Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. Misuse of explosives and heedless disregard of well-known safety rules covering the use of commercial explosives cause many avoidable accidents resulting in the death or maiming of men who can ill be spared by already undermanned industry at present, and who cannot be spared by their families at any tire. Blasting accidents, when not fatal, are usually serious; the past and present needless loss of life and maiming of men from this cause are appalling and types of waste that can and should be virtually eliminated. Dead, crippled, and maimed men are distinct losses to society as well as to industry, and compensation payments for such accidents represent only a portion of the financial loss, because the value of their lost potential production can only be surmised. By their very nature, explosives are dangerous to handle, otherwise they would not perform the services for which they are used; all men on a blasting crew are subjected to the results of the carelessness of any one member, and in many instances the misuse of explosives by one person has killed scores of fellow workers. Inexperienced men should be assigned to blasting operations only under the close supervision of men well-experienced in the work and familiar with its inherent hazards. Men should be selected for blasting crews that are known to be careful, willing to follow instructions, cool-headed, and unlikely to become excited in an emergency; they should be instructed in the safe handling of explosives in accordance with the safety rules established by the explosives -manufacturing companies or the safety codes of the various industrial organizations. Unfortunately, American industry has never adopted a uniform code for the safe handling of explosives; however, many mining companies have made rules that will eliminate most unsafe practices if established safe procedure is followed carefully. The Bureau of Mines has issued numerous pamphlets giving information on the causes of accidents due to explosives in the mining industry and indicating the ways in which a good proportion of those accidents can be avoided.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since in most fields gas under pressure is the main source of the energy causing the oil to move through the sands into the wells and thence to the surface, coincident production of natural gas will continue as long as present-day producing methods are used. Generally the use of this gas is restricted, since markets are not readily available. Consequently, a large portion of the gas produced is often wasted by being blown into the air. The magnitude of gas waste is well brought out in the following statement by Miller: Only a few outstanding examples need be cited to show the enormous production of gas that accompanies the discovery of new sources. In April, 1927, the Ventura field produced approximately 210,000,000 cubic feet of gas a day; and during the summer of 1927 Alamitos Heights reached a peak gas production of 102,000,000 cubic feet a day; on December 1, 1928, as a result of the summer's deeper drilling in the Long Beach field, surplus gas production amounted to 125,000,000 cubic feet a day. It is estimated that in January, 1929, the Santa Fe Springs field will have a daily gas production of 387,000,000 cubic feet from the recently discovered Buckbee oil zone. Of this amount 274,000,000 cubic feet a day will be the surplus above the amount required for field and plant fuel, taken out by utility corporations, and that used in repressuring the Meyer sand which lies above the Buckbee zone. Another example of the waste of large volumes of gas is in the Turner Valley field of Canada, 6 where 250,000,000 cubic feet of gas is being burned daily in flambeaus, as there is no present outlet except at prohibitive cost.

"Those having an intimate knowledge of the relation between production and consumption of crude oil in the United States have realized for some time that production will not be able to keep pace with consumption. The American public has had this called forcibly to its attention by the increased prices of gasoline and crude oil, and by the recent shortage of gasoline on the Pacific Coast. In substance, each year we are consuming millions of barrels of oil more than we produce, and this deficit must be made to by importations. A careful analysis of the situation makes it evident that we need every barrel of oil that can be produced.Need for the Petroleum Production Engineer.Under present production practices perhaps 80% of the oil still remains in the sand. (See Lewis, J.O., Methods for increasing the recovery from oil sands, U. S. Bureau of Mines, Bulletin 148 p. 8.) Many wells are making water, and even whole pools are being flooded. The burning of fuels under field boilers is not generally efficient, and often gas is not made to do its full duty in bringing the oil to the well.In the past the producer has had to combat these and other problems single-handed. He has been too busy to give them special attention, and he has had little competent engineering advice. Oil, gas, and water occur underground according to certain natural laws. Undoubtedly an engineer, who is familiar with production practices and understands the fundamentals of the accumulation of oil and gas, can be of service to the producer by specializing on certain problems with a view of getting mare oil from the sand. In every other enterprise of similar magnitude the engineer is regarded as a necessary unit to its operation, and he should be so in the production of oil. His field of work should extend to every phase of production in which science and engineering and geology"

The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. This program resulted in 3,294 shots,

As part of the Bureau's intensive investigation of domestic manganese deposits, lots of ore for testing were collected by Bureau engineers during examinations of several properties in Juab County, Utah. One low-grade and two intermediate-grade samples (13.5, 25.3 and 27.5 percent manganese) were procured by engineers of the Bureau of Mines from the 900--and 1,100-foot levels of' the Tintic Standard mine, situated 2 miles southeast of Eureka, Utah. The ore bodies were described as blocks of ore approximately 60 feet long, 40 feet wide, and 20 to 100 feet deep. The manganese-iron association in the Tintic Standard ores was intimate, and no significant concentration of the low-grade sample was made by ore dressing, However, both of' the higher-grade samples were readily beneficiated to marketable manganese products. Ore from the Oxen No. 5974 claim, 2 miles northeast of Eureka, Utah was low in grade (19.4 percent manganese) and was not amenable to the production of high-grade concentrates owing to the intimacy of association of the manganese minerals with silica. However, a fair manganese recovery was obtained in a product that, when sintered, assayed plus 40 percent manganese. The ore body is reported to be a replacement in limestone and is composed of manganese oxides intermixed with silica, decomposed rhyolite, and limestone. The Fields property consists of five mineral claims situated 3 miles north of Eureka, Utah. The deposit is a replacement in a contact between limestone and a quartz dike. Tests were made on representative samples of a 50-ton lot stored on the property. Although the mineral association in the ore (22.2 percent manganese) is not particularly complex, the physical properties of the manganese minerals render the ore refractory to ore-dressing beneficiation. As the ores varied widely in physical and chemical characteristics, samples from each property were considered as separate ore-dressing problems.

The inherent heating value or the amount of heat that will be produced when a coal is completely burned is measured in British thermal units (B. t. u.) per pound of coal . This standard heat unit is the quantity of heat required to raise the temperature of 1 pound of water 1 °F . at about 60 °F . The amount of inherent heat is determined by burning a small quantity of the coal in a heat meter or calorimeter , which gives results in British thermal units . The exact manner of making this test is standardized by the American Society for Testing Materials.4/ The value so determined is the total heat developed by complete burning, with all the products of combustion cooled down to the temperature of the calorimeter . The calorimeter is kept at about room temperature . This total heat is sometimes called the " high" or gross heat value , because it includes the latent heat given up by the water vapor in the products of combustion when the vapor condenses to water in the calorimeter . The heat as measured is reported as the heat of combustion at constant volume , since the burning is carried out in a tightly closed calorimeter chamber whose volume does not change . In actual use , coal is usually burned in an open - end chamber at constant pressure , generally somewhere near atmospheric . As the heat of combustion of coal at constant pressure is very slightly higher than the heat of combustion at constant volume , it might be considered that the heat at constant pressure should be used as the standard reference base . For an ordinary eastern coal the heat at constant pressure is about 16 B. t . u. per pound higher than the heat at constant volume . Calorimeter corrections , ordinarily not considered , that could have been subtracted from the heating value before reporting , may amount to about as much . Hence , the value reported is apt to be more nearly the true heating value at constant pressure than at constant volume .

"INTRODUCTION Workmen are transported in shafts in various types of cages or skips, most of which were designed primarily for hoisting cars and materials. Therefore, in general the cages or skips are not completely enclosed, adequate and gates are not always provided, and at many mines signaling devices and telephones are re¬stricted to those at the various landings in the shafts.Shaft accidents are usually severe - frequently fatal - and as a rule such an accident is caused by failure to comply with company rules or by ignoring them.Sixty men were killed and 555 men were injured in shafts of the anthracite and bituminous coal mines of the United States during the 5-year period 1938-42. 4/ Many of these accidents could have been prevented by having properly enclosed cages and adequate locking devices on doors to prevent workmen from falling into the shafts.The officials of the Heidelberg Coal Co. contemplated utilizing an old coal-hoisting shaft as a man-hoisting shaft; however, it was their desire to avoid the use of the conventional cage and to try to provide a safer means of transporting men in the shaft. Investigations and studies made by the officials revealed that an elevator similar to those used in large buildings would be more economical in first cost, maintenance, and operating costs would be less, and it would be safer and more convenient for the workmen. Effective safety devices for such elevators have been developed to such a high degree that those properly installed seldom fail. The elevator or man cage finally chosen cannot be pulled above the top landing through mechanical or man failure; it stops automatically at each landing and cannot be moved while a door is open; when the cage leaves the landing the doors opening to the shaft are automatically locked by mechanical and electrically operated locks; electric lights, telephone communication, and push-bottom controls are available on the cage, and adequate safety switches and overspeed controls are provided."

A survey of the petroleum pipe lines by the Bureau of Mines as of May 1, 1923, shows that on that date there was a total of slightly more than 90,000 miles of pipe lines in the United States, having a capacity of approximately 15,750,000 barrels, which is equivalent to one-fourth of the nation's average production for one month. These lines varied in diameter from 2 to 16 inches, the weighted average being 6 inches. The total pipe-line milenge was about equally divided between trunk lines and gathering lines, though the capacity of the former was about four times that of the latter. This was due, of course, to the difference in average diameter, that for the former being 7.4 inches as compared with 3.7 inches for the latter. The common size for trunk lines was 8 inches, and for gathering lines 2 inches. Oklahora, with 19,180 miles of pipe lines, is the leading State in total mileage, with Texas second and Pennsylvania third. From point of trunk lines alone Texas is considerably ahead of any of the other States, a position which it owes to its size and to the growth in the rovement to its Gulf ports. Cali- fornia, though the leading State from point of production, ranks only seventh in pipe-line mileage. This is due to the fortunate location of the Los Angeles Basin fields, some of which are within sight of the refineries to which their oil is delivered or of the port of San Pedro through which their oil is shipped. The last survey of this nature, made in the spring of 1924 by the U. S. Geological Survey, recorded a total mileage of nearly 83,000 with a capacity of approximately 14,450,000 barrels. This indicates an increase of 9 per cent in both mileage and capacity during the two years.

Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.

Research work in the Bureau of Mines cryogenic laboratory requires the use of high-sensitivity galvanometers of the d'Arsonval type in a building that is subject to unusually severe vibrations. A modified form of the galvanometer suspension described by Julius' has damped the vibrations so successfully that a short note concerning it is thought to be desirable. The laboratory is on the site of the Amarillo helium plant near a building that houses gas engines of from 180 to 250 hp driving compressors and electric generators. The distances from the galvanometers to the individual engines range from about 80 to 180 feet. The subsoil, consisting of black clay loam, transmits the impulses without much damping. The usual methods of protecting galvanometers from vibration were tried and proved fruitless. A Julius suspension purchased on the market was carefully installed in the hope that it would overcome the difficulty, but the conditions were too severe even for this elaborate arrangement. Several modifications of the original Julius suspension, which were then introduced, resulted in almost complete elimination of all vibrational effects. These modifications were suggested by careful study of the original idea embraced in the Julius construction. They were designed to give further constraint to motion in any direction other than that parallel to a line from the point of support through the center of gravity of the suspension, This was accomplished by making the suspended frame more rigid and by improving the means of adjusting each of the supporting wires to the same degree, thereby transmitting any impulse symmetrically through the three wires. The result was a suspension that is more effective, particularly for severe vibration, than the form described by Julius; also, it is believed to have advantages in stability, simplicity, and ease of adjustment over the few suspensions for this type of service that the author has found described in the literature.

In This Chapter [Geologic features associated with anomalous methane emissions Gas outbursts and blowers Methane drainage strategies for mitigating anomalous methane emissions and General considerations for a methane drainage program] This chapter summarizes how certain geologic features may be associated with unexpected increases in gas emissions during coal mining. These unexpected emissions have the potential to create explosive conditions in the underground workplace. Also discussed are the generally used practices to alleviate potential hazards caused by gas emissions associated with these geologic features. INTRODUCTION Unforeseen mine gas emissions in quantities sufficient to create hazardous conditions have been attributed to sources outside the mined coalbed since the first documentation of methane explosions in coal mines [Payman and Statham 1930]. Geologic features such as faults have long been recognized as conduits for gas flow from strata adjacent to mined coalbeds [Moss 1927; Payman and Statham 1930]. Other features such as sandstone paleochannels, clay veins, and localized folding have also been recognized for their impact on gas emissions into mine work-ings [Darton 1915; Price and Headlee 1943; McCulloch et al. 1975; Ulery and Molinda 1984]. The fact that strata adjacent to mined coalbeds can emit large quantities of methane gas into mine workings is not surprising from a theoretical perspective. Many researchers have recognized that during the burial and diagenesis of the organic matter forming today’s minable coalbeds, similar dispersed organic matter in adjacent strata has produced methane in quantities far exceeding the storage capacity of the coal and surrounding rock [Juntgen and Klein 1975]. It is not surprising then that large quantities of methane can remain trapped in these strata. A potential hazard occurs when mining of a nearby coalbed causes pressure differentials and mining-induced fractures conducive to gas flow into the mine workings from these strata. This gas flow may be facilitated or temporarily impeded by the presence of geologic structures or anomalies.

After emphasizing the importance of quantitative rock mass classifications in mining, originally directed to selection of rock support measures, but subsequently to estimates of rock mass properties such as rock mass strength and rock mass modulus of deformation, current attention calls for a classification specifically for rock mass excavability by tunnel boring machines (TBMs), which are used extensively in tunneling as well as in the mining industry. This paper introduces the Rock Mass Excavability (RME) index for predicting excavability of rock masses by TBMs using a quantification of machine performance and rock mass conditions. The RME index is based on five input parameters aimed at relating rock mass behavior and machine characteristics: (1) uniaxial compressive strength of the rock material, (2) drillability/abrasivity, (3) rock mass jointing at mine drift face, (4) standup time of the excavation, and (5) groundwater inflow. Development of the RME index entailed the collection of extensive data from more than 28 km of tunnels and some 400 case records from projects in Spain involving double-shield TBMs. In the process, a number of statistical correlations have been established between RME and such output parameters as degree of machine utilization, advance and penetration rates, thrust and torque of the cutterhead, and the specific energy of excavation. It was found that the RME index provides a particularly significant correlation for predicting the average rate of advance (m/day). In essence, the RME index is a classification system that features interaction of rock mass conditions with boring machine characteristics for use in the early stages of a project. It should be noted that the RME index does not replace the Rock Mass Rating (RMR) or Q-systems as used in mining and tunneling; indeed, one of the RME input parameters, standup time, is determined from the RMR. However, the approach presented introduces a specialized tool relevant to excavating tunnels and drifts. Possible applications to hard-rock mining are explored.

Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

A 1-year program of exploratory research, to determine the feasibility of radar exploration in advance of coal mining, has been completed. Advance detection of obstructions including faults, clay veins, abandoned wells, and pyritic concretions would improve the safety and efficiency of mining. Initial calculations based on laboratory tests of the RF electrical properties of bituminous coals indicated feasibility; radar waves at frequencies below 100 MHz should be detectable through tens to hundreds of meters of coal and be well-reflected by clay, pyrite and metal obstructions. Using a proprietary, experimental, VHF short-pulse "mining radar" system, two cycles of field testing and equipment improvement were completed. Measurements were made in three bituminous coal mines, a quarry, and a salt mine. Comparisons were made with ground-penetrating radar equipment developed by others for salt dome exploration and for military tunnel detection. The proprietary mining radar equipment and techniques used were found to be the most effective known for coal exploration, but further improvements are needed; one major problem in all systems is interfering clutter signals arising in the equipment and from mine room reverberations through leakage coupling of the antennas to the air. Nevertheless, several practical goals have been achieved: excellent radar reflections were received and identified through up to 30 feet of coal; reflections from a wet, abandoned drill hole were identified by their polarization property and detected at distances up to 272 feet, and mine-wall reflections were detected at distances up to 735 feet (both through salt); propagation through and reflections from large vertical clay veins in coal were demonstrated; experimental results agree reasonably well with theory. The results and experience gained during the project affirm the feasibility of the method. They also provide a firm basis for the development of a practical radar technology for exploration in advance of mining. No Subject Inventions, as defined in the contract, were made in the course of this work.

[In July, 1924, the Bureau of Mines, through its Petroleum Experiment Station, undertook a field study of methods used in oil-field shops for dressing and tempering fishtail bits. The purpose of this work was to suggest chances that would be helpful to the bit-dresser in turning out better treated, harder, and tougher bits, and thus cut down the excessive loss of time caused by too frequent changing of bits. It was the intention to eliminate as much as possible the guess work connected with dressing and tempering bits under the method of judging temperature by eye, by developing; practical methods of controlling temperature. If there were some possible means of accurate temperature control, then it would be an easy matter to bring all bits to the proper temperature for maximum hardness rued toughness, thus doing away with the source of most of the trouble experienced in the present method of bit tempering. Shortly after the Bureau of Mines began its study, a chop In the Stroud, Oklahoma, oil field announced method for tempering fishtail bits that Would increase the drilling footage of each bit treated. The method accurately regulates, by the use of a bath of molten salt, the temperature to which a bit is heated before being quenched to produce hardness. There is nothing new in using silt baths for the, heat treatment of steel, but this was the first attempt to introduce it into the oil fields for use in hardening bits, and for this purpose it proved to be admirably adapted. In tempering, by the old system it is not possible to measure the temperature of the heated bit by means of an electrical instrument for that purpose, whereas this is an easy matter with the now method. Although longwall mining productivity can far exceed that of room-and-pillar mining, the total methane emissions per extracted volume associated with longwall sections are generally higher than those for continuous miner or pillar removal sections. Increased face advance rates, increased productivities, increased panel sizes, and more extensive gate road developments have challenged existing designs for controlling methane on longwalls. Methane control research by the National Institute for Occupational Safety and Health (NIOSH) recently examined a number of practices designed to maintain concentrations in mine air within statutory limits and consistently below the lower explosive limit. These included a reservoir modeling approach to predict methane inflows in gate road entries. The outputs sug­gested that emission rates in the gate roads decreased with the use of shielding boreholes and increased degasification time. Also, mining perpendicular to the face cleats liberated more gas into the mine workings, emissions were almost a linear function of Langmuir pressure and volume, and emissions were inversely related to sorption time constant. Subsequent simulations predicted changes in methane drainage using in-seam boreholes. The results showed that longer degasification times resulted in lower face emission rates. Premining degasification produced more methane than that produced during panel extraction, a fact attributed to the already decreased methane content of the coalbed. This work concluded that longer premining degasification periods would be more advantageous to the operator. The industry trend toward increasing longwall face width can produce increased methane emissions from the face due to a higher volume of cut coal on the face conveyor. Two methods were used to estimate face methane levels on longer faces. In the first method, segmented methane data were extrapolated for greater face widths. The second method estimated emissions contributions from the shearer, face conveyor, panel belt, longwall face, and ribs, and summed these for wider panels. Permeability changes in the gob behind the longwall shields were estimated using a NIOSH-developed numerical model. The results showed that permeability was highest near the edges and corners of the gob.

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

The Bureau of Mines has used gross alpha and gross beta detectors to continuously measure radiation working levels for a number of years. During this time, improvements have been made in the design and performance of continuous working-level (CWL) detectors. This report discusses the improved designs and some of the operating principles and applications of CWL detectors in the measurement of radon daughter products in mines and dwellings.
