Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. "Investigations in the Federal Bureau of Mines Experimental coal mine near Pittsburgh, Pa., have shown that high-expansion foam containing at least 0.2 ounce of water per cubic foot of volume is effective in controlling exper-imental underground coal, oil, or wood fires. Some of the fires were extinguished, but more of the coal and wood fires were brought under enough control to permit direct attack with water or other extinguishing agent or loading the hot material into cars. The largest controlled experimental fire, which burned about 5 hours before attack, was in a coalbed 5 feet wide, 10 inches thick, and 100 feet long. The greatest distance foam was transported to control a fire was 1,010 feet.An incipient fire should be attacked promptly with water, rock dust, or other approved and readily available extinguishing agents. Where heat, roof falls, and smoke prevent direct approach, the more involved procedure of using foam may be advantageous. The effectiveness of the foam in controlling a deep coated fire of considerable extent H,vet to be proved by actual trials in aSome hydrogen, carbon monoxide, and methane gases are generated when a fire is attacked with foam. Calculations showed that in experimental fire tests an explosive mixture could form; however, this would occur only within a narrow range of combustible gas-air mixtures not likely to be found in practice. The principal explosion hazards are due to generation of gases by the foam, localized build-up of normally liberated methane, and volatiles liberated by the coal during heating. The quantity of combustible gases generated by the action of the foam on the fire is about the same as that when an equivalent amount of water is applied."

1, Introduction This report is submitted in fulfillment of the requirements of USBM Contract No. J0255017, "Development of Emergency Escape Systems Guidelines for Underground Metal and Nonmetal Mines" Under this contract the history of past mine fires was studied. Representative metal and nonmetal mines were surveyed and escapeways, refuge chambers, life support, and emergency hoist requirements were studied to determine the problems in complying with the proposed regulatory standards and their enforcement by MESA Mine Inspectors. In addition, a computer program was written to evaluate mine evacuation performance. The completed program is included in the appendix. 1. 1 Historical Review of Metal and Nonmetal Mine Fires Early records of mine fires are poorly documented because there was no statutory provision for reporting fires to the Bureau of Mines. The survey of representative mines during the course of this contract indicated that many small fires still go unreported even though they are now required to report all fires A recent report survey approximately 80 disasters in metal and nonmetal mines, (6 ) Table I is a summary of some of these fires. Historically most metal and nonmetal mine fires have been caused by electrical problems. Spontaneous combustion and the use of welding equipment are the other major causes of mine fires(14) Although not documented, many mine personnel agree that 30 percent to 40 percent of underground metal and nonmetal mine fires have their origin from cigarettes and other smoking related materials. The number of fires related to spontaneous combustion is decreasing and equipment fires are on the increase. The reduction of spontaneous combustion fires can be attributed to the use of sandfill in more mines and the increase in equipment fires to the increased use of LHD equipment.

Computer input data for an operating mine is developed on the basis of a detailed ventilation survey which includes air quantity, air quality, pressure loss and fan performance measurements. Quantity measurements must be reviewed extensively and assumptions made about leakage quantities and airflow paths. Pressure measurements must be reviewed and developed into a pressure gradient for the mine system. Air quality measurements are used to determine methane sources and amounts. Finally, the fan test data is used to develop the correct fan characteristic curve. Quantities and pressure losses for each branch in the system are used to calculate the branch resistances which are then utilized in the ventilation simulator to model the mine system. QUANTITY BALANCE The quantity of air coming into a mine based on field measurements will rarely equal the quantity exiting the mine, even if allowances are made for methane or compressed air input to the system. The same statement can be made for airflow through any isolated part of the mine ventilation system such as individual working section or main aircourses leading to an area isolated from the rest of the mine. The reason for the apparent discrepancies is the accuracy of the indicated quantities which in turn is based on the accuracy of the individual velocity and area measurements. Even with measurements following the guidelines described in the previous section on quantity measurement, this error can only be minimized but not eliminated. As a result the ventilation system must be carefully balanced so that, for any loop, the quantity in plus any methane or compressed air injection will equal the quantity out. "The McLeod sand pits, on the northeast side of the Little Ocmulgee River in Wheeler County, Ga., opposite Lumber City in Telfair Co., were examined by the Bureau of Mines under its war program of Investigation of Critical and Essential Minerals. The pits are about a quarter of a mile above the bridge, which is half a mile above Lumber City. Mrs. A. T. McLeod of Lumber City owns the land, including the pits. The property was inspected by an engineer of the Bureau of nines on March 8, 1945, on recommendation of Capt. Garland Peyton, director, Division of nines, Mining, and Geology of Georgia.The Mcleod pits are at the northwestern extremity of a mile-long series of old pits that were worked from about 1900 until the 1920's. The burning of the spur railroad bridge connecting the pits with the Southern Railway at Lumber City stopped mining operations. The pits on the south-east, or opposite, side of the Glennwood Road from the McLeod pits were first worked by F. L. Hinson and later, in 1921, by Mrs. n. H. Mobley. The glass sand was shipped to Tallapoosa, Ga., and Chattanooga, Tenn., where it was used in the manufacture of bottles for soft drinks. Some of the sand was used as molding and construction material. The sand was mined by hand shoveling it into wheelbarrows, which were unloaded on freight cars. The pits were partly refilled with overburden, so that it is impossible to estimate even roughly the amount of sand excavated.Analyses of samples of glass sand made years age3/ and later in 19404/ roughly check those made by the Bureau of Mines laboratory, except that in the former the iron oxide content usually was greater, attaining a maximum of 0.72 percent.The sand pits are in a valley slightly more than a quarter of a mile wide that lies along the northeast side of the Little Ocmulgee River. The land is either flat or marked by ridges only a few feet high. . A rather thick growth of scrub trees covers most of the valley. The surrounding country consists of gently rolling farm lands. The altitude of the valley is not known, but, judging by its distance from the seashore, it probably is about 200 feet. In addition to the Glennwood highway, which crosses the valley, several old sand roads lead to the pits."

The Federal Bureau of Mines has developed a hydrametallurgical method to recover aluminum, aluminum oxide, and fluxing salts from aluminum salt slags. The slag is leached with water at room temperature to produce a saturated brine slurry. Screening of the slurry yields an aluminum-rich fraction that can be returned to the dross furnace. The remaining slurry is vacuum filtered, yielding a clear brine solution and an aluminum oxide filter cake. Evaporation of the clear filtrate produces a high-purity fluxing salt for reuse in the dross furnace. Over 80 pct of the metallic aluminum is recovered in the aluminum-rich oversize fraction, while essentially all the fluxing salts are recovered by evaporation. This report contains the final results of an investigation on a process research unit scale, an economic evaluation of the method, and recommendations to further improve the process.

"The Stiner zinc prospect near the north boundary of Union Tennessee, and the Bunch Hollow property 5 miles northeast in Claiborne County, Tennessee, were diamond-drilled by the Bureau of Mines during the period .September 1, 1944, to February 22, 1945. Seventeen holes totaling 5,687 feet were completed, 13 of which, totaling, 5.083 feet, were on the Stiner property and the remainder, totaling 604 feet, at Bunch Hollow.The Stiner prospect is about 1 mile east of the old workings known as ""New Prospect"" or ""Lead Mine Bend."" The Federal Geological Survey made a study' of the area early in 1944. The prospect was first visited in August 1944 by Bureau of' Mines engineers3/ accompanied by members of the Federal Geological Survey.4/ The locality is reached by traveling State Road 33 north-about 9 miles from Maynardsville, Tenn., thence northwest about 7 miles by an improved county road that leads to the mine (fig. 1). The tract comprises an area of about 181 acres held by G. S. Stiner of Sharps Chapel, Tenn.; it is now under option to the Universal-Exploration Co. of Jefferson City, Tenn.The Bunch Hollow property, about 5 miles northeast of the Stiller prospect, was also studied by the Federal Geological Survey previous to being;Visited by Bureau of Mines engineers in August 1944. It is reached by traveling north from Maynardsville, Tenn., on State Road 33 about 13 miles, thence northwest by county road 6 miles to the property (fig. 1). The last 3 miles of the county road are in poor repair but are passable during the entire year. The property comprises an area of approximately 300 acres and is held by the imperial Mining Co., Pressman's Home, Tenn.Few reliable data are available as to the history of the Stiner prospects themselves. However, the New Prospect mine, 1 mile west, has had a colorful past, This mine was opened in 1883 and was worked intermittently until 1918, by which time more than 65,000 tons of concentrates had been shipped. No further work was done until 1942, when the mine pillars were robbed and 1,900 tons of ore averaging 25 percent zinc was shipped to the New Jersey Zinc Co., Austinville, Va."

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 350 meters (1150 ft .) and 488 meters (1600 ft .) . The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broad- band, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or E layers of ionosphere as an upper plane and the earth as a lower plane. The measurement systems used are similar to those used earlier. The technique is to record broadband, analog signals, digitize the data, and use a fast- Fourier transform to obtain spectral plots. This tech- nique is novel in that it can measure simultaneously all magnetic field energy within a limited portion of the spectrum for a limited time, and, after processing, reproduce the events occurring in that time interval in great detail .

Control surface stream loss by identifying and selectively sealing water loss zones in stream channels overlying underground mines. Approach Electromagnetic terrain conductivity surveys, coupled with stream gaging, are performed within a stream channel to identify saturated fracture zones associated with loss of stream water. This information is used to target locations for the injection of expandable polyurethane grout. The grout is injected two to three feet beneath the surface of the strcambed, across each loss zone, to seal the fractured strcambed and restore stream flow across the damaged area. How It Works Multiple zones of infiltration (natural and induced) normally exist in stream channels overlying mined areas, causing water handling and/or acid drainage problems in the mines as well as loss of stream flow. It is typically difficult to accurately locate these loss points. Therefore, Conventional methods of stream repair, such as using plastic membranes or clay and rock rip-rapping, are applied to long lengths of a stream channel. The two step approach developed by the Bureau of Mines First quickly and accurately locates loss zones using electromagnetic ground conductivity survey and gaging instruments. Conductivity is measured at fixed spacings (typically 25-50 ft depending on the instrument and desired observation depth), Ground conductivity increases when saturated conditions exist at depth. These apparent flow loss zones are confirmed by gaping, to eliminate possible effects due to unobservable metal debris adjacent to or buried in the stream sediment.

The Bureau of Mines has developed, on a laboratory scale, a superior Eluex-type circuit for eluting and recovering uranium from ion exchange resins. The improved circuit differs from conventional Eluex practice in that a stage of uranium solvent extraction is coupled with each stage of resin elution rather than the elution and solvent extraction operations being conducted separately. The new system reduces the number of stages, retention time, and resin inventory in the elution circuit to one-fourth or one-fifth that in existing circuits. The system is applicable to both resin-in-pulp and moving-bed-type ion exchange uranium recovery circuits.

Poor lubrication reduces the life of wire hoist ropes when they are used in corrosive environments. Although lubricants are added to ropes during the manufacturing process, these lubricants can deteriorate during use, and it is often necessary to add more lubricant to both the interior and exterior of the rope while it is in service. The U.S. Bureau of Mines evaluated the effectiveness of synthetic lubricants, using electromagnetic nondestructive testing (NDT) to measure deterioration in ropes while they were in service. For nonpressurized lubricant applications, synthetic lubricants appear superior to petroleum-based lubricants in their ability to penetrate to the interior of a rope. Therefore, the synthetics offer better wear and corrosion protection.

"Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer, and distribution of DPM in coal mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Analyzed using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study is presented.With diesel equipment holding an important place in underground coal mining and growing in use over time, it is important to develop and improve controls of the exhaust emissions, especially diesel particulate matter (DPM), to further reduce potential health hazards. The proper design and maintenance of diesel engines and on¬board control procedures are paramount requirements for controlling DPM successfully. There is also, however, a significant reduction potential in terms of personal exposure that can be realized by managing the DPM that gets into the airstream. Strategic design of the mining, ventilation, and equipment implementation systems remain essential for efficiently reducing the DPM concentrations.Modeling the effect of diesel exhaust contaminants upon the mine atmospheric quality will permit improved health and safety design of the overall mining and ventilation systems. Numerous studies have been performed to model the distribution/transport of gaseous and particulate emissions in the underground mine atmosphere and some very sophisticated convection/diffusion models have been developed (Skobunov, 1974; Thakur, 1974; Stefanko and Ramani, 1975; Wala, 1980; Bandopadhyay and Ramani, 1983). Most of these models were developed for a single airway or based on the assumption that the ventilation network of a mining section can be approximately represented by a single intake and a single return. The complexity of most models of the convection/diffusion type and the mobility aspect of diesel haulage units made a detailed emissions model very difficult to develop.The current model is an attempt to fill the need for a more generic tool applicable to mining sections employing multiple mobile diesel units by simplifying the convection-diffusion model to a convection-only model. The simplification is based on the fact that the diffusion coefficient will affect only the transient environmental contaminant concentrations with little or no affect on the time-weighted-average concentrations over a relatively long period such as a working shift (Lee et al., 1994). In view of the difficulties involved in mathematical modeling, the approach here is developing and using a computer simulation model. A PC-based FORTRAN 77 simulation model for the analysis of mining systems with multiple diesel sources and any ventilation network configuration was developed to study the distribution/transport of DPM in mine airways, evaluate methods of reducing DPM concentrations, and explore modifications to existing mining practice."

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

A simple, portable helium analyzer was developed primarily for field use. Its utility lies in making preliminary surveys before exact analyses are required. The analyzer is based upon chromatographic principles; that is, separation of gas mixtures resulting from variable retention times of the components with respect to a separation medium (column-packing material). It uses thermistors for sensing detectors, a dry battery as source of power, and a micro-ammeter for indicating helium concentration. The absolute accuracy of the instrument depends upon the recency and care with which the instrument is calibrated with a standard gas. The unknown gas should be analyzed immediately after calibration, and another calibration should be made before another unknown sample is analyzed. The instrument is simple to operate, requiring approximately 15 minutes, after calibration, to determine the helium content of a natural gas sample. Although developed primarily for helium determination, the analyzer possibly can be used for other analyses that can be performed at ambient temperatures.

This report summarizes the procedure and results of an investigation to determine the stresses in the rock around an underground opening in the Climax molybdenum mine, Climax, Colo. This study is part of an overall investigation conducted by the Bureau of Mines to determine the stresses induced by block-caving mining. The purpose of this study is to obtain estimates of the magnitudes and directions of the principal stresses, the location of the maximum stress concentrations, and the effect of topography on the stresses.

In this Bureau of Mines report, the optical detection of fires and explosions is considered fundamentally. The measured spectral radiances from methane-air ignitions are compared with the background irradiances from stray and ambient sources, and with the spectral sensitivites of various sensors. The comparison naturally suggests the optimum spectral ranges and signal processing logic that can uniquely characterize the ignition event. Both ultraviolet (UV) and infrared (IR) are considered. Several alternate sensing methods are proposed and discussed. The development and testing of an IR system designed for use in ignition suppression devices in mines is described.

During a recent investigation the authors were interested in determining: (1) How many points were necessary to locate the deviation curve for copper-constantan thermocouples within an accuracy of about 0.05° C., used in connection with the, "standard" thermocouple of L. H. Adams (2) Whether copper-constantan thermocouples showing considerable deviations from the "standard" were consistent throughout their calibration. (3) How reliable the extrapolated portion is - that is, the interval between -183 and -220° C. of the "standard" thermocouple.

"INTRODUCTIONPlatelet-activating factor (P AF) has been shown to mediate a broad range of biologic activities (1). Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group, an ester-linked acyl chain at the second carbon of the glycerol backbone, and an ether linkage at the first carbon. The alkyl group attached to the first carbon can exist in a variety of chain lengths, with the C16 and C18 forms predominant in humans. The structure of P AF has been identified as 1-0-alkyl-2-acetyl-sn-glycerol-3-phosphorylcholine (2,3).PAF can be released from a variety of cell types, such as basophils, neutrophils, and alveolar macrophages ( 4-6). Stimuli for the release of P AF include calcium ionophore, phorbol esters, chemotactic agents, and zymosan. In addition, endotoxin has been shown to be a potent stimulant of P AF release from alveolar macrophages (7).P AF has been shown to have a number of pulmonary effects. It has been associated with asthma since it can cause contraction of pulmonary tissue (8) and leukotriene secretion from leukocytes (9) and induce airway constriction when inhaled by humans (10). In addition, PAF is a potent chemoattractant and can cause migration ofneutrophils into the airspaces of the lungs (11,12). Endotoxin is a lipopolysaccharide-protein complex derived from the cell walls of gram-negative bacteria. I.PS is the lipopolysaccharide portion of endotoxin. LPS contains four covalently joined subunits: lipid A, 3-deoxyoctonate, a core polysaccharide moiety, and an 0-specific antigenic polysaccharide side chain. Rough LPS contains no 0-antigen side chain. The liP.id A portion of LPS has been associated with most of the biolQgic effects of endotoxin (13). This lipid A subunit consists of a D-glucosamine disaccharide backbone substituted with four fatty acid side chains.
