While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah's coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah's coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah's coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

For a number of years the Bureau of Mines has conducted semi-annual survey to determine the changes in the characteristics of the rotor gasoline being sold in the United States. Certain cities have been decided upon as points of origin of samples. Tare choice of these cities has been governed by their situation as the representative of a more or less definitely bounded marketing territory. Samples have been taken on or about the fifteenth day of January and July of each year. In the collection of the samples an attempt has been made to get a representation of the important types of motor fuel being sold, and also to tame into consideration the proportion of tie total consumption that is supplied by the different marketers. It is therefore felt that the survey affords a reliable indication of the quality of the gasoline being sold throughout the United States at the time of sampling. The figures in Table I, below, were obtained by averaging the end points of the least volatile and most volatile samples of gasoline. For example, of 850 samples analyzed in 1919, the 10 per cent (85 samples) having the highest end points, and the 1C per cent having the lowest end points were averaged. These averages are represented in the table as the "Maximum 10 per cent" and the "Minimum 10 per cent", respectively. The same scheme was used in the succeeding surveys.

This report describes the development and performance of a multi-level, multi-function Calibration Light Source designed for field-calibration of a group of specific photometers. The Calibration Source is capable of providing ±35% accuracy calibrations at all of the following levels: 0. 05 foot-Lamberts, 6 foot-Lamberts, 6 foot-candles and 20 foot-candles. The Source was found to provide constant light output to within 1% over 50 hours of lamp operation and for line voltage variations of ±25%. It is compact and light-weight (11 pounds), and can be easily transported and used by one man in normal office environments (without requiring a darkroom).

Pure respirable quartz is a known pathogenic agent for lung disease. However, for mixed dusts, neither mineralogical nor in vitro cytotoxicity assays unequivocally predict the contribution of quartz to their pathogenic potential.First, although Coal Workers' Pneumoconiosis (CWP) and Progressive Massive Fibrosis (PMF) prevalence have been found to correlate with total respirable coal mine dust exposure, and with coal rank (Attfield and Morring, 1992), epidemiological studies generally have not found the quartz component of coal mine dust as measured by X-ray diffraction or infrared spectroscopy (each of which essentially measures the mass-percent quartz in a bulk sample) to be clear predictors of CWP prevalence or incidence (Walton et al., 1971). Second, the properties which distinguish the extreme fibrogenic potential of quartz are not revealed by conventional in vitro bioassay comparison with other silicate mineral dusts. As an example, quartz and kaolin (aluminosilicate) clay in vitro cytotoxicities are comparable for lavaged primary pulmonary macrophages.The studies discussed here address these two anomalies from a general hypothesis that the pathogenic activity of respired quartz particles is associated with properties of, and interactions with, the particle surfaces. One factor in the expression of toxic activity by a particle surface is the biological availability of that surface. Anomalous lack of correlation of disease prevalence with mass percent quartz in exposures to some mixed composition respirable-sized dusts suggests that individual particle surface features, invisible by bulk sample mass analysis, may alter the biological availability of a fraction of quartz particles in a dust. For pure-surfaced mineral particles, the comparably strong prompt membranolytic activities of quartz and kaolin in vitro suggest that upon deposition of such particles in the lung there must be other interactions with particle surfaces which distinguish quartz. This might be due to toxic surface-associated sites specific to silica, or to interactions of other sites on other mineral particles which affect the biological availability of their toxic functional groups. For example, alurninol groups on clays affect the availability or activity of adjacent silanol groups. Surface activities which distinguish quartz pathogenici ty might be manifest in one or more of the sequential interactions upon deposition in the lung; first with the pulmonary surfactant system, then with extracellular and phagolysosomal enzymatic digestive processes, or with subsequent cytotoxic processes.

In a previous report, entitled A Gage and Recording Equipment for Measuring Dynamic Strain in Rock, a control circuit for a drum camera was described. The purpose of this control circuit was to provide a means for firing seismic caps, synchronizing the firing of the cap with the opening of the camera shutters and generating an electrical impulse at the instant of detonation. The operation of this circuit depended on the following two characteristics of seismic caps: (1) these caps contain a bridge, which breaks at the instant of detonation, and, the firing delay time of the cap is a function of the firing current. During the course of the Bureau's studies, considerable difficulty was experienced from "firing hash", i.e., spurious vibrations that appeared on the records at the time of detonation. The cause of most of this "firing hash" was traced to the intermittent grounding of the cap leads at the time of detonation. As the cap leads were still connected to the firing battery, the grounding of the leads permitted current to flow through the rock to the gage and to return to the firing battery through the shield on the gage cables. The intermittent flow of current along the cable shield produced potentials on the gage leads that were recorded as the "firing hash." To eliminate this difficulty, it is necessary to remove the firing voltage from the cap leads the instant the cap detonates. This report supplements the previous report and describes an improved circuit that can be used to fire seismic caps, remove the firing voltage from the cap leads the instant the cap fires, control the firing delay time in the cap, and generate reference signals at the time current starts flowing in the cap circuit and at the time the cap detonates. These reference signals can be used to determine the firing delay time of seismic caps and the time at which the seismic wave is generated by the explosion.

Of the 19 major mine fire events (including thermal events) that have occurred in the last 6 years (2000-2005), it is estimated that remotely constructed mine seals could have been used at 65% of the events to control or suppress the fire. Underground observations of seals that have been remotely installed during mine fire events show that they often do not fully achieve mine roof-to-floor and rib-to-rib closure. Unfortunately, the inability to reliably close the mine void has limited or precluded the regular use of this technology. The National Institute for Occupational Safety and Health is conducting full-scale underground experiments at the Lake Lynn Experimental Mine to identify and remedy existing remote sealing technology shortcomings, to develop novel technologies, and to transfer the new or improved technologies to the mining industry. This paper will discuss the remote mine seal testing program and will provide the results of the in-mine experiments. Electrical resistivities for various coal ashes in air and in a nitrogen atmosphere are given over the range 100° to 1,500° F. Resistivity of low-carbon ash in air is very high at low temperature, rises to a maximum at about 250° F, decreases very rapidly with increasing temperature to about 800° F, then decreases gradually to approach an asymptote at 1,500° F. Resistivity of high-carbon ash in air follows this same general trend at values which are much lower and are proportional to the carbon content. After the carbon has been burned off, resistivity of the remaining ash approaches the high values corresponding to low-carbon ash of similar chemistry. Two factorial experiments show the effects of temperature, particle size, chemical content, and compressibility on the resistivities of four fly ashes of widely different chemical composition in the temperature range proposed for coal-fired turbines. Resistivities of all low-carbon ashes tested fall in the range 106 to 107 ohm cm at 1,500° F and should be removable by electrostatic precipitators. Ashes containing carbon in excess of about 8 percent, however, have low resistivity (as determined in nitrogen), especially at high temperatures. Therefore, high-carbon materials may not be collectable in precipitators because the resistivity is below the minimum value necessary for precipitation. Consequently, high carbon residues from partial combustion of coal probably could not be removed effectively at high temperatures.

The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.

Reduce spillage hazards and contamination when adding hydraulic nil to mining machine reservoirs. Approach An easily transported module, that delivers hydraulic oil directly into mining machines, was built and tested. How It Works The Hydraulic Oil Delivery Module is carried, from the oil storage area to the equipment needing oil, in the bucket of a scoop or other utility vehicle. Oil is pumped into the module reservoir from storage, or out of the module reservoir into the machine being serviced, through a long hydraulic hose. During long-term testing, the 115 foot long delivery hose made it possible to replenish the hydraulic oil in mining machines at the face with only limited interruption to the mining operation. (Figure 1 shows one! version of the module.) The compact Hydraulic, Oil Delivery Module consists of: an oil reservoir: a pump driven by a hydraulic motor; two high pressure, low volume oil lines, filters; and a low pressure, larger capacity delivery hose equipped with quick-connect-couplers. The high pressure oil lines are connected to the scoop&apos;s hydraulic power takeoff, which supplies the power to pump oil in or out of the module reservoir.

To reduce accidents associated with transporting, installing or maintaining mine conveyor belts by providing easy-to-use tools for use in specific tasks. Approach The Bureau of Mines, through a re-search contract, developed three devices for use on conveyor belt systems 1) for use in moving and positioning conveyor components. 2) to reduce spillage and clean-up around conveyors, and 3) to lessen the maintenance of the belt system. The Saucer Skid Moving conveyor components using runner nose 1-beam skids is a simple task when the direction of travel parallels the beams. However, when the unit is moved sideways or around corners for final positioning, the web of the beam scrapes the floor with a bulldozing effect. Many strain and sprain injuries hap-pen when mine workers drag the skids into position at this paint. To minimize such injuries, the Bureau of Mines developed a saucer skid five feet in diameter with rounded sides and a flat bottom. Its design incorporates eight reinforced ribs with holes so the component may be secured to the skid, and eight exterior eyelets to which towing chains may be attached. The skid can be easily moved in any direction because its rounded sides slide over the mine floor rather than drag across it.

However, these vertical boreholes are becoming so costly, and the surface rights so difficult to obtain, that the Bureau of Mines is developing underground gob gas drainage as an alternate means of methane control for U.S. longwal..ls. Holes are drilled into the roof over the panel and on retreating longwalls, towards the working face from a location inby the face. As the longwall retreats, an increasing portion of the hole inter¬cepts the fracture system over the caved gob. A surface exhauster maintains a vacuum on a pipeline parelleling the panel and draws the methane mixture out of the mine. Auxiliary systems of gob gas drain¬age during longwall mining will be essen¬tial for an increasing number of coal mines. Deep and gassy mines often find ventilation insufficient for adequate dilution of methane in bleeder entries. Although this cross-measure method of degasification has been used successfully in Europe, some of the European tech¬niques cannot be directly applied to U.S. mines. This is the first study of its kind in this country.

This report describes the analysis tools developed at West Virginia University which can be implemented to optimally design coal mine electrical systems. The basic analytical tools for all power systems are the load-flow and short-circuit analysis. Well known programs have been developed for analysis of ac transmission and distribution systems, but they are not applicable to a system which has combined ac/dc distribution, such as a coal mine power system. Furthermore, the topology of a coal mine electrcal system changes continuously due to the movement of the locomotives on the track. In the first section of this report, algorithms for carrying out load flow and short-circuit analysis of a coal mine electrical system are described. Results from the study of a typical coal mine system are presented. In the second section a method is described to optimally size power cables for cyclic loads. The method is based on the development of a thermal-electric model for a low-voltage power cable. Results from experimental verification of the model are also presented. These techniques are useful in the safe, efficient, reliable and economical design of the coal mine electrical power systems.

The normal electrical distribution and grounding practices used in metallic open-pit mines are reviewed and compared with coal mine usage. The results are used to generate the included recommendations for Federal Regulations concerning open-pit metal mine grounding systems.

"INTRODUCTION The Ward copper deposit was brought to the attention of the Bureau of Mines in September 1943 by John J. Knob, 217 E. Penn Street, Long Beach, N. Y. At that time all Bureau of Mines work on Seward Peninsula was being directed to the exploration of deposits of tin, a metal high on the strategic list. It was not until September 1946 that the Bureau could make a preliminary examination of the Ward prospect.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Bureau of Mines developed a mathematical model that decribes the interaction of an automated breathing and metabolic simulator, or lung, with a self-contained· self-rescuer that is supplied compressed oxygen. The model can be used to predict the gas partial volumes of 0z, Nz, and COz in the lung and in the self-rescuer breathing bag for a prescribed metabolic state that characterizes the lung. Nonlinear rate equations are used to describe the temporal evolution of the gas partial volumes. A numerical procedure was established with a FORTRAN computer program to solve these equations, which correspond to a given metabolic state. Examples are presented of applications of the model to predict bag volume and bag oxygen concentration changes with time when the bag is controlled by an automated breathing simulator. Under certain restrictive conditions, the model equations can also be used to analytically pre-dict the time required for the bag to reach a maximum or minimum volume. The model equation in this latter case was extended to transi-tions between metabolic states, with transitions described as exponential growth or decay processes.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrous- metal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry.
