The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The U.S. Department of the Interior, Bureau of Mines, has been conducting minerals recovery research in support of the nation's geothermal program since 1974. The Bureau's program of laboratory and field studies has focused on determining the materials of construction for geothermal resource recovery plants and an the recovery of mineral values from the geobrines. An analytical program has been conducted at the Avondale Research Center to determine the chemical constituents of some high- and low-salinity geobrines found in the Imperial, Valley of California. Data are reported for the early stages of brine production of femur geothermal wells--the low-salinity, medium-enthalpy brines from the East Mesa Known Geothermal Resource Area (KGRA), Mesa 6-1 and 6-2, and the high-salinity, high-enthalpy brine from the Salton Sea KGRA, Magmamax 1 and Woolsey 1. The reported results indicate the importance of the operating and engineering history, the operating parameters during sampling, and the method of sampling in order to evaluate the chemical analyses.

The U.S. Bureau of Mines and the U.S. Geological Survey are responsible for the evaluation of the mineral resources and potential of further planning areas included in the U.S. Forest Service Roadless Area Review and Evaluation (RARE II) program. The Bureau of Mines primarily evaluates mineral deposits and prospects within the areas. The Geological Survey naps the area's geology and conducts geochemical sampling. Evaluations are in conformance with the Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the National Forest Management Act of 1976. The Hauser RARE II area, which consists of 7,600 acres (3,100 ha) within the Cleveland National Forest, is in southern San Diego County, California. The area, which forms the north slope of Hauser Canyon, ranges between 1,600 and 3,919 ft (490 m) in elevation. It is sparsely to densely covered with desert shrubs. The area is underlain by granitic rocks of the Peninsular Ranges batholith.

Advanced materials are polymers, metals, and ceramics fabricated as intermaterial compounds, alloys, or composites. The resultant components have higher strength-to-density ratios, greater hardness and wear resistance, and one or more superior thermal, electrical, or optical properties when compared with traditional materials. Advanced materials, the basis for many of today's emerging technologies, offer savings in total energy consumption, improved performance at reasonable cost, and less dependence on imports of strategic and critical mineral resources.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

A mineral survey of the Sill Hill RARE II area (No. 5304), covering 5,200 acres (2,100 ha) of the Cleveland National Forest, San Diego County, California, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey. This survey was in conformance with the Resource Planning Act (RPA) of 1974, as amended by the National Forest Management Act of 1976, to provide mineral resource information for study area classification. Bureau of Mines personnel made an economic appraisal of mineral deposits by searching pertinent geological and mining publications as well as U.S. Bureau of Land Management, U.S. Forest Service, and U.S. Bureau of Mines files and records. Known mines, prospects, and mineralized localities were examined during 1981, and sampling and mapping were done where warranted. The Geological Survey 'did geologic mapping, geochemical sampling, and geophysical surveys to aid this study.

This U.S. Bureau of Mines (USBM) report conveys the results of an economic analysis of minerals in the West Mojave Management Area (WMMA), including the Desert Tortoise Priority Habitat (DTPH), a proposed special land management area. Undiscovered mineral resources were estimated for the entire WMMA, which totals 8.7 million acres. Known mineral resources were studied for the DTPH, which is an area of 1.2 million acres contained within the WMMA. Federal lands within the WMMA are managed by the Bureau of Land Management (BLM). The WMMA includes Federal, State, and private lands in the western portion of San Bernardino County and the eastern portion of Kern County. The center of the study area is 20 miles northwest of Barstow, California (Figures 1 and 2).

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

On account of the extensive use of platinum during the World War , and the practical elimination of the Russian supply , the price of this metal rose to new high levels , as shown in Table 1 ; and though it since receded to some extent , the price is now nearly six times that of gold .

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1991. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer or Bureau field office specified in each State summary.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.

The stone resources in certain localities and the kinds of stone available often influence manufacturing companies in their choice of plant location and in possible expansion of their activities. Limestone in particular is an important raw material for many processing industries. In planning highways and public works and placing contracts therefor, the availability of aggregates and road stone is significant. On the other hand, persons who contemplate entering the stone business or opening now quarries need information as to possible competition. To meet the growing need for regional data of this type, the Bureau of Mines has compiled from its records and presents herein the location of stone quarries by States and counties and by kinds of stone. The list covers all stationary and portable commercial quarry operations whose production statistics for 1940 were reported to the Bureau of Mines but does not include undeveloped deposits and noncommercial or Government-operated quarries.
