As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. The association of automotive fuel composition with exhaust reactivity was studied in an experimental program that involved testing with different automotive engines and with gasolines of varied composition. Results showed clearly the exhaust reactivity to increase with increasing levels of polyalkylbenzenes in the fuel. No other systematic patterns of high significance were detected in the association of exhaust reactivity with several broadly defined groups of fuel components. For the purposes of this study, had it been possible, fuel composition should have been defined and expressed in terms of component groups such that the potential for exhaust reactivity would be the same within each group and different from group to group. Classification of fuel components in terms of the paraffins-olefins-aromatics groups does not meet the latter requirements. For appropriate classification of fuel components more information is needed on the combustion .of hydrocarbons in the multicylinder internal combustion engine. Statistical analysis of the mass emissions data showed significant car and fuel effects on hydrocarbon, carbon monoxide, nitric oxide, total aldehydes, and formaldehyde emission levels and on total photochemical reactivity. Car-fuel interactions were not significant at the 90-pct level. Correlations were found between mass emission parameters and fuel composition.

The facts are generally accepted that an atmosphere containing large quantities of any dust is objectionable to breathe and that some dusts are more dangerous than others. Therefore, knowledge of the com-position of dusts is important in evaluating the hazard entailed on exposure. At present, free silica, of which quartz is the most abundant form, is considered one of the most significant dusts, from the standpoint of pneumoconiosis, and one State5/ has established permissible limits of air dustiness on the basis of the free-silica content of rock. The amount 06 free silica in materials used for rock dusting also has been limited.6/ Determination of free silica or quartz, therefore, is important.

Alabama's non fuel mineral industry produced $560.6 million of mineral commodities in 1990. This was an increase of $99 million over the 1989 value and a new State record, a record achieved despite the slowdown in the national economy. This was the first year that Alabama's mineral value exceeded one-half of 1 billion dollars. The value of stone and cement, the two leading mineral commodities in terms of sales, increased $71 million over that reported for 1989 and was the primary reason for the new mineral value record. The State ranked 21st among the 50 States in total mineral value and contributed 1.68% of the total U.S. mineral value of $33.3 billion.

During 1946 several high-grade limestone deposits in western Washington were examined by the Federal Bureau of Mines. The purpose of the examinations was to disclose new sources of industrial limestone and to indicate the commercial potentialities of little-known and undeveloped deposits. These examinations were part of a long-range program of investigation of mineral resources of the Pacific Northwest. The following report on the Whitechuck travortine deposit is one of a series prepared in the course of the investigations.

The U.S. economy was considerably stronger in 1976 than in 1974 or 1975. Real gross national product (GNP) rose sharply in the first quarter of 1976 and then increased at a more moderate rate for the remainder of the year. The unemployment rate fell until June and then increased for moat of the remainder of the year, finishing at the same rate as it had started the year. The inflation rate continued to decline in 1976. Reasons for the relatively low rate (compared with those of 1974 and 1975) included small increases in food prices and only moderate increases in energy prices. Total U.S. output measured in terms of GNP increased 11.6% in 1976. Real GNP in 1972 constant dollars rose 6.2%. Inflation as measured by the implicit price deflator increased 5.1%. In real terms, gross private domestic investment for residential structures rose 22.7% in 1976 after declining 14.7%a in 1975; State and local Government expenditures increased 1.4% in 1976; and personal consumption expenditures for services rose 4.5%. The Federal Reserve Board (FRB) index of industrial production increased 10.2%.

The Scarlet mine, in Randolph County, N. C., was operated on a small scale at intervals from 1899 to 1915, but no records of the quantity of ore produced are available. J. I. Moore unwatered the mine in March 1948, and Bureau of Mines' engineers examined the underground workings. Several assays checked previous sampling of the mine and indicated a small but comparatively high-grade copper-zinc deposit. The high metal content of the veins and the possibility of developing additional reserves prompted the Bureau of-Mines to drill three holes, totaling 530 feet, at the deposit during March and April 1948. Drilling disclosed that the mineralized vein did not extend over 300 feet along the strike and is probably limited in depth to the contact with the granite mylonite.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

As part of ongoing research to improve mine safety, the Bureau of Mines conducted research on the corrosion of friction rock stabilizer steels in five Missouri lead and iron mine waters. Electrochemical corrosion tests, including evaluation of pitting tendency, were performed on two types of high-strength, low-alloy (HSLA) steels and galvanized steel in four Missouri lead mine waters and one Missouri iron mine water. The tests were conducted at in-mine water temperatures in both air-saturated and deaerated waters. Static, weight-loss corrosion tests were also conducted on HSLA steel specimens in the five Missouri mine waters for 2,900-h duration at average in-mine water temperatures and air-dissolved oxygen contents of 6 to 7 ppm. Corrosion rates determined by the weight-loss tests were roughly comparable with rates determined electrochemically in deaerated waters containing 0.3 to 0.5 ppm dissolved oxygen content. Passivation of specimen (nongalvanized) surfaces in air-saturated waters resulted in very low electrochemically deter- mined corrosion rates. Pitting-tendency was generally higher for both HSLA steels in air-saturated waters than in deaerated waters. Galvanized steel generally exhibited higher tendency to pitting in the deaerated waters than in the aerated mine waters.

"This report is the first of a series dealing with the results of a comprehensive investigation of methanol poisoning, conducted jointly by the Federal Bureau of Mines, Carbide & Carbon Chemicals Corporation, du Pont Ammonia Corporation, and the Commercial solvents Corporation.The study dealt mainly with physiological effects produced by inhalation of methanol vapor, and concentration studied ranged from approximately 500 to 15,000 p.p.m., and periods of exposure from 4 hours daily to continuous. The range of concentrations and periods of exposure were such as to produce acute effects, with and without fatalities, by a singel exposure and chronic poisoning, with and without fatalities, as well as little or no response after repeated daily exposures. In addition to the inhalation experiments, skin absorption was studied, and field surveys were made to ascertain the hazards associated with the manufacture and, use of methanol."

Marble is one of tile most beautiful and enduring materials employed in the construction industries. Because of its diverse colors, decorative patterns, and varying textures, it has furnished material for artistic architectural design for many centuries. The marble industry is described in some detail in Bureau of Mines Bulletin 106, The Technology of Marble Quarrying, which, unfortunately, is now out of print but may be consul ted at most large libraries. Onyx marble and travertine are discussed in Bureau of Mines Information Circular 6751. The purpose of this paper is to describe the main features of a distinctive group of ornamental marbles known as the serpentine marbles or verde antiques.

The value of Alabama's nonfuel mineral production in 1985 was $405.9 million, a slight decrease from the record high of 1984. With the exception of clays, output of most nonfuel minerals increased over that of 1984. Alabama was second in the Nation in production of crushed marble and bauxite; third in firre clay; fourth in masonry cement and kaolin; fifth in portland cement and lime; and sixth in ferroalloys and recovered sulfur, Alabama ranked 20th in the Nation in value of nonfuel minerals produced, but ranked 13th in value of industrial minerals. Valuewise, Alabama produced 2.4% of the Nation's industrial minerals.

Data are presented on the characteristics of lignites with emphasis on the composition and fusion properties of the ash. Differences in the analyses of commercial-grade lignites are related primarily to variations in moisture and ash contents. Lignite ash is generally characterized by high concentra¬tions of alkaline earth oxides and a greater tendency for retention of sulfur in the ash than higher-rank coals. Composition of ash varies significantly within and between mines. The differences within mines are significant for short distances and may be eliminated under certain circumstances by normal mixing occurring during mining. The sulfur in lignite averages 0.6 percent and is found primarily in the organic or pyritic forms with only a trace of the sulfate. During the stan¬dard laboratory asking procedures, from 60 to 100 percent of the original sul¬fur is retained in the lignite ash. Trace elements, such as uranium and germanium, in the ash from commercial¬-grade lignites are present in low concentrations, but others, primarily copper and silver, are present in specific samples in concentrations approaching those found in some commercial ores.

Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. Since 1970, abnormally high methane emissions have been observed in eastern sections of the Federal No. 2 Mine operating in the Pittsburgh Coalbed in northern West Virginia. The nature and volume of these emissions indicate a source other than the coalbed. An investigation was undertaken to delineate probable methane sources. Gas well information and stratigraphic correlation of corehole data indicates that a sandstone directly above the main coalbed is an additional source of methane emissions. The sandstone body appears to be an ancient stream channel, infilled with fine-grained sand and organic matter. Coalification of the organic matter produced methane as a byproduct. Additional methane presumably migrated into the sandstone unit from the subjacent coalbeds. The methane became trapped in the porous clasticunit by the surrounding impermeable strata. Mine development near this unit creates a significant pressure gradient, triggering abnormal methane emissions into the mine along naturally occurring fractures. Pre-development methane drainage of the sandstone could be accomplished by completing vertical boreholes along its trend.

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. This report presents a method of utilizing the Coulomb strength criteria for estimating the strength and stability of pillars and pit slopes containing planes of weakness. It is assumed that the Coulomb theory, as a special case of the Mohr envelope, is a satisfactory first approximation of failure in uniaxial compression or triaxial loading with low lateral loads. Accepting this assumption for brittle materials, an expression for the strength decrease of rock pillars containing a plane of weakness or fracture at any angle of orientation is derived. As few as six samples (three solid cores and three fractured cores at a failure-oriented angle) are required for testing uniaxially and triaxially to statistically determine the coefficients of friction and the shear strengths of both the solid rock and the fracture plane and the range of failure angles of the fracture plane. Interpretation of the data shows that the mean normal stress and maximum shear stress technique of analyzing the data is superior for solid core and that shear and normal stress values using angles of failure should be used for fractured specimens with failure-oriented angles. Plots of either the strength or strength ratios against fracture angles obtained from oriented drill core samples give a useful first approximation of strength decrease due to fracture. Using the same test conditions for both fractured and unfractured material increases the validity of the tests.
