This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

Thermoelectric and metal alloying applications have changed the status of tellurium from oversupply to under supply . In a search for new sources of this element in Arizona , Colorado , New Mexico , Utah , and neighboring states , the Bureau of Mines analyzed more than 200 samples and obtained the results of tellurium determinations by private companies on more than 500 samples from a wide variety of mineral - bearing deposits . The About 40 minerals containing tellurium have been reported , mainly tellu- rides of gold , silver , bismuth , mercury , lead , copper , iron , and nickel . minerals usually occur in small quantities and identification in ores is extremely difficult . Samples containing more than 0.1 percent tellurium were taken from the Hilltop and Memphis properties in Dona Ana County , N. Mex . , and the Silver King property in White Pine County , Nev . , where development was chiefly for base metals . The Lone Pine mine in Catron County , N. Mex . , and the Bambolla mine near Moctezuma , Sonora , Mexico are potential sources of native tellurium occurring in small but high- grade pods . Much of the production of tellurium has come as a byproduct of electro- lytic refining of copper and lead- zinc ores in Arizona , Colorado , New Mexico , and Utah . Base -metal ore deposits will continue to be the most important pri- mary source of tellurium , although the concentration in ores is nearly always less than 10 parts per million . Any significant increase in output of tellu- rium probably will be related to production and improved efficiency in smelt- ing and refining base - metal ores .

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

Coal occurs at many scattered localities in Arizona, California, Idaho, Nevada, and Oregon, but in most of the known occurrences thick coal beds are of small extent and the coal generally contains a high percentage of impurities. The coal beds occur at many different horizons in strata of Cretaceous and Tertiary age. Bituminous coal has been found in several areas, the most extensive of which is the Eden Ridge field of Oregon. Lignite also occurs in many places, but the only extensive deposit is in the Goose Creek field of Idaho, Nevada, and "Utah. The coal reserves of the region are largely of subbituminous rank; most of the subbituminous coal is in the Black Mesa field of northeastern Arizona and the Coos Bay field of Oregon. The Black Mesa field contains more than 80 percent of the coal reserves of all ranks but is remote from both transportation facilities and centers of consumption. Substantial reserves ill the Coos Bay field are favorably situated with respect to transportation and markets. ARIZONA Subbituminous coal occurs in the Black Mesa, Pinedale, and Gallup coal fields in Apache, Navajo, and Coconino Counties, Ariz. (fig. 1). Bituminous coal occurs in the Deer Creek field in Pinal and Graham Counties and in a small area in Apache County at the north-east corner of the State. All the coal beds are in strata of Cretaceous age. The coal in the Gallup field and at the northeast corner of the State lies in the Western edge of the San Juan structural basin. "Vest and south of this basin the coal-bearing strata have been removed by erosion except in high mesas.

The increasing trend toward use of continuous-type mining machines created a significant dust problem in coal mining, which resolved itself into three categories: Visibility at face, deposition on return airways, and the potential health hazard. The control measures applicable to these conditions and studied or developed from 1955 through 1957 are summarized and reviewed in this report. Other important problems brought into focus during the same period were radiation exposure in uranium mining and high temperature and humidity. Although temperature and atmospheric pressure alone may not be contributing factors in the incidence of silicosis, the few mining companies who operate under the extremes of these conditions are dust conscious and keep dust-control engineers on their operating staffs.

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1990. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

This report covers the activities of a feasibility study of fiber optics technology fur use in mines. The objective of the study was to evaluate, both technically and cost-wise, the possible use of fiber optic technology for underground mine communication and monitoring systems. The first phase of the study was devoted to the collection of information on the present underground mine communication systems and monitoring techniques, and the status of applicable fiber optic technology. In the second ph se of the study, a communication and monitoring system for a hypothetical underground coal mine was designed and the costs estimated. The significant findings and conclusions are presented.

The material in this paper is intended simply to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions of various phases of the subject have been published a few of which (4, 20, 25, 88, 90) have more or less extensive bibliographies of the earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon dioxide with perhaps sore methane) is quite apparent. The presence of small quantities of carbon dioxide can be attributed to oxidation of the carbonaceous matter exposed to the air. In the few cases in which this explanation is not sufficient, obviously the carbon dioxide must escape as such from the coal and neighboring strata.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

Accident rates continue to show that underground mining jobs areamong the most hazardous occupations in the United States and roof bolter operators continue to have one of the highest accident incident rates (MSHA, 1991) despite efforts by labor, government, and industry to reduce and eliminate work-related hazards. In the last two decades we have seen technical innovations such as the ATRS, and there has been an increased emphasis on hazard awareness through programs such as MSHA's REAP, but bolter operators continue to be injured and killed. Researchers at West Virginia University examined risk in the roof bolter's job and developed new approaches to accident and injury prevention. The study concentrated on the workers' job performance, machinery and the work environment to identify miner's risk and hazard exposure while bolting.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. This report is submitted in fulfillment of the requirements of Contract Number 50241073 by Fenix & Scisson, Inc. to the Denver Mining Research Center, United States Department of the Interior, Bureau of Mines. "INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.
