During the past 6 years the Mining Division of the U.S. Bureau of Mines has prepared many information circulars containing valuable technical data covering the operating details of mining and ore-dressing plants throughout the United States, Canada, Mexico, and other countries. These papers, written for the most part by operating officials in the field, have been designed to comprise a reference library for the operating engineer. In order to make the information contained in these publications more readily available to the busy engineer the enclosed series of reference tables has been compiled. The tabular arrangement is by subject rather than alphabetical order, thus avoiding the bulk of an alphabetical index.

A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.

This paper, describing the concentration methods and costs of Witherbee, Sherman and Company at Mineville, N. Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. As sponge iron is much like porous, coarse sand, it is a tempting material to use in place of coarse scrap iron as a precipitant of metals, for scrap iron is relatively awkward to handle and exposes only a small amount of surface to pregnant solutions. The results of the experiments described in this bulletin are largely a record of the behavior of sponge iron as a precipitant of lead and copper under laboratory conditions comparable to those that would obtain in a commercial plant were it attempted to secure the maximum contact of surface between solution and precipitant. Physically, the study is largely one of the rates of diffusion of the metal ions in the solutions and through the metallic coatings surrounding the sponge iron particles. The practical objectives are to remove completely the valuable metals from solution and at the same time to obtain a precipitate of good grade. In order to fulfill this latter requirement, the precipitant should be almost completely consumed. These practical ends are usually secured by having the two substances involved pass each other counter-currently-that is, in such a manner as to have the strongest precipitant in contact with the most impoverished solution, and vice versa. EXPERIMENTS WITH LEAD SOLUTIONS In nearly all of the schemes involving the leaching of lead from its ores the metal has been put into solution as the chloride, and fairly concentrated liquors have been employed. The solubility of lead under such conditions is comparatively small at best; the hot pregnant liquors from which the metal is to be precipitated are then made nearly saturated with respect to lead, and only a very small amount of acid is used. Therefore it was not as necessary to learn the behavior of the sponge iron in precipitating lead from solutions of widely differing composition as to learn under what conditions, and with what mechanisms, this precipitation might be carried out most readily.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

With the activities of the Petroleum and Natural Gas Division geared chiefly to problems directly connected with the war effort , the emphasis of the work under oil and gas development and production was to make engineering studies of selected reservoirs for the Petroleum Administration for War , to determine the extractable quantities of components in them, and to study the characteristics of these components for use in the manufacture of aviation gasoline and other products . The needs of the Petroleum Administration for War and the operators for specific data from gas - condensate fields were fulfilled , and , in addition , engineering data along lines of a forward - looking program of research on reservoir behavior were collected , which should be of great value in the postwar period . It is planned to publish many of these data as soon as conditions permit . The work of the Secondary Recovery Section had as its objectives in- . creasing the rate of production of crude petroleum and , which is more important , preventing the premature abandonment of wells in " stripper " and marginal According to the National Survey of Stripper Wells by the National Stripper Well Association in cooperation with the Interstate Oil Compact Commission , a total of 67,460 stripper wells was abandoned from January 1 , 1935 , to July 1 , 1942 , inclusive , with an estimated loss in proved reserves of approximately 216 million barrels . This survey also indicates that over 1.2 billion barrels of oil would be recovered by primary production from more than 290,000 stripper wells then in operation , and an additional 2.5 billion barrels of oil could be recovered from them by secondary production methods . The work of the Chemistry and Refining Section was oriented towards the optimum utilization of crude oils in the manufacture of aviation fuels for spark-ignition and jet - propulsion engines . The work involved intensive studies of superfractionation , hydrocarbon analysis , and the engine testing of fuels . Particular attention was given to the effect of sulfur compounds in the crude oils and in the fuels made from them . The research on thermodynamics is concerned with the experimental determination of precise and accurate values of the fundamental thermodynamic constants of pure hydrocarbons and related compounds . The data obtained in these investigations will be utilized for devising and improving chemical processes in which petroleum hydrocarbons are the raw materials . Without such data , much time and expensive material and equipment may be wasted in attempts to obtain reactions under conditions that the laws of thermodynamics rule out of consideration . Thermodynamic data are useful and required in the petroleum industry for calculations of heat balances in the design of furnaces , fractionating towers , and heat- transfer equipment . It is of utmost importance , also , to know the heat requirements of cracking and other chemical reactions so that heat may be supplied or dissipated in the proper proportions . These needs for thermodynamic data are being recognized more and more by petroleum -refining engineers . The responsibility for the production of helium for the Navy , the Army , other governmental agencies and non-Federal users is vested in the Bureau of Mines by an Act of Congress ( 50 Stat . 885 ; 50 U.S.c. 161-166 ) . The Helium Subdivision of the Petroleum and Natural Gas Division continued to meet all demands for helium .

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. This report deals with the creation of an efficient method to determine if command, control, communication and monitoring (3cm) equipment in coal, metal and non-metal mines is susceptible to Radio Frequency Interference (RFI) from the Medium Frequency (MF) radio communications system. A qualitative and quantitative RFI test plan was developed for in-mine and laboratory evaluation of the equipment. The laboratory testing was accomplished using the TEM Test Chamber. Detailed information on the Test Plan and the TEM Test Chamber is included. During in-mine testing of the MF System some underground equipment malfunctioned when the transmitter's radiating antenna was in close proximity. Electromagnetic Compatibility (EMC) testing was done on three levels; Component (circuit or box), subsystems and system. Nine tables are included which show the results of testing various equipment for RFI.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

A reasonably clear and broad definition of occupational disease as originated by the Supreme Court of Ohio is: "A disease contracted in the usual and ordinary course of events which from the common experience of humanity is known to be incident to a particular employment." An ailment does not become an occupational disease simply because it is contracted on the employer's premises. It must be one that is commonly regarded as natural to, inherent in, and concomitant of the work in question. The important distinction between accidental-traumatic injuries and occupational-disease injuries is that accidents occur at specific times, ordinarily are discovered readily, and usually leave no question as to the particular employer it whose development the accident occurred. On the other hand, occupational diseases may develop slowly, unknown to the employer and employee until disability occurs, and the injuries sustained are continuing disabilities over an extended period of time and may be incurred while the employee is working for one of several employers.

In this study a generalized specification and costing model for high tonnage coal carrying conveyor belts of 3.5 to 100 miles is presented. These belt systems, in modular units or flights, of up to 9 miles in length can be considered in terms of gathering systems. The study format is sufficiently open to allow users to insert their own requirements and parameters. A specific case study is provided. Because conveyor belts are feasible almost anywhere, this study has not investigated any specific route or geographic location. Rather, it has concentrated on setting up an heuristic programming model for conveyor belt facility optimization and cost minimization. The analysis starts with the principle factors involved in the design of the system and their optimization for various cases. This is followed, in Section 5.4, with a factor by factor cost analysis based on industry data and the preceding optimization. The next step is the development of both facility and costing models suitable for computer analysis. Logic flow diagrams are presented at each major analytic step.

A minitest, consisting of an injection/production well and at least two observation wells designed to detect the arrival of injected fluid leached minerals, and nonideal flow, is considered in this report. The test goals are to determine the susceptibility of the host formation to uranium leaching, kinetic parameters to scale the process, and to facilitate site restoration. This report considers permeability and mineral heterogeneities and other oxidant-competing minerals. To circumvent these nonidealities, which obscure the results, methods of interpretation have been proposed and tested by a computer simulator. In complex cases, clear-cut methods of interpretation were not found; but in every case the design of a test most susceptible to interpretation has been considered. The minitest is operationally simple and can be completed in a short time. With the correct design and interpretation it can return information to evaluate economics, ensure satisfactory leachate performance, scale to larger operations, and to identify restoration problems.

This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

To assist the anthracite industry obtain technical data on pneumatic packing, the Federal Bureau of Mines imported a pneumatic packing machine from Germany and installed it in a mine of a cooperating company in the Northern anthracite field of Pennsylvania. This report covers the second in a series of experiments in applying pneumatic packing for controlling strata movement (subsidence) above mine workings in the Pennsylvania anthracite region. The first experiment2/ was begun in January 1950, in a section of the mine where about 50 percent of the original coal remained in the form of pillars; since the company did not plan to mine the pillars in this particular area, pneumatic packing of the chamber voids was done for test purposes only. During this initial test the machine was operated on 204 shifts, and 652,400 cubic feet of breaker refuse material (22,834 tons) was packed into the voids of 16 chambers. The work was completed in December 1951.

This report summarizes a Bureau of Mines review of selected literature on the effects of subsidence due to high-extraction underground coal mining on farmland areas. The data are presented for consideration in evaluating the subsidence effects due to similar mining techniques on the prime farmland areas of Illinois. In Illinois the ground water level in the glacial drift is only 2 to 15 ft below the nearly flat to gently rolling ground surface. The main subsidence concern is flooding, as caused by the lowering of the ground surface, and the subsequent effects on crop production. Positive drainage must be maintained in the farmlands, and the need exists for extensive regional planning by the mining and agricultural industries to maximize short- and long-term production from both efforts. The Bureau is cooperating with the State of Illinois to develop basic information necessary for such planning.

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

This study has been prompted by the anticipated demand for rhenium by the petroleum industry and the concern for an adequate supply of rhenium to meet the demand. The present and projected outlook for rhenium relative to its distribution and occurrences, the recovery factors involved in ore beneficiation, capital and operating costs, changing technology, and the projected uses and market growth of rhenium are presented in this report as part of the Bureau of Mines program to determine the availability of recoverable rhenium in a developing market.
