PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. Results of the analyses of 151 crude oils from 123 oilfields in the Williston basin are presented. Production statistics are compiled by geographical areas within the basin, by geological age of the producing zones, by States, and by field for the nine fields with the greatest production. Characteristics of the oils are tabulated, and correlations are included to show relationships between properties of the oils and some factors in the environment. Properties of the oils in some instances imply that there has been migration and mixing of the oils between productive formations of different geological time periods.

In the first Report of Investigations of the present series?(No. 4562) the usual course of progress ill reducing the minerals of low-grade ores to their valuable metallic components had been noted as advancing along two lines to concentrate a usually diminishing percentage of these minerals to a smaller bulk of richer product, and then to smelt the smaller bulk more cheaply per pound of metal produced. Fundamental properties of lead compounds made it difficult to treat much richer lead products than are treated at present in several steps of conventional lead smelting, unless ?marked modifications were made. No limits to the richness of the feed itself' were set by the ore (Scotch) hearth; on the contrary, the richer the feed, the better the results given by the hearth. The natural field of operation of the hearth, as determined by the ores available, was seen to lie in the Central United States, with their lead concentrates containing negligible quantities of precious metals and. with few ores of such metals available for use as fluxes. It was noted) however, that even in its chosen field, the Scotch hearth, or "ore" hearths developed from them, was not always used; the usual smelting practice was followed, at times, of sintering followed by blast-furnace smelting for even rich ores.

This report describes the results of a Bureau of Mines investigation in which the stress concentrations and distributions caused by inclusions in a strained elastic plate were determined, Finite element analyses were made for 168 models containing single inclusions of elliptical, ovaloidal, and rectangular shape. The variables studied included: horizontal-to-vertical loading ratios, (Sh/Sv) of 0,0.33,0.5, and 1.0; width-to-height ratios (w/h), of 0.25, 0.5, 2, and 4; and Young's modulus of inclusion to Young?s modulus of plate ratios (K ratios) of 0.33, 0.5, 2.0, and 5.0. The results show that the theory for elliptical inclusions can accurately predict the average stress along the x and y axes of symmetry for circular, ovaloidal, and rectangular inclusions from the width-to-height and K ratios. The actual inclusion shape was insignificant, suggesting that the average stresses in other inclusions of irregular shape (orebodies) can be estimated with the theory for an elliptical inclusion. An application of this technique to mining problems is presented. The stresses in the elliptical inclusions were uniform throughout the inclusion for all the models studied.

Concentration of the kerogen (organic material) in oil shale was accomplished by centrifuging after pretreating the oil shale with carbonic acid to remove the carbonates and pretreatment with sodium hydroxide (pH 11.5) to remove the claylike minerals. Analysis of the materials obtained showed that the concentrations of organic sulfur and organic nitrogen compounds were not affected by centrifuging. These compounds are evenly distributed in the kerogen and are not strongly bound to the mineral constituents. Organic oxygen compounds, however, were concentrated in the light fraction. These compounds are more closely associated with the kerogen and are not bound to the mineral constituents. Iron compounds other than pyrite apparently are closely associated with the organic material.

This report describes coal-mining methods, power requirements, coal production and distribution, and coal resources of the Bull Mountain coal field in Musselshell and Yellowstone Counties, south-central Montana Investigations in the field, were conducted by Bureau of Mines engineers The report contains a short summary of the geology and geography of the field and discusses the following information secured during the field study: Method of mining practiced at each mine, including a description of each phase of the mining cycle. Coal produced and its distribution at each mine. Power requirements and the consumption of electricity per ton of coal produced by mines. Number of non employed by mines, and the production per man per shift underground and the over-all production per man employed. Estimates of future production and power requirements for the field as a whole. This information should be of benefit to any company or individual planning the development of now coal mines in the area or the expansion of present operations.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

The Bureau of Mines has recently collected two samples of crude oil from wells in the Greasewood Flat, area of northeastern Colorado. Sample 31310 was taken from the Continental Oi1 Co.'s well Briggs No. 1 which came in on September 27,7.931, with a maximum production of 940 barrels per day. Sample 31311 was taken from the Reiter-Foster Oil Co.'s well Ida Johnson No. 1 which came in on August 24, 1931 with a maximum production of approximately 1000 barrels per day. These two samples of crude oil are typical "intermediate base" crude oils according to the classification defined by Smith and Lane. The characteristics of these two samples, as shown by the Hempel analyses, indicate that they are almost identical. They have a very low sulphur content, and the residuum has a low carbon-residue content which would indicate that they are excellent crude oils for refining. Crude oils yielding a residuum which has a carbon-residue content of 4 per cent or less usually make good material for the manufacture of cylinder stocks. The pour points of the samples and the cloud test of the fractions obtained from the vacuum distillation indicate that the Greasewood Flat oil contains considerable wax. The high wax content would cause some difficulty in transmitting this oil through a pipe fine during extreme cold weather.

The U.S. Bureau of Mines has developed a mass spectrometer method for determining helium in the parts-per-million to 10% range to an accuracy of ± 1%. The method employs a mass spectrometer, an inlet system utilizing a chromatographic gas-sampling valve, and an activated coconut charcoal trap cooled with liquid nitrogen. Gravimetrically prepared standards of helium in nitrogen were used to demonstrate the linearity of the method over the concentration range of 10 ppm to 10.66% helium.

One of the common methods of increasing recovery of oil from partly depleted oil sands is to inject natural gas, air, or air-gas mixtures into the sand, thereby supplying energy to move oil into the well bore. Where natural gas is not available, air or an air-gas mixture is used as the repressuring medium. Air-gas mixtures are obtained from the casing-heads of oil-producing wells in the areas repressured with air or air-gas mixtures and consist usually of varying amounts of the hydrocarbon gases, nitrogen, oxygen, and carbon dioxide. Laboratory experiments have been conducted by the Bureau of Mines to determine the effect of air on crude oils.4/ In these experiments the crude oils were oxidized by the air, and the degree of oxidation depended not only upon the chemical composition of the crude oil but also upon the duration and method of contact between the oil and air, the temperature of the fluids and the concentration of the oxygen. Recent Federal coal-mine inspections have revealed some good and some definitely hazardous practices and systems for transporting; handling, and storing lubricants in and about coal mines. Improper storage or handling of. lubricants in coal mines has caused disastrous mine fires or, by supporting combustion, has made fires from other sources more difficult to fight. Careless handling of grease and oil around electrical equipment wastes much oil and permits entrance of grit and foreign substances into the working parts, which causes excessive wear and increases the possibility, of electrical ignition.

This report evaluates the economic Mining feasibility of four selected mineral deposit types that can be anticipated to be found in (d)(2) lands in the western Brooks Range, Alaska. The major assumption made for this study is the availability of a rail system for transporting equipment and concentrates for the base metal mines. Commodity prices used are those in existence in July 1976. Mine models were established based on known deposits and then evaluated. A lead-zinc-silver-barite deposit for which grades were available but ore reserves were assumed would require approximately 25% higher ore grades or higher metal prices to yield a 15% discounted cash-flow rate of return an the investment if mined at a rate of 10,000 tons per day open pit methods. Large copper-zinc mineral deposits could be mined economically at rates either of 5,000 tons per day underground or 10,000 tons per day by open pit methods. A high-grade copper deposit require a copper price of over one dollar ryes pound to yield an economic profit to be mined at 2,000 tons per day by underground methods. A small high-grade gold underground mine would require a gold price of about $295 per ounce to yield a 20% discounted cash-flow rate of return on investment if all new mine equipment were used and if existing labor rates were paid: Enterprising mining groups operating as partnerships might be able to operate this mine profitably at a gold price of about $152 per ounce, perhaps slightly less.

This Information Circular presents the MULSIM/PC system of numerical modeling computer programs developed by the U.S. Bureau of Mines. This system consists of four programs: PREMUL, the preprocessor or mesh generator; MULSIM/PC, the actual numerical modeling program (number cruncher); MUL3D, a three-dimensional postprocessor; and MUL2D, a two-dimensional postprocessor. These programs were specifically designed to operate on IBM-compatible (MS-DOS-based) personal computers for easy transfer of this technology to the mining industry and academia. MULSIM/PC uses a subvariation of the boundary-element method, namely, the displacement-discontinuity technique, for linear-elastic geomechanical analysis of mine plans in one or two parallel underground tabular deposits. Results calculated by this technique include stresses and displacements as they relate to changing mine geometries and materials. In addition to describing the MULSIM/PC program and its features, and providing a detailed example model, this report also documents the associated preprocessing and postprocessing programs that are part of the MULSIM/PC system. User's guides for all the programs are contained in the appendixes following the main report.

"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. Va. The information and data contained in this publication were obtained by the writer during an inspection of haulage at this mine.ACKNOWLEDGMENTSThe writer is indebted to P. C. Bureau of Mines studies of copper-bearing Permian red beds, which extend from north-central Texas through western Oklahoma to southwestern Kansas, indicate heretofore undefined commercial possibilities for low-grade, medium-volume, strip-mining operations. Potential ore bodies are indicated containing 0.5 to 1.5 percent copper in zones 6 to 12 inches thick. Cost analysis studies indicate a commercial operation is feasible for a hypothecated 1,000-ton-per-day ore mining and milling complex where a maximum of 60 feet of overburden can be stripped in mining a seam of shale 12 inches thick containing 1.2 percent copper

This Bureau of Mines report describes photolineaments obtained from stereoscopic examination of vertical aerial photographs and by the Ronchi grating study of aerial photoindex sheets. The photolineaments are compared with the trends of oriented fracture systems procured by measuring the compass direction of joints in bedrock. The relative reliability of the methods is shown, and the results are presented in graphical, tabular, and written form. Analyses of field measurements of strikes of bedrock joints in the project area indicate for the most part two intersecting sets of major joints oriented N 76° W - N 15° E, and N 57° W - N 27° E. The analyses of lineaments determined by stereoscopic examination of aerial photographs show dominant trends of lineament zones of weakness to be an average of N 65° W - N 20°E. Analysis of lineaments found by Ronchi grid viewing of aerial photoindex sheets indicate dominant trends of N 70° W - N 27° E. The three methods give similar findings and verify the work of previous authors. The Ronchi grid method is a useful guide, but it cannot be substituted for the two more painstaking methods.

Samples of mine atmospheres collected by Federal coal-mine inspectors during their inspections and investigations of coal mines, in accordance with provisions of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U. S. C., sees. 451-483) are analyzed routinely by chemical methods at Bureau of Mines laboratories. When samples collected in open workings of nongassy coal mines at points not less than 12 inches from the roof, face, or rib contain 0.25 percent or more methane, the act requires the operator, during operation of such mine, to comply with the provisions of sec. 209, Title II, of the act, which pertain to gassy mines. The methane con-tents of such samples are determined by a physical method based on infrared absorption spectrometry to provide an independent check on analytical results obtained by chemical methods. This information circular describes the equipment and procedures used by the Bureau for determining low concentrations of methane in coal mine atmospheres by infrared absorption spectrometry. This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities.
