During the years 1987 through 1989, the Bureau of Mines Alaska Field Operations Center (Bureau) in cooperation with the Western Field Operations Center and the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted mining, geological, and geochemical investigations in the 5.7 million-acre Valdez Creek Mining District (VCMD). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district studies program. The Bureau's MLA program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies. The information also provides the basis for decisions that would expand the domestic supply of important mineral resources, primarily strategic and critical minerals. Much of the MLA work is done jointly with cooperating State or U.S. geological surveys.

Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

Parts I, II, and III-A of the series have been issued as Information Circulars 6935, 6840, 6948 , and 6957; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breathing dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry; and Part III-A deals with the economic and legal aspects of dust diseases in industry.

"The number of persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division,The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut—in in 1930 than in 1929."

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

With the growing importance of fluid injection in recent years, the petroleum industry has been investigating and field- testing a variety of new methods designed to modify the physical properties of reservoir oil to improve the efficiency of gas and water injection. These procedures include condensing-gas drive, LPG (liquefied petroleum gas) injection, alcohol-slug process, high-pressure-gas displacement, detergent-solution flooding, and in situ combustion (30, 37).3 A new and different method to increase the effectiveness of gas and water injection has been tested by the Bureau of Mines, Consideration of both fundamental and practical factors that operate to limit the oil recovery attain- able by conventional oil-displacement mechanisms led to the concept of a displacement mechanism called the foam-drive method. This report describes the experimental study that tested this concept in the laboratory.

A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. "SUMMARYMagnetic and gravimetric surveys wore conducted over an area of ap¬proximately 1,400 square miles in the bauxite district of central Arkansas. The primary purpose of these surveys was to discover any possible buried and hitherto unknown syenite masses favorable for the occurrence of bauxite and to determine the approximate position of the buried flanks of the known syenite masses which might offer conditions favorable for the discovery of new ore bodies.Those surveys indicated that the various syenite outcrops were domes or bosses on a large batholith and that ether similar domes occurred on the batholith but did net outcrop.Drilling on the local geophysical anomalies proved the presence of 10 buried domes, but only 2 of them were found to project above the upper surface of the Midway clays, a requisite of conditions favorable for the occurrence of bauxite ore bodies. The geophysical data indicated the approximate configuration of the buried flanks of the known syenite coutcrops, and the portions of these flanks that project above the Midway have now been outlined more accurately by drilling.The geophysical surveys have produced evidence permitting the elimi¬nation of a large area as unfavorable for the occurrence of bauxite.Magnetic surveys extending along the Midway-Wilcox contact from Gurdon, in Clark County, on the southwest to Searcy, in White County, on the northwest have proved the improbability of the existence of other syenite masses similar to those found in Pulaski and Saline Counties. A detailed magnetic survey of the Magnet Cove area in Hot Spring County has proved that the syenite mass exposed in that locality is an isolated intrusion and entirely unrelated to those of Pulaski and Saline Counties. This syenite mass does not occur under conditions believed to be favorable for the occurrence of bauxite."

This paper describing the milling practice at the Coniaurum Mine is one of a series of papers on milling methods, practice, and costs prepared in cooperation with an published by the United States Bureau of Mines. The 500-ton will of the Coniaurum Mines (Ltd.) is located at approximately the center of the company's property and a little more than a mile from the town of Schumacher, Ontario. The main shaft through which all the ore is heisted is adjacent to the mill so that the ore hoisted in a 3-ton skip is dumped directly into a 15-ton bin at the crusher.

The present sampling procedure for evaluating the rock dusting conditions in a coal mine is time consuming. This study considers means by which this procedure could be simplified. Surveys were conducted in six coal mines in Pennsylvania to determine the in¬combustible content of the deposited dust. Some 2,000 samples were analyzed and statistically evaluated. It is suggested that the mean incombustible content could be obtained with fewer samples and smaller samples without greatly increasing the sampling error.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

One objective of Project Gnome is to study the feasibility of a phase of the Plowshare program recovering thermal energy from an underground nuclear explosion. The test will be conducted in an underground salt deposit. It is anticipated that some of the energy thus released will be stored as thermal energy in molten salt. This report describes the pre-Gnome experiments conducted at the Federal Bureau of Mines Metallurgy Research Laboratory, Boulder City, Nev. The objectives of this study were to determine the problems involved in the recovery of thermal energy from molten salts to assist in planning the experimental program for the Gnome project.

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

This report follows the same general scheme as did its predecessors; it begins with a dissertation on some phase of ore-testing, continues with results of investigations of ore-treatment methods and of metallurgically important analytical processes, and concludes with an exposition of tests made by established methods on typical ores selected as representative of certain mining districts. One of the first things that is done after an ore has been received is to look at it under the microscope. Microscopic examination serves as an important complement to chemical analysis in interpreting the percentage composition in terms of minerals. If it has been found difficult to treat an ore, the reasons for this action and indicated methods to overcome the difficulties may be ascertained by testing with a microscope. For example, failures in selective flotation have been traced to intimate mineral association and changes in mineral surfaces through incipient oxidation. The importance of surface stains or tarnishes and the presence of adhering slime particles have been found to be responsible for the difficulty experienced in the treatment of certain gold ores.
