Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

This resume of the work of the Petroleum and Natural - Gas Division of the Bureau of Mines for the fiscal years 1940 and 1941 is the second of a series. of progress reports . It brings forward from the 1939 annual report information on the course of activities of the division in carrying out its objectives of increased conservation and better utilization of petroleum, natural gas, and related resources through a coordinated program of research and fact - finding . It discusses, also, special assignments. executed for other Government agencies, which in recent years have constituted a considerable part of the division's work ." . In the present national emergency, in which petroleum is so essential , many of the Bureau's research activities bear directly on the availability, conservation, and use of petroleum for national defense . Accordingly, during the past year attention has been focused for the most part.on.problems associated with the needs of national defense . Several long-time researches , which in themselves are potential sources of desirable knowledge , were judged to be of secondary importance under present conditions and accordingly were suspended . Studies also were oriented in line with rapidly changing conditions to meet the demand for accurate findings on short notice . The Petroleum and Natural - Gas Division has experiment stations at Bartlesville , Okla . , and Laramie, Wyo . , a field office at Dallas , Tex . , and a field office and laboratory at San Francisco , Calif . It also operates the Government helium plant near Amarillo , Tex. In addition to the helium operations , some of the petroleum and natural - gas research activities are conducted at the Amarillo plant .

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

Experience, it is said, is the best teacher. Some experiences, however, should be shared so that no one else will ever have to live through them again. The fire at the Sunshine Mine is one such experience. ?Hard-rock mines don?t burn.? The Sunshine Mine near Kellogg, ID, was the nation?s premier silver producer for many years. In 1972, the mine was nearly 6,000 feet deep, contained hundreds of miles of worked-out areas, and employed nearly 500 people. Because of its depth and the type of host rock for the silver (unburnable quartzite), the general thinking of the day was that fires in mines such as the Sunshine were impossible, because ?hard-rock mines don?t burn.? What wasn?t really considered was that timber supports, foam insulation, and mining equipment do burn and that the carbon monoxide gas produced by burning is far more deadly than fire itself. Thus, no one was prepared when, on May 2, 1972, a fire of un-known origin broke out below the 3100 level of the mine. Before long, 173 miners on the day shift were trapped by thick, black smoke. By the time the fire was out, 91 miners had died, and the Sunshine Mine Fire became known as one of the worst mine disasters of the 20th century. It became the catalyst for passage of the Metal/Nonmetal Health and Safety Act of 1977, which applied the same federal safety standards to hard-rock mines as those regulating coal. Mandated safety training, mine inspections, and equipment standards were brought into force.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) have long used stationary tapered element oscillating microbalances (TEOMs®) in laboratory settings. They have served to assess the mass concentration of laboratory-generated particulates in experimental , dust chambers and they provide a reference method for comparison with other particulate- measuring instruments. Current NIOSH research is focused on further adapting TEOM technology as a wearable personal dust monitor (PDM) for coal mining occupations. This investigation's goal is to help identify, quantify, and provide means for resolving certain TEOM- related error. The present research investigated bias caused by thermal effects on filter assemblies. New filters used in the PDM for 8 h tests show an average positive bias of 25.5 pg, while similar tests of equivalent filters used in two 1400A model TEOMs show an average positive bias of 34.3 µg. The derived bias values allow correction of previously collected biased data. Also, pre- heating the filters for 24 h at 46° C shows significant bias reduction, with PDM pre-heated filters subsequently averaging -3.3 µg and 1400A TEOM filters averaging 5.9 µg. On a single-point comparison to gravimetric sampling, a 25.5 µg bias is only significant at low mass loadings. At 2.5 mg, this bias represents a negligible 1 % of the mass measurement. If ordinary linear regression is used, the bias is still insignificant. However, if the more valid weighted linear regression is used, it gives more weight to the smaller dependent variable values, which are more impacted by the bias. Consequently, what is 1% bias on a single high-mass value can translate into a larger bias percentage at high-mass values when performing a weighted regression on data that include a large number of low-mass values.

The purpose of the studies that form the basis of this report was to learn from microscopic examinations of coal how far and in what ways the grouping of coal by types depends on differences in the kinds of plant material from which it was formed and on the condi- tions of its accumulation, or how far the special characters or qualities of coal of any type were determined by the nature and the state of the plant débris from which the coal was formed. The fact is almost universally accepted that beds of coal represent accumulations of vegetal matter in varying stages of preservation, with, as a rule, very small proportions of the remains of animal life. Mingled with the organic substances are different inorganic mineral sediments, which, together with the mineral matter originally con- tained in the plants themselves, constitute the "ash" of coal. The examination of coal shows that the kinds of ingredient plants range all the way from algee and fungi to large trees of various orders, and that these in turn vary in their own groups according to the depth and the nature of the water in which they grew and according to the other conditions of growth, such as moisture, temperature, soil, light, climate, and the competition of individuals. The species or kinds of plants and the numbers of each kind also differ greatly among themselves, not only during any one geologic period because of the changes of environment, but also from one geologic period to another, and it will be remembered that well-developed coal has been found in the strata of every period since the Silurian." Most geologists now agree that coal is transformed peat. True there is wide difference of opinion as to how the transformation has been accomplished and even as to whether coal started as such peat as is now found. During the period of 10 years from January 1, 1908, to January 1, 1918, approximately 12,850,000 barrels of oil and 5,024,506,000 cubic feet of gas were destroyed by fire in the United States, entailing a total estimated property loss of $25,254,200. During this period 503 fires were reported. As is shown in Plates I and II, 310 of these fires were caused by lightning and 193 by all other causes. The losses from the fires caused by lightning were estimated to be $11, 148,000, and from those due to all other causes $14,106,200. Directly and indirectly, the fires resulted in the deaths of nearly 150 persons and were responsible for almost as many more being permanently disabled. For the past three years the Bureau of Mines has been conducting investigations to determine the nature and the specific causes of these fires, with a view to suggesting means whereby they may be suc- cessfully combatted and, in some places, perhaps eliminated entirely. As the subject of oil and gas fires is necessarily broad, no attempt is made in this bulletin to treat it exhaustively; rather the bulletin aims to point out what has been done by operators in the past, and to describe various fire-prevention methods and fire-fighting appa- ratus which are being used or adopted by many of the larger oil companies. These methods and apparatus, it is believed, if uni- versally employed by operators, will largely decrease the present enormous annual losses. In the discussion of oil-well fires, the methods used in extinguishing several of the larger and more perplexing ones are described. As the right procedure for extinguishing any oil-well fire must be de- termined largely by local conditions, it is not probable that all of the methods used at some one fire, as described, will be applicable to a future fire. However, the operator, from these descriptions, may at least gain suggestions that will greatly assist him in fighting similar fires.

The location of trapped miners from their seismic signals will be in- accurate if we assume the P-wave propagation velocity is a constant. P- wave velocities are anything but constant in regions about mines, so some calibration is necessary to obtain more accurate seismic locations. The reference event method compares the time arrivals of signals generated by the miners with those previously recorded from a reference or calibration event in the vicinity of the miners. This method locates the miners' position relative to the calibration source. Hence, the location of the miners is absolute if the reference event position is known absolutely, usually from surveys and mine maps. Advantages resulting from the system, besides greater accuracy, are locations independent of the velocity model assumed, the same solution from the full array and from any subset of four or more seismometers in the array (three if the miners' depth is known), fewer seismometers required, and no complex computers required for analysis. VELA Uniform experience shows that the accuracy of locations of teleseismic explosions and earthquakes is improved by an order of magnitude over locations computed from average travel time curves. Each calibration event is applicable only over a limited range. We recommend a field test of the method at a mine to measure its location accuracy, the range of effectiveness for each calibration event, the number of seismometers needed, and the number of reference events required per mine. From these experiments we could decide whether the reference event method was useful and, if so, what form a practical rescue system would take.

This trainer?s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators? manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer?s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee?s knowledge and skills and (2) the trainer?s experience in conducting skills training. The ?Skill Check? section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of ?teachable moments? where significantly new knowledge and skills can be learned.

Almost every process has a predecessor, and studying the predecessor helps to define needs and shortcomings to be addressed in the new design. It also suggests what information is needed by the users in order for them to be able to operate safely and effectively. The end users of a system can provide important feedback to better evaluate the current and proposed designs. When new technology is introduced into a system, mishaps may occur before it is realized that human-system interactions were not considered adequately in the design process. A systematic methodology to evaluate the causes of these injuries and to develop remedial recommendations can enhance safety. This paper illustrates how such an approach was used to assess remote machine operation in underground coal mines. The dynamic work environment of underground mining with its unpredictable geologic anomalies can result in numerous hazards. Many of these hazards, including mine roof collapse, occur near the working face where coal is being extracted. The face area is also where the most intricate interactions of people and equipment occur. For these reasons, a high priority has been placed upon minimizing hazards to the workers at the face. A remote control operation was introduced to provide a safer working distance from these hazards. As the remote control technology began to be widely used for extended cut mining operations, new issues became evident. It was essential to develop mechanisms for mines to evaluate these issues in order to predict and reduce injuries. Mining methods and equipment changes must allow for the ability of workers to adapt to changes in their dynamic mining environment. Consideration should be given to how the worker will use familiar information to make decisions in now unfamiliar situations. There will be both intended and unintended consequences [Merton, 1949]. Designers try to anticipate and eliminate surprises, but it is impossible to eliminate them all. How, then, will the new system affect the tasks to workers which are currently accustomed? As suggested below, this question may be addressed and more of the unintended outcomes predicted with a planned design process which includes strong human factors input to determine interactions and behaviors of participants.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). Since 1991 the Pittsburgh Research Center (PRC formerly part of the U. S. Bureau of Mines) has been tapping u valuable resource-researchers have recorded extensive interviews will, 30 individuals who are recognized as experts in the area of mine emergency response. These veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years mining experience. Individuals [ ] interviewed included representatives from mining companies, the UMWA and state and federal government agencies. This information was gathered so dial it could he provided to today's miners and to tomorrow's emergency response personnel. It is hoped the collective wisdom that has been obtained can be used to help train new responders and guide those decisions which mill have to be made on the scenes of future events. During interviews file emergency response experts were asked to discuss lessons they had learned through experience. The interviewers asked them to tell what they had learned that would cause them to handle similar situations differently and to tell about things they saw at past events shat the would warn others not to do in the future. In response the experts discussed a variety of things. Most of their responses, however, touched on some of the same topics including: preparedness, experience people on-site mine rescue teams, and decision making. A summary of their responses provides alt overview of [lie lessons learned on-site at tile largest mine disasters in the country.

In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. The chapter will also help if your dust control problem doesn’t fit any of the circumstances described in later chapters. ] This chapter describes the three major control methods used to reduce airborne dust in tunnels and underground mines: ventilation, water, and dust collectors. It also describes methods to reduce the generation of dust, so less has to be removed from the mine air. The ventilation methods provide the best use of air in the vicinity of workers and in the vicinity of dust sources. In this sense, the methods described are local ventilation methods. The final section describes how to reduce the amount of dust that gets into the air in the first place, since once the dust is airborne it is always harder to control.
