INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

This paper is published as a progress report for the first half of 1929 on the study of wining methods and costs in the Eastern and Central States. Data obtained from 25 mines using open-stope methods are correlated and summarized. Some of these mines have been described in considerable detail in reports already published as Information Circulars. In addition to the published reports on individual mines, considerable data have been obtained from other mines which were visited and studied during the course of the investigation. Many of these mines will later be described in detail in separate papers, and when the field has been covered in this manner it is planned to issue a bulletin on open-stops methods of mining which will amplify the subject matter of the present paper. Definition of ?Open-Stops?. - The term "open-stopes" as employed by the Bureau of Mines is applied to all naturally supported stopes; that is, stopes in which the excavated ore is not replaced by support of an artificial nature other than preps or stulls and in which the ore or (and) capping are not caved during the active life of the stopes.

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. "Introduction Ore from stopes in metal mines is generally dumped or drawn into chutes or raises through which it passes by gravity to the haulage levels. Occasionally, and under some conditions quite frequently, the ore in a chute will wedge or hang and refuse to run. This hanging of the ore may be due to the packing of damp or clayey material, to boulders forming an arch, or to loose lagging or other timber becoming lodged in the chute.In drawing material from a loading chute it is drawn out a car at a time, and the intermittent flow of the material .increases its tendency to hang. When the obstruction in the chute is near or at the loading gate, the chute pullers start the ore by punching it with iron bars inserted through openings in the chute gate. When the obstruction is beyond reach of the bars, other means of starting the ore must be used.In some systems of mining, chutes or ore raises are built with timber as the stope extends upward. Generally, a manway is left alongside of the chutes, and when the ore hangs in a chute usually it can be started by a miner from the manway ladder by pounding on the timbers of the chute or by punching the ore with a bar inserted through small holes in the chute lining. Special methods of starting clogged ore, such as shaking a chain left hanging in the chute, are used at some places.In other systems of mining, ore passes or chutes are run through solid rock and when the ore hangs in one of these passes, either it must be blasted or else started from the top. Sometimes the ore can be started by running water into the top of the chute, but if the water does not start the ore moving, it must be blasted from underneath. This is done by detonating a bundle of cartridges under the obstruction in the chute or raise."

Samples of clays, shales, and slates from 29 locations in the Appalachian Region of Alabama and Georgia were tested and evaluated to determine their suitability as raw material for the manufacture of lightweight aggregate by the rotary-kiln method. Samples from 11 locations in Alabama (one each in Etowah, Lawrence, and Morgan Counties and two each in Colbert, Cullman, Tuscaloosa, and Walker Counties) and one location in Walker County; Ga., produced satisfactory lightweight aggregate.

The Bureau of Mines studied pressure changes in coal pillars by using encapsulated hydraulic pressure cells to measure relative changes in stress developed during mining. The data indicate that (1) abutment stresses were detected when the pillar line is within 42 to 100 feet, (2) vertical pressure increases as coal is mined in the pillars, (3) at first pressure is higher at the edge of the pillar than in the core, but as mining progresses, the higher pressure is measured in the core of the stump, and (4) in the two instances where lateral pressures were measured, they remained lower than the vertical pressures during pillar extraction. The data also indicate that the mean vertical pressure increase, 6P, in a pillar is roughly related to the percent of pillar extracted, A, by the empirical parabolic equation

"This paper outlines the results obtained when sampling twenty underground coal mine sections, each in a different mine. The sampling effort was oriented toward a detailed characterization of coal mine dusts and thus eight-stage Anderson Model 298 impactors were used as the primary collection instrument. This instrument allowed a rather detailed size distribution for each of the particulates sampled. Because four of the mines used diesel outby equipment and/or diesel shuttle cars at the face, it is possible to make some comparisons on the particulate distributions in diesel versus non-diesel mines.One of the more interesting results is the pattern that exists in mines that contain only diesels used for outby utility haulage. Particulate in these mines seem to be consistently heavy in the fine size ranges, perhaps being of significant concern to the industry. While no definite conclusions can be achieved from the limited data collected in this study, the data indicates that more detaile~ study of particulates in diesel mines is needed so that some idea of the particulate loadings in diesel mines can be achieved."

This Bureau of Mines report presents information on the origin, collection, movement, and consumption of iron and steel scrap in California and Nevada. As far as practicable, information is presented on a grade basis. The iron and steel scrap industry in California is important from the standpoint of employment, economic essentiality, and dollar value. About 16,000 persons are either directly or indirectly employed on a full- or part- time basis in the collection, preparation, and sale of iron and steel scrap in California; in 1957 about 70 percent of the tonnage of products of California steel mills, valued at $271 million, was derived from scrap; the value of scrap in 1957 ($117 million) is about $10 million greater than the value of portland cement produced in California that year. The iron and steel scrap industry in Nevada is small.

Most of those in the Health and Safety Branch, Bureau of Mines, necessarily participate in activities associated with essentially all phases of the mineral industries, including coal and noncoal mines, quarries, smelters, metallurgical plants, and various petroleum operations. One of the strictly war activities of the branch - the Explosives Control Division, which administers the Federal Explosives Act of December 26, 1941 - has functions that require contacts not only with nearly all phases of the mining and allied industries but also with those engaged in scores of other occupations that manufacture, store, use, or possess explosives, or many of the ingredients of explosives. The field men of the Health and Safety Branch (approximately 300 in number) Are occupied full time in health and safety activities and annually make thousands of contacts with people in the mineral industries as well as the plants in which they work. From these they formulate several thousand written reports containing sources of thousands of conclusions and recommendations aimed at reduction of health end safety hazards in these industries. Although such activities have been greatly increased during the war and immediate pro-war periods, they have been in effect to a considerable extent since the Bureau of Mines was created in 1910.

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

"The Bureau of Mines has studied blasting practices in metal mines of the Southwest. The investigation of blasting drift rounds showed among other results, that cut-holes in ground difficult to break could be chambered to advantage under some conditions.In open--cut mines, chambering nearly all holes before blasting is the common practice. Two or more free faces are generally maintained in this type of work, and the amount of explosive necessary to break any bench or bank can usually be estimated from the yardage to be moved. However, in blasting drift or tunnel rounds only one free face is available before the cut-holes are shot, and the quantity of explosive required is generally ascertained best by trial.In addition to being the most difficult to break, the cut-holes are the most important of a drift round. When the cut-holes ""break bottom"" less work is required of the other holes, and a full break of the round is generally obtained. In ground difficult to blast, extra care and expense are justified to insure that the cut-holes ""break bottom.""At many mines the work is so organized that all blasting is done at the end of the shift, and a decided advantage would have to be gained to make chambering of the cut-holes economical. Also, in many mines blasting during the shift would not be practical. One or two holes could probably be drilled during the time necessary to do the chambering. However, under certain special conditions, such as in small operations or those where ""leasers"" or contractors are working, drill holes could be chambered should there be an advantage in doing so. Moreover, in some mines it might be practical to chamber the cut-holes at the lunch hour. In ordinary rounds the cut-holes are generally drilled by noon. It would not be necessary to tear down the drill or remove tools from the face to do this work of chambering."

Many of the support concepts currently used in the United States originated in South Africa. These products include the Hercules Crib1, Propsetter, MX Prop, Rocprop, and Spider Prop. Another recent development has been the introduction of hydraulic prestressing units, such as the Jackpot system, to various U.S. standing support systems. Several other prop-type supports with similarities to systems used in South Africa are in use in U.S. coal mines. Some exciting new developments that improve the installation and yield performance of props are also underway. In addition to prop-type supports, crib-type supports and single-unit systems such as the Can support are also frequently utilized in longwall tailgates in the U.S. The goal in U.S. support development is to enhance roof support capability while alleviating material handling barriers to reduce injuries associated with support handling and installation. Support products are generally full-scale tested at the National Institute for Occupational Safety and Health (NIOSH) in the unique Mine Roof Simulator load frame. The performance testing protocol is designed to simulate the full range of load conditions that occur in underground mining to identify the performance deficiencies and limitations of the support products. Once the products complete the performance evaluation, they are implemented into the NIOSH Support Technology Optimization Program (STOP). STOP is a window’s based software program that was developed by NIOSH for facilitating the design of standing roof support systems. STOP has become an industry standard to compare the performance capabilities and facilitate the application of these support products into various mining conditions. The purpose of this paper is to provide an overview of the support design and application philosophy in the United States.

"IntroductionThe accumulation of gummy and resinous deposits in consumers' gas meters began to assume serious proportions about 1917. As the trouble developed and spread in the years following, it manifested itself in several ways, which ultimately began to the expressible in distinctly economic terms, more specifically in terms of costs; in 1922 an organized and fundamentally based investigation of this trouble was begun. In an earlier paper*** a short statement of the occurrence and costs of the deposition was given and at the same time an analysis of the problem, as well as well as a general plan of attack, was presented. That plan included two general phases, first, a chemical study of typical was 1 quarry or 2 cosinous content , mauformly consituents, rmln and selected subjects; and secondly, a comparative survey of plants affected and sufficient therewith, attention being paid to construction, operation, meter conditions and related data. As part of a respirable mine-dust research program at the U.S. Bureau of Mines, spark-source mass spectrometry has been used for the semiquantitative determination of trace elements (200 ppm weight or less) in raw coals. In addition, several minor and major elements have been determined using this technique. Sixty-four elements ranging in concentration from 0.01 to 41,000 ppm weight were determined in one anthracite, two mvb, four lvb, and six hvab raw coal samples. The samples represented 10 coal seams located in Pennsylvania, West Virginia, Virginia, Utah, and Colorado.

An analytical method for the determination of the gum-forming material in gasoline has been developed by the Bureau of Mines, during a study nor in progress to determine the best rays for elimination of such constituents from gasoline. This method is similar in principle to that previously described by Smith end Cooke,2 which involved evaporation of e sample of gasoline in a small glass dish. The evaporation was started on an actively boiling steam bath and completed in an air oven at 105°C. In the improved method described below, the stem bath has been replaced by a steam heated oven in which an inert atmosphere is maintained. Air is excluded from the oven, consequently the precision of the determination is increased. Furthermore, evaporating dishes different from those previously described may be used.

The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of 1-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a 1 1/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

"INTRODOCTIONMeasurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and Chemical Mass Balance (CMB) modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample.Size selective sampling is being adapted for measurement of diesel aerosol by the Particle Technology Laboratory (PTL) of the University of Minnesota under sponsorship by the Bureau. 1 It is based on the premise that diesel and mineral dust aerosol can be physically separated by size and collected during sampling using inertial impaction. An independent effort by the National Institute for Occupational Safety and Health to develop a size selective sampling technique was also sponsored by the Bureau.The second technique, CMB modeling, is being developed by the Bureau as an alternative measurement technique to referee the results obtained using size selective sampling.3 It compares measured trace element ""finger prints"" of aerosol sources with similar profiles of mine aerosol samples. From these, the portions of the sample contributed by each source can be determined. Results of these investigations in underground coal mines have confirmed that diesel and coal dust aerosol are of different size and can be measured separately using size selective sampling techniques.A major difference in diesel usage among underground mines is the requirement for exhaust gas cooling systems in coal and gassy noncoal mines. Nongassy mines usually employ limited exhaust conditioning in the form of catalytic converters, which have limited effect on primary exhaust particulate. The cooling system in most general use in gassy mines is the water scrubber. This device has little effect on most of the gases but removes particulate material from the exhaust. 5 Because of this, exhaust aerosol characteristics in nongassy mines are expected to be different. To see if size selective sampling techniques can be used in such mines, the Bureau and the University of Minnesota conducted a second study in three metal and nonmetal mines, two nongassy and one rated as gassy."

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

It is with some diffidence that I venture to address the Montreal Section of the Society of Chemical industry on the subject of motor fuel from coal at a time when crude petroleum is produced in greater quantities than at any time in history, and at a time when the known reserves exceed all expectations, even the optimistic estimates of the Committee of Eleven of the American Petroleum Institute. Not only are new fields being discovered in America a -an embarrassing frequency but sources outside of the North American Continent show, unmistakable signs of adding materially to the world's sources of oil. Were it not for the tremendous scientific and technical importance of the work done in the past few years in transforming coal into liquid motor fuels, I should prefer to let this subject rest until a more propitious time, such as prevailed some years ago, when the gasoline consumption curve was rising rapidly and the production curve was slowing in its upward rise. That was the period which stimulated the researches which resulted in tetra ethyl lead and anti-knock gasolines on this side of the Atlantic and in methanol, synthetic gasoline and hydrogenation of coal on the other side. Some of you will recall a symposium on Motor Fuels and Oil Conservation held at the Chemists' Club n New York in September; 1925. Dr. R. L. Brown and I presented a paper at this meeting on "Complete Utilization of Coal and Motor, Fuel, in which we pointed out that coal was the most likely raw material source of gasoline substitutes if and when needed. This circular has been prepared for the guidance of safety engineers, shot firers, and coal-mine inspectors concerning multiple blasting with short-delay (millisecond-delay) detonators. These special precautions are suggested in addition to those normally followed in blasting, as outlined in the Federal Mine Safety Codes 5 6/ and in Miners' Circular 58.7/ INTRODUCTION The use of short-delay blasting has been proposed for promoting safety and increasing the rate of production in coal mining. Ideally, short-delay blasting, as compared with equivalent single-shot blasting, reduces exposure of the shot firer to dust, fumes, and weakened roof; as compared with equivalent simultaneous blasting, it reduces roof disturbance.
