schrenk, a timber expert of St. Louis.The results of this,work have been described by Heckel, in ""Asbestos"", (Heckel G.B., Asbestos in the Paint Industry, Asbestos, Vol. 2, July, 1920,pp.- 5-10).,,who gives the following formula for one of the colors as typical: It will be noted from this formula that ""asbestine"" forms 33% of the total liquid pigment by weight or 31.8% of the solid constituents. Hockel in the article referred to describes this paint,as ""asbestiform"" and assumes since ""asbestine"" is magnesium silicate it must be the chrysetile variety of ""Asbestine"", however, is not asbestos but is a trade name for a fibrous variety of talc mined in the Gouverneur district, St. Lawrence County, New York. This rather natural error persists through the article and credits asbestos with many desirable properties which are characteristics of talc."
