The Rogan-Mallery tin property is in the foothills on the south slope of the Tehachapi Mountains, Kern County, Calif. It was first visited by the senior author in August 1942, and exploration by means of trenching and diamond drilling began in May 1944 and was concluded in August of the same year. Cassiterite, associated with iron-rich gossan, occurs in a limestone roof pendant at places near or at its contact with the underlying granitic rocks. The cassiterite grain sizes range from 20 mesh to 150 mesh. Surface and diamond-drill samples showed tin ranging from traces up to 122.6 pounds per ton. Exploration by the Bureau of Mines included 2,100 cubic yards of trenching and the drilling of 11 diamond drill holes totaling 1,000 feet. Dana Hogan, president of the Rogan Petroleum Co. of Los Angeles, Calif.) brought these projects to the attention of the Bureau of Mines in July 1942, and the following month a Bureau engineer made a preliminary examination in company with Hillard Mallery, of 408 Ruby Street, Redondo Beach, Calif., the man who discovered them.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

The U.S. Bureau of Mines (USBM) has been monitoring and studying seismic activity associated with mining in the Coeur d'Alene silver district of northern Idaho. New statistical methods of studying the stope-scale (1-to l00-m) seismicity at one Idaho silver mine are used in this report (part 1) and its companion (part 2). This report deals with methodology and its limitations. The recent concept of fractals and their seismological use is discussed and applied to mining-induced seismicity. Three types of fractal studies are addressed: spatial analyses (including temporal changes of spatial patterns), temporal analyses, and size analyses. Other statistical measures of mine seismicity are also addressed: event mean location, inter-event distance distribution skewness, temporal coefficient of variation, nearest neighbor and next event statistics, and event location planarity patterns. Each of the methodologies discussed (fractal and nonfractal) is presented using sample data from two stopes in the mine. It is shown that stope-scale, mining-associated microseismicity has a fractal nature. The usefulness of demonstrating fractality (scale invariance) for predictive or descriptive purposes depends on recognition of the factors affecting the calculation of fractal dimensions. Several methodological traps are illustrated that can lead to an incorrect conclusion.

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"

Changes in world mine and smelter supply sources of zinc have led to changes in zinc supply patterns in the United States during the past 3 years, 1970-72. The result has been a growing reliance on foreign sources of zinc metal to furnish an ever-increasing portion of expending domestic requirements. This review of fundamentals and historical developments is intended to provide background in order to place the future of the U.S. zinc industry fn perspective. The properties and uses of zinc are described. A new study on U.S. reserves is presented with description by geographical region and comparisons with older reserve data. The technology of the zinc industry from prospecting through refining is described with emphasis on the metallurgy involved in the various methods of smelting. Production, consumption, and imports are discussed and illustrated with graphs and tables to review the past and present patterns. Government actions affecting the industry are shown.

This report is a compilation of all information obtained in accordance with the requirements of contracts S0122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

The purpose of this study is to formulate practical guidelines for active underground mining in close proximity to water bodies. This was accomplished through systematic completion of three phases of study: I) Collection and Documentation of Data; II) Application of Existing Guidelines to Case Histories of Previous Inundations; and III) Development of Recommended Guidelines for Underground Coal Mining Near Bodies of Water. Phase I of the study involved a worldwide data collection effort designed to obtain foreign and domestic guidelines for mining near water bodies, and accident records and case histories of accidental mine inundations. Within Phase II, existing guidelines were categorized and classified and then evaluated as to their effectiveness in precluding past inundations had they been in effect at the time of inrush. Advantages and disadvantages of existing guidelines were defined. Drawing on the broad data base established in previous study efforts, Phase III was directed at development of viable guidelines to promote the greatest possible coal extraction while precluding accidental mine inundation. Two levels of guidelines are presented; Level I Guidelines require little or no subsurface exploration on the part of the mine operator, while Level II Guidelines recommend various testing and investigative procedures to permit greatest possible mineral extraction. This report presents findings and conclusions of the study.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Zapp, M. W. Harris, Elmer Kneedler,and Parke D. Snavely, of the United States Geological Survey, for their aid, data, and maps.Bauxite was discovered in the Andersonville district in 1912 on lot 187 of the 28th land district, in Sumter County. This lot is situated about 1.5 miles west of the Flint River, on the south slope of the valley of Sweetwater Creek. Mining was started in May 1914 by the Republic Mining & Manufacturing Co. This and adjacent properties were acquired in 1930 by the American Cyanamid & Chemical Corp., which has been operating there since."

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

This report presents the results of evaluating a longwall mining system specifically designed to extract a very deep web (60 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining sys-tem with a high capacity conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production 44 percent and decrease cost per ton off the face 21 percent. The report also includes conceptual drawings and specifications for a high capacity four-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. The study concludes by recommending that surface coal loading tests be conducted as the follow-on work.

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of cable left on the reel.7. The type of cable used.8. A program of investigation of strategic and critical minerals began in 1940 to examine and develop tungsten occurrences in the western United States and Alaska. During the years in which the nation was at war, this work was given special impetus to stimulate domestic production. This report is a compilation of results of the tungsten investigations in Alaska supplemented by certain data made available by the Territorial Department of Mines and is designed to include in its scope descriptions of all known tungsten occurrences in the Territory. Two areas in Alaska warranted special investigation - one at Gilmore Dome, 16 miles northeast of Fairbanks, and the other in the Hyder District, at the head of Portland Canal. Three tungsten properties - the Stepovich, Colbert, and Yellow Pup - are at Gilmore Dome. The Stepovich property, referred to sometimes as the Cleary Hill tungsten deposit, was worked by the Cleary Hill Mines Co. from April 1942 until May 1944 and was first examined by Robert S. Sanford and Norman Ebbley, Jr., engineers of the Bureau of Mines, in September 1942. The Cleary Hill Mines Co. by that time had explored an 800-foot strike length of the ore zone with 10 bulldozer trenches and was sinking an inclined shaft on ore in the central portion of the explored zone. In January 1943, the senior author, in company with Ebbley and Harry C. Doheny, supervising engineer of R.F.C., examined the property. Preliminary work by the Bureau of Mines began in May 1945, but actual exploration did not commence until late in June and continued until the end of October 1943. The deposit was examined by John B. Mortie, Jr., and William C. Overstreet, of the Federal Geological Survey, in 1942, and this study was continued in 1943 by Frank Byors, who also assisted the Bureau’s engineers on geologic problems. A magnetometer survey of this area was undertaken in 1942 by Henry Joosting and Eskil Anderson, engineers of the Territorial Department of Mines, and was completed with Bureau of Mines assistance in 1943. During 1943 the Bureau completed exploratory projects on the Cleary Hill mine and adjacent Colbert prospect. The field work on the Colbert property was begun early in July 1945 and continued intermittently until the end of October 1943, when it was recessed because of subzero weather. During September 1944, the Bureau of Mines established (by means of a few surface trenches) continuity between the Colbert mineralized zone, high on the dome, and the Yellow Pup vein, the lowest known tungsten mineralization in the area. It is generally recognized that any extensive program to develop the area as a whole logically would be carried out from the lower horizon.

Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

The presence in the Cripple Creek district, Colo., of irrespirable gas or gases, generally known to consist mainly of nitrogen and carbon dioxide, has been recognized by members of the mining industry in that region almost since underground mining was begun there; the occurrence, origin, and possible control of these gases have been discussed in several articles cited at various places in this report. Similar gases have also been studied in other metal-mining districts, as later discussed. In March, 1925, there were two fatalities from rock-strata gases in the shaft of the Index mine, near Cripple Creek. Two men repairing the bell or signal line preparatory to reopening the shaft were lowered into irrespirable gases and died. Their bodies were recovered by rescue crews from the United States Bureau of Mines and .the Portland mine, Victor, Colo. These crews found it necessary to use oxygen breathing apparatus. In October of the same year a miner was trapped on the 6 level of the Midget mine by an influx of gases that filled the shaft to a point above that where he was working. Oxygen breathing apparatus was again used by Bureau of Mines employees, who were in the vicinity, and the man was brought out in time to save his life. These two fatalities and one near fatality seemed to show that additional investigation of the gases and methods of control might be warranted. Accordingly, field and laboratory studies were begun by the authors of this report after a visit to the district by M. van Siclen, then engineer in charge, mining research division, Bureau of Mines, and after conferences with the Mine Owners' Association of Cripple Creek and with J. T. Joyce, metal-mine commissioner of the State of Colorado. The mine operators of the Cripple Creek district and the State mine commissioner's office gave whole-hearted cooperation in this work.

This study traces the development of the bucket-wheel excavator, points out the differences in the German- and American-type wheels, and gives the major design criteria and the advantages and disadvantages of bucket-wheel operations. A computer program, written in FORTRAN IV for use with an IBM 360 computer, simulates the operation of the digging components of a bucket-wheel excavator. By supplying certain mining dimensions, soil characteristics, and machine design specifications, this program will print out a time study of the various components of an operation, power calculations for the operation, and production data. This program, when combined with a truck, belt, or rail program, should be helpful in planning a complete mining system In material suitable for a bucket-wheel excavator operation.
