This , the twelfth annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , summarizes the research and tests conducted frah July 1, 1946, to July 1, 1947. The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. These investigations cover eight main fields of activ-. projects varies from time to time. The on ity. The emphase-half of the coal reservos of the world. United States These reserves are not always of the quality desired or in the place where they could best be used. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." Approximately 2,000 persons are killed annually in the coal mines of the United States. There is no question that this number is at least double and probably treble what it should be and by all means the least excusable of the fatalities are those caused by explosions and fires. Fatalities from explo- sions and fires in coal mines are almost invariably caused by carelessness or negligence. Table 1 indicates that the fiscal year ending June 30, 1931, ras by no means a satisfactory one as regaris either the number of explosions or the number of persons killed by them. This tabulation lists all ignitions to which the attention of the personnel of the safety division was called and in- cludes not only major disasters, but also explosions in which fewer than five were killed, as well as several explosions from which no fatalities resulted. It will be noticed that last year there were 26 explosions in mines in 10 States of the United States, resulting in 217 deaths. In the previous year there were 34 explosions with a death list of 199, and in the year before there were 38 explosions with a death list of 139. Hence, the past fiscal year had distinctly a poorer record of fatalities from mine explosions than either of the two previous years. Of the 26 explosions in the past fiscal year, Pennsylvania had 7, West Virginic 4, New Mexico and Ohio 3 each, Alabama, Oklahoma and Washington 2 each, and California, Illinois and Indiana 1 each; the one in California was in a tunnel being driven for water purposes but giving off explosive gas (methane). In fatalities Ohio had the worst record with 38, Oklahoma came next with 45, then Indiane with 38, and Pennsylvania with 23; although Alabama had 2 ignitions and Washington 1, they caused no fatalities. Utch, Colorado, and Kentucky had no explosions reported by the safety division of the Bureau of Mines during the past fiscal year, but were on the list for the previous year, though in the case of Colorado there were no fatalities. On the other hand, Indiana and New Mexico, neither of rhich was charged with an explosion in the two previous years, were on the list for the past fiscal year; New Mexico had the bad record of three explosions, though fortunately with but a total of eight fatalities. Ohio reported 3 explosions to the safety division of the Bureau of Mines in the past fiscal year, 2 in the pre- vious year, and 3 in the year before that, or 8 in the past three fiscal years with 92 fatalities; all of these eight explosions were in open-light mines.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Introduction A wealth of information exists which deals with electrical grounding, both from a general viewpoint and from a specifically mine-oriented approach. Many parameters must be investigated in order to thoroughly cover all of the variables which govern the performance of electrical grounding systems. The emphasis of this work on open-pit practices re- presents a new development in the field of grounding research, and an exhaustive review of the relevant historical documentation is especially desirable. Grounding System Purposes What purposes are served by a grounding system? The answer is four-fold and may be summarized as follows. First, it must limit potential gradients between conducting materials in a given area (56). When a phase conductor comes into contact with a machine frame, current flows through the equipment, which tends to become elevated above ground by an amount equal to the voltage on the conductor. If a man were to touch the machine while he was simultaneously connected to ground in some manner, his body would also tend to become elevated in potential, possibly to a lethal extent. Thus, the grounding system should provide a low- resistance path for the fault current to return to the source. The maxi- mum potential to which a man could be exposed when touching a machine frame is equal to the voltage drop along the ground conductors inside the power cable, as shown in Figure 1 (54). "The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

This report describes the results of a program to design, procure, install, and evaluate a multi-channel underground telephone system of modern design in the Sunshine Silver Mine near Wallace, Idaho. Although the evaluation portion of the program was deleted, this report contains a cost benefit analysis for such a system using estimates of operational data for the Sunshine Mine. The results show a centrally switched telephone system of conventional design with ruggedized phone enclosures and special environmentally sealed dial pads to be the most economical.

The selection of a process for treating a gold ore is governed primarily by the characteristics of the ore under consideration. The form in which the gold occurs, its mode of association with other minerals, and the size and surface condition of the gold particles are important factors which influence materially the choice of procedure for recovering gold. A knowledge of these characteristics may be obtained by microscopic and chemical methods combined with experimental testing. Cyanidation and amalgamation, either alone or in conjunction with flotation and gravity methods, are peculiarly adapted to the treatment of gold ores, especially those of relatively low grade. Gold alloys readily with mercury provided both present clean surfaces. The presence of oils and grease, antimony and arsenic minerals, or soluble sulphides have a harmful effect. Very small, flaky particles of gold frequently are lost in amalgamation because of noncontact with the mercury. Fine gold in pyrite, or gold having rusty or contaminated surfaces, is often lost for the same reason. Grinding or some form of abrasion sometimes removes surface films of iron oxide or substances of a similar nature, and alkalies or other chemicals are used to remove grease. Gold is readily soluble in cyanide solution, and this method of treatment is particularly effective in the recovery of gold from the tailings resulting from other types of concen¬tration procedure. Cyanide solutions must contact the gold to insure recovery, and the porosity of the ore treated and the fineness of grinding required are important governing factors. The use of lime in cyanidation is necessary to protect the cyanide, to precipitate undesirable substances, and to settle slimes. Certain substances in ores are harmful in cyanidation; chief among them are those that combine with cyanide, forming cyanides, and carbon which precipitates gold from solution. Arsenic and antimony are also harmful if present in sufficient quantity. These and other difficulties encountered in cyaniding certain ores often are overcome by roasting prior to leaching. Zinc dust is used almost universally for precipitating precious metals from cyanide solutions. The refining and melting of the product may be accomplished by oxidizing the zinc before melting it in graphite pots with fluxes, although sulphuric acid is now used largely to remove the zinc before melting. Straight cyanidaticn practice is being replaced by flotation as a major process, followed by cyanide leaching of the tailings, but amalgamation is still needed as a primary process for the recovery of coarse gold before either flotation or cyanidation.

"INTRODUCTION The technical studies conducted by the Explosives Division of the Bureau of Mines have been summarized in a series of publications issued annually for the past 10 years. 3/ The following account covers studies undertaken from July 1, 1944 to June 30, 1945. The work is set forth under a number of main headings to correspond to the organizational structure of the division, the various activities being under the immediate direction of unit chiefs, who report to the author. Specific credit it due to the unit leader and his assistants.Determination of Ignition TemperaturesThe ignition temperature of mixtures of isobutane and air were determined by the static method using a 131-cc. quartz bull. 5/ The results obtained follow: Prevention of Benzene-Air Explosions by Addition of Nitrogen and Carbon Dioxide The elimination or mitigation of the explosion hazards of combustible gases is a part of the work undertaken by the Bureau of Mines in promoting safety. Explosions can be prevented by the maintenance of concentrations that lie outside the inflammable limits. A procedure has been developed whereby the inflammable limits of many complex gaseous mixtures may be calculated in a rather simple manner without requiring toilsome laboratory experiments. This procedure has been outlined in a number of previous publications. 6./ During the fiscal year under review, essential data required for the calculations of complex combustible gas mixtures containing varying percentages of benzene were obtained. Benzene vapor is a normal constituent of many manufactured gases and is widely used in the solvent industry and in the manufacture of high explosives."

This paper is one of a series covering the mineral resources of the Nation. It briefly describes most of the known tungsten deposits of New Mexico. Most of the descriptions are from field examinations by the senior author. Reported tungsten occurrences that were not visited are listed below: Colfax County: Occurrences of ferberite in thin veins in Willow Creek near Elizabethtown.4/ Dona Ana County: Small, low-grade occurrences of scheelite near the summit of the Organ Mountains about 15 miles east of Las Cruces. Hidalgo County: Scheelite reported in the Daisy mine 7 miles southeast of Hachita. Ores are carbonates containing copper, gold, silver, and bismuth.5/

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

The Bureau of Mines investigated the availability of flake and high-crystalline natural graphite from 4 domestic and 25 foreign mines and deposits in 11 market economy countries (MEC's). Demonstrated resources were estimated to be 95 million metric tons (Mmt) containing 5.61 Mmt of recoverable flake and high-crystalline graphite products. Fifty-five percent (3.17 Mmt) of the total recovered product is estimated to comprise plus 100-mesh (150-µm) flake pro-ducts and "lump" and "chip" high-crystalline products, designated as "graphite A" in this study; 45 pct (2.44 Mmt) of the total is minus 100-mesh (150-µm) flake products and "dust" high-crystalline products, designated as "graphite B." Total production costs, including all costs needed over the life of each operation, were determined at a 0-and 15-pct discounted-cash-flow rate of return (DCFROR) for both graphite A and graphite B products. For a 15-pct DCFROR, 1.74 Mmt (54.9 pct) of the graphite A products is available at $600/mt or less and 2.13 Mmt (67.2 pct) is available for $800/mt or less. For the same DCFROR, 1.08 Mmt (44.3 pct) of the graphite B is available at $200/mt or less, and 1.71 Mmt (70 pct) is available at $325/mt or less. No domestic resources were determined to be economic at present prices. A sensitivity analysis of the relative economics of the Alabama graphite deposits under various operational parameters is presented in an appendix. All evaluations are in January 1984 dollars.

This paper describing mining practice at Morenci, Ariz., is one of a series of articles on mining method, and practice in the various mining districts in the United States. At present (1929) practically all the mineral production in the Morenci district is from the Humboldt mine of the Morenci Branch, Phelps Dodge Corporation. The mining method used is adapted to the type of ore body being exploited; it has been developed by adopting methods used elsewhere and making necessary changes to fit local conditions. Improvements in current practices are still being made.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

This paper is one of a series dealing with mining problems and summarizing the data contained in the Information Circulars on individual mines that have been prepared by the managers or superintendents and published by the Bureau of Mines. The purpose of this paper is to present the problems encountered in the development of an efficient mine organization and to show the means used by certain mining companies in promoting efficiency. There is also a discussion of the advantages and disadvantages of the various systems of paying and handling labor and a description of their application at the individual mines.

The U.S. Bureau of Mines has evaluated the potential availability of nickel from 36 deposits or districts in 16 market-economy countries (MECs), analyzing more than 95 percent of production in those countries. This study indicates the quantity of nickel available on the basis of net production costs and total costs with a 0-pct and a 10-pct discounted cash flow rate of return (DCFROR). Costs of production are expressed in dollars per pound of recovered nickel. The study also indicates sensitivities of the cost of production to energy, labor, and other factors. The studied deposits and properties contain approximately 33 Mmt of recoverable nickel. About 26 Mmt of nickel is potentially recoverable from laterite deposits, of which 4.5 Mmt can be produced at $2.50/lb or less with a 0-pct DCFROR. Approximately 7 Mmt of nickel is potentially recoverable from sulfide deposits, of which about 6.3 Mint could be produced at $2.50/lb or less at a 0-pct DCFROR. The price of nickel averaged above $6.00/lb in 1988. Sensitivity studies performed for both laterite and sulfide deposits indicate that the total cost of producing nickel from laterites is most sensitive to increases in energy costs and that the total cost of producing nickel from sulfide deposits is most sensitive to increases in labor costs; sulfides are also affected by changes in revenues from byproducts.

The Bureau of Mines has evaluated the potential availability of silver from 436 mines and deposits in 41 market economy countries (MEC?s) comprising five major economic categories of deposits: predominantly silver deposits and predominantly zinc, lead, copper, and gold deposits. This study evaluated the long-term cost and availability of primary silver production from 53 producing and 13 nonproducing predominantly silver properties in 11 MEC's and estimated the total recoverable silver from 370 properties as a coproduct or byproduct of zinc, lead, copper, or gold production. This study resulted in estimates of a demonstrated resource of 5.99 billion tr oz of recoverable silver as of January 1984. Of this total, 23.5 pet is in the 66 mines and deposits classified as predominantly silver properties. The largest quantity of recoverable silver, 43.9 pct, lies in the 121 properties classified as predominantly zinc, with 26.5 pct in 120 properties classified as predominantly copper, 4.1 pet in 21 predominantly lead properties, and 2.0 pct in 108 predominantly gold properties. At current silver prices, the economics of silver production favor silver that is a byproduct or coproduct of zinc, lead, copper, or gold, and much of the silver production in the United States from the predominantly silver mines is at an economic disadvantage in comparison with silver production in other countries.

The revised estimate of coal production in January 1977, is 39 million tons -- down 12 mi 11 ion tons compared with production in January of last year, largely as a consequence of the snow storms and cold. The major coal-hauling railroads operating in Eastern and Midwestern States reported to the Bureau of Mines that they loaded approximately the same number of cars for the week ended February 5, as in the preceding week. The Bureau of Mines estimates that U.S. coal production for the week ending February 5, 1977, was approximately 8.5 million tons, or nearly 3.5 million tons less than production for the corresponding week in 1976. Coal production from January 1 - February 5, 1977, was approximately 47.8 mi 11 ion tons compared with production of 63.5 million tons for the corresponding period in 1976. As of the first week in February, river and truck shipments of coal in the Eastern U.S. were about one-half of the normal traffic. Despite the freezing weather and ice and snow conditions of rivers and highways and reduced rail shipments, there was reportedly little or no shortage in coal supply to consumers. Inventories at electric utility plants and steel company coke plants at the beginning of the severe weather were sufficient in most cases for at least 30 days" operations. There have been no reports of coal shortages at other industrial plants.
