We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

An explosion occurred in a high-pressure compressed-air line in October, 1930, at an Arizona copper mine. The explosion was unusual, and nothing had teor. noted by the plant operators to indicate the possibility of such an occurrence. It is necessar The air is The mining company uses compressed-air locomotives to haul about 4,500 tons of ore per day from the stopos to the pockets at two hoisting shafts. The ore cars hold five tons each, and are pulled in trains of 30 cars. to charge the locomotive with compressed air at both ends of the trip. conveyed from the compressors at the surface to the distributing points unier roun in special high-pressure four inch steel pipe that was tested to withstand 2500 pounds per square inch before being installed. The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .

An inusual job in controlling a gas well was executed on No. 1 well, Inland Oil and Refining Co., situated on the Alkali Butte structure, Freemont County, Wyoming. The work was done by the company in cooperation with the . S. Bureau of Minos, and resulted in a fuel saving of $5,000 in one season and of a repair job estimated at $15,000, or a total of $21,000. The woll had an open flow of 6,000,000 cubic feet of gas per day with a rock pressure of 560 pounds per square inch. A string of 6-1/4 inch casing with a toothed shoe was set on the cap rock above the gas sand at 2181 feet. Then the well was shut in, the gas worked out around both the 6-1/4 inch and 6-1/4 inch strings, breaking through the ground surface at several points under the derrick. Casing troubles encountered while drilling made it unsafe to attempt Coving the 6-1/4 inch string. Moreover, it was important from the standpoint of good management to make the gas from this well immediately available for fuel in other operations and, in addition, to save the gas from wasting. An ordinary mudding and cementing job would have necessitated sitting down this well for probably two months out of a very short operating season. For these rousons it was determined to mud the well, if possible, between the 6 and 8 inch strings by pumping mud fluid through the connection from the gas clamps. The gas clamps used wore of ordinary construction with a side outlet, making them equivalent to a Braden-hoad. When the mud fluid was pumped through the gas clamp into the space between the two strings, it began to appear inside the 6-1/4 inch string. It apparently entered the well either around the toothed shoe or through a "line sawed" leak in the string and was blown out of the well as fast as it was pumped in. In order to stop the leaks, about a half a gunny sack of finely chopped bull ropa was fed with the mud between the casings as before. The hemp gathered around the valves of the mud pump to some extent, and it also stuck in the casing-head fittings a few times. An obstruction in the casing- head would be removed by permitting the woll to "blow back" for a few seconds, and one in the pump valves, by removing the valves when necessary. In two days' time sufficient hemp and mud had been pumped into these strings to kill external and internal pressure. The wall was shut in and allowed to stand over night. PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. The ultimate goal is for widespread integration of useful hearing loss prevention products and devices into the daily routines of miners

The first coat made up to a consistency that works easily under the trowel is applied in the usual manner. No water should be added to the liquid chloride as it would alter its density, and injure the work. The second or finishing coat is then applied. The aggregates are different in each, and no other dry material should be added to them as they come to the trade. The cement may be applied in zero weather without damage. Setting is quite slow under such conditions, but the cement ultimately becomes hard. It should always be applied to a dry surface excepting that under certain conditions it is desirable to apply a solution of magnesium chloride before using the stucco."

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

On the Pacific coast during World War II, a tremendous ship-building industry was developed, Early in the war it became impossible to obtain in- got or steel scrap for ship ballast. Magnetite, an oxide of iron, was sub- stituted as it fulfilled the requirements of weight for available space in the ships. Consequently, a new use for the western magnetite was rapidly developed.

The Bureau of Mines constructed a microminer--a scaled-down (5-by 5- by 11-foot) continuous-mining machine of the drum type with a unique triaxially controlled head--for use in a research program to study the effects of continuous-mining-machine parameters on the generation of respirable dust. This report describes field research with the microminer at the Bureau's Experimental Mine at Bruceton, Pa. Experiments were conducted to determine the effects of depth of cut, rotational speed, and sump and shear rates on the generation of respirable dust. The cutting forces were also monitored and compared with depth of cut. There appears to be a reduction in the amount of respirable dust generated when the depth of cut is increased or rotational is speed lowered, Variation of other machine parameters seems to have little effect on dust generation.

"The problem of signaling to the hoisting engineer from a moving cage in the shaft has been considered by many mine operators for a number of years. There are several methods in use in different mining districts, and so far as the writer is aware they have been further developed in Utah than in any other state. The latest installations are of interest because they use a very low-voltage circuit for the shaft wires and also because the wiring can be so arranged that the hoist can be stopped from the cage, if so desired.The first installation in Utah was in the shaft of the Centennial-Eureka mine under the management of C. E. Allen. It was placed in operation in the summer of 1899, end has been in continuous and satisfactory operation for 21 years. The arrangement consists or two bare wires down the shaft carrying a current at 60 volts potential, with a device on the cage for making connection between the two wires. This device is simply a short piece of wire which is thoroughly insulated from the cage and is operated by a short lever. Whenever the cage rider wishes to signal the engineer he pulls down the lever, forcing the short wire out against the two bare wires, thus making a circuit which rings the bell in the hoist-room. A similar device was planned in the Grand Central shaft at Mammoth, Utah, but was later abandoned. The cause of failure was reported to be that the shaft was very wet."

Pipe lines through which natural gas is flowing should be buried in order to minimize fluctuations in the temperature of the gas, as these fluctuations have several harmful effects. One of these effects is to decrease the accuracy of measurements of gas volume. In order to meter properly the quantity of gas flowing past any point in a transmission system, it is necessary to how the temperature of the gas. If the temperature remains fairly constant, the gas flow can be measured with a close degree of accuracy, but if it fluctuates rapidly, close measurement is impossible.

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

During the testing of porcelain insulators with a " 60 - cycle flash - over apparatus " , gases are liberated having an odor greatly resembling that of ozone . Since the two main constituents of normal air are nitrogen and oxygen , and high voltages (approximately 90,000 volts ) are used during the tests , the conditions are favorable for the production of ozone or oxides of nitrogen , and perhaps both simultaneously . The presence of these gases is only noticeable during the testing period . They soon disappear after the test is over . No fatalities have ever resulted from these gases at the plant visited nor are there any records of any of the men who worked on the tests being confined to their homes from this cause . New employees sometimes complain of a depressed feeling and shortness of breath , which is most noticeable after leaving work and getting into fresh air , but they som become accustomed to it and no ill effects are noticed . In view of previous work*** which the Bureau of Mines has done on oxides of nitrogen in connection with mine gases and problems in gas analysis , tests were made at the plant of the Westinghouse High Voltage Insulator Company at Derry , Pa . to determine the kind and amount of gases liberated .

"SUMMARYMagnetic and gravimetric surveys wore conducted over an area of ap¬proximately 1,400 square miles in the bauxite district of central Arkansas. The primary purpose of these surveys was to discover any possible buried and hitherto unknown syenite masses favorable for the occurrence of bauxite and to determine the approximate position of the buried flanks of the known syenite masses which might offer conditions favorable for the discovery of new ore bodies.Those surveys indicated that the various syenite outcrops were domes or bosses on a large batholith and that ether similar domes occurred on the batholith but did net outcrop.Drilling on the local geophysical anomalies proved the presence of 10 buried domes, but only 2 of them were found to project above the upper surface of the Midway clays, a requisite of conditions favorable for the occurrence of bauxite ore bodies. The geophysical data indicated the approximate configuration of the buried flanks of the known syenite coutcrops, and the portions of these flanks that project above the Midway have now been outlined more accurately by drilling.The geophysical surveys have produced evidence permitting the elimi¬nation of a large area as unfavorable for the occurrence of bauxite.Magnetic surveys extending along the Midway-Wilcox contact from Gurdon, in Clark County, on the southwest to Searcy, in White County, on the northwest have proved the improbability of the existence of other syenite masses similar to those found in Pulaski and Saline Counties. A detailed magnetic survey of the Magnet Cove area in Hot Spring County has proved that the syenite mass exposed in that locality is an isolated intrusion and entirely unrelated to those of Pulaski and Saline Counties. This syenite mass does not occur under conditions believed to be favorable for the occurrence of bauxite."

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 27,034-hectare Steel Mountain/Yuba River study area and the 16,544-hectare Breadwinner study area. There were approximately 535 lode and placer claims in or partially in the Steel Mountain/Yuba River study area, and 84 lode and placer claims in or partially in the Breadwinner study area. In the Atlanta and Rocky Bar mining districts, both adjacent to and in the Steel Mountain/Yuba River study area, 30,232.4 kg (972,000 02) of gold and 62,838.3 kg (2,020,000 02) of silver had been produced. Most of this production came from outside the study area. Placer properties adjacent to (and a few in) the Breadwinner study area had production of 93.1 kg (2,992 oz) of gold and 20.0 kg (642 02) of silver. Twelve properties in the Steel Mountain/Yuba River study area have potential for resources; eleven have alteration and/or mineralization similar to that found at Atlanta with potential for gold, silver, and tungsten resources, and one has alteration and mineralization associated with polymetallic vein type deposits with potential for gold, silver, copper, lead, zinc, and tungsten resources. Adjacent to the study area, large bars of gold-bearing gravel can be found along the Middle Fork Boise River. Four properties in the Breadwinner study area have potential for mineral resources; one has alteration and mineralization associated with skarn, polymetallic vein, and, possibly, copper-molybdenum and molybdenum porphyry types of deposits; two have alteration and metal assays associated with polymetallic vein, and possibly copper-molybdenum and molybdenum porphyry types of deposits; and one has alteration and mineralization similar to that found at Atlanta. These four have potential for gold, silver, copper, lead, zinc, molybdenum, and tungsten resources Adjacent to and extending into the Breadwinner study area are large bars of gold-bearing gravel along North and Middle Forks Boise River.

This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

"INTRODUCTION This report embodies the results of a detailed statistical microscopic examination of the ore and the mill products of the Silver King Coalition Mines Co., Park City, Utah.The study was conducted under the joint auspices of the United States Bureau of mines is cooperation with the University of Utah at Salt Lake City, Utah. The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. In addition to the regular personnel of the laboratory the Bureau of Mines contributed the part-time services of a microscopist-consultant to direct and assist with the technical work.ACKNOWLEDGEMENTSThe authors acknowledge the courtesies extended by the Silver King Coalition Mines Co., through its general manager, M. A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.
