In 1990, the aggregate value of world international export trade in mineral commodities was estimated at more than $64 billion in current (1990) dollars, about 8.4% higher than that in 1989, but still 8.7% below the record high set in 1980. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1990, as well as a breakdown of this total into fuel and nonfuel commodities. It is noteworthy that for this 1990 edition, trade data for the year of review were available in time for inclusion, whereas in previous editions, the latest available global trade data were for the year prior to the year of review. Hence, as regards trade, this edition of Minerals in the World Economy updates the 1989 edition by 2 years rather than by only 1. For this reason, it is appropriate to note that the 1989 global total value for inter-national export trade in mineral commodities was almost $596 billion, 11.1 % above the revised 1988 level of more than $536 billion, both figures expressed in current dollars for the appropriate year. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1%, this share was very near the recent year record low of 19.0% reached in 1988. The year 1990 was the fourth in a row in which the total value of world mineral commodity export trade increased.

Over-exposure to noise remains a widespread, serious health hazard in the U.S. mining industries despite 25 years of regulation. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. Mine Safety and Health Administration (MSHA) coal noise sample data collected from 2000 to 2002 show that 65% of the equipment whose operators exceeded 100% noise dosage is comprised of seven different types of machines. The continuous mining machine is first among all the equipment with 35% of the noise overexposures. The ational Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce excessive exposure for operators of continuous mining machines and preventing additional cases of oise Induced Hearing Loss (NIHL) by developing low-cost retrofit noise controls for mining equipment. This paper describes a noise control for reducing the noise overexposures of continuous mining machine operators. Underground results show a 26.4% and 27.4% noise exposure reduction for the continuous mining machine operator. This research is providing the mining community with an additional noise control to be utilized on continuous mining machines, therefore reducing operator noise overexposure. Utilizing this newly developed noise control, along with previously proven controls for the continuous mining machine chain conveyor, will provide operators of these machines an opportunity to be within the MS HA-Permissible Exposure Limit (MSHA-PEL).

Tracer gas decay curves were experimentally obtained in a full-scale model coal mine working face area. The concentration of tracer gas was found to decay in exponential fashion but with a change in slope. This change in slope is attributed to eddy zones in the face area. A simple theory was developed that allows one to calculate the approximate amount of gas in the eddy zones and thus estimate the size of the eddy zones.

Exposure to excessive noise over time can cause permanent hearing loss. Workers in the mining industry are frequently exposed to A-weighted sound levels in excess of 90 dB. The A-weighted sound level at the roof bolter operator’s location can exceed 100 dB while drilling. The National Institute for Occupational Safety and Health (NIOSH) measured the sound pressure at the roof bolter operator’s position and utilized a phased array of microphones with beamforming software to identify noise sources on a roof bolting machine while drilling. The test data indicates the sound level at the operator’s position is dominated by the 2000 Hz through 5000 Hz one-third­octave-band sound levels. The beamforming results indicate that the drilling noise is primarily from two areas: the portion of the drill steel just below the rock and the drill steel-chuck interface. This paper will discuss the methods used to identify the primary noise sources.

Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. Nevertheless, much of the information is relevant for noncoal mines that have methane in the mine or in the overlying strata. METHANE IN SHAFTS EXCAVATED BY CONVENTIONAL MEANS (DRILL, BLAST, MUCK) [ ] Ventilation. Shafts excavated by conventional means are ventilated with a fan on the surface connected to ductwork that extends down into the shaft (Figure 9–1). Shafts into coalbeds should have ventilation systems designed to handle the higher gas flows to be expected as the shaft excavation passes through any over-lying gas-containing strata and nears the coal-bed to be mined. This information circular is one of a series, published by the Federal Bureau of Mines, on methods and costs of mining uranium ore on the Colorado Plateau. This report describes the relatively small-scale operations of the Salt Wash miner: The mining method followed, the equipment used, and the production costs. It describes 10 lease-operated mines of Union Carbide: Nuclear Co. that are typical of Salt Wash operations on the plateau. These mines lie within the Uravan mineral belt3/ and arc in the Gateway, Bull Canyon, and Uravan mining districts. (See fig. 1.) Generally the ore bodies occur as irregular, discontinuous layers of ore minerals within sandstone beds in the Salt Wash member of the Jurassic Morrison formation. The ore bodies sometimes occur as rolls, pod associat with carbonaceous trash, or tabular masses. Their size and erratic distribution preclude the use of a prearranged and uniform stoping system. The mining method is simply to follow the ore and leave open scopes behind.

This report describes the redesign, development and field demonstration of a remote shotcrete lining system, capable of operating in shafts and mines from 8 to 16 feet in diameter at depths up to 1000 feet. The original contractural scope of work outlining problems and remedial measures associated with a previous unit proved inadequate. Significant additional effort was necessary in order to fulfill the project objectives of producing a functionally reliable remote shotcrete lining system. Included with the engineering and technical description of the system, is a comprehensive technology package. Included with this material is ancillary equipment, materials selection procedures, mix-design data, quality control and assurance program, selection and training of personnel and the organizational aspects required to operate the entire system. The report concludes with details of a successfully completed borehole lining operation at the Nevada Test Site. An irregular 104 inch diameter borehole was lined at a rate of 4.8 feet per hour and 20 feet per hour respectively for 8-9 inch and a 2 to 3 inch shotcrete thickness.

The U.S. Department of Labor?s Mine Safety and Health Administration (MSHA),through its winter alert program, warns U.S. mine operators and miners at underground coal mines of workplace hazards that can arise when the weather turns colder. MSHA records indicate that, historically, most explosions in underground coal mines occur during winter months. ?The changes in weather can increase the risk of fatal accidents,? says David G. Dye, Acting Assistant Secretary of Labor for Mine Safety and Health. ?Each miner and mine operator must take individual responsibility to eliminate the kinds of hazards that can cause fatal accidents in the workplace. Safety is not the other guy?s job?safety begins with you.? In fact, MSHA?s slogan for this year?s campaign is ?Winter Alert Starts Now and Safety Begins with YOU.? This message reminds miners and mine operators of the risks of colder weather and educates them about helping to reduce risks and hazards. ?Safety requires the joint effort of both management and labor,? Dye says. ?Everyone at the mine site must see safety as an individual value and act to ensure a safe working environment.?

Objective Develop a method to warn of hazardous conditions and enhance safety during operation and inspection of vertical mine shafts and hoists. Background Mine hoisting is the most critical and potentially the most dan¬gerous operation in underground mining. Many hazards are related to falls of miners and materials, ground instability, and malfunction or lack of safety devices. All have the potential to cause a cata¬strophic accident. A condition known as "slack rope" is particularly dangerous, expecially if it occurs without the operator's awareness. The most common occurrence of slack rope is in metal or nonmetal mines that have a history of ground control problems near the "haft. Approach Studies of hoist safety features and Mine Safely a and Heath Administration (MSHA) accident statistics suggests a need to measure wire rope tension, conveyance speed and position, and shaft guide misalignment. The most accurate data are obtained directly from the conveyance. Such data could warn of potentially dangerous situations during hoisting operations, as well as during inspections, maintenance, and lowering of large equipment. Figure I shows the concept for monitoring wire rope tension, conveyance position, and guide displacement. Progress to Date A conveyance-mounted system has been developed that monitors rope tension: hoist conveyance position, speed, and load; and shaft guide misalignment. A "flex-beam" load sensor mounted just above the- conveyance protects against slack and tight rope. The measurements are transmitted 60 times a second via wireless equipment from the conveyance to the hoist room. An encoder mounted on the conveyance eliminates the need to correct the position because of rope stretch. Figure 2 shows the encoder wheel and guide displacement sensors being mounted on a cage in¬spection deck. A potentiometer monitors misalignment of the shaft guides during inspections. Information about the cage or skip can be acquired by the shaft inspector using a hand-held indicator. Inspection can also he conducted remotely from a station or hoist room using the wireless link to a laptop computer. Figure 3 shows test results from a simulated slack rope condition. Patent Status NIOSH has a patent pending on this device entitled "Cable-Load¬Sensing Device." Methane can be a significant hazard in coal mine longwalling operations and extensive methane mitigation techniques are employed by coal mine operators. Reservoir modeling techniques are used to better understand the liberation and migration of methane from the surrounding rocks towards the mine ventilation system. The caved rock behind the advancing longwall face, known as the gob, can contain high void ratios, providing high permeability flow paths to the methane. The gob is progressively compacted by the weight of the overburden, resulting in a reduction in the void ratio and associated permeability. Estimating the permeability distribution within the gob poses challenges due to its complexity. The authors have developed a new methodology to determine both horizontal and vertical variations in the permeability of the gob. Variations of the permeability in the vertical direction are based on a model of caving and block rotation, which considers the effect of block dimensions and fall height on the void ratio. Gob compaction by the overburden and associated permeability changes are determined from a three-dimensional geo-mechanical model which simulates the gob as a strain hardening granular material. The resulting three-dimensional permeability distribution in the gob is then transferred to a reservoir model. The paper demonstrates the application of the method and shows that reasonable results are obtained when compared to empirical experience and measurements.

Design a new acoustic monitoring system to more accurately forecast impending rock bursts, and to assist in understanding the rock burst phenomenon. Background Rock bursts arc the major cause of injuries and deaths in deep underground mines in the Silver District near Wallace, ID. Bureau investigations of the rock burst phenomenon resulted in significant improvements in computerized acoustic technology, and achieved limited success in forecasting several large events. Research demonstrated that the location of rock noise, and the rate at which these events occur, are indicators of areas that could fail violently. In minewide monitoring, the typical array of acoustic sensors (geophones) is arranged to cover an entire mine with 16 to 32 separate instruments. The mines intended to be covered may be 7,000 feet in depth and up to several miles in extent. While such an arrangement is capable of detecting and locating large seismic events (rock slippage along natural fractures or faults), the geophones are too far apart to accurately locate mining-induced events at the active workplaces. The Bureau devised a strategy to concentrate the geophones into typical slopes (mining areas about 200 by 500 feet) to record the rock noise in areas where the miners work. By using such a dense geophone array at a mine, the Bureau provided event location and rate information to mine operators who removed workers and ceased production from active mine areas that subsequently suffered rock bursts.

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

In June 1992, the Mine Safety and Health Administration (MSHA) published the "Report of the Coal Mine Respirable Dust Task Group, Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in-mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

"INTRODUCTION Canister-type gas masks have become an essential part of the equipment of many industries, not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres.Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investi-gations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.TYPES OF CANISTERS EXAMINEDThis investigation included tests of the following types of canisters:(a) Gas-mask canister filled with 725 c.c. of granular activated charcoal, 8 to 14 mesh, and of a quality used in gas masks which meet the Bureau of Mines approval requirements 4 for protection against organic vapors."

This report assesses the expected detectability, on the surface above mines, of electromagnetic signals produced in the frequency band of 630 to 3030 Hz by a rescue transmitter activated by miners trapped underground. This assessment is based on a statistical analysis of experimental signal and noise data taken at a representative sample of coal mine sites well distributed over the United States underground coal fields. Regression analyses are performed to characterize the signal transmission behavior of overburdens as a function of depth and frequency. The predicted signal behavior is then combined with experimentally based distributions of the background noise, and aural detection characteristics of signals in noise, to generate curves of the expected probability of detection for trapped miner signals versus overburden depth and operating frequency. The implications of these results, and associated recommendations, are presented regarding the detectability of trapped miners, sensitivity analyses and confirmatory tests, and operational utilization considerations for the trapped miners and the search and rescue team on the surface.

This paper is one of a Federal Bureau of Mines series covering the mineral resources of the Nation. It briefly describes most of the tungsten deposits in Cochise, Pima, and Santa Cruz Counties, Ariz. Most of the descriptions are from field examinations by the two senior writers, prior to July 1957. Wolframite first was identified in Arizona in 1896 by W. P. Blake, Territorial Geologist. Tungsten mining began about 1900 in the Little Dragoon deposits of Cochise County, and about 1901 in Las Guijas district of Pima County. The price history of tungsten is an erratic one; consequently, production has been erratic. Prices rise during wars and periods of national preparedness. Production of tungsten ore was stimulated greatly by a Government purchasing program, announced on May 10, 1951, wherein the Government agreed to purchase standard-grade tungsten concentrates at $63 per short ton unit5/ for 5 years or until 1,468,750 units were purchased. This was later increased to 3,000,000 units, and after this amount had been purchased in June 1956, the purchase of an additional 1,500,000 units was authorized. Government purchase, however, was suspended in December 1956 before completion of this latter program, and the price of tungsten concentrates declined sharply. The price had dropped to $15 per short ton unit, duty extra,6/ by the last part of July 1957.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals. Also, miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupational Research Agenda, problems created by occupational hearing loss include (1) the reduced quality of life due to social isolation and unrelenting tinnitus, (2) impaired communication with family members, the public, and coworkers,(3) a diminished ability to monitor the work environment (e.g., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although the elimination of hazardous noise is the ideal long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use in the workplace is usually worse than when tested under laboratory conditions. Additionally, workers may refuse to wear their hearing protection for any number of reasons. Therefore, this project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis toward optimizing the balance between effectiveness, comfort, overprotection, and communication ability. Currently, the necessary in-house laboratory facilities and research techniques are being finalized. Individual experiments are planned that involve analysis of new hearing protector technology under both laboratory and field conditions. The laboratory components are to consist of con-trolled studies using human subjects and/or an anthropometrically correct artificial test fixture to evaluate the adequacy/effectiveness of various hearing protective devices. Field studies are planned to determine the actual usefulness and practicality of the hearing protectors as used in diferent mining environments. Recommendations can then be offered to the mining community regarding correct earplug/earmuff usage that maximizes recognition of hazard/warning sounds while adequately protecting the miners’ hearing.

INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh.
