The economy of Belize continued to show a very slight but still positive growth during 1986. The gross domestic product (GDP) was estimated to have been about $164 million,2 almost the same as those of 1984 and 1985. Foreign investors looked favorably on Belize because it had remained isolated from the sometimes turbulent political and social strife elsewhere in Central America. Reportedly, in late 1986, Guatemala had decided not to pursue its claim to Belizean territory and to give full recognition to that country. Discussions were to be held regarding any matters of mutual concern. New investment possibilities were oriented toward agriculture or manufacturing endeavors. Except for some interest in petroleum exploration, the minerals sector remained limited to the quarrying of construction-related materials.

(a) Moisture. - Moisture, "as fired," is specifically significant in pulverized-coal firing because of its effect upon the continuity of raw-coal feed to the pulverizer, pulverizer capacity, flame stability, and speed of ignition. The extraneous moisture content is a rough index of potential difficulties in unloading and maintaining the flow of raw coal to the pulverizer and of pulverized coal to the furnace, with the troubles increasing geometrically as the percentage increases. Sticking or other stoppage of coal flow at any point between the bunker and the furnace is especially serious with pulverized-coal firing because there is danger of immediate loss of output. Where moisture is a problem, the designer must exercise great care in the design of coal-handling and preparation apparatus.

Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

This report describes bench-scale studies and pilot-plant development of the Bureau of Mines process for roasting iron ores with a ferrous scrap reductant, such as discarded automobile hulks, to yield artificial magnetite. Quality magnetic concentrates containing about 66 percent iron and 6 percent silica with iron recoveries of over 90 percent were obtained after roasting fine-grained oxidized or nonmagnetic taconite with unburned, sheared automobile hulks in a rotary kiln. The relatively complete oxidation of the lighter gage metal in the automobile during roasting resulted in a metallic byproduct consisting of the unconsumed heavier gage metal scrap. This residual or tailored scrap is potentially useful as heavy melting stock and has more value than the original automobile hulk.

Depletion of coals most suitable for metallurgical fuel has made necessary a general survey of coking coal reserves in the United States. These investigations were begunn 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one in a series, by counties, describes the preparation characteristics of the coals of Harlan County, Ky. From these data it is possible to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are chemically suitable under present standards for producing metallurgical coke, (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered to be potential sources of metallurgical fuel regardless of preparation.

A separator for minerals of low magnetic susceptibility and fine particle size in a water suspension is described. A ring-shaped matrix of ferromagnetic fragments rotating so as to pass successively through magnetic-field and field-free regions provides for the separation. Application is illustrated in the separation of hematite and ilmenite from quartz.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

The Bureau of Mines analyzed three cores from the south Seep Ridge area of the P. R. Spring tar sand deposit of northeastern Utah. Four tar sand zones are indicated in the area. The zones range in average thickness from 13 to 24 ft. The total net thickness of the tar sand in the three coreholes ranges from 71 to 112 ft. The tar sand occurs between the depths of 27 and 254 ft. It has good porosity, 25.6 pct of bulk volume; high permeability before and after oil extraction, 819 and 2,218 md, respectively; but a relatively low oil saturation, 36.5 pct of pore volume. Gravity of the oil ranges from 8.20 to 16.5° API.

The Bureau of Mines is engaged in research to recover aluminum from kaolinitic clay and other nonbauxitic domestic resources. As part of this work, calcined Georgia kaolin was prepared by a process that prevents slime formation and makes the leached residues fast settling and easy to filter. The leaching reaction for calcined kaolinitic clay in a 5 pct stoichiometric excess of boiling 23-to 26-pct HCI was found to be zero order. Rate constants based on the weight-fraction of aluminum in the clay were found to be between 0.095 and 0.15 min-1 depending on feed preparation and leaching parameters. The mathematical relationships between aluminum extraction and time for both batch and continuous, stirred-tank operations were derived and verified experimentally.

New mineral activity focused on increased petroleum exploration activities, while the established construction-oriented minerals sector operated without substantial change from previous years. After showing a 1 % real growth in the $154 million II gross domestic product (GDP) for 1983, preliminary estimates for 1984 indicated that the same growth pattern prevailed. The negative trade balance at midyear had worsened over the negative balance for the same period in 1983. An upward trend in import costs partly reflected the impact of Mexican inflation, which made that country's goods more ex-pensive and led to increased imports from North America and Europe. On the other hand, by midyear, the reexport trade with Mexico indicated an upward climb from the 1988 low of $12.7 million.

Field studies have been conducted in a large number of coal mines throughout the U.S. to determine the effectiveness of electromagnetic techniques in locating men trapped underground following a mine disaster. Data from these tests have been used to generate models of expected signal and noise distributions as found above mines throughout the coal fields. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results indicate an expected 45% probability of detecting a miner's signal from a depth of 1,000 ft, a depth which exceeds 903 of the coal mines within the U.S. and a 90% probability at a depth of 500 ft, a depth which exceeds 50% of the mines.

The performance of six dense-medium washers was evaluated in five preparation plants. Three of the plants were making a two-product separation that produced a clean coal and a refuse; one plant employed dense-medium vessels in series to effect a primary and a secondary separation; and one plant was equipped with a two-compartment washer effecting two separations in one vessel. The separate secondary drum-type washer produced a low-ash metallurgical coal and an intermediate-ash product suitable for plant fuel or steam generation. The two-compartment washer produced a premium anthracite product and a middlings product. The sharpness-of-separation values ranged from good to excellent for the five primary separations and for the secondary separation.

This report discusses the Bureau of Mines' efforts to develop partial protective structures for operators of low-coal shuttle cars. In coal seams 48 in high or less, full-coverage canopies are generally difficult or may be impossible to implement on high-speed face equipment due to the restrictions they impose on the operator's vision and comfort. Lim- ited coverage is one alternative that provides an acceptable level of operator protection in thin-seam applications where conventional full- coverage canopies cannot be used. Three possible limited-coverage de- sign scenarios (roll bars, sliding canopies, and flip-top canopies) were designed, fabricated, and evaluated for low-coal shuttle cars. All three designs were determined to be feasible and desirable for low-coal shuttle car application.

Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off, However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected.

The Bureau of Mines has developed a gas chromatographic method for the rapid and accurate determination of oxygen, nitrogen, carbon dioxide, methane, and, if present, carbon monoxide in mine air. This method replaces such presently used gas-reaction types as the Haldane or Orsat analysis, offering advantages in terms of precision, accuracy, speed, and convenience.

Synopsis Underground stone mining Is an emerging sector of the U.S. mining industry. As this expansion takes mines under deeper cover, and as more efficient mining methods are utilized, effective stone pillar design methods will become even more Important. Current design practices are examined and a discussion of safe mine layouts is presented as a first approach towards weighing the demands for increased production against increased risk. Risks to underground stone-mine workers include rib Instabilities, pillar failures and roof falls. Seventy-two stone-mine pillar designs were examined. Pillars with width to height ratios of less than 1.5 appear more likely to fail when subjected to excessive stress levels. When width to height ratios fall below 1.0 defects in the pillars, such as through-running discon¬tinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties and orientation are also important determining factors in pillar strength. During the past three years the number of active underground stone mines in the U.S.A. has ranged between 90 and 100. This number is expected to increase as the crushed stone industry responds to growing demands for its products.1 As more of the industry moves to benefit from the advantages of underground mining production from underground stone mines is expected to increase above its current level of approximately 66 000 000 r/year. Parker2 identified four advantages of underground mining operations: (1) surface developments, zoning laws and environmental concerns are often less of an issue; (2) stripping and restoration requirements are eliminated; (3) additional reserves are often available beneath the quarry floor, under pit slopes or under an adjoining property; and (4) space is created for secondary use. Underground mines enjoy the added benefits of work in a constant underground climate, rather than in the variable surface climate, minimization of community concerns by placement of the crushing, sizing and stowing operations underground and reduction of surface vibration concerns through smaller blasts. The drawbacks of underground mining include added health and safety hazards for the stone miners, whose health can suffer from increased exposure to falls of ground, airborne contaminants and fog in large underground openings. Injuries from falls of ground in stone mines have occasionally exceeded the incidence rates for other mineral resources mined underground. 3 Existing underground stone operations, by comparison with stone operations a decade ago, mine more stone at a faster rate and with larger equipment. Because of high demand mines face increased pressure to yield more stone per production blast. A majority of the miners use the V-cut blasting pattern, which limits the depth or pull for each shot to about 4 m. Therefore, to produce more stone, either the mines must work more faces or existing faces must be enlarged. The enlargement of underground openings poses problems in the maintenance o€ strata stability, First, the widths of the mine entries partially control the amount of sag or deflection that any given roof beam can withstand before failure. This deflection can take pi ace quickly after an opening is excavated or much later as weathering processes form additional, thinner beams. Because increased deflection increases the potential for roof beam failure, there is a limit to how wide a room can safely be made. These limits depend on local geological and stress conditions and, to some extent, the cost effectiveness of roof-bolting. Given these room width limitations, underground stone mines have placed more attention on expansion of production through benching where mining thicknesses permit. The heights of rooms partially control the strength characteristics of adjacent pillars: as the room height increases for a given pillar width the pillar width-to-height ratio (w/h) decreases. In general, stone pillars are very strong, but when the width-to height ratio diminishes the potential for pillar rib instabilities and pillar failures increases (see Fig. 1). [ ] In the underground environment the desire to utilize wider rooms, higher benches and multi-level mining results in the potential for unstable ground conditions. Although the number of failed pillars is currently very low, the potential for additional failures will grow if more slender pillars are developed, especially under deeper cover, with wider mining sections and in multi-level operations.
