"INTRODUCTION Organizations formed for the purpose of conducting conservation work in oil fields, in order to conserve and prolong the supply of crude petroleum are rare and novel. Such an organization is the Rocky Mountain Petroleum Association, Denver, Colo, As our production of petroleum can no longer keep with the consumption, the plan of organization, character of work, and results obtained by this association are well worth considering. It is hoped that the results achieved in the Wyoming fields will serve to stimulate similar organizations among operators in the state or other oil fields of the United States, The Rocky Mountain Petroleum Association, Danvers Colo., was formed in May, 1919. It comprises the Midwest Refining Co,. The Ohio Oil Co., and the Continental Oil Co. These three companies entered into a cooperative agree¬ment with the Federal Bureau of Mines whereby $30,000 would be spent under the direction of the bureau, which agreed to furnish competent men, and to furnish the work and expenditure of funds. Although the financial burden for the first year's work, now drawing o a close, was carried by only three companies, they stipulated their desire that the benefit of the work should accrue to the industry, and that the personnel employed should be as zealous to assist one operator as another, without regard to whether ha was contributing to the support of the work or not."

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with floor heave. Factors affecting heave, such as in situ stress, floor characteristics, and mine geometry, are described. Floor-displacement monitoring and data analysis methods are outlined. Finally, floor heave remediation is discussed. The remedial techniques are divided into four categories: mine maintenance, supplemental support, mine structure, and techniques for multiple-seam operations. Other subjects covered in the report include laboratory and in-place testing of floor rocks, U.S. and international case studies, effects of mine layout, determination of excess horizontal pressure, and types of heave failure. The emphasis of this report is on practical considerations; theoretical discussions are kept to a minimum.

The Bureau of Mines located and examined 292 burning coal refuse banks throughout the Nation's coal-producing regions in 1968. These coal waste fires, extending over 3,200 acres, produce poisonous, acrid gases and particulate matter that pose a threat to health and safety in the surrounding areas, damage vegetation, and cause the deterioration of nearby structures and buildings. Methods of extinguishing coal refuse fires are discussed, and an approach to eliminating future occurrences of these fires is presented.

Passive methods of treating mine water use chemical and biological processes that decrease metal concentrations and neutralize acidity. Compared with conventional chemical treatment, passive methods generally require more land area, but use less costly reagents and require less operational attention and maintenance. Currently, three types of passive technologies exist: aerobic wetlands, organic substrate wetlands, and anoxic limestone drains. Aerobic wetlands promote mixed oxidation and hydrolysis reactions, and are most effective when the raw mine water is net alkaline. Organic substrate wetlands promote anaerobic bacterial activity that results in the precipitation of metal sulfides and the generation of bicarbonate alkalinity. Anoxic limestone drains generate bicarbonate alkalinity and can be useful for the pretreatment of mine water before it flows into a wetland. Rates of metal and acidity removal for passive systems have been developed empirically by the U.S. Bureau of Mines. Aerobic wetlands remove Fe and Mn from alkaline water at rates of 10-20 and 0.5- 1.0 g. m-2? d-1, respectively. Wetlands with a composted organic substrate remove acidity from mine water at rates of 3-9 g. m-2? d-1?. A model for the design and sizing of passive treatment systems is presented in this report.

Semipilot scale tests were made to demonstrate a newly developed electrorefining process which could be extrapolated to commercial scale in producing high-purity nickel and cobalt from crude nickel metal and high-grade ferronickel. The new process comprises application of solvent extraction techniques to remove and separate cobalt and iron from nickel and the electrodeposition in diaphragm cells of pure nickel and cobalt from chloride-based purified electrolyte. Using water insoluble organic amines, the solvent extraction operations enabled production of commercial-sized nickel and cobalt cathodes of higher purity than that of commercial electrolytic metals. The solvent extraction operation for separation of cobalt from nickel was made simpler than the conventional method. Furthermore, the solvent. extraction operation for iron removal made possible the electrorefining of ferronickel without the prohibitive loss of nickel resulting from the method ordinarily used for iron removal.

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

This work is a continuation of a program of study of the measurement and correlation of fundamental thermodynamic data inaugurated several years ago by the United States Bureau of Mines. Previous bulletins in this series were concerned with (1) The Entropies of Inorganic Substances (66),3 (2) High-Temperature Specific-Heat Equations for Inorganic Substances (67), (3) The Free Energies of Vaporization and Vapor Pressures of Inorganic Substances (68), (4) Metal Carbonates-Correlations and Applications of Thermodynamic Properties (71), (5) Heats of Fusion of Inorganic Substances (69), and (6) A Revision of the Entropies of Inorganic Substances-1935 (70). The present bulletin has as its primary purpose the correlation of the thermodynamic properties of elementary sulphur and its inorganic compounds and the presentation, after careful consideration of all available information, of a self-consistent system of thermodynamic relationships for these substances. It is believed that such a set of relationships, concerning substances of such great metallurgical importance as sulphur, sulphur oxides, hydrogen sulphide, metal sulphides, and metal sulphates, is of considerable value in indicating directions of possibly profitable experimental work and in clarifying subjects of technical interest upon which direct experimental information is difficult and expensive to obtain. It cannot be doubted that many problems of technical importance that at the outset appear almost hopelessly complex or obscure either may be solved, if enough information is available, or the specific lacking information clearly indicated by the adoption of the thermodynamic viewpoint. This has been demonstrated many times in the work of the Metallurgical Division, Pacific Experiment Station, Berkeley, Calif. Even when only crude basic information is available, a semiquantitative picture often may be developed by thermodynamic means in which general trends and approximate limits of a proposed process or modification of practice may be clearly portrayed and thus used as guides in further considerations and experimentation.

The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

Three model dwelling units were redesigned to achieve specific levels of noise reduction above that provided by conventional construction. Using 1968 prices, the added costs of materials and installation were found to range from $500 to $5,000 depending upon the size of the dwelling unit and the degree of insulation. The potential aggregate expenditures for sound insulation materials are projected to reach $617 million in 1975, including about $408 mil- lion for the mineral-based materials, in 1968 constant dollars. The report includes a brief review of the mechanics and effects of sound.

THE MAGNITUDE of the anthracite industry's drainage problem in the Northern field of Pennsylvania is realized when it is known that, for the 8-year period 1944-51, all pumping plants in this region pumped an average volume of 112.5 billion gallons of water from the mines to the surface each year. This is over 214,000 gallons per minute pumped against an average hydrostatic head of 400 feet each year for that period (12).4 By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area; the average volume of water pumped from the mines in the Northern field each year during the 8-year period was 58 percent more than the volume impounded in Lake Wallenpaupack. The natural configuration of the drainage area overlying the Northern field subdivides the total area into two major drainage areas-the Lackawanna River drainage area and the Susquehanna River drainage area overlying the Wyoming Basin. Although the 169-square-mile drainage area overlying the Wyoming Basin is slightly less than half that of the Lackawanna River drainage area (10), the total volume of water pumped to the surface from mines in the Wyoming Basin is 21 percent more than the total volume pumped to the surface from mines in the Lackawanna Basin. From this, it is apparent that the Susquehanna River and the pervious deposits in the buried valley over which it flows in its course across the coal measures of Wyoming Valley is the greatest single source of mine water affecting mines in this area. Because of its relatively flat terrain, the wide flood plain of Wyoming Valley does not facilitate rapid runoff; consequently, much of the surface water seeps directly into the buried-valley deposits and eventually into the mine workings.

Twelve samples of run-of-oven coke were taken at coke plants in the United States and Canada. Sampling procedure was directed toward obtaining the highest possible degree of uniformity in the gross samples, so that variations in results caused by sampling variations were at a practical minimum. Under these conditions the standard deviation of the screen analysis test on 500-pound samples is found to range from 1.2 percent for the 1-inch screen to 4.5 percent for the 5-inch screen. At present, the A.S.T.H. standard method of test requires that results be reported to the nearest 0.1 percent. This implies a higher than actual degree of precision, and revision of the report required by the method is suggested. Much larger Samples than are generally tested are required to reduce normal testing errors to a point where they are not appreciable fractions of the total variations found in a smoothly operating plant. For example, it is deduced that over 100,000 pounds of coke must be screened to determine if ordinary day-to-day variations in screen analysis have appreciable effects on the performance of a blast furnace.

This final report on Bureau of Mines Contract J0338028 presents the results of a research effort to predict incipient failure in electric-power-system components. The development of continuous monitoring techniques to detect an incipient failure would represent a significant improvement in system maintainability, availability and safety, This report describes the analytical and experimental aspects of the project. Mathematical models have been developed to study the behavior of cables and motors which are undergoing a deterioration process. These models allow a detailed study of the effect of deterioration on the component's terminal characteristics and performance. The efficacy of using negative-sequence monitoring is a reliable indication of deterioration has been established. Techniques for assessing the sensitivity of the prediction algorithm to component deterioration have been presented. An approach for modelling electrically-excited vibrations, and including these in the algorithm, has been presented.

For many years the Federal Bureau of Mines has been investigating fires and explosions in mines, tunnels, buildings, and hazardous processes of various kinds. Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents in many hazardous processes require the collection and analysis of samples of the atmospheres surrounding the sources of ignition. Complex mixtures of gases often encountered in mines, tunnels, and industrial processes may well presage imminent danger from explosions. This report discusses some practicable methods of utilizing the analyses of samples of complex mixtures of gases in their application to the many problems that arise from their presence.

The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers' back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry's growth has stopped, and in 1940 gravel constituted two-thirds of the total production. Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States. Accordingly, the 74th Congress -appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. The number of petroleum refineries in the United States decreased during 1948 from 390 to 375, continuing the trend to fewer units of larger individual capacity that has persisted since the peak in number of plants was recorded on January 1 , 1936. Large - scale construction of new processing facilities continued through 1948 with a resultant gain in daily crude-oil throughput capacity of installed equipment from 6,034,252 barrels on January 1 , 1948 to 6,438,995 barrels on January 1 , 1949. The capacity of the average refinery to process crude oil therefore increased during 1948 from 15,472 barrels daily to 17,171 . The principal areas of expansion of facilities were the strategic seaboard districts of the Texas and Louisiana Gulf Coast and the East Coast , and the important Indiana , Illinois , Kentucky, etc. , district that supplies markets in the upper Middle West region . These four districts accounted for 79 percent of the total new capacity added in the United States in 1948. The relatively small petroleum- refining industry of the Other Rocky Mountain district experienced a vigorous expansion in 1948 that will continue during 1949 . Capacity building on January 1, 1949 , amounting to 341,500 barrels daily, was 25,750 barrels lower than the comparable total on January 1 , 1948, but was the second highest on record . Objective: On-the-job training (OJT) is a common means of training workers. By definition, it seems relatively simple. However, to be effective, training must go beyond the simple process of following an experienced worker around the workplace— sometimes called the "follow Joe" method. NIOSH researchers spoke with human resources personnel, safety and health specialists, supervisors, experienced miners, and new miners and found that OJT was of high interest, but was rarely part of a formal or standardized program. Various training methods have evolved to ensure that a trainee will absorb the information presented rather than simply emulate what the instructor is teaching. These methods have been brought together into a published guide for developing an effective formalized OJT program. The guide (Information Circular (IC) 9479) is called "Coaching Skills for On-the-Job Trainers." It contains materials and suggestions for your company or mine to conduct a 1-day workshop for teaching OJT trainers how to be better coaches to less experienced workers. The guide was created by the NIOSH Pittsburgh Research Laboratory and a safety professional from a private mining company.

The record of safety in the use of permissible explosives in United States coal mines has been excellent, due in great measure to the persistence with which research has been carried on in the Bureau of Mines, to the development of permissible explosives, and to the cooperation of mine operators and workers in using permissibles in a recommended manner and in the effective though gradual replacement of black powder and other nonpermissibles. The demand for increased rate of coal production, changes in mining conditions and minim methods, and introduction of new mining machinery have resulted in modified or new blasting practices. To keep abreast of these developments the Bureau of Mines conducts investigations under actual mining conditions at the Experimental coal mine near Pittsburgh, Pa. Several years ago an extensive study was complete to determine conditions under which the allowable charge limit for permissible explosives per shot hole might be raised from 1.5 to 3 pounds without undue risk of gas or coal-dust ignitions. As a result of the study, this increase in the charge limit was authorized under certain specified conditions in 1948,5/ greatly facilitating production schedules.

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. This paper on the physical and chemical properties of crude oils from California fields is one of a series of reports on the on the districts of the United States. The paper includes a short discussion of results, tabular data, and individual analyses of eight. California crudes. Analyses of other crude oils from California have been published it Reports of Investigations 2595, 2608, and 2846. The samples were obtained by members of the San Francisco office of the Bureau of Mines. The collecting 65 samples was facilitated by the courtesy of representatives of oil companies in California. The methods used in testing and analyzing the samples are described in detail in Bureau of Mines Bulletin 207. A discussion of the interpretation of crude-oil analyses, as made by the Bureau of Mines, is given in Bureau of Mines Report of Investigations 2806.
