The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

This Bureau of Mines manual is oriented to the technical needs of an investigation of fire or explosion accidents and includes various practical and theoretical information that is needed in analyzing accidents or evaluating conditions that might lead to an accident. It is applicable to accidents in the chemical, mining, transportation, and other fuel-related industries. Specific procedures for conducting an accident investigation are outlined, and various guidelines are given for developing the fire or explosion evidence. Ignitability, flammability, and physicochemical data are presented for over 500 combustible gases, liquids, and solids; empirical and theoretical expressions are also given for extrapolating the behavior of combustible-oxidant-diluent systems to various environmental conditions. In addition, various data pertinent to damage analysis are summarized to facilitate the task of the investigator in developing plausible accident scenarios.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . "Education is the one thing which is unanimously regarded as valuable. The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

The first Report of Investigations of the present series (No. 4562) was on the fundamental properties of lead compounds, and the manner in which they set limits to the richness of lead products treated in the usual sintering-blast furnace units. These properties of the compounds were emphasized, as' it was desired, also, to learn the limitations of smelting the same compounds in present ore hearth practice; the hearth has a competitor in these "usual" units, even with the rich lead feeds best adapted for the hearths. Operating conditions that were followed in older metallurgical processes, when rich products, were treated, were outlined. The second report of the series (R. I. 4563) was on the development of the ore hearths of the types now used in the Tri-State from the viewpoint of the features, functions, and dimensions of the earlier hearths that had been most changed. Experimental data, for both well and poorly desulfurized charges being considered, were given to show the relative changes in the sizes and compositions of the charges after they were added to the ore (Scotch) hearths. A general picture was given of the charge column and of the conditions prevailing there when the operation was satisfactory. In this third paper, the composition of the gases prevailing in the charge column at various elevations will be correlated with what has been learned of the nature of the charge column in order to trace the steps of operation by which lead sulfide is converted into metallic lead. The metallurgical factors that govern operation and the lines along which improvements may be made will be noted.

Water has been commonly used as a collecting medium in many instruments employed in the sampling of dusty atmospheres in mines** add industrial plants, and for this purpose has much to recommend it, particularly the following factors:1.,Water is a very efficient dust collector.2.,Distilled water of great purity may be readily obtained at slight expense. The analytical error introduced by the extremely small amount of foreign matter in carefully distilled water is very small,3.,Water is a very convenient medium with which to work as all the analytical operations of diluting, aliquoting, and filtering are readily and speedily carried out. Water has therefore been used extensively in such instruments as the Palmer apparatus, the Greenburg-Smith impinger, and the dust collector recently described by Drinker, Thompson, and Fitchet. The Bureau of Mines has conducted investigations in many metal-mining districts of the country, determining of dust the nature and amount of dust present in working places, its effect the health of workers, and what precautions may be taken to decrease the hazard of exposure to dangerous dusts. The Bureau is therefore interested in any factor that affects the accuracy of dust sampling.

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

This Bureau of Mines report is essentially a handbook, or manual, for making the type of mineral resource valuation commonly required for such public policy problems as mineral leasing. The principle of resource valuation through the capitalization of cash flow is well established. A mathematical procedure, based on a simplified accounting system, is detailed for calculating cash flow from revenue, plant costs, and operating expense. Variations of procedure cover cost depletion, percentage depletion, and depletion limited to 50 percent of net income. The influence of the depletion provisions of the tax regulations on the value of a resource to an owner and to an operator is analyzed. The relationship of royalty, bonus payments, and sales price to resource value is also described, and methods for approximating resource values using these payments as input data are developed.

[This paper sets forth the burning characteristics of coke used as a domestic fuel as shown by work of the U. S. Bureau of Mines and others. Coke is a truly smokeless solid fuel and is held in high regard for this quality. Ways are being found for making commercial coke from a wider range of cools than heretofore, and tale use of coke for domestic heating is increasing. As part of its program of petroleum production research the Federal Bureau of Mines has long been engaged in the study and development of systems of analysis of oilfield waters (8, 12, 20, 21, 22, 27, 30).21 However, many of the early chemical procedures developed by the Bureau and widely adopted by the petroleum industry are time consuming, and some are unreliable for determining certain constituents found in California oilfield waters. Because of the need for more rapid and more accurate methods having greater sensitivity with low concentrations of some constituents, a study has been made by the Bureau's Petroleum Research Laboratory at San Francisco, in developing new techniques and modifying previously published techniques for analyzing oilfield waters by flame spectrophotometric, potentiometric, and colorimetric methods. Test solutions were synthesized for testing the suitability and accuracy of the procedures, and the effect of interfering ions. These solutions contained known quantities of characteristic constituents of oilfield waters including sodium, magnesium, potassium, calcium, lithium, strontium, barium, sulfate, chloride, bromide, iodide, carbonate, bicarbonate and borates in a wide range of concentrations. The compositions of these synthetic brines are listed in table 22. Many California oilfield waters contain salts of petroleum-derived organic acids and several synthetic oilfield waters also were prepared to which large quantities of naphthenates or salts of petroleum acids were added.

A critical review of the numerous test methods that have been devised for measuring the "plastic" and "swelling" properties of bituminous coking coals and the practical evaluation of the data obtained has long been needed. The author appreciates fully, first, the arduous problem of doing justice to the merits and limitations of the many original test methods and their manifold modifications and, second, the more difficult task of interpreting the test data obtained in their practical applications to the important problems involved in the coking process. It has been the constant aim of the author to point out the broader significance of the test principles employed in the different classes of test methods and the usefulness of the test data obtained in relation to the problem of coking bituminous coals, rather than to stimulate unduly a controversial criticism of the merits and limitations of any particular class of test methods or of individual test methods devised by different workers. The task has been quite difficult because of the almost total lack of accepted test standards and specifications.

"As the US coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity.Room-and-pillar mining accounts for approximately 68% of the nations underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-mid-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.IntroductionThe ultimate goal for any coal mining company is to effectively use its human and financial resources to maximize its profits through the extraction of its reserves. Although recent workforce reductions in the industry have resulted in a more efficient use of labor and increased productivity, there comes a point in time when further reductions in the numbers of workers in each operating section are impossible with existing equipment. For example, Farinelli and Bise (1987) found that labor cost constituted 62% - 73% of the cost per ton of coal at the mining section, with a minimum crew size. Thereafter, efforts to increase productivity must focus on more efficient mine plans and technology.The fact that an increase in productivity can be realized by reducing non-productive time (change-out and tram time) and converting it to productive time has been known and demonstrated for quite some time. What has not been demonstrated frequently is the quantification of the potential productivity increase of currently emerging technology or ""add-on"" equipment. It is one thing to be able to say that a piece of equipment will make an operation more productive, but it is another thing to be able to quantify the productivity increase that will justify the purchase of the new equipment. Not only is a financial benefit possible in room-and-pillar mining with an increase in productivity, but a decrease in the time necessary to develop a longwall panel can also occur.The purpose of this paper is an analyze the impacts of a changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to several scenarios incorporating emerging technology. To do this, four cases will be developed. A base case, consisting of the typical manner in which continuous-miner sections are currently operating, is compared to three layouts incorporating: (1) flooded-bed scrubbers on radio remote-controlled continuous miners, (2)a continuous miner with side-mounted roofbolters, and (3) a continuous miner with side-mounted roofbolters used in conjunction with a continuous-haulage system."

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

One of the important problems in metal mining , tunneling or quarrying is the most economical method of bringing down the ore or rock . The two factors having great influence in determining this are arilling and blasting costs . In considering the efficiency of the explosive used , the diameter of cartridge has always been supposed to play an important part . However , the Bureau's attention has been called to the lack of definite data on the effect of cartridge diameter on the strength and sensitiveness of high explosives . This information is especially valuable to the user of explosives as it assists him to determine what diameter of borehole is most economical . A paper* on "The effect of cartridge diameter on the strength and quickness of high explosives " was submitted to the sub- committee on Drills and Drill Steel of the 24th Annual Convention of the American Mining Congress by Charles S. Hurter , Technical Representative of the E. I. duPont deNemours and Co. In this paper Mr. Hurter points out that the physical characteristics of an explosive most affected by the diameter of cartridge are rate of detonation and sensitiveness to explosion by influence , and that both increase with increase in diameter . As there is a continuing tendency to the use of smaller diameter drill holes in order to lower drilling costs , and as the smaller drill hole requires a smaller diameter of explosive cartridge than larger drill holes do , this paper has been prepared to show the effect the diameter of cartridge will have on the strength and sensitiveness of the high explosives which may be used . Accordingly , the Bureau of Mines , in cooperation with the Institute of Makers of Explosives , has carried out a series of tests to show the effect of cartridge diameter on the strength and sensitiveness of certain high explosives .

It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.
