Uninterrupted shaft operations are an important economic factor in mine operation, and good shaft support is an important aid in preventing accidents and interruptions. More permanent supports can cut the hazards, costs, and delay incident to replacement of conventional timbers, especially where subject to decay. Installation of prestressed, precast concrete shaft supports in 100 feet of shaft at the Banner mine, Lordsburg, N. Mex., nave a satisfactory permanent installation in a section of shaft that had given trouble with conventional timbering. Use of rock bolts supporting gunited wire netting around the rock walls of the shaft prevented sloughing. No attempt was made in this paper to arrive at comparative costs of installation of various types of support. However, it was indicated that use of a lighter weight aggregate would be desirable in further use if prestressed precast members as placed in the Banner mine.

The motor gasoline that is being marketed in the United States this winter is practically the same 'as that sold a year ago. In fact, there has been little char sin this commodity during the year, as the gasoline sold last summer was almost as volatile as that marketed last winter. Boring the past eight years, the Bureau of Mine's has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the fifteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

Expenditures to advance scientific technology in general reached an all time high in 1965 with some $22.2 billion estimated to have been allocated by government and industry. Federal Government expenditures were estimated at $15.4 billion, with almost 90 percent of the funds devoted to programs involving defense, atomic energy, and outer space efforts. With this massive effort in the United States and a very impressive effort elsewhere in the world, there is little wonder that many new metallurgical developments were announced in the technical press during the year. No effort has been made to cover all aspects of the industry, but a few of the developments are described in this chapter.

This report presents information obtained by examination and investigation of manganese deposits in northeastern Oregon during May and June 1954 and April 1957. Maps, assays, and other examination data are presented on 10 manganese deposits -9 in Baker County and 1 in Grant County. Included among these deposits are all those that have undergone substantial exploration or have a record of production. Seven of the Baker County deposits occur as characteristically small, irregular pods and lenses in argillite. The remaining Baker County prospects are [marily] narrow, vein-type occurrences in schist. The Grant County occurrence in greenstone and serpentine. All the deposits are composed of various manganese oxides, intermixed with abundant quartz and chert.

This Bureau of Mines report describes the development of a pyrometallurgical process for the recovery of the zinc and lead contained in brass smelter flue dusts, which constitute a recycling or disposal problem. Tests on brass flue dust from several sources were made in a quartz tube, heated by an electric furnace to temperatures as high as 1,050° C. The dusts were mixed with carbon and heated in an oxygen-free atmosphere. It was demonstrated that 98 pct of the zinc and 12 to 25 pct of the lead, both in the metallic state, could readily be removed from the dusts. It was also found that 75 pct of the zinc could be recovered, with less than 0.1 pct of the lead, in the absence of chlorides. Pelletization techniques were investigated and 0.6 inch pellets were found to be optimal. Pelletizing results in a tenfold reduction in volume.

"Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

"As a part of the United States Department of the Interior program for the development and use of Alaska raw materials, the Bureau of Mines is conducting an investigation of deposits f nonmetallic minerals accessible to the Alaska Railroad for use in building materials in the Alaska Railroad-belt area. The results of the investigations, to date, indicate that raw materials for the production of brick products are in plentiful supply as clay in the Anchorage area, as fire clay at Sheep Mountain, and as shale in the Healy Creek coal formations near Healy, Alaska.Shale for the production of lightweight aggregate or Haydite occurs near mile 67 on the Glenn Highway, and preliminary tests give excellent results. Physical tests are new in progress on commercial-size concrete building units made with this aggregate. Another shale deposit in the same formation was located at mile 16 on the Matanuska Branch of the Alaska Railroad, and preliminary tests give comparable results.Natural lightweight aggregate in tree form of pumice and pumicite occurs in Katmai National Monument and has been used with excellent results in lightweight-building units in Anchorage and Fairbanks. These deposits will be investigated in more detail by the Bureau of Mines during 1952.One small perlite deposit near Healy, Alaska, showed excellent expanding properties, and the product compares favorably with commercial perlites being used in the States for plaster and concrete aggregates. Additional investigation by the Bureau of Mines to delimit the known occurrence and, if possible, discover others were planned for the 1951 field season.The pumice from Katmai National Monument also was considered for use as a pozzolan in pozzolan-portland concrete. Tests by the Bureau of Reclamation indicate that the pumice sample submitted by the Bureau of Mines would be satisfactory in strength development but is not outstanding. Natural activity is good and is greatly improved by calcination at 1,4000 F. Water requirements and shrinkage also are satisfactory. However, the material is ineffective in reducing expansion owing to alkali-aggregate reaction; and, if reactive aggregate is used to make concrete, it would not insure against excessive expansion. An attempt will, be made during the 1952 field season to delimit pumicite deposits along the Alaska Peninsula more amenable for use in pozzolan-portIand concrete.Because the Railroad belt has such a rigorous climate, insulation for new construction is of prime importance. Luring the Bureau of Mines, investigation of building materials all samples were submitted for chemical analyses as possible sources of raw materials for the production of rock wool, one of the best insulation mediums. Four areas having deposits of the required constitu¬ents were located as follows: Anchorage area, with Potter limestone and argillite; Cantwell-Windy area, with limestone and shale; West Fork of the Chulitna River area, with limestone and agrillite; and Homer-Seldoyla area, with Seldovia limestone and Homer clay. It was planned to take bulk samples of these formations and submit them for testing during the 1951 field season."

In spite of advances in measurement techniques and an explosive increase in the volume of research, our understanding of human strength remains in its introductory stages. It is clear that muscle strength is a highly complex and variable function that depends on a large number of factors. It is not surprising, therefore, that large differences in strength exist not only between individuals, but even within the same individual tested repeatedly on a given piece of equipment. The issue is compounded by the fact that correlations of strength among different muscle groups in the same individual are generally low, and tests of isometric strength do not necessarily reflect the strength an individual might exhibit in a dynamic test. As a result of these and other influences, great care needs to be exercised in designing, evaluating, reporting, and interpreting muscular strength assessments. Traditionally, tests of muscular strength were in the domain of the orthopaedist, physical therapist, and exercise physiologist. Such tests are also an important tool for the ergonomist, however, because of the high strength demands on workers in manual materials-handling tasks. In some cases, task demands may approach or even exceed the strength that an individual is voluntarily willing to exert in a test of strength. In such cases, evidence suggests that the likelihood of injury is significantly greater than when the task demands lie well within an individual's strength capacity. Because the relationship among strength capabilities, job demands, and musculoskeletal injury has been established, it is apparent that tests of muscular strength may benefit the ergonomist both in designing jobs and in ensuring that individuals have sufficient strength to safely perform physically demanding jobs. Several strength assessment techniques have been employed for these purposes, each possessing unique characteristics and applicability to job design and worker selection procedures. Our main purpose has been to elucidate these strengths and weaknesses, so that tests of strength may be properly applied in designing jobs and selecting workers. One of the crucial points we have emphasized is that any test of strength used in job design or worker selection must be directly related to the demands of the job.(1) For example, if an occupational lifting task has a high dynamic component, a test of isometric strength is not likely to provide the data necessary for proper design of the job. Of course, dynamic strength tests would also be misapplied in assessing a job requiring isometric exertions. Another potential pitfall is using tests of strength on isolated muscle groups and assuming that they are indicative of whole-body strength. For example, one might mistakenly assume that dynamic trunk extension strength represents a person's capability to perform a lifting task. However, an individual's lifting capacity may be entirely unrelated to trunk extension strength. It may, instead, be limited by an individual's arm or leg strength, depending on the task being performed. A final point on strength assessment should be made. An individual's strength capability cannot be considered a fixed human attribute. Strength training regimens can increase an individual's strength capability by 30%-40%. Whether

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.

A custom gold and silver plant is one that treats ores for a fee. Usually such plants are located in mining districts and treat local ores. Ores of milling grade generally can stand only moderate transportation charges. These plants are scattered throughout the West. Most plants now doing a custom business originally were built by mining companies to handle ores from their own mires. As excess mill capacity became available ores from neighboring properties were treated, vainly as an accommodation. Later, as their own ore bodies became depleted, the mills were operated entirely on a custom basis. A few plants pull ore from their own mines only when the supply of custom ore is insufficient to keep the mill operating. Some of the present custom plants were built for custom work alone. Although built originally to treat the ores of the Golden Cycle mine, the Golden Cycle plant at Colorado Springs, Colo., soon became a custom mill and has been operating successfully for many years. It is the largest gold mill in the Western States and. treats Cripple Creek ores, from which most of its tonnage still comes. The plant is equipped to treat a great variety of ores and receives shipments from a wide area. It competes with smelters in Colorado, as it has a roasting plant to prepare sulphide concentrates for treatment in its cyanide plant. Most custom mills, however, are not adapted for more than one or two kinds of ore. Gold occurs in its ores both in the metallic state (free) and locked up in sulphides. It also occurs in a few places, notably at Cripple Creek and a few other Colorado districts, as tellurides. Mien the gold occurs in the native state, the ores is said to be free-milling and can be recovered by amalgamation. Usually, however, some subsidiary treatment is required to make a satisfactory extraction. Amalgamation generally was followed by tabling in the earlier mills; at present, flotation has replaced tables at many places. As depth is reached in raining and the workings extend below the oxidized zone the character of the ore usually changes, or, as the miners say, "it gets base". Since the advent of flotation, the average recovery of gold in base ores has been improved-greatly. Cyanidation is applied to some types of both gold and silver ores. The recovery by cyanidation is in general considerably higher than by other methods in vogue and in addition has the advantage of making a finished product which can be sold directly to the mist, thus obviating smelting charges on concentrate and discounts

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

"INTRODUCTION AND SUMMARYIn connection with a program of research work on coal at its Southern Experiment Station, the Bureau of Mines, in cooperation with the University of Alabama, conducts washability studies of samples of coal from coal fields in Alabama and other Southern States in which commercially important deposits of coal occur. The first such study on coal from a bed in the Arkansas field has been completed, and the results are presented in this report.One of the main objectives of a washability study is to obtain technically and commercially important data in connection with the best methods for preparing and utilizing the Nation's limited reserves of good coking coal. Such information is important from the standpoint of conservation in that it facilitates selection of preparation methods that will yield a good grade of coking coal with a minimum of losses of coal in the rejects.The coal on which this report is based was obtained by underground and tipple sampling at the quality mine of the Quality Excelsior Coal Co. about 3 miles east of Hackett, Ark. This mine operates in the Upper Hartshorne bed, which, as the main source of coal in what is known as the Hackett-Excelsior district, yields an excellent grade of low-volatile coking coal, which is marketed at steel plants in Colorado and California. Production from this bed by the major producers in the Hackett Excelsior district was at the rate of about 125,760 tons annually in 1949, according to the Keystone Coal Buyers Manual. 2/In the laboratory, the tipple sample was crushed to 6-inch top size and screened on a 2-inch round-hole screen. The 2-inch to 0 undersize, amounting to 71.4 percent of the total sample, was fractionated into a series of screen sizes and float-and-sink products to get data for determining the washability characteristics of the coal. Before the screening and float-and-sink tests were made, however, machine cuttings, which are now gobbed underground, were added to the 2-inch to 0 sample. Enough of these cuttings were added so that the resulting mixture was considered representative of what the 2-inch to 0 run-of-mine coal would be if all machine cuttings, including the part now being gobbed, were brought to the tipple as a part of the run-of-mine coal.The mixture obtained referred to in this report as the run-of-mine or raw coal."

For more than 10 years coke-oven technologists have been investigating the expanding properties of coal on a scale larger than that afforded by laboratory test tubes. Koppers 4/ was among the first to realize that coals can not be differentiated satisfactorily with respect to expansion in coke ovens by the simpler test-tube methods; in his first method 80 grains of fine coal were coked in a cylinder heated from the bottom, so that the zone of fusion (plastic layer) advanced from the bottom to the top. The scale of test was too small; it has been modified by other investigators, but without significant improvement in practical application of the results. Somewhat later Koppers and Jendne 5/ experimented with a small-scale coke even, one wall of which was movable, in which the layer-coking in a coke oven could be simulated closely. This oven was heated from both sides. Their results with this oven showed a peak in the time-pressure curves near the end of the coking, period when the two plastic layers, advancing from opposite walls, meet. They also found that although the smaller oven was heated from one side only and did not show the Pressure peak characteristic of two-sided heating, it still gave results entirely too high. Russell built an oven similar to the movable-wall oven of Koppers and Jenkner and compared results obtained in it on Beckley expanding coal with these obtained on the some coal in the Altieri 7/ small-scale apparatus. Both tests were conducted at the same constant pressure, but heating was from two sides in Russell's oven and from one side in the Altieri tester. Russell found that the two types of test gave comparable results under constant pressure conditions even though the heating procedures were quite different. He showed later, however, that a "borderline" coal 8/ that contracted in the Altieri tester at constant pressure developed a peak pressure of 4 pounds per square inch in the movable-wall oven heated from both sides at constant volume. He concluded from this that testing at constant volume gave results more accurately indicative of dangerous expansion tendencies than those at constant pressure. He also found that heating from both sides in this oven gave higher pressure than heating from one side only.

"At one time the Alaskan Eskimo lived in many small settlements scattered along the Arctic coast. These settlements extended as far south as Bristol Bay and several miles inland on the large rivers. When the white man established trading posts, schools, hospitals, and missions, these people gradually congregated around them in a few large villages. The natural fuel supply near many of the large villages along the Arctic coast became exhausted as a result of the abnormally large influx of people from small outlying settlements.The population of Barrow, Alaska, according to the 1940 census, is 363 persons, but since that time it has increased considerably, and later estimates place the present population between 400 and 500 persons. With the exception of 25 white persons, the entire population is comprised of Eskimos.The government maintains a school, hospital, radio station, and weather station at Barrow. In addition to the government, installations, there is a church, a privately owned trading post, and cooperative store owned by the Eskimos.For many years the Barrow Eskimos depended on driftwood and petroleum residue from Cape Simpson for their fuel supply. This fuel provided not only warmth for the Eskimo during the long cold winters but also heat for melting ice, the only source of 'water during .the winter. In recent years the sources of petroleum residue and driftwood have not been adequate to meet the demands for fuel During the winter of 1942-43 and again in 1943-44, Barrow experienced an acute shortage of fuel.The fuel problem at Barrow was brought to the attention of Governor Ernest E. Gruening, who was instrumental in getting a Bureau of Mines engineer4/ to investigate reported coal occurrences in the vicinity. Coal deposits along the Meade River and at Peard Bay were examined during the spring and fall of 1943. The Alaska Native Service shipped in mining equipment in September 1943 and commenced stripping an open-pit mine on the Meade River in June 1944. In conjunction with this work, an engineer5/ of the Bureau explored by churn drilling to determine the tonnage of- coal in the vicinity of the mine. "INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

This chapter presents data on occupational exposures from several sources. Data from compliance samples obtained by MSHA inspectors are presented in table 6-1 for coal mine dust and silica dust, and in tables 6-2 through 6-6 for metal fumes. Since these samples were taken for compliance monitoring rather than as part of a survey of the industry, it is difficult to predict how well they indicate actual exposures for all mining operations. In the coal industry, 7.8% of all respirable dust samples during 1986-1995 were above the permissible exposure limit (PEL). Of silica dust samples obtained during the 10-year period, 23.7% were above the PEL in coal, 16% in metal, 10.8% in nonmetal, 9.1% in stone, and 7.6% in sand and gravel. Of metal fume samples, silver samples showed the largest percentage above the PEL-approximately 48% of samples in both metal and nonmetal. Tables 6-7 and 6-8 present data on noise exposures from the MSHA "dual threshold" survey, which was published in the Federal Register [61 Fed. Reg. 66347 (1996)] as part of a proposed rule change for occupational noise exposure in mining. This study examined a group of samples obtained during 1991-1995 and compared the percent of samples that were above two separate specified limits. The first limit was the current noise standard, a time-weighted average of 90 dBA, calculated to include only exposures at 90 dBA and above. The second limit was a time-weighted average of 85 dBA, calculated to include exposures at 80 dBA and above. Tables 6-8 and 6-9 refer to musculoskeletal overload conditions examined in the National Occupational Health Survey of Mining (NOHSM) [NIOSH 1996]. Table 6-8 shows the operational definitions for each condition; table 6-9 shows the percentage of the workforce potentially exposed, by commodity. Across all commodities, a large proportion of workers were exposed to musculoskeletal overloads due to positioning of the neck and back; positioning and motion of the forearms, arms, and shoulders; heavy lifting; and positioning and movement of the lower limbs. The recorded overloads were defined in the survey and did not exceed any NIOSH, MSHA, or OSHA guidelines for musculoskeletal overloads. Further information on this survey appears in appendix A.

For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

A complete list of permissible mine equipment , tested and approved by the Bureau of Mines previous to January 1 , 1947 , was published as Information Circular 7432.27 A list of permissible mine equipment tested and approved by the Bureau of Mines during the calendar year 1947 was published as Information Circular 7465.3/ The present list supplements Information Circular 7432 and includes all of the equipment approved during the calendar years 1947 , 1948 , and 1949. It therefore supersedes Information Circular 7465. The list also includes an appendix ( No. 2 ) giving the symbol that must be used by every cable manufacturer in marking trailing cables that have passed the test for flame resistance as stated in the amendment of October 21 , 1947 , to Schedule 2E . The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification . Thus , Information Circular 7432 showed six air compressors on the active list ; five additional compressors , Nos . 7 to 11 , inclusive , in this category were approved during 1947 , 1948 , and 1949 . Several items that were listed in Information Circular 7432 have been repeated in this circular where it was necessary to show that approvals of such equipment were extended to cover an additional voltage rating or other changes . Equipment listed in these circulars is approved by the Bureau of Mines only when found , upon inspection and test , to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal -mining industry . The use of such equipment in mines known to be gassy , as well as in those that may become so , is earnestly recommended in the interest of safety . This circular is published so that the industry may be kept informed as to the many types of machines , devices , and lamps that are available for reducing explosion and other hazards incident to coal mining . This circular and Information Circular 7432 give the complete list of permissible mine equipment that is available under the various classifications .

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.
