Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

The U.S. Bureau of Mines has developed porous beads containing immobilized biological materials such as sphagnum peat moss for extracting metal contaminants from waste waters. The beads, designated as BIO-FIX beads, have removed toxic metals from over 100 waters in laboratory tests. These waters include acid mine drainage (AMD) water from mining sites, metallurgical and chemical industry waste water, and contaminated ground water. Following the laboratory studies, cooperative field tests were conducted to evaluate the metal adsorption properties of the beads in column and low-maintenance circuits, determine bead stability in varied climatic situations, and demonstrate the beads' potential as a viable waste water treatment technique. Field results indicated that BIO-FIX beads readily adsorbed cadmium, lead, and other toxic metals from dilute waters; effluents frequently met drinking water standards and other discharge criteria. The beads exhibited excellent handling characteristics in both column and low-maintenance circuits, and continued to extract metal ions after repeated loading-elution cycles. Based on laboratory and field data, cost evaluations for using BIO-FIX technology to treat two AMD waters were prepared. Operating costs for BIO-FIX treatment, which ranged from $1.40 to $2.30 per 1,000 gal of water treated, were comparable with chemical precipitation costs.

"INTRODUCTION In 1930 the Shenandoah-Dives Mining Co. near Silverton, Colo., put into operation a newly erected, 300-ton selective flotation plant to mill complex ores from its nearby mine. The operation was a steady producer and was enlarged to treat 600 to 800 tons a day. In 1942 the company opened and started milling an area in the mine containing semioxidized ore. The valuable mineral content of this ore was considerably higher than in, the straight sulfide ore previously handled alone. The mixture of clean sulfide and semi-oxidized ore was difficult to treat; consequently, tailing losses, especially with respect to lead, were high. A few years later, in order to study the possibilities of obtaining higher recoveries by a modification of the mill flow sheet, a 1,200-pound sample of mill, feed, taken over a period of several days by the company, was submitted to the Mississippi Valley Experiment Sta¬tion for testing-. Although this sample proved to contain more than twice as much lead as the average yearly mill feed, the same problem of recovering the oxidized values was present.A résumé of the ore-dressing treatment used in the Shenandoah-Dives mill follows. After crushing, the ore passes through a ball mill, the minus 5-mesh discharge of which is distributed to three tables. A finished lead concentrate is made on the tables, and the table tailing goes to the classifier which is in closed circuit with the ball mill. The classifier overflow is treated -by flotation to obtain a bulk sulfide concentrate at a relatively coarse size. The bulk concentrate is thickened and reground to about 95 percent minus 325-mesh before flotation treatment to separate a lead-copper and a zinc concentrate. A typical monthly average showed that the table concentrate contained about 45 percent lead, 1 percent copper, 4 percent zinc, 12 ounces of gold, and 40 ounces of silver; that the lead flotation concentrate contained '35 percent load, 6 percent copper, 7 percent zinc, 3.5 ounces of gold, and 50 ounces of silver; and that the zinc flotation concentrate contained 2 percent lead, 0.5 percent copper, 60 percent zinc, 0.15 ounces of gold, and 4 ounces of silver. Recoveries in salable products were roughly b5 percent of the lead, 70 percent of the copper, 45 percent of the zinc, 85 percent of the gold, and b5 percent of the silver."

[In 1922 a conference of representative coal-mine operators, cable manufacturers, mining-machine manufacturers, and representatives of the United States Bur eau of Mines vas held at the Pittsburgh Experiment Station, regarding suitable cables for use with permissible raining machines. This conference recommended that the Bureau investigate rubber-sheathed trailing cables in order to obtain specifications for tests leading to approval for rise with mining machines. Effective until such time as an investigation could be made, the bureau asked the several manufacturers of approved mining machines to recommend cables for wise with their machines. In general the Cables recommended tentatively approved. Arrangements for the tests were completed in 1927. Concentric-type cables were investigated first, and Reports of Investigations, Serial No. 2909, covering the tests, was issued in January, 1929.]

Certain types of mobile surface mining equipment are required to be equipped with rollover protective structures (ROPS) capable of protecting the operator in case of a rollover accident. The Bureau of Mines has developed ROPS performance criteria for wheeled front-end loaders. This report reviews the development of rollover test procedures and subsequent testing of ROPS for 52,000-, 286,000-, and 390,000-lb gross vehicle weight (GVW) loaders. The program consisted of both dynamic (roll) and static tests to assist in the development of the ROPS performance criteria. Each test included extensive instrumentation and photographic documentation to fully evaluate the performance of the ROPS. Data summarizing side, longitudinal, and vertical force and deflections are included. The data indicate that for loaders in excess of 240,000 lb, GVW, a side force-to-mass ratio of 1.0 and an energy-to-mass ratio of 6.0 appear to be adequate criteria to protect an operator in the event of a 5400 rollover. For smaller machines, Society of Automotive Engineers (SAE) 11040 performance criteria provide adequate protection. Longitudinal loading, though not ad-dressed in previous ROPS performance criteria, was shown to be a potentially significant factor in ROPS failure. Longitudinal loading and energy criteria equal to 80 pct of side loading criteria are recommended.

Many of the support concepts currently used in the United States originated in South Africa. These products include the Hercules Crib1, Propsetter, MX Prop, Rocprop, and Spider Prop. Another recent development has been the introduction of hydraulic prestressing units, such as the Jackpot system, to various U.S. standing support systems. Several other prop-type supports with similarities to systems used in South Africa are in use in U.S. coal mines. Some exciting new developments that improve the installation and yield performance of props are also underway. In addition to prop-type supports, crib-type supports and single-unit systems such as the Can support are also frequently utilized in longwall tailgates in the U.S. The goal in U.S. support development is to enhance roof support capability while alleviating material handling barriers to reduce injuries associated with support handling and installation. Support products are generally full-scale tested at the National Institute for Occupational Safety and Health (NIOSH) in the unique Mine Roof Simulator load frame. The performance testing protocol is designed to simulate the full range of load conditions that occur in underground mining to identify the performance deficiencies and limitations of the support products. Once the products complete the performance evaluation, they are implemented into the NIOSH Support Technology Optimization Program (STOP). STOP is a window’s based software program that was developed by NIOSH for facilitating the design of standing roof support systems. STOP has become an industry standard to compare the performance capabilities and facilitate the application of these support products into various mining conditions. The purpose of this paper is to provide an overview of the support design and application philosophy in the United States.

Complex chemical and physical changes occurring during carbonization result in a heterogeneous system composed of gaseous, liquid, and solid phases, whose relative proportions and chemical compositions change constantly as temperature increases. Studies in which the participating variables are isolated and controlled should be useful in formulating the mechanism of coal carbonization. The most characteristic property of a coking coal is its ability to form a plastic mass at a certain stage of the carbonization process. During this period it is believed that fluidity of the coal influences the properties of the resultant coke. This report gives results of an investigation by the Federal Bureau of Mines of the influence of the maximum fluidity attained by the charge on the physical quality of the coke or char produced. As a first approach to the problem, researchers investigated high-melting-point pitches, which are relatively simple carbonaceous materials. The plastic properties of these pitches, prepared specially for this work, varied greatly; their fluidities, as measured by the Gieseler plastometer, covered most of the fluidity range characteristic of coking coals. Blending these pitches with increasing pro-portions of fine coke progressively reduced their fluidities. Coal-pitch and coal-coke blends also were treated; their fluidities were varied by changing their blending ratios. The various blends were carbonized in a small-scale carbonizer and the resistance of the carbonized residue (char) to abrasion was determined in a small-scale tumbler test, using the Roga drum.

This instructors guide is intended for use in a course which teaches metal and non-metal mine inspectors to perform surveys for inhalation contaminants in above ground metal and nonmetal mine work areas. The handbook entitled "Handbook for Surveys of Inhalation Contaminants in Above Ground Metal and Nonmetal Mining and Processing Work Areas? is used as a manual during the course. The manual contains a survey check list, rules for determining if sampling is required, a list of most frequently encountered contaminants, a list of candidate contaminants and their sampling conditions, and a description of control procedures and devices. There are several experiments in this guidebook which the trainees perform to acquaint them with the sampling systems.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

This report presents the results of reconnaissance-level investigations of the mill refuse disposal systems for 15 plants throw-heat the conterminous United States. The sites visited represent a cress section f the copper, iron, lead and zinc, and phosphate industries' practices in the field of fine-grained refuse disposal. The reconnaissance-level investigations were carried out to gather supplemental data to tae in-depth studies of Kennecott's Magma and Phelps Dodge's Morenci tailings deposits and Kennecott's Chino leaching dump. The various sites visited were classified according to the different systems and techniques used by the mining industry. The probable effects and relationships between site conditions and disposal methods were determined and evaluated to the extent feasible by a reconnaissance level investigation.

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

MINFO has been developed to serve as a frontend for three databases created to store basic minerals information gathered during the minerals resource assessment conducted by U.S. Bureau of Mines(USBM) for the Malheur and Jordan resource areas of southeastern Oregon(MJRA). The primary database is the Minerals Location Inventory (MLI.DBF) which contains of information assembled from field work performed during this project, the USBM Minerals Availability System/Mineral Information Location System(MAS/MILS) database, the Oregon Department of Geology and Mineral lndustries(DOGAMT) Mineral Information Location(MILOC) database, and the U.S. (Geological Survey(USGS) Mineral Resource Database System(MRDS), In addition, assay results are contained in the geochemical database (ELEMENTS.DBF) and modified X-ray diffraction analysis information is contained in the minerals database (MINOR.M.DBF). MINFO includes four types of program modules: ? Enter/Edit Data was developed to allow the addition of new information and to encourage correction of errors by providing a convenient means of entering and editing data and a large degree of automatic checking and filtering of entries. ? ACAD/DBF Link links each site symbol posted on the map in the drawing file to a record in the database. This provides the user with the ability to use a mouse or other pointing device to graphically select a site for viewing and editing. Edits are performed directly in the database file, ? Reports contains 7 formats of data output for creating files for printing, transfer to other database formats, and exporting to other software packages such as spreadsheets and word processing programs. ? Maps includes 5 programs for creating AutoCAD script files which can be used to create maps of selected information in conjunction with AutoCAD. Mineral location mapping files derived from MLI.DBF can be created in 2 formats. Mapping files can be generated from each of the 2 sets of geochemical analyses contained in ELEMENTS.DBF. X-ray diffraction analyses can also be translated into instructions for creating and posting piecharts at sampling sites.

This paper describes dust explosion research conducted in an experimental mine and in a 20-L laboratory chamber at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). The primary purpose of this research is to improve safety in mining, but the data are also useful to other industries that manufacture, process, or use combustible dusts. Explosion characteristics such as the minimum explosible concentration and the rock dust inerting requirements were measured for various combustible dusts from the mining industries. These dusts included bituminous coats, gilsonite, oil shales, and sulfide ores. The full-scale tests were conducted in the Lake Lynn experimental mine of NIOSH. The mine tests were initiated by a methane-air explosion at the face (closed end) that both entrained and ignited the dust. The laboratory-scale tests were conducted in the 20-L chamber using ignitors of various energies. One purpose of the laboratory and mine comparison is to determine the conditions under which the laboratory tests best simulate the full-scale tests. The results of this research showed relatively good agreement between the laboratory and the large-scale tests in determining explosion limits. Full-scale experiments in the experimental mine were also conducted to evaluate the explosion resistance characteristics of seals that are used to separate non-ventilated, inactive workings from active workings of a mine. Results of these explosion tests show significant increases in explosion overpressure due to added coal dust and indications of pressure piling.

Laboratory studies were made to produce whiskers of tungsten over a wide range of operating temperatures. Hydrogen reduction of tungsten hexachloride in a vacuum furnace at temperatures from 2,7000 to 3,3000 C yielded a small quantity of tungsten whiskers, provided a low degree of supersaturation was maintained. Direct measurements of 3,000,000 to 4,000,000 psi were obtained for the ultimate tensile strengths of individual whiskers averaging 3 to 4 microns in diameter with average aspect ratios of 1,000. This compares with strengths of 300,000 to 400,000 psi for 13-micron-diameter commercial filaments.

"INTRODUCTIONEpidemiologic studies of workers in chromate-ore related industries, 1-3 and stainless steel welding and related occupations4 have shown that they have about 20-40 times higher risk of throat or respiratory track cancer than controls. Although the actual carcinogenic substances were not identified in these statistical studies, Cr(VI) compounds (for example, calcium chromate, zinc chromate, and lead chromate) were implicated as the causative agents, whereas Cr(III) compounds were not suspected as carcinogens. s These suggestions were supporte4 by laboratory studies wherein many Cr(VI) compounds produced sarcomas at the implant or injection sites.1,5 Squamous cell carcinomas and adenocarcinomas closely resembling human lung cancer were induced by intrabronchial implants of calcium chromate in rats, 6·7 whereas Cr(DI) oxide and Cr(lll) sulfate did not induce any tumor formation.6,7While the mechanism of the chromate-induced carcinogenicity is not fully understood, it is generally thought8 that it involves some damage to DNA. Specifically, it has been reported that: a) the chromate ion, henceforth referred to as chromate, can pass through the cell membrane and enter the cell while CR(DI) does not, 9 b) chromate does not interact with either native or denatured DNA 10 while Cr(III) does, 11 and c) the final Cr-DNA complex isolated from cellular reactions of chromate is Cr(III)-DNA, with Cr(III) binding to the phosphate groups.12,13 Thus the important question is: since Cr(DI) cannot pass through the membranes, how does Cr(III)-DNA complex form? For this to happen, Cr(VI) must be reduced to its lower oxidation states, 14 ultimately to Cr(III), by some reductants in the cellular environment. Unless this reduction occurs, the DNA would not be damaged and therefore no chromate carcinogenicity would ensue. Thus the reduction of chromate to its lower oxidation states seems to be a key step in the chromate carcinogenicity .1s One of the major reductants in cellular environments is thought to be glutathione (GSH), both outside and inside the cells.16-lB Some evidence for the role of GSH in the chromate toxicity was provided by recent studies showing that exposure of hamster cells to non-toxic levels of added selemite increases the levels of GSH as well as the Cr(VI)-induced DNA strand breaks,19 and that such DNA strand breaks in hepatocytes also change in direct proportion to the GSH content. 20,21 These observations were interpreted as implying that the reduction of chromate by GSH to some reactive intennediate is an important step in the chromate carcinogenicity. 20.21 In · the present undenaking22 we have used electron spin resonance (ESR) and spin-trap methodology to investigate the reduction of chromate by GSH and find evidence for the involvement of the glutathionyl radical (GS ·) as well as Cr(V)-intermediates."

[RESULTS OF THE PRIMARY CONVENTIONAL PERFORMANCE AND COST MODEL OF THE UNIT OPERATIONS OF UNDERGROUND PERCUSSIVE DRILLING AND BLASTING]

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. One phase of the research and development work on synthetic liquid fuels conducted by the Bureau of Mines at Morgantown, W. Va. in cooperation with West Virginia University deals with the purification of synthesis gas.2/ Most of the experimental studies on gas purification have been directed toward the removal of organic sulfur from gas, either catalytically or by adsorption with activated carbon. An important part of the purification program has been the development of suitable analytical methods for determining organic sulfur compounds. As the total sulfur content, organic and inorganic, of purified synthesis gas should not exceed 0.1 grain per 100 cubic feet, the need for accurate analytical methods is apparent. It is also apparent that such methods must be rapid if one wishes to evaluate various processes for removing sulfur from gas. The organic sulfur found in most gas produced from coal is usually present as carbon disulfide, carbon oxysulfide, methyl and ethyl mercaptans, and thiophene, with the exception of thiophene, the remaining organic sulfur compounds respond similarly to catalytic treatment and can be removed effectively. Not only does thiophene resist most catalytic treatment, but it poisons some catalysts, rendering them ineffective in removing the other forms of organic sulfur.
