A series of studies are described that identify critical health and safety skills needed by underground coal miners for coping with mine emergencies. First aid and self-rescue and escape were selected as two broad performance domains that include many subordinate skills needed for preventing, recognizing, and coping with mine emergencies. The performance domains and their objectives were used to direct the development of simulation exercises that permit miners to experience mine emergencies in the safety of a training room. The exercises are based upon research with similar simulations for the training of flight crews and medical personnel in information gathering, judgment, and decision making skills. Exercise content is drawn from actual mine accident and disaster case studies. The exercises incorporate recent principles of cognitive psychology and instructional design. Initial studies in annual refresher training classes suggest the exercises are stimulating for miners and their instructors, easy to use and read, sufficiently complex and authentic to challenge experienced miners, and useful devices for both teaching and testing critical problem solving skills required for preventing and minimizing emergencies.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

This preliminary bulletin was written as the first of a series of several on the significance of drafts in steam-boiler practice, the succeeding bulletins to be along the same lines but of a more advanced character. The conclusions arrived at are tentative, and are the result of a study of one of the many problems growing out of a general plan of the United States Government to increase the efficiency with which the coals of the country are being used. Greater efficiency requires better boiler and furnace design. The experimental study of drafts on which the conclusions presented in this bulletin are based formed part of the fuel-testing investigations that were carried on by the technologic branch of the United States Geological Survey and have been transferred to the Bureau of Mines. The experiments made seem to indicate that it is possible to double or treble the capacity of a plant without making any radical changes the furnaces and boilers. These increases require about double and treble the quantities of air to be put through the fuel beds and boilers. It also seems probable that rebafHing the boilers will often permit the capacity to be doubled or trebled, while still getting more steam than formerly per pound of coal for uses outside the boiler room. These experiments were undertaken with the object of clarifying ideas concerning the passage of air through fuel beds and boilers. Measured weights of air were passed through two beds of lead shot, series, one of which remained always the same and represented a boiler; the other being varied as to size of shot and depth of bed, and representing a fuel bed. Careful observations were made of the weight of air passing through the beds per minute. All data were plotted in many charts, so as to permit the study of them from several points of view. A number of laws were deduced bearing on the relative amounts of power required to force air through fuel beds of various thicknesses, composed of various sizes of coal, and through boilers of various lengths and areas of gas passages. An important part of the discussion relates to an increase in the capacity of boilers by increasing the amount of power applied to pressure and exhausting fans and thus forcing several times as much air through the fuel beds and boilers. may be possible, as a result of these investigations, to raise the rate of working the boiler heating surface to three or even four times its present value. Such an increase would undoubtedly mean new designs of grates, stokers, furnaces, and boilers, especially fitted for high rates of working. Fan equipments designed to supply three or four times as much air under several times the pressure would be provided with more efficient engines, thus giving an additional factor favoring high-capacity working. It must be borne in mind, as stated above, that the results are tentative. It will cost money to force gases at high speeds through fuel beds and boilers, and there will soon be pressing need of such quantitative data as will enable the largest possible part of the energy imparted by the fans to be advantageously utilized. The Midnite Mine is an inactive, hard-rock uranium mine in Stevens County, WA. Oxidation of sulfide-containing minerals, primarily pyrite, in the ore body produces large quantities of acidic water. An interception system installed by the mining company limits the discharge of contaminated water from the mine. The U.S. Bureau of Indian Affairs (BIA) and the U.S. Bureau of Land Management (BLM) have been actively involved in planning remediation of the disturbed areas. To assist in remediation, the U.S. Bureau of Mines (USBM) initiated research to determine water quality and to define ground water flow characteristics. USBM personnel designed a monitoring network, supervised installation of sampling wells, and collected and analyzed water samples. This Report of Investigations describes interpretation of data collected between December 1989 and April 1992. The computer program WATEQ4F was used to identify aqueous species distribution and to calculate potential solid phase controls of solubility. To assist in interpretation of changes in water quality between sampling locations and to develop models describing proposed flow paths, the computer program BALANCE was used. Using output from these programs and field observations, a description of the chemistry along proposed ground water flow paths at the mine is presented.

This report presents the results of a 7-year Bureau of Mines program to review, revise, and make an effective engineering tool of the microseismic method of determining the stability of rock structures. The program consisted of developing new microseismic equipment and data analysis techniques and extensive field investigations to demonstrate the effectiveness and potential of the broad-band microseismic method. The guidelines for choosing the components of a microseismic system are presented along with approximate cost figures. Different microseismic systems are discussed, including completely automated systems. Procedures for conducting microseismic investigations and analyzing microseismic data are discussed in detail. Field situations which show the full value of the microseismic technique as an engineering tool are described.

"One of the most important wartime activities of the Bureau of Mines was the search for new sources of mineral necessary to the prosecution of the war. Part of that effort was in the form of metallurgical service extended to other government agencies engaged in purchasing and stock piling some of the more critical and strategic materials.Fluorite was one of the materials stock piled by the Metals Reserve Company. The fluorite was usually in the form of coarse metallurgical con¬centrate purchased in the United States and abroad. The material was stock¬piled to insure an adequate reserve of fluorite for the metallurgical industries. The domestic production of metallurgical fluorite containing a minimum effective calcium fluoride content of 55 percent,4/ however, gradually increased until production was at least equal to consumption. The stock-piled metallurgical fluorite, therefore, soon became a surplus commodity.On the other hand, the supply of acid-grade fluorite, containing a minimum of 97.5 percent calcium fluoride and n maximum of 1.5 percent silica,5/ was never entirely adequate. Increased consumption of acid-grade material in the aluminum, petroleum, and chemical industries kept that material on the critical list during the war.Under the circumstances, it was felt that a study of the possibility of producing acid-grade fluorite from the metallurgical stock piles would be of some benefit to the war effort. Consequently, samples of fluorite from several of the Metals Reserve Company stock piles were tested by the Bureau of Mines at the request of the War Production Board.Two groups of samples were submitted for testing. One consisted of metallurgical fluorite purchased from Mexico and stock-piled in the El Paso and Laredo, Texas, stock piles of the Metals Reserve Company. The second group of samples was from the stock piles at Gila, N. Mex.The sample submitted from the El Paso stock pile consisted of about 5,000 pounds of minus 4-inch material. Mineralogically, the sample consisted of fluorite contaminated by calcite, chert, quartz, and small amounts of iron and alumina. Although some of the fluorite was reasonably free from gangue at minus 1-inch, much of it remained locked in sizes as fine as 65-mesh.The Laredo sample was about 5,000 pounds of material from five different piles. The samples from each stock pile, A to E, inclusive, were analyzed separately to determine whether the grade of the material in the piles varied markedly. As there was little difference in the analyses, the samples were combined in proportion to the tonnage represented to make a composite sample for testing. The composite sample consisted of fluorite with small amounts of quartz, calcite, and barite. Most of the fluorite was the dark-colored, opaque variety. A small amount of iron-oxide staining was present, and traces of muscovite, clay, pyrite, and tourmaline were noted. The quartz was present as crystals in vugs, and as finely disseminated grains in the fluorite. The druzy quartz and the calcite were free at minus 10-mesh, but the disseminated grains, some of which were 1 to 15 microns in size, were not entirely free at minus 270-mesh. A petrographic estimate indicated that 65 percent of the silica was locked in the 150- to 200-mesh."

This is one of a series of reports describing investigations made within the Missouri River Basin in Montana by mining engineers of the Bureau of Mines, Minerals Division, Region II. The primary purpose of these investigations is to provide basic information to agencies of the Department of the Interior and other agencies concerned with the planning of power and other water developments in the Missouri River Basin. This report contains only such factual data as have been authorized for public distribution. Special precautions have been taken not to reveal any information or data considered to be confidential. The field investigations for this report were made during the fall of 1948 and the summer of 1949. Virtually all of the known metallic mineral deposits and some nonmetallic (industrial) mineral deposits within Judith Basin County were investigated. Most of the mines and prospects have been inactive for many years; most of the old underground mine workings now are inaccessible or only partly accessible. Consequently, much of the information on many of the mines and prospects necessarily has been obtained from available U. S. Government and State publications and from owners and local residents.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

The National Safety Competition was inaugurated in 1925 by the Bureau of Mines, U.S. Department of the Interior, in cooperation with the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations for the year, the largest number of perfect safety records in the history of the contest.

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

On St. Thomas and St. Croix, and possibly also on St. John, low-quality red-burning clays probably can be developed to provide the major part of the raw materials for structural clay products and earthenware pottery. 2. The potential sales volume for structural clay products is too small to sustain a plant in the Virgin Islands to manufacture such products in competition with Puerto Rico; however, handmade patio tile might be produced successfully. 3. The market for pottery utility wares in the Virgin Islands is too small to justify a plant devoted solely to the production of such wares; but it may be feasible to evolve a diversified community activity to make jugs, pots, casseroles, bowls, charcoal burners, patio tile, and other items.

"The talc and soapstone deposits of Vermont have been worked more or less continuously for nearly 100 years, but all of the early efforts seem to have been directed toward the production of slabs for foot warmer, and other similar uses. Altho soapstone of good quality occurs at several places, much of the material first utilized was really talc and was not massive enough to be cut successfully. The grinding of talc in Vermont seems to have commenced in about 1902 and has shown continuous growth since that time. Statistics compiled by the Geological Survey in Mineral Resources of the ,United States show that the production of talc in Vermont has increased, from 8,978 short tons valued at $65,525 in 1905 to 93,960 short tons valued at $625,150 in 1917. Until 1917, New York was the leading producer in both tonnage and value with Vermont second, but in 1917, Vermont took the lead in tonnage produced, although not in value, with a production of over 47% of the total tonnage produced in the United States and over 35% of the world's pro-duction. This increase in production will probably be continued, though possibly at decreased rate, for the reserves of talc In Vermont are large.Active talc mines and mills in Vermont are found in four districts: Chester, Windsor County; Rochester, Windsor County; Waterbury, Washington County; and Johnson, Lamoille County, These mines and mills are distributed as shown in the following table:While there are a great many other known deposits of talc and soapstone in Vermont, some of which have been worked, those listed above are the only ones which have survived and are producing on a commercial basis. The closing down of many mines and quarries, for example, those at Perkinsville, Stockbridge, Reading, Cavendish, and Athens, has been attributed to several causes. Of these causes the most important seem to be exhaustion of the deposit, poor grade, long haul to the railroad, poor management due to lack of knowledge of mining methods and failure to consider talc mining strictly as a business proposition. The companies which are now operating with greatest apparent success are those which have realized the present and future possibilities of their industry, and have invested sufficient capital in both equipment and personnel to establish their companies on a firm business basis."

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

Continuing progress in a petroleum and natural gas research program of world-wide significance makes it difficult to pinpoint accomplishments within definite time limits, and it is helpful to look back as well as forward in attempting to introduce and summarize the petroleum work of the Bureau of Mines in the fiscal year 1953. The 1952 report2 / indicated progress in a long-range program applicable in large part to both defense and peacetime requirements. The present report indicates a continuation of that program, modified partly by new demands and interests of government and industry, and is highlighted by a number of significant contributions to the knowledge of petroleum and natural gas and their production and utilization. The intent of the program was clearly epitomized in a statement made near the end of the fiscal year at a general conference of Bureau of Mines personnel where the record was critically reviewed:

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .
