Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

This is one of a series of reports describing investigations made within the Missouri River Basin in Montana by mining engineers of the Bureau of Mines, Minerals Division, Region II. The primary purpose of these investigations is to provide basic information to agencies of the Department of the Interior and other agencies concerned with the planning of power and other water developments in the Missouri River Basin. This report contains only such factual data as have been authorized for public distribution. Special precautions have been taken not to reveal any information or data considered to be confidential. The field investigations for this report were made during the fall of 1948 and the summer of 1949. Virtually all of the known metallic mineral deposits and some nonmetallic (industrial) mineral deposits within Judith Basin County were investigated. Most of the mines and prospects have been inactive for many years; most of the old underground mine workings now are inaccessible or only partly accessible. Consequently, much of the information on many of the mines and prospects necessarily has been obtained from available U. S. Government and State publications and from owners and local residents.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation, and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice, making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being beaded by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems test suited for the work in hand. The following projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration of a linear relation between surface and coercive force in magnetic minerals and its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1, 1934, to June 30, 193b.

This report summarizes the results from the first year of an anticipated multiphase program to develop improved coal mining equipment which utilize the CAVIJET? cavitating water jet method. This laboratory parametric study demonstrated the advantages of cavitating jets over non­cavitating jets in cutting coal, by producing comparable slot depths at one-fifth of the operating pressure, at better than one-half of the spe­cific energy. These results suggest that CAVIJET-augmented mining devices can be developed with compact, low-pressure pumps. Thus, CAVIJET should be capable of operating with safer, lighter support equipment, while providing all of the advantages (reduction of dust and sparks, reduced damage to cutters) of conventional hydraulic mining methods.

The Bureau of Mines is establishing design criteria for effective roof support systems and is developing technology to improve mine planning and design. Geologic studies, surface and underground mine monitoring, and laboratory evaluations were conducted. The seven papers in this proceedings Information Circular present results of several investigations. Addressed are problems existing in both longwall and multiple-seam mines. Discussions include the effect of dewatering at a longwall mine site in the Pittsburgh coal seam and the effect of chain pillars on subsidence. Other results are measurement and characterization of longwall rock mass movement and an integrated design for stability in multiple-seam mining.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. A reasonably clear and broad definition of occupational disease as originated by the Supreme Court of Ohio is: "A disease contracted in the usual and ordinary course of events which from the common experience of humanity is known to be incident to a particular employment." An ailment does not become an occupational disease simply because it is contracted on the employer's premises. It must be one that is commonly regarded as natural to, inherent in, and concomitant of the work in question. The important distinction between accidental-traumatic injuries and occupational-disease injuries is that accidents occur at specific times, ordinarily are discovered readily, and usually leave no question as to the particular employer it whose development the accident occurred. On the other hand, occupational diseases may develop slowly, unknown to the employer and employee until disability occurs, and the injuries sustained are continuing disabilities over an extended period of time and may be incurred while the employee is working for one of several employers.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

This report describes in detail the results of petrographic research conducted on 21 phosphate ores representing important deposits in southwestern Montana , southeastern Idaho , and northeastern Utah . The ores are described and categorized by mineralogical and chemical composition , thermal behavior of organic carbon , and textural constitution . Descriptive and genetic classification schemes applicable to western phosphate ores are discussed ; results from related studies made of the collophane mineralogy are also presented . The latter studies were centered on determining unit - cell dimensions and CO₂ , P2O5 , and fluorine content of collophane concentrates of 11 high - grade phosphate- rock hand specimens selected solely for this purpose . On the basis of this investigation , operational methods have been developed for quantitatively describing textural and compositional features that are likely to be significant in determining the response of phosphate ores to conventional beneficiation treatments ; systems for classifying the ores in relation to these features have been proposed . Studies to date point out distinct textural and compositional variations in the western phosphates and illustrate their importance in determining optimum beneficiation procedure .

This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

"INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."

"The investigation discussed in this paper was undertaken to obtain fundamental data on crushing and grinding and has been confined, so far, to work on quartz.The results of crushing or grinding have hitherto been judged entirely by the amount of the various-sized particles produced, based. on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns - a method which could give only a general idea of what had been accomplished.There was a distinct need of a ""yardstick"" for the measurement of crushed material. It appeared that no advance in the fundamental investigation of crushing and grinding could be made without a reliable method of surface measurement and that such a measurement would have to be based on some property of the surface of the crushed material.A number of attempts based on various surface actions, such as adsorption and heat of wetting, were made to measure surface on quartz particles, but all gave unsatisfactory results. After some preliminary work it was decided that a dissolution method based on Wenzel's law-- ""the reaction velocity between solids and liquids is proportional to the area. of contact""4 -- would be the most feasible.Early use of the dissolution method had been made for surface measurements5, and lately Dr. Geoffrey Martin and his coworkers in England used the dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from a sample in one hour by a hydrofluoric acid solution, with the amountdissolved from a measured quartz cuboid6,After investigating the solvent power of sodium carbonate, sodium hydroxide, and hydrofluoric acid for quartz, hydrofluoric acid was selected as the most suitable solvent, and a dissolution method was developed which gives very reliable results.During the dissolution of quartz in hydrofluoric acid, the reaction velocity changes for two reasons: there is a change in concentration of solution, and a change of surface of the solid. The amount of quartz dissolved in a definite period of time is therefore not a true measure of surface. If, however, the reaction velocity or rate of dissolution for various periods of time be plotted, a curve will be obtained which, if extrapolated to the zero time ordinate, will give the rate of dissolution before any change of surface or any change in the solvent has taken place, and which is a true index of surface. This rate of dissolution, expressed in percentage of the original sample at the zero time ordinate, is designated herein as the ""Initial Rate"" or as simply ""I. R."""

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

"INTRODUCTION Mine fires have occurred since underground mining of minerals began, and they are still occurring. The technical literature is replete with papers relating to mine fires.Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents require the collection and analyses of samples of the atmospheres surrounding the fire. Such atmos¬pheres are complex mixtures of gases (1, 3, 4, 15, 21, 23).3/SUMMARYExperiences at mine fires (1, 3, 4, 15, 21, 23) have proved conclusively that mine-air analyses furnish the only means of judging what is going on in a mine fire area. Mine-air analyses give evidence of conditions that require immediate protection, govern the order and control the manner in which a fire is fought, show the necessity of bulkheads and establish the places to construct them, indicate whether or not a fire is being controlled or is being extinguished, and govern procedure in sealing and unsealing mine fires.It is commonly believed that danger to life and property from mine-fire atmospheres is greatest in coal mines; this is true only to the degree that the explosion hazard is greater in coal mines than in noncoal mines because of the presence of combustible gases. The problem of gas poisoning is greater in noncoal mines because of the more frequent occurrence of poisonous and innocuous gases, oftentimes the lack of controlled ventilation, and usually greater difficulties in sealing mine-fire areas. Sulfide minerals present a serious hazard in many metal-mine fires when sulfur dioxide is formed. The country rock or ore body itself may contain or be limestone, which may be calcined. Emanations of carbon dioxide are found."

Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

This report (Safety File 3.0) is the fourth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

This report (Independent Functional Safety Assessment 4.0) is the fifth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]
