To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

Oil shales differ from coals in that they contain less carbonaceous material, convertible to volatile hydrocarbons, and more inorganic rock. In all pre-commercial oil shale development, involving extensive full scale mining operations, there have been no explosions. However, large scale mine tests with oil shale dusts by the Bureau of fines showed that propagating explosions could be induced under certain circumstances. Laboratory tests were conducted on a broad spectrum of oil shale dusts to define chemical properties and to seek correlations with subsequently determined fire and explosivity properties. These latter properties, indicative of safety hazards, increased as the Fischer assay oil yield of the dusts increased and as particle size decreased. Laboratory data were used to relate fire and explosivity properties of oil shales to those of coals and other carbonaceous materials and to assist in the identification and evaluation of potential hazardous situations which may be encountered in oil shale mining and processing.

From the time when man first pounded one rock upon another or used heat and sudden chilling with water to disintegrate rock, the art of crushing advanced but slowly to the mule-driven arrastre and the Chilean mill stage until the advent of power-driven appliances made material progress possible. The combined efforts of manufacturers and operators have made modern machines highly efficient mechanically. Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or the Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere.

This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

The material in this paper is intended simply, to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions on various phases of the subject have been published, a few of which (4, 20, 25, 88, 90)4/ have more or less extensive bibliographies of tie earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon. dioxide with perhaps sore methane) is quite apparent.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

The various districts have been described in the reports on the Illinois coal-mining investigations, carried on cooperatively by the Illinois Geological Survey, the engineering experiment station of the University of Illinois, and the U. S. Bureau of Mines. This district includes Vermilion and Edgar Counties, but as the coal-mining operations in Edgar County amounted to only 827 tons in 1923, the data here given have been confined to Vermilion County.A similar report on District VI (Williamson and Franklin Counties) has been issued as Serial 2722 of the Bureau of Minos.A description of geological and mining conditions, and a discussion of market and transportation facilities, have been included because these have an important bearing on the royalties specified and the general conditions of the lease.Mining ConditionsDistrict VIII is better known as the Danville district and in 1923 produced 4,177,000 tons of coal, or approximately L per cent of the total output for the entire State for that year, which was 79,300,000 tons."

"INTRODUCTION The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of life and damage to property, with special application to the mining industry.The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment, through improved types of lightning arresters, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures.LIGHTNING PHENOMENAIn 1751, Franklin proved that, lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition to define the various phases of the phenomenon. Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Dilation and contraction of the rock surrounding horizontal access open-ings of a deep mine were analyzed during stope advance to determine what type of measurements, made with relatively inexpensive instrumentation, would best reflect the rock behavior. A variety of instruments, mostly mechanical extensometers, were used. Detailed descriptions are given of Down-the-hole extensometers, floating rockbolt clusters, transit surveys, and other instruments and measuring techniques. Although all of the radial-deformation-rate graphs illustrated useful rock behavior data, the most informative graphs were compiled from data procured with the radial extensometers that penetrated, to various depths, the rock around the access openings. An analysis is given of measurement data on the rock around lateral drifts and across and adjacent to the nearly vertical vein of the Star mine, Burke, Idaho. Several useful relationships were found between the rock deformation rate and the stoping process. Information was produced on the elastic state of rock around an underground opening, effectiveness of stope support, rheology of rock, zone of influence around stopes, effectiveness of rockbolts, axis of maximum strain in a plane perpendicular to the long axis of the lateral, and other phenomena. This information could be of particular value in determining location, design, and support of underground openings.

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. This report describes the new Bureau of Mines Core Repository System (CORES) and presents the methods for selecting, processing, and storing physical samples and descriptive data for future reference by earth scientists. The system preserves splits of chip samples and longitudinally sliced segments of core. A records retrieval system provides for storage of data on microfilm and magnetic tapes and uses the keysort parameters of location and commodity for the identification of data.

Some fundamental facts regarding noise are summarized. Guidelines for reducing plant noise are indicated, and simple means are discussed for determining, whether quieting of specific equipment items will reduce plant noise significantly. Design and installation recommendations are made for quieting chutes by means of dams, impact cushioning pads, impact shields, and damping materials, and for quieting; screens by means of resilient decks, lined screen bottoms, drive mechanism enclosures, and side plate additions. A brief account is appended of the wear and productivity performance of resilient materials observed in three cleaning plants.
