The development of the potential supply analytic system has advanced to the point that quantitative estimates of economically recoverable resources can be made as the final step of the traditional regional mineral resource assessment process. In 1983, the BOM and the ADGGS jointly developed a methodology to quantitatively assess the potential for undiscovered yet economically recoverable minerals within a designated geographic area. This methodology was first applied in the assessment of the undiscovered mineral potential of the Kantishna Hills, Alaska (White et al., 1987). At that time the assessment procedure combined a series of technical judgements regarding the major geologic, engineering and economic factors that influenced the occurrence and exploitation of mineral resources in the Kantishna Hills area. Since then the methodology has been further developed and enhanced, particularly with respect to the engineering and economic analysis components. The resulting Potential Supply Analysis System (PSAS) was recently used to evaluate the economic potential of selected types of undiscovered precious-metal deposits in the Tonopah quadrangle of Nevada (Gunther, et al., 1988) and, with some enhancements, has been used to estimate the' economic value of the undiscovered mineral potential of the WMNRA/SNCA study area. The PSAS has been designed to address five basic questions about the mineral potential of an area: 1) What alternative states of geologic nature are possible in the area of interest (e.g. How many and what types of undiscovered deposits could be present and what might be their grade, tonnage and depth attributes?) ?;

OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

A wide variety of techniques and equipment are available for coring soft or poorly consolidated geological material. This report presents a comprehensive literature review and evaluation of these techniques and equipment. A potential user will find guidelines in this report to assist him in selecting sampling equipment. A bar chart shows what samplers have been used under what geological conditions, and gives the specific literature references. Two matrices rate the present techniques and equipment with respect to reported success for sampling specific materials, and with respect to several performance characteristics including complexity of use and core quality. These matrices are supplemented with tables of typical sampling equipment. and program costs. Near-term future developments are seen primarily in improved training of drillers, and in instrumenting the drilling operation to provide objective data on drilling characteristics. An extensive annotated bibliography, a catalogue of equipment suppliers including specifications and cost ranges, and a list of manufacturers and distributors are appended to the report.

Objective To develop and evaluate the effectiveness of safety training tools specific to underground metal/nonmetal mining. Background In a series of stakeholder meetings held in the western United States beginning in 1998, participants identified a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants in the meetings provided many insights into what types of training materials are most effective in dealing with both experienced and inexperienced miners. Most important was that the materials should be realistic and interesting and that some way should be found to capture the wisdom and expertise of older miners before they retired. In response, training videos that focus on safe practices during the mining cycle are being produced. Two videos one on handling explosives underground and one on identifying roof hazards and proper scaling techniques were completed during1999, and a third video is now available. This video, entitled “Ground Support...It’s Important, or Miner Mike Saves the Day,” presents information on why ground supports work and how to install them properly. Approach The new video, “Ground Support…It’s Important,” presents a scenario in which two young miners make a bad decision to leave some supports out in order to catch up in their mining cycle. An expert miner, “Miner Mike,” sees this potentially disastrous situation and educates the young miners about what could happen if they continued to leave supports out. He introduces the young miners to several expert miners, who explain how to install different types of supports correctly, as well as share what experience has taught them over the years. How It Works All footage was taken in operating, underground mines, using14 experts to provide the teaching. Because of the wide variety of supports used underground, it was necessary to focus on those types more common to hard-rock mining. While more complex support systems, such as shotcrete and cable bolts, are mentioned, detailed material is not included. In the course of educating young miners Jeff and Jason, Miner Mike provides information on— •Why supports are necessary in underground mines. •The main types of supports commonly used in underground hard-rock mines. •How supports work. •How holes for bolts are drilled correctly using jacklegs, drill jumbos, and bolting jumbos.• How wire mesh, wire panels, metal mats, and different types of bolts, including mechanical bolts, friction bolts, grouted bolts, and cable bolts, are installed properly. •How to recognize that supports have failed and what to do about it.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

Since 1991, Pittsburgh Research Center (PRC-formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30 individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed on to both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events. This is the first of two articles which report the responses that these experts gave when asked how they think people who may have to respond to a future mine emergency should be trained. During the interviews they discussed how training should be conducted, who should be trained, and what topics should be included. This article will cover the first two areas: what training methodologies would be most effective and who needs to participate.

An emergency is defined as an unforeseen combination of circumstances that calls for immediate action. When applied to a coal mine, an emergency may call for prompt removal of the men to the surface through travelways other than the haulageway or intake airways, which are generally contaminated with irrespirable air as a result of an explosion or fire. Therefore, maintenance of adequate and travelable escapeways from all working areas of a mine is vitally important insurance against disaster. Several mine disasters could have been avoided if well-defined escape routes had been provided and made known to all mine employees. Such occurrences, unnecessary as they generally are, unfairly indict the industry when only a small segment thereof is involved. As a result of a rather recent disaster, which might not have happened if good escape routes had been provided, the Bureau of Mines decided to delve into the escape procedure to determine (1) what is being done in the industry and (2) what might be done at reasonable cost.

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

The minerals that enter welding-rod coatings and fluxes are the main subject of this report. Few mineral producers know just what minerals and what grades and quantities of minerals are required by the welding trade, and it is for their information that this report has been prepared. The various methods of welding are discussed extensively enough to inform this type of audience. Specialists in welding probably will find little on welding that is of value to them, but they may learn something more about the minerals or mineral products that they use. The authors did not find it easy to prepare this publication, and any needed corrections will be welcomed. Regarding welding, research, Jenks4/ 1 points out that while the process of welding in simple in operation, the phenomena attending its use are extremely complicated, and the efficient and safe use of welding requires an understanding thereof. Although the fluxes and the coatings used have solved many problems, many other problems require the joint effort of the whole industry; therefore, it is hoped that this report will be found of practical value.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. If we consider ergonomics to be an exercise in matching job demands to worker capabilities, one of the principal capabilities we must be concerned with is that of human strength. Our ability to evaluate different characteristics of muscular strength has increased dramatically over the past couple of decades with the development of new and increasingly sophisticated instrumentation. One would think that armed with such advanced techniques, we might be able to develop methods to conclusively identify workers at risk of injury in physically demanding jobs. Unfortunately, this has not yet proven to be the case. Instead, what these instruments have continued to point out is how intricate a function muscular strength really is, and how complicated and ambiguous its relationship is to musculoskeletal injury. While we cannot just use isolated tests of strength to specify precisely who may be at risk of injury, studies have indicated that strength testing can be a useful tool for job design and, under certain circumstances, selection of workers for demanding jobs. However, because strength is such a complex phenomenon, there has often been some confusion regarding the proper application and interpretation of strength tests in ergonomics, especially among persons not thoroughly familiar with the limitations and caveats associated with the available procedures. The purpose of this chapter is to discuss some of the fundamental principles of strength assessment in ergonomics, so that these procedures can be better applied to control the risk of musculoskeletal disorders in the workplace 1.1. What is Strength? (And what are we Measuring?) Many of the complications associated with strength assessment arise from the simple fact that even our most sophisticated machinery does not directly measure the force or tension developed by a muscle in a living person. Instead, we can only observe the consequences of force development by a contracting muscle, or more likely, by a combination of muscles There are many ways in which we can measure the effects of muscular contraction, and the techniques we use can have a dramatic impact on the strength readings we will obtain. Consider the situation illustrated in Figure 1. In this example, the muscle exerts a constant force of 1000 Newtons (N). However, the forces we measure can vary quite dramatically depending on where we place the force cuff - from 167 N if we place it near the wrist to 500 N if we place it near the elbow. Which value should we select as properly representing the muscular strength for this elbow flexion exertion? The preceding example illustrates some important points with regard to strength assessment. Perhaps the most important is that "muscular strength is what is measured by an instrument" (Kroemer et al. 1999). It should also be clear from this example [ ] that two researchers could perform an elbow flexion strength experiqent on the same group of subjects, but if each selected different force cuff positions, they might end up with wildly differing estimates of strength. Differences in the strengths of various muscle groups in the published literature may be the results of differences in the procedures and measurement methods used by the experimenters Thus, it is critical that any strength data presented be accompanied by a detailed account of the manner in which the data were obtained. A few additional points need to be made with regard to the testing of human strength. We must be clear that what we are obtaining in such tests are not a person's maximal strength capability, but their maximal voluntary strength. The voluntary nature of the exertion introduces an unknown, but surely substantial, amount of variability in our measurements of strength. One can imagine two subjects with identical muscular strength capabilities, but with varying levels of motivation or discomfort tolerance, for example. We are likely to observe considerable differences in the voluntary force exerted by the two, but it should be understood that such results may be largely the result of psychological factors, and not differences m muscular strength per se. The important point to be made here is that not only are we unable to directly measure muscular force, what we are able to measure is modified by an invisible filter - a filter subject to a wide variety of influences and which will differ considerably for every person we test To make matters worse, this filter would be expected to change even within a given individual on a given day. From the foregoing discussion, one can perhaps better appreciate some of the difficulties with establishing a definitive relationship between an individual's measured strength and that individual's risk of injury.

The practice of using two or more main ventilating fans is common at large coal mines throughout the coal-mining industry. To assure adequate and efficient ventilation at may mines, such multiple-fan systems are necessary. The hazards associated with interrelated ventilating currents if a fan fails are controversial, and to date little effort has been made to study this specific problem and to determine corrective measures. The obvious questions are: 1. Is there a hazard? 2. Under what circumtances does it exist? 3. How serious is it? 4. What are corrective measures? Most members of the mining fraternity agree that reduced quantities of air and changed airflow patterns introduce potential hazards, especially where gaseous conditions exist when mechanized methods are used in concentrated mining 0 The seriousness of the hazard depends on the ease with which methane accumlates in face areas or haulage roads, the quantity of methane in workedout areas, and the extent to which reversed air currents interfere with escape and recovery operations after mine fires or explosions. These studies cover three mines and give the distribution of air for the specific conditions show. Each mine probably has somewhat different airflowpressure relationships between fans.
